1. OVERALL OBJECTIVES

Until 2020:

- VT will meet labor market demand in terms of quantity, quality, occupation structure and training qualifications;

- Training quality of some occupations will reach the level of developed countries in the ASEAN region and of the world;

- Build up skilled manpower contributing to increasing national competitiveness;

- To universalizing vocational training for laborers, to transferring labor structure, increasing income, sustainably reducing poverty, ensuring social security.

2. SPECIFIC OBJECTIVES

- Provide vocational training in order to increase the rate of vocational trained labor to 40%, equivalent to 23.5 million people in 2015 and to 55% in 2020, equivalent to 34.4 million people

- Period 2011 – 2015: new training for 9.6million people

- Period 2016 – 2020: new training for 12.9 million people;

- To 2015, there will be 190 vocational colleges, 300 vocational secondary schools, 920 vocational training centers; To 2020, there will be 230 vocational colleges, 310 vocational secondary schools, 1050 vocational training centers

2. SPECIFIC OBJECTIVES

- Develop national occupational qualification framework; to 2015, promulgate 650 sets of national occupational skill standards; Period 2011-2015, organize assessment, certification of national occupational skills for about 2million people and about 6million people in period 2016-2020.

- Receive tax exemption, tax reduction, tax rate incentives, tax exemption and reduction time, deduction to taxable income under the provisions of law

• Article 56: Responsibilities

- Organize vocational training activities or contract vocational training institutions to train learners of levels required by the enterprises

- Organize further training on occupational skills for labourers working at the enterprises
