In view of the recomnendations in these cables the following action has been taken at this Headquarters:

Reference is made to cable 2498 for Ge.le from Director Gemral, pa.ra.5., providing that assura.noe can be obtained from H.M.G. that on acceptance of principle that there is no reorlri. tment af persons who have expressed the intention to accept repatriation, the following suggestions have been drafted in a cable indicating to the field personnel to what extent UNRRA personnel in the field should and should not participate in this scheme.

Re Para.4. No action has been taken with U.K. in view of "Westward Ho" plan requesting them to disouss ,nth governments of nationalities concerned and to establish the basis of agreement.

Re Para. 5. No action has been taken and the governments have not been officially informed by UNRRA. Yfe have, however, in the "Westward Ho" file a letter dated 31st March ad.dressed to Mr. fudley Ward by the Control Off'ice for Gernaey and Austria, London, which states:- ·

" It is appreciated that sane conoem may be felt in regard " to the effect which this scheme may have on the progress " of repatriation plans which it is hoped will achieve " substantial results this sunmer. It is the accepted " policy of His Majesty,'s Goverrnnent that first priority " shall be given to repatriation and it is being ma.de " clear, therefore., that no displaced person should be " recrui. ted for eJI!Ployment in this country if he is willing " to accept repatriation. "

Since cable No. 2.635 is action London and repeated Paris do you wish a reply to be sent from this off'ice to Washington?

If so, it is suggested that a cable be sent to London referring to this, and mentioning the fact that we are aware that discussions have been held in the field. Referenoe should also be nade to the excexp'l from the letter ad.dressed to Mr. Dudley Ward quoted above.

1. Additional workers both men and women are needed urgently for a wide range of technical and manual occupations in Great Britain. Recruitment of British workers for such occupations is progress­ing steadily but you too are invited to volunteer. Read the terms and conditions set out below care­fully. They will be amplified by special officers who will visit your camp and answer your questions, and tell you about conditions in Great Britain. If you then decide to volunteer fill in and sign the Under­taking at the end. You will in due course be inter­viewed and medically examined, and notified if you have been selected.

2. Those selected will be transferred free of charge to Great Britain to appropriate accommodation there, and will be provided with free meals and accom­modation until employment is found. They will be provided with employment either on arrival in Great Britain or as soon after their arrival as it can be arranged. Preference in movement to Great Britain will be given to men and women who are prepared to take unskilled manual work, and to men and women with skill or experience in certain skilled technical or manual occupations or who are suitable for training in such occupations. It is not possible to state at any given moment the occupa­tions which will be open to workers under the scheme as these will vary from time to time. Every effort will be made to fit workers into employment of their own choice and in accordance with their capacity though no guarantee can be given of this.

.3. Conditions of work and rates of pay.

Displaced persons will be paid the same wages and employed under exactly the same conditions as British workers.

The general range of weekly time rates of wages for unskilled men in Great Britain varies according to the occupation from about 80s. to about l00s., and for skilled men from about 90s. to about 120s. : for unskilled women the range is about 50s. to 65s. Skilled workers in a number of industries are paid at piece rates which enable the average worker to earn more than the minimum time rates. Normal fulltime hours of work generally range from 44 to 48 hours per week.

In the case of female domestic workers in hospitals and similar institutions in England and Wales, the minimum wage is 64s. for a 48-hour week with a deduction of 23s. per week for food, accommodation and laundry, leaving a cash balance of 41s. In Scot­land the deduction for food and accommodation is 25s. leaving a cash balance of 39s.

In some occupations workers will not be accepted by the employers unless they are willing to become members of a trade union.

Man wird dann zu gegebener Zeit an Sie heran­treten, Sie werden arztlich untersucht und benach­richtigt werden, ob Sie angenommen sind.

2. Wer angenommen ist, wird kostenfrei nach Gro/3-Britannien befordert, dort in angemessener Weise untergebracht und erhalt freie Unterkunft und Verpflegung, bis eine Beschaftigung zur Verfiigung steht. Eine Beschaftigung wird sofort nach An­kunft in Gro13-Britannien oder moglichst bald nach der Ankunft zugewiesen. Den Vorzug bei der t.l'ber­fiihrung nach Gro/3-Britannien erhalten die Manner und Frauen, die bereit sind, ungelernte Handarbeit zu verrichten und die Manner und Frauen, die einen bestimmten technischen Beruf oder ein Handwerk erlernt haben oder Erfahrung darin be­sitzen oder sich zur Schulung dafilr eignen. Es ist nicht moglich, zu einem bestlmmten Zeitpunkt an­zugeben, welche Tatigkeit fiir Arbeiter, die sich auf Grund dieser Aktion melden, offensteht, da darin von Zeit zu Zeit ein Wechsel eintritt. Alle An­strengungen werden darauf gerichtet, den Arbeitern eine Beschaftigung nach eigener Wahl zuzuweisen, die ihren Fahigkeiten entspricht, jedoch kann nicht dafilr garantiert werden .

