Tegel Airport is closing, but it will remain an object of fascination. A research and industrial park is rising in its place – for the city of the future. It will offer a place for founders, students, investors, industrialists, and researchers to meet to develop the cities of tomorrow. At Berlin TXL, Urban Technologies will be designed, produced, and exported. And these technologies will be used not only here but in cities around the world. The long-term planning is done: the master plan has officially been approved, the Berlin land use rules adapted accordingly, and develop-ment plans are already underway. The Urban Tech Republic is rising in the middle of Berlin. No other city in the world is better suited for this than this creative metropolis. And in this city, there is no better location than this one: Berlin TXL.

04 05INTRODUCTION The Future of Cities

WILL WE LIVE IN SPACE STATIONS ON MARS? MAYBE. BUT MAYBE WE WILL SOON BE LIVING IN SPACE STATIONS ON EARTH. Berlin TXL. A forward-looking project for the UN.

Our planet is becoming a world of cities: 1.5 million people move to cities each week. And in the next 40 years, we will see more cities built than in the last 4,000 years. A total of 70% of the world’s population will then live on 3% of the earth’s surface. Orga-nizing this is a real challenge. We need new solutions for mobility, for energy, and for resources. And we need new materials and intelligent systems to make these solutions possible. We need Urban Technologies. Technolo-gies for the cities of tomorrow.

Page 5: The Future of Berlin TXL

WE DO NOT KNOW WHAT THE CITY OF THE FUTURE WILL LOOK LIKE YET. BUT WE KNOW WHERE IT WILL COME FROM. Berlin TXL. For urban DNA.

Tegel Airport is being transformed into a research and industrial park for forward-looking technologies. Urban Technologies. New mobility ideas are being developed and tested here. The energy systems of tomorrow are being put to the test here. Innovative water concepts and infrastructure solutions are being developed here. Recycling is being revolutionized here. Intel-ligent information technologies are being developed and completely new materials invented here. Here, things are not only being designed but also produced. All here at Berlin TXL – the Urban Tech Republic.

Page 6: The Future of Berlin TXL

08 09URBAN TECHNOLOGIES Connecting Research, Economics, and Industry

AT BERLIN TXL, IT IS BECOMING MORE COMMON TO MEET A NEW SPECIES: A SPECIALIST FROM ANOTHER WORLD. Berlin TXL. The basic concept behind the UTR.

It is nice when you have a great idea. It is even nicer when you meet someone who can implement it well. And the nicest thing is when there is someone around who thinks of a way to make the idea even better. That is why students, entrepreneurs, industrialists, and researchers are meeting at Berlin TXL. This will allow them to learn from one another and come up with new ideas together. This is the basic concept behind the Urban Tech Republic. And this is where democratic ambition comes in. There is no better place for this than the capital. Every idea can be tried out here. That is how these ideas will ultimately find their way – in the cities of the future. All around the world.

10 11URBAN TECHNOLOGIES Areas

ENERGY MOBILITY WATER RECYCLING MATERIALS ICT

EVERY INDIVIDUAL AREA IS A COSMOS UNTO ITSELF. BUT TOGETHER, THEY OFFER GALACTIC OPPORTUNITIES. Berlin TXL. The core areas of the UTR.

At Berlin TXL, not only are specialists brought together, but entire areas are connected as well. This allows them to work together more efficiently. The city of the future will be comprised of four main areas: energy, mobility, water, and recycling. These main areas will overlap with two ancillary areas that will benefit everyone: new materials and intelligent information and communication technologies (ICT). To ensure that new materials enable new products. To ensure that intelligent technology drives new systems. To ensure that every idea is implemented perfectly, right down to the smallest detail. Right from the start.

Page 8: The Future of Berlin TXL

12 13URBAN TECHNOLOGIES Energy

WILL WE GET OUR ENERGY FROM ANOTHER STAR IN THE FUTURE? NO, WE WILL CONTINUE TO GET IT FROM OUR SUN. Berlin TXL. For less CO2.

