FOREWORD
This year, the motto of the 11th Future
Security is »Sensor Systems for Safety and
Security«: How can we use intelligent sensor
systems to detect, prevent and avert threats
to the private and public life at an early
stage?
Most industrialized countries today have a
variety of safety and security mechanisms.
Given current threats, however, it is a great
challenge to maintain and extend the
existing safety and security standards. This
requires innovative solutions and technical
developments.
However, new technologies and develop-
ments are also associated with new risks and
threats. The implementation of intelligent
logistics solutions and smart factories based
on virtual systems and the Internet of Things
gives rise to new challenges, for example in
the field of operational safety. Many legal,
safety and security issues concerning auto-
nomous driving or unmanned aerial vehicles
remain unresolved.
Advanced sensors and sensor networks pro-
vide the necessary resources to help increase
the safety and security of the individual
systems. In this way, risks can be identified
early on, and situations can be analyzed from
a distance, so that task forces do not have to
put themselves in immediate danger.
At the same time it is important to ensure
the freedom of the individual, free trade and
free movement of goods. Our freedom to
travel and our mobility must not be restricted.
Meeting these challenges requires an
interdisciplinary interaction of scientists from
the fields of science, engineering, law and
social science.
»Future Security« provides an ideal platform
for this. We look forward to discussing these
topics with you in order to generate new
ideas how to solve current challenges in the
field of safety and security technology.

WELCOME AND OPENING
State Secretary Dr. Thomas Grünewald was
born in 1959 in Merzig/Saar. He is married
and has three adult children. Mr. Grünewald
has published books and papers on ancient
Graeco-Roman history. He has been a mem-
ber of the Social Democratic Party (SPD) since
1991. From 2002 until 2007, he managed
several departments of the ministry of scien-
ce of the state North Rhine-Westfalia. In 2007,
he was appointed vice president for teaching
and learning at the university of Potsdam.
In 2012 he became commissioner for the
development of the Lusatia Higher Education
Region of the state of Brandenburg.

Christine Thomas was appointed Director for
»Innovation for Society« at the Federal Minis-
try of Education and Research in November
2010. In this role, she is responsible for topics
ranging from communication systems and
(IT) security research, electronics systems
and e-mobility to demographic change and
human-technology interaction.
Before becoming Head of the Directorate,
she headed the Divisions on »Security
Research« and »Scientific Information/Digital
Library«. She also served on the Boards of FIZ
Chemie Berlin and Karlsruhe.

Joachim Wagner received the Ph.D. degree
in physics from the University in Stuttgart,
Germany, in 1982. Since 1985 he is with the
Fraunhofer Institute for Applied Solid State
Physics IAF. He is also Professor at the Institute
of Physics of the University of Freiburg and an
associated member of the Materials Research
Center Freiburg. His research interests include
III/V-semiconductor based optoelectronic
devices in particular for the infrared spectral
range, as well as their integration into modules
and sensing systems. He is author or coauthor
of 470 scientific publications including several
review papers and book chapters.

Sensors and Networks for Protection and Security
When it comes to key modern technologies, as for example Unmanned
Aerial Vehicles (UAVs) and counter-UAV systems, we need to deal with
various aspects of sensors and networks for protection and security. This
goes beyond the security of the individual sensors and products themselves but also and in
particular includes the interaction between agencies, users, and technology as well as a secure
production and maintenance environment for the sensors.

The Importance of Security Research Using the Example of the Techno-
logy Research Needs of the German Federal Criminal Police Office BKA
Technological developments, such as freely available civilian drones, or the
increasing digitalization and global interconnectedness, which means large
amounts of data, lead to changed phenomena of crime and investigative approaches. These pose
perpetually changing technological challenges to the police. In order for the security agencies to
keep pace they must depend on the latest technological developments with the help of science. It
is therefore vital for the security agencies to closely cooperate with industry and science for tasks of
development and research.