3. Arbeitsbedingungen und Lohnsii.tze.

Verschleppte Personen erhalten die gleichen Lohne wie britische Arbeiter und werden unter genau den gleichen Arbeitsbedingungen beschii.ftigt.

Im allgemeinen betragen in Grol3-Britannien die Wochenlohne flir ungelernte Arbeiter je nach Be­schiiftigung ca. 80 s.-100 s., filr gelernte Arbeiter ca. 90 s.-120 s., filr ungelernte Arbeiterinnen von ca. 50 s.-65 s. In einer Reihe von Industriezweigen erhalten gelernte Arbeiter Akkordlohne, wodurch ein Durchschnittsarbeiter mehr verdienen kann, als den Mindestzeitlohn. Die normale Arbeitszeit be­triigt 44-48 Wochenstunden.

Bei weiblichen Hausangestellten in Kranken­hausern und ahnlichen Anstalten in England und Wales betragt der Mindestlohn 64 s. filr die 48-Stundenwoche mit einem Abzug von 23 s. pro Woche ftir Unterkunft, Bekostigung und Wasche, so da/3 ein Barbetrag von 41 s. bleibt. In Schott­land betragt der Abzug filr Unterkunft und Be­kostlgung 25 s., so da/3 ein Barbetrag von 39 s. verbleibt.

Es gibt Arbeitsstellen, wo Arbeiter vom Unter­nehmer nur dann eingestellt werden, wenn sie bereit sind, sich einer Gewerkschaft anzuschliel3en.

4. Workers with dependants may volunteer, and will be registered accordingly. On account of accom­modation difficulties it will be necessary, at any rate at the outset to give preference in movement to Great Britain to:-

(1) men and women without dependants;

(2) men and women who are prepared to leave their dependants behind until arrangements can be made for the dependants to join them in Great Britain.

Every effort will be made to bring families to Great Britain as soon as possible as well as to make arrangements under which husbands and wives, brothers and sisters etc. will be brought over for employment together. Communications with depen­dants left behind for the time being can readily be maintained by a good postal service by which sub­ject to certain limitations parcels may also be sent.

5. Accommodation.

Workers transferred to Great Britain for employ­ment, other than residential employment, will norm­ally be accommodated on a communal basis in a hostel or camp. This may be anywhere in Great Britain, but once employment has been arranged, will be within daily travelling distance of the place of employment.

Dependants of workers transferred to Great Britain will also be accommodated in a hostel or camp. It will not usually be possible for this to be the same hostel or camp in which the worker is accom­modated, but every effort will be made to arrange that it is near enough to enable the worker and the worker's dependants at least to spend holidays and occasional weekends together. Travelling facilities in Great Britain by road or rail are good and travel is fairly fast and trains and buses frequent. In addition to arrangements for religious observance, medical and educational facilities of a good stand­ard will be organised in connection with the camps and hostels.

Whilst in employment workers who are accom­modated in hostels or camps will be required to pay the current charge for food and accommodation (at present not more than 30s. a week for men and 25s. a week for women). This charge will cover two meals a day with three on Sunday, a midday meal can usually be obtained in the factory canteen at a moderate cost. An additional moderate charge will be made for each dependant for whom food and accomodation is provided in Great Britain. The charge for tlie maintenance of dependants will be so calculated as to allow a reasonable amount over for the personal expenses of the worker and his dependants.

6. Rationing etc.

Displaced Persons going to Great Britain under this Scheme will be treated in relation to Food rationing in the same way as ordinary British workers.

The current British ration is of a higher standard than that for Displaced Persons in Germany and Austria. In Great Britain meals can be purchased in canteens, restaurants, etc., without the surrender of ration coupons, and many items of food are un­rationed.