The world needs new energy. Positive energy. Renewable energy. To put it bluntly: burning coal to make energy is pretty old-fashioned. And nuclear energy is not the answer either. To change things, we need more than good will: we need technological expertise. Berlin TXL is a unique location for developing and testing the energy systems of tomorrow. Here, companies, universities, and innovative founders are working together to structure the future of energy. In doing so, there are of course far more opportunities for renewable energy than the sun. There is hardly a better place for this research than Berlin. The city is home to federal research institutions and the government. Energy transformation policy is not only decided here; it is made here.

Page 9: The Future of Berlin TXL

14 15URBAN TECHNOLOGIES Mobility

WILL UFOS SOON LAND AT TEGEL? NO, BUT THEY MAY WELL TAKE OFFROM HERE. Berlin TXL. The future of local public transportation.

Is a UFO actually a car? Or a motor vehicle of some sort? Could it be used for local public transportation? We shall see. Until we have more details, the official traffic regulations apply at Berlin TXL. But not on the testing ground. New mobility ideas are being developed and tested here. And for good reason: in 2011, 7.2 billion liters of gasoline were wasted during traffic jams in the United States. So it is about time something was done. Berlin is the capital of e-mobility. The largest local public transporta-tion market in Europe is right around the corner. These are very helpful conditions. For the mobility concepts of tomorrow.

Page 10: The Future of Berlin TXL

16 17URBAN TECHNOLOGIES Water

PEOPLE ARE 70% WATER. WE ARE DOING SOMETHING FOR PEOPLE. Berlin TXL. For better H2O.

It is said that water is the oil of the 21st century. And Berlin has lots of it. And of the highest quality. Nearly a billion people in the world have absolutely no access to clean drinking water. How can water be distributed efficiently? What is the best infra-structure for water supply lines? Can affordable freshwater be made from saltwater? It is a good thing you do not have to answer those questions on your own. Berlin has the largest water supplier in Germany. So it has expertise when it comes to the topic of water. By the way, did you drink enough water today?

Page 11: The Future of Berlin TXL

18 19URBAN TECHNOLOGIES Recycling

IT IS GOOD THAT WE CAN MAKE PLASTIC FROM OIL. BUT WHAT ABOUT THE OTHER WAY AROUND? Berlin TXL. The future of PET.

Trash brings about innovation. Especially when there is too much of it. Where to put it all? This is a question now faced around the world. It is no wonder with ever shrinking resources and increasing waste-disposal costs. That is why new recycling concepts are being developed and tested at Berlin TXL. This works best when people work together. Like leading research institutions and Germany’s largest waste companies, for example. And they are where the most trash is created: in the capital.

Page 12: The Future of Berlin TXL

20 21URBAN TECHNOLOGIES Materials and ICT

WILL THERE REALLY BE AN INTELLIGENT CITY IN THE FUTURE? IF WE WAIT A FEW YEARS, THEN WE CAN ASK IT OURSELVES. Berlin TXL. The future of ICT.

In the future, the world’s most innovative information and communication technol-ogies (ICT) will come from Berlin TXL.From energy-management apps and smart grids to systems that optimize the flow of traffic. Above all, these technol-ogies involve intelligent controls. These controls can be applied to any area. They not only make everything more efficient and more environmental but also make things more convenient. But the question of materials is just as important: What materials will be used to make the technologies of the future? That is why Berlin TXL has its own area for the de-velopment and testing of new materials. Depending on the application, these materials are extremely light, highly durable, and intelligent. ICT and new materials are like software and hardware. The good thing about them is that they can be used in all areas. Perfect for the city of the future. They are not only intelligent but also well built.

Page 13: The Future of Berlin TXL

22 23URBAN TECHNOLOGIES Economic Potential

FUTURE TECHNOLOGY IS ALWAYS A FUTURE MARKET. AND THAT IS NO PIPE DREAM.

2025 : 5,400Billion euros in market volume.

It is good to know today what will be important tomorrow. Take Urban Tech-nologies, for example. It is a growing market. Increasing globalization, a lack of resources, and, above all, a high level of urbanization are foreseeable. So it is clear that new solutions and new technologies are needed for the cities of tomorrow. It is a business area that is estimated to have a market volume of 5.4 trillion euros in 2025. So a lot is going to happen. We can look forward to a better future. And earn a good return as a stakeholder as well.

