UN allocates $100 million in emergency funds to assist vulnerable people in nine neglected crises The UN has released $100 million from its Central Emergency Response Fund for severely underfunded aid operations in nine neglected crises. Psychology Call to students engaged in international psychology research! Division 52, International Psychology, is offering an International Research Award for graduate students in psychology. This award has been established to encourage and recognize promising graduate student research in international psychology.

On or before Sunday midnight (PST), May 1, 2016, interested students should submit:

Four page double-spaced summary of research that describes the purpose, method, analysis, results, and discussion of your international research (excluding references and one table or figure). Please also exclude all identifying information on research summary document.

Curriculum Vitae. One-paragraph email endorsement from faculty research advisor/sponsor providing:

o Endorsement for the award; o Confirmation that research was an independent project, thesis, or dissertation effort

conducted during graduate program; and o Assurance of student’s good standing in the graduate program.

Two-paragraph cover email from the student: o First paragraph should provide: contact information (email & phone), name of

graduate program and research advisor, year in the program, expected graduation date, as well as member status with Div. 52; student must be a member of Div. 52 as of application deadline.

o Second paragraph should assure the committee that student’s independent research project, thesis or dissertation is nearing completion and that student is not applying simultaneously for another similar APA research award. At least preliminary analysis and results must have been completed by May 2016. Students within 1 year of graduation can apply as long as the research project was completed as part of their graduate program.

Facing a Violent Past: Dealing with History and Memory in Conflict Resolution

The Program on History, Memory, and Conflict at the School for Conflict Analysis and Resolution (S-CAR), George Mason University invites you to a conference of panels and discussion on an array of topics that explore the relationship between history, memory, and conflict resolution.

Increasingly, societies have focused on the necessity of addressing gross violations of human rights experienced under authoritarian rule and atrocity crimes committed during violent internal conflict in both the recent and more distant past. There are societies that have sought to confront the legacy of violence through the revision of history education, multi-level reconciliation practices, and the establishment of macro-level transitional justice mechanisms such as Truth and Reconciliation Commissions, along with more community based truth-telling approaches. Yet, other societies have institutionalized processes of amnesia and denial. Despite the establishment of various top down and grassroots mechanisms, societies that have experienced destructive violence may continue to be

fragmented with multiple and often contested narratives of their past. Moreover, the politicization of historical narratives and processes of collective memorialization have the ability to establish repeated patterns of exclusion and inclusion from the collective process of healing and reconciling with the past. These processes of addressing the legacy of violent conflict are ultimately shaped by interconnected factors related to history, identity, power and leadership, and institutions, along with international factors. While it’s impossible to forecast Zika’s impact in the US this summer, Politico warns that an Ebola-like media panic could “set off an epidemic of finger-pointing and create new fear and acrimony over reproductive rights, global warming and immigration, all at the height of a presidential campaign.” Restrictive laws in Southern states against abortion could become a major political issue. Consider that if a Texas measure requiring doctors to have privileges at a nearby hospital is upheld in the Supreme Court, the number of abortion clinics in the state would be severely limited. Politico Related: Fight against Zika virus a moral issue, WHO expert tells Hong Kong – South China Morning Post Related: This lab is ground zero in the U.S. fight against Zika – The Washington Post Study Assesses Zika Microcephaly Risk A new analysis of a Zika virus outbreak in French Polynesia further supports the association between maternal Zika infections and microcephaly, showing the risk is about 1 in 100 women infected in the first pregnancy trimester. Pasteur Institute researchers who retrospectively used serologic and surveillance data from a 2013-2014 outbreak published findings in The Lancet. The risk of Zika-linked microcephaly, which researchers put at 1%, is perhaps lower than expected, given findings from Brazil suggesting the microcephaly risk may be as high as 22% after symptomatic Zika virus infection during the first trimester. The authors acknowledge it's still not clear if the risk estimates relate to a single underlying risk or if they might involve other factors, such as clinical symptoms or earlier dengue infections. CERVICAL CANCER Helping Haiti Cervical cancer is highly preventable, yet its incidence is alarmingly high in poor counties like Haiti. Pap smears miss the precursors of cervical cancer 85% of the time in Haiti, where the death rate from cervical cancer is 30X higher than in the US. David Walmer, associateglobal health professor at the Duke Global Health Institute, has spent 2 decades finding new ways to fight the scourge in the country, ranging from developing a portable colposcope to tackling research challenges unique to low-resource settings, like scarce pathology resources. So far, Walmer and his colleagues have screened 23,000 women in Haiti for cervical cancer, and genotyped 2,000 samples to learn what types of HPV are present in the population. They’ve also