A special grant of fifteen clothing coupons will be issued to each worker and adult dependant on arrival in Great Britain and a further fifteen coup­ons on completion of every third month thereafter until the end of the year, making a total of sixty coupons for the year. Dependant children (i.e. per­sons up to the age of 18) will receive the same C<?UP<?n a_llowances as adults, except that the initial distribution will be twenty-five coupons, making a total of seventy for the year. As instances of coupon values at the present time (March 1947) five to seven clothing coupons (according to quality) have to be surrendered on purchase of a pair of mens trousers, costing 20/- upwards and 7 for a pair of womens shoes costing about the same.

. 4. Arbeiter mit Familienangehorigen konnen sich frei­

willig melden und werden entsprechend registriert. Wegen Unterbringungsschwierigkeiten milssen, wenigstens im Anfang, bei der -0-berfilhrung nach GroB-Britannien bevorzugt werden:

1. Manner und Frauen ohne Angehorige;

2. Manner und Frauen, die bereit sind, ihre An­gehorigen zurilckzulassen, bis in GroB-Britan­nien Vorkehrungen filr ihre Zureise getroffen werden konnen.

Es wird alles unternommen, die Familien mog­lichst bald nach GroB-Britannien zu bringen und auBerdem Vorsorge getroffen, daB Eheleute, Ge­schwister usw. gemeinsam Beschaftigung erhalten. Die Verbindung mit den vorlaufig zurilckgebliebe­nen Angehorigen kann durch einen guten Post­verkehr leicht aufrecht erhalten werden, durch den mit gewissen Einschrankungen auch Pakete ge­sandt werden konnen.

5. Unterkunft.

Arbeiter, die zu einer Beschaftigung nach GroB­Britannien ilberfiihrt werden, ohne am Arbeits­ort wohnen zu konnen, erhalten im allgemeinen Gemeinschaftsunterkunft in Heimen oder Lagern. Das kann ilberall in GroB-Britannien sein, nach Zuweisung einer Beschaftigung wird die Unter­kunft aber vom Arbeitsplatz aus taglich erreichbar sein.

Angehorige von Arbeitern, die nach GroB-Britan­nien tiberfilhrt werden, erhalten ebenfalls Unter­kunft in Heimen oder Lagern. Unterbringung in dem gleichen Lager oder Heim, in dem der Arbeiter sich befindet, wird nicht immer moglich sein, aber es werden alle Anstrengungen gemacht, daB sie so nahe ist, daB der Arbeiter und seine Angehorigen Ferien und ein gelegentliches Wochen­ende zusammen verbringen konnen. Die Verkehrs­moglichkeiten in GroB-Britannien sind gut. Man reist schnell, und Ziige und Autobusse verke]lren haufig. AuBer der Vorsorge filr die religiosen Be­dtirfnisse wird auch filr gute arztliche und er­zieherische Betreuung der Lager und Heime ge­sorgt werden.

Erwerbstatige Arbeiter, die in Lagern oder Heimen untergebracht sind, mtissen den ilblichen Satz filr Unterkunft und Bekostigung (gegenwartig nicht tiber 30 s. in der Woche filr Manner und 25 s. in der Woche filr Frauen) bezahlen. Fiir diesen Satz werden zwei Mahlzeiten am Tag - an Sonntagen drei - gegeben. Eine Mittagsmahlzeit ist ge­wohnlich in der Fabrikkantine zu einem maBigen Preise erhaltlich. Ftir jedes Familienmitglied, das in GroB-Britannien Unterkunft und Verpflegung erhalt, wird ein kleiner Betrag zusatzlich berech­net. Der Unterhaltsbetrag ftir Angehorige wird so berechnet, daB ein angemessener Betrag fiir die personlichen Ausgaben des Arbeiters und seiner Angehorigen ilbrigbleibt.

6. Rationierung usw.

Verschleppte, die auf Grund dieser Aktion nach GroB-Britannien kommen, werden hinsichtllch der Lebensmittelzuteilung in gleicher Weise wie der gewohnllche britische Arbeiter behandelt.

Die gegenwartige britische Lebensmittelzuteilung 1st hoher als die fiir verschleppte Personen in Deutschland und 6sterreich. In GroB-Britannien konnen Mahlzciten in Kantinen, Restaurants usw. ohne Abgabe von Lebensmittelmarken eingenom­men werden und viele Lebensmittel sind nicht rationiert.

