About 374 people lost their lives, 412 were found injured, and
approximately 600,000 were affected. (Urby Jr., McEntire &

the National System of Civil Defense to develop and promote the
implementation of policies, legislation, plans and programs for the
prevention and relief with the participation of authorities and
population in order to protect life and property, and contribute to
sustainable development. Article 1 D.L. 19338 of the Peruvian
Constitution states that SINADECI serves to protect the people of
Peru, prevents damages, provides appropriate assistance, and
assists with the populations rehabilitation no matter the origin of
a disaster or calamity. (Urby Jr., McEntire & Peters, 2010)