Page 14: The Future of Berlin TXL

24 25GLOBAL MARKET Expertise from Berlin TXL

FROM BERLIN TXL, IT IS PARTICULARLY EASY TO REACH ONE DESTINATION: THE GLOBAL MARKET. Berlin TXL. As global as the World Wide Web.

Urban Technologies are not just in demand here; they are in demand around the world. What is interesting for Berlin may be very interesting for Shanghai. Or for Singapore, Mumbai, or Dubai. The list is long. The expertise at Berlin TXL may find its way into these cities. Or even better: high tech. And the reverse is true as well. Why not import new technologies from India? The exchange is the crucial part. Now is the right time to be positioned in a global market. And Berlin TXL is the right place to do this.

Page 15: The Future of Berlin TXL

26 27BERLIN The Place to Be

WOULD ALIENS REALLY LAND IN THE UNITED STATES? NOT IF THEY KNEW BERLIN. Berlin TXL. The place to B.

Wild, loud, creative, diverse, intense, inspiring, exciting. In a single word: Berlin. Everyone wants to come here. The international metropolis radiates creativity and acts like a magnet. No wonder there is always something going on here. The city is constantly changing, and there is something new around every corner. Ideas, networks, companies. In backyards and factories, on the Net, and in cafés. With 49 universities, 70 research institutions, and 22 technology parks and innovation centers, you will not find as many motivated and qualified young people anywhere else in Germany. And you will not find more new companies founded anywhere else. Be part of the new Berlin.

Page 16: The Future of Berlin TXL

AN AIRPORT IS A PLACE WHERE BUSINESS PEOPLE COME AND GO. THIS IS STILL THE CASE AT BERLIN TXL, TOO. Berlin TXL. From start-up to DAX.

Berlin is a city that reinvents itself every day. This not only makes the city more attractive but also more interesting for company found-ers. Nowhere else in Europe is so much venture capital being invested in start-ups. There is more than enough room for them at Berlin TXL, which has space for up to 1,000 companies. Start-ups will find university researchers and industrial companies; stu-dents will find engineers – and new concepts based on extensive experience. Something completely new is being created. Berlin is the capital for founders. And this will be true in the future as well. How does this sound? Berlin – successful and sexy.

Page 17: The Future of Berlin TXL

BERLIN IS A STUDENT’S PARADISE. THAT MAKES IT A PARADISE FOR EVERYONE LOOKING FOR GOOD PEOPLE. Berlin TXL. Where MScs meet.

Berlin is the capital of universities. And Berlin is a magnet for students. They are welcome here: at 3.6% of overall expenditures, investments for research and development are far above the na-tional average. With more than 171,000 students, Berlin has a highly qualified workforce. A total of 5,000 students will populate the new campus at Berlin TXL. To exchange ideas and network. To discover new things. To be discovered.

BERLIN IS IN THE MIDDLE OF EUROPE. AND TXL IS IN THE MIDDLE OF BERLIN.

15 min.To the federal government.

Industrial areas are often a little out of the way. It is difficult to get there and back – if people even manage to find them in the first place. Things are different at Berlin TXL. It offers a giant modern industrial area right in the middle of the city. With the full infrastructure of an airport. And cool, iconic architecture. Built as a global transportation hub and used by more than 20 million travelers annually. With direct access to the high-way. Located 15 minutes from the city center and the federal government district. As many skilled employees live nearby as any major city has to offer. It only takes 30 minutes to reach Berlin Brandenburg Airport (BER). Berlin TXL is an international address that is easy to reach. And that everyone knows. This will be true in the future as well.

STARTING A PILOT PROJECT? WHERE BETTER TO DO IT THAN AT AN AIRPORT? Berlin TXL. Ideas over 5 km2.

There are plenty of good ideas. The trick is putting them into practice. Doing so means testing them. Where better than in an area as big as an airport? Ten hectares have been turned into experimenta-tion areas. And this makes sense: up to 1,000 companies, institutes, and research institutions cross paths with 5,000 students at Berlin TXL. In this way, the entire airport becomes a testing ground. And for your ideas, too.