Jeder Arbeiter und erwachsene Familienangehorige erhalt bei der Ankunft in GroB-Britannien eine Sonderzuteilung von 15 Kleider-Kupons und weitere 15 Kupons nach jedem folgenden Vierteljahr bis zum JahresschluB, insgesamt 60 Kupons im Jahr. Zur Familie gehorige Kinder (bis zum 18. Lcbens­jahr) erhalten die gleiche Zuteilung an Kupons wie Erwachsene, jedoch betragt die erste Zuteilung 25 Kupons, im Jahr also 70. Als Beispiel fiir die gegenwartige Kuponbewertung (Marz 1947) mag dienen, daB zum Bezuge einer Herrenhose zum Preise von 20 s. und darilber 5-7 Kleiderkupons, und filr ein Paar Damenschuhe zu ungefahr dem g~ichen Preis 7 Kupons erforderlich sind.

.. , .. , 7. Social Insurance rights and general Legal Position.

Here again foreign workers are treated in exactly the same way as British workers.

They will be liable to the normal British deductions from wages of contributions to Unemployment and Health Insurance whilst employed and will be entitled to the usual benefits in the same way as British workers as well as to the cover provided by British legislation in the matter of workman's com­pensation for injuries at work. Until such time as a worker becomes eligible for benefit under the ordin­ary British National Health and Unemployment Insurance Scheme, special arrangements will be made for the worker's maintenance, and that of any dependants, in the event of the worker's sick­ness or unemployment.

Those coming to Great Britain will have to pay In­come and other Taxes on exactly the same basis as British workers and they and their dependants in Great Britain will be subject to British law in all respects.

8. Conditions of Entry.

Workers will enter Great Britain for an initial period of twelve months subject to good behaviour and to the specific condition that they undertake only employment selected by the Ministry of Labour and National Service, and on the clear understand­ing that they will only be allowed to change their employment with the consent of that department. This period of permitted stay will be extended further if the individual complies with the employ­ment condition set out immediately above and behaves as a worthy member of the British com­munity.

9. General.

Under present British currency regulations no facilities exist for changing Reichsmarks into British currency. Workers coming to Great Britain should dispose of any German currency before travelling.

Luggage brought to Great Britain should be limited to what the worker can himself carry. Special arrangements for dependants will be notified later. Animals cannot be brought into Great Britain by those coming under this scheme.

-10. Initial Cash Grants.

,On arrival at the port of embarkation in Germany an immediate cash grant of 5/- will be issued to the worker and a further sum on arrival in Great Britain.

7. Rechte aus der Sozialversicherung und rechtllche Stellung hn allgemeinen.

Auch hier werden die Fremdarbeiter in genau der gleichen Weise wie die britischen Arbeiter be­handelt.

Sie unterliegen den tiblichen britischen Lohn­abztigen filr die Arbeitslosen- und Kranken­versicherung, solange sie in Beschaftigung stehen, und haben so wie die britischen Arbeiter Anspruch auf die tiblichen Leistungen, ebenso auf den Schutz der englischen Gesetzgebung bei Betriebs­unfallen. Bis ein Arbeiter nach dem britischen Arbeitslosen- und Krankenversicherungsgesetz empfangsberechtigt wird, werden im Falle von Arbeitslosigkeit oder Krankheit fiir den Unterhalt des Arbeiters und seiner Angehorigen besondere Vorkehrungen getroffen.

Wer nach GroB-Britannien kommt, hat Ein­kommen- und andere Steuern in gleicher Weise wie die britischen Arbeiter zu zahlen und unter­steht mit seinen Angehorigen in GroB-Britannien in jeder Hinsicht den britischen Gesetzen.

8. Zulassungsbedingungen.

Arbeiter werden in GroB-Britannien zunachst fiir 12 Monate zugelassen, vorbehaltlich guter Filhrung und unter der ausdriicklichen Bedingung, daB sie sich verpflichten, nur eine vom Arbeitsministerium zugewiesene Arbeit aufzunehmen, und unter dem eindeutigen Vorbehalt, daB sie den Arbeitsplatz nur mit Zustimmung des Arbeitsministeriums wechseln diirfen. Die befristete Aufenthalts­genehmigung wird verlangert, wenn die betreffende Person die vorstehend genannten Arbeitsbedingun­gen erfiillt und sich als wtirdiges Mitglied der britischen Gemeinschaft auffilhrt.