EBOLA Another Setback for Guinea 2 people from the same family have died from Ebola in Guinea, the government has said, marking the first cases since the outbreak was declared over late last year. The government confirmed an additional 3 cases in the southern region of Nzerekore, and fears it will see more. The WHO confirmed Guinea’s new cases on the same day it declared Sierra Leone’s latest flare-up over, but emphasized that the threat of recurrences remains. “WHO continues to stress that Sierra Leone, as well as Liberia and Guinea, are still at risk of Ebola flare-ups, largely due to virus persistence in some survivors, and must remain on high alert and ready to respond.” The Guardian Why Communication Matters Calling out weak communication systems is one of the unique services that Crawford Kilian provides the global health community. In a blog post, he cuts into the Guinean government for providing little, if any, health information on their websites and asks why no one provided aid to develop health communication channels—or conditioned aid upon better information flow. He concludes, “When a government is itself a hazard to its people's health, the international community needs to say so...at least after it's made every effort to get that government to start talking to its people and to the world. Without such regular, honest communication between West Africa's governments and citizens, Ebola and other diseases are certain to become endemic.” H5N1

Heller. Given that malaria deaths have plummeted by half since 2000 and similar successes have been scored against AIDS and TB, the US should take another look at the $7.5 billion it spends on these scourges. Not exactly a newsflash but Heller writes, noncommunicable diseases like heart attacks, strokes and cancer are the big killers in South America, Africa and Asia. Police arrested a former doctor and her daughter, and they are searching for an additional 300 suspects in the ring thought to span 24 provinces and cities including Beijing, Chongqing, and Guangdong. Thomson Reuters Foundation REFUGEES Lessons from History As Europe searches for solutions to its refugee crisis, it is looking to history—specifically the Indochinese refugee crisis of the 1970s—for possible solutions. There are successful models of comprehensive, large-scale solutions, but they cannot be piecemeal and ad hoc, said Courtland Robinson, an associate professor at the Center for Refugee and Disaster Response at the Johns Hopkins Bloomberg School of Public Health in a BBC interview last week. Robinson, who worked for the US Indochina Refugee Action Center at the time, said that after the exodus of refugees from Vietnam, Cambodia, and Laos, the world came together with landmark international, interlocking agreements—that ensured the immediate safety of refugees, and addressed long-term resettlement plans in the West. BBC Empathy Camp Every year, thousands of Norwegian parents pack their kids off to camp: fake refugee camps. The idea is to give teens a small sense of the suffering experienced by true refugees. The faux camps, organized by Refugee Norway, strive to recreate an authentic imaginary journey from Sudan to Norway, giving the teens small rations and crowded sleeping conditions, endless red tape, and even mock attacks on the camp. Unlike real refugees, these teens get to go home after a day. But the hope is that they’ve gained greater perspective on the world and appreciation of their fortune. The Washington Post

NEGLECTED DISEASES Best Foot Forward: Eliminating a Neglected Tropical Disease An unknown among unknown diseases, podoconiosis (podo for short) is a devastating type of elephantiasis spread by long-term exposure to minerals found in volcanic soil. Unlike lymphatic filariasis, podo is not infectious. Podo has been reported in more than 15 countries across Africa, Southeast Asia and Latin America, and affects over 4 million people in highland tropical Africa. Podo causes progressive swelling of the lower legs and makes it difficult to walk. Yet, podo is treatable and preventable with simple hygiene and footwear. A short animated video, created by Footwork and titled “Best Foot Forward,” illustrates how subsistence farmers in remote rural areas contract this devastating disease while working barefoot.
