The seamless delivery of emergency information to the citizensEWS - Summary
In this new EWS (Emergency Warning System), various systems that generate alerts/warnings/information are seamlessly integrated into Telecom/private IP network (typically built on heterogeneous networks) for providing emergency warnings, alerts and other public safety related information to the citizens under the control of respective authorities.
The information is delivered in various formats depending on the user device capabilities and location. Language can also be an option for delivering the information.

Seamless Integration of Sensors into Telecom NetworkVarious sensor/detection systems should be seamlessly integrated into the Telecom/private IP network for providing the emergency warnings, alerts and other public safety related information to the citizens based on affected/affecting areas.
Seamless Information Delivery to the CitizensDeliver the emergency and other information should be delivered in various forms depending on the user device capabilities and location, and provide further information on what they should be doing, e.g. to call an emergency number for more information
Enable Seamless Coordination between various StakeholdersAppropriate and prompt delivery of information must be delivered to the govt. officials, hospitals, police and fire departments etc. to provide emergency services

• The detection systems are anything that can detect/predict emergencies• E.g. Weather forecast from meteorological department
• The sensor networks installed to detect emergencies and other information• Pollution detectors, structural detectors, poisonous gas
detectors etc. installed for providing better public safety
• The detection system is seamlessly integrated into the public/private IP communication Network

• The telecom/ISP network interfaces with the detection system, public/local authorities and the end users for delivering emergency related information
• The telecom network provides interface for the public authorities to push notifications

different types of information e.g. A basic phone receives only a text while an smart phone is pushed with a link for more information

• The public authority system maintains predefined database of event types and corresponding information to be sent to the users as well as the criteria for dispatching the warning/alert
• The public authority system may allow the end users to subscribe for certain events; such users receive the alerts (push information or an email) even if they are not in the affected location

• For any given event, there can be multiple types of information consumers. These include but not limited to• Citizens in the affected areas, subscribers from other areas• Local authorities (police, municipal, district and other
officials)• Emergency service providers (fire, hospitals, ambulance

• The end users might receive different types of information depending on who they are

• The citizens typically receive emergency warning on mobile phones, tablets and Internet connected PCs
• Different devices receive information in different formats
• The telecom/network service providers push the warnings to the citizens in given geographical area on their connected devices
• Some people may subscribe for receiving certain type of alerts
• The alerts may contain brief information and actions should be taken. The information may also contain additional information e.g. an URL where the citizens can get more information or a telephone number to call up for more information

• These people rece ive the emergency information directly from the public authority system
• The information received by this category typically would contain additional information so that they can act to provide their services effectively
• The emergency service providers (e.g. Hospitals) need to register with the public authority system with the type of service, location and other capabilities