9. Allgemeines.

Auf Grund der bestehenden britischen Wahrungs­vorschriften besteht keine Moglichkeit zum Um­tausch von Reichsmark in britische Wahrung. Arbeiter, die nach GroB-Britannien kommen, mtissen vor Reiseantritt alles deutsche Geld ab­stoBen.

Bei der Fahrt nach GroB-Britannien darf nicht mehr Gepack mitgefilhrt werden als jeder Arbeiter selbst tragen kann. Sonderbestimmungen filr Familienangehorige werden spater bekannt­gegeben. Tiere konnen von Leuten, die auf Grund dieser Aktion nach GroB-Britannien kommen, nicht mitgebracht werden.

10. Gewahrung eines Barbetrages fiir den Anfang.

Bei Ankunft im deutschen Einschiffungshafen er­halt der Arbeiter sofort einen Barbetrag von 5/­und eine weitere Summe bei der Ankunft in GroB­Britannien.

H! & DP Division 1·,ill bid , through BEGC , on Welfare Section , U . & C DiVision , for urgent delivery of 10 , 000 J.RP beds , a large quaatity of which are now being shipped to Germany. These bods will be held on lo.an for a period of approximately 3 months . They will be returned after this time to Welfare section. Thereafter , PN & DP Di Vision will make necessary arrangements to oxtract beds from DP cam1)s rendered vacant by the emigration of DPs .

DEPENDANTS ELIGIBLE TO EMIG-RA.TE TO GREAT BRITAIN

24. (~) London has defined 1dependants 1 under this scheme where the breadwinner has under taken wholly. to . maintain these as follows: -

' · ( i) Husband or wife, and/or children up to the age of 16 years.

(ii)

NOTE: -

Genuine de facto or de jure adoptedchildren up to the age of 16 yea.rs.

This need not preclude children over this age or others ineligible, urtder this definition, to qualify as · dependants to move to Great Britain provided that they have been selected by MoL· as suitable workers.

(b) It is HMG's policy that the bulk of accepted dependants should not be moved to Great Britain t:i.,11 the main flow of workers has gone . Every endeavour will be made to transfer dependants to Qreat Britain as soon after the worker has left Germany as

· ~ossible. (see ulso "Note" following para 19( e) above) .

( c) Plans ·for the move of dependants will be announced later.

FINANCE

(a) The cost of travel for DPs, whilst in Germany, will fall on the German Emergency Budget .

(b) All German assets of DPs proceeding to G-reat Britain will be deposited in the Reichsbank and blocked until further instru~tions except for the RM 40 mentioned in para (c) below •

All foreign assets of DPs held in: Germany will be released to them.on final departu;re from Germany.

(c) All DPs leaving Germany will be allowed to take out of the country not more than RM 40. This . omount will not, however, be convertible

(e) The control Office has agt"eed to institute a system ot voluntary remittances to dependants in Germany. }

(c) Livestock of any kind cannot be tak~n to Great Britain.

SP!RITUAL WELFARE FOR DPS IN GR.EAT BRITAIN -27. Camps for DP workers and dcpundants in Great Britain arc orga,nised by

the National Hostels Corporation.

PW & DP Di vision will make arrangements with the N.HC to safoi:;uard the spiritual wel:farc of DPs iri Great ..Critain, by sending , by arrangement with London, DP pastors/priests to British Comps •.

RESETTLEMENT OF JUGOSLAVS

28. London have agrocJ. to PW & DP Division I s discus sing with the representatives of the NHC , the possibility of employing in an administrative capacity and as interpreters in DP Camps in Great Britain , cx- Jugoslav officc:rs who arc not eligible for the CMWS.

The MoL scheme is thcl'eforo opun to them as much as to any other Displaced Person, but in view of the vital necessity of t..!nnuring adequate PNXjDP labour· for thG Services , the MoL leaflets y;ill be distributed among those already in thE.; CMWS ( and any later taken on in the CMLO) only after the scheme has been irl operation for some time.: In tho meantime, steps will be taken to find substitutes for such Displaced Persons as ·eventually volunteer and a.rt;.; taken by the MoL.

There will ultimately rumain in Garmany a "hard core" of DPs who will opt neither for .,;repatriation nor resettlement. It is from these that the final rucrui tm0nt of the CMWS and tho CMW should be made . It will, howcvt.:r, not bu possible to determine the composition of this :final "hard core" till the response to the MoL offer ( and riossiblc subsequent offers) has become apparent . Should this 11 hard core" contain insufficient DPs of the right type to me(.;t tno ne0ds of HQ MOR and iJ-IQ BAFO , it may be necessary to consider bringing in sGlocted volunteer DPs from outside the British zone of G0rmany.