Page 22: The Future of Berlin TXL

40 41BERLIN TXL Creative Spaces

CREATIVITY REQUIRES UNFINISHED SPACE. THERE IS PLENTY OF THIS AT BERLIN TXL.

150,000 m2Building area.

Berlin is a city of creative people and founders. They are looking for unfinished spaces that inspire them – spaces that they can help design. Such space is becoming more difficult to find. There is less and less unfinished space as established companies move in. This is not the case at Berlin TXL. Here, there is space for ideas and experi-ments. Here, there is raw and unfinished space that still has traces of its previous life, giving the location an unmistakable identity. Here, the future can be shaped. Following the closure of the airport, this may happen quite quickly. Some 150,000 m2 of building space may be occupied in the near future. Gates with conveyor belts and boarding bridges. Hangars with traveling cranes and space. Workshops with hydraulic lifts and direct access to the airfield. In addition, plots measuring from 3,000 to 200,000 m2 may be purchased. For work, research, development – and as living space. And the airline offices and lounges are still there. Have a seat. Who wants a floor in an old factory when you can have an airport?

THE PLACE WHERE IT ALL BEGINS: TERMINAL D. Berlin TXL. Ideas meet VC.

The base camp of the Urban Tech Republic is open. Pioneering projects can begin, and the initial exchanges are now taking place. This is precisely the idea. Founders, students, investors, industrialists, and researchers – they all first meet in Terminal D. Come as an individual or as a company for a single day or for a longer period of time. There are workspaces, offices, and workshops. Become a part of Berlin TXL. Help shape it. Now boarding.

THE CENTER OF THE ACTION: TERMINAL B.

The entire world is familiar with it: the main terminal at Berlin TXL. In the future, it will be the linchpin of the Urban Tech Republic. Students and start-ups will meet here. And start-ups will find an international audience. Meetings on the future of cities will take place here. People will drink their coffee here – on the balcony of the republic. And in the mall, the former main hall. And on the floors above the main, hall there are unique spaces and views – all the way to downtown Berlin. And broad terraces. The place for big ideas. And for small ones, too.

What will happen to Berlin TXL if the airport is closed? This question has been discussed intensely since 2008 with broad public involvement. As part of a multi-level, discursive workshop process, six international teams of architects, city plan-ners, and landscape planners worked out ideas that were then developed further with other experts and interested members of the Berlin public over the course of several site conferences. In 2011, the state of Berlin announced the results of the planning process, naming a corresponding development plan. In another work-shop process with the planning teams, the master plan was developed in 2012 and enacted by the state of Berlin in 2013. The construction planning process was initiated at the same time so that the two owners, the federal government (Institute for Federal Real Estate (BImA)) and the state would have binding construction planning authority for the future use of the airport when it was handed over.

The former Tegel Airport offers space for another project: the Schumacher quarter. This quarter will be home to approximately 5,000 apartments for the growing city of Berlin. The new urban quarter will not only fill a historic gap at Kurt-Schumacher-Platz, where construction could not previously be carried out because of the air traffic, but it will also provide an excellent addition to the research and industry park. The Urban Technologies that are developed and produced in the Urban Tech Republic will be used in the new residential quarter. Technologies that save energy and reduce costs, for example. And there will be apartments, day care, schools, and shopping options for people who work, conduct research, and study here. This neighborhood will help make the Schumacher quarter a “city of the future.”

66 67HISTORY AND GLAMOUR First Address

THE BEST START TO THE FUTURE: A GLORIOUS PAST. Berlin TXL. From Knef to JFK.

June 26, 1963: John F. Kennedy lands at Berlin-Tegel. Shortly thereafter, he declared himself to be a citizen of Berlin. That is how it goes for a lot of people. Everyone is supposed to have visited this city at least once. And most of them landed at Berlin TXL. And it has not just been politicians, titans of business, and rock stars who came here: for more than 20 million people a year, Berlin TXL was the gateway to the world. Those who plan their future here do so in a place with a magnificent past.