They will therefore have to be treated as normal· DPs as regards selection for vJOrk in r.rL-at Britain. ..-{owe:ver , any such DPs who voluntoe,r and arc selected will not be called forward until suitable othe,r DP or Gl:rman lauour has been provided to replace them. This r1ill r"quirL- the closest possible cooperation at all levels bc:1,-wcon the MoL officials in Germany , Manpower Division, Pif & DP Division and NGTC, · Manpower Division should make full use of rc.;turnin;:; Germon PsOW as replacement labour, though it is realised this presents difficulties .

( c) NGTC v,ill please study what componsb.tion can be offered to DPs employed by them whose move to (rcat Britain is deferred. NGTC should explain to those DPs that they are doing as much, if not more , to holp Groat Britain, by felling timber in Germo.ny as by direct labour in Great Britain.

(d) (b) and (c) above apply equally to DPs working on the timber export prosrarnmc in Hurnbur0 docks . In this case Transport and Manpowc.;r Divisions will ploaso take action as above.

Rhine/Westphalia R0gion at 111UNS'lliR - Capacity 1 1000 - Land Niedersachsen Region at I-OGG.GNHA.G~N - Capacity 2,000 - and Schleswig-Holstein Rvgion to include HJ.\lvIBURG at Wr.NTORF -Capacity 1,000, The rl:)sponsibility for establishing, 0quipping, administering and mo.intaining will be that of P\.i ~: DP Divisional Branch in the rospcctivo ~egion .

(b) Er.1barkation Transit CamR

An Embarkation T,C . will be established at SllliIORF, Land Nl~D.C:.:RSACHS .. ,l'J - Capacity 6 ,ooo. This H. Q,, in conjunction with the Branch in Land Niodersachsen Region will be responsible for establishing, 0quipping, raaintaining nnd over.'.:l.ll administra tion . All documentation n0c0ssary at this stagu will be thu responsibility of th-1 Ministry of Labour, Exit & En tr:i.us Branch, and tho Home Office representative. They ,vill bo provided with suitable office accommodation and facilitius within thu Camp . This Camp will also be used as the r0ception :md orabnrka tion Transit Camp for parties of D.Ps. arriving direct from the Dritish zone of AUSTRIA in conjunction with Operation "J.uSTvvAfm HO 11

(c) Exemptio11s

Provision has be0n made for th0 Gorr:ian Labour Offices to exempt on a nominal roll from._ .th0. conditions of Z.ri;I No . 2/47 and PrisonE;Jr War & Displaced Persons No .15 tho necessary lower &.rade administrative staff (DPs) for thu four new camps, who will thus be under no _o_blig,~_~ion _t_o work outside crunps ,

The r;linistry of Labour Lc.:afl0t setting out th; bffors of employment to the Displncod Person will bo distributed do~n to Assembly Ct;ntrus and Displac0d Parsons will be afforded every opportunity to study this leaflet.

In conjunction Yiith this l0aflut, Ministry of Labour Teo.ms within Rogions will vi~it in turn, appropriate Displaced P0rsons Assembly Contros and address all those Displaced Parsons who are intervsted. The Displaced Person wishing to voluntuor under this scheme will thon complete the undertaking contained at tho und of th~ leafl0t. ~his is in no way bindin[ upon the D.P. who mcy withdraw his application any tine up to his departure for the U.K,

(b) Interviewing and Selecting

•Ministry of Labour Tear;-is by arrn.ngemcnt with PW & DP Division tmd- UNRRA, will revisit all Displaced Persons Assembly Centres for the purposu of interviewing applicatits who have signed the undertakine: mGntion.ed in .. para . 2 (a) above, and selecting those suitable for employnont in Great Britain. Cnrc will be taken to ensure that all volunteers under this scheme w~cther already in employment in the British Zone of GgRMANY or not are present when visits· by M.O,L. tea.r:J.s take place. The PWX/DP Idont~ty Cards of all selected D,Ps. will be stamped by tho M. O. L. rupresentative indicating that they aro accepted as suitable for 0mploymont in Great Britain subject to medical and security scr00ning~ Evury assistance will be af.forded to the Ministry of La.bour H\....presentatives in this task .
