The deterioration of the Table Viewbeachfront has riled residents whohave questioned what the City of Cape
Town’s plans are.The erosion of dunes, loose boardwalks,
collapsed paving and exposed electricalwires are among some of themain concerns.During a visit to the area last week, resi-
dents questioned why money was beingspent on an outdoor gym, while the rest ofthe beach continued to deteriorate.
Resident Gavin Walther has documentedthe state of the beach in recent years usingaerial images. Just over six years ago thebeach was filled with greenery, but recentpictures showhowvegetation has decreasedas the dunes continue to erode.With picturesque views of Table Moun-
tain and Robben Island, Walther explainsthe beachfront creates the perfect setting fortourists.“But what are they doing and why is the
beach allowed to look this way? The pavingis collapsing, the boardwalks are so highfrom the soil and just last week an electrical
cable leading to the new lamp posts was ex-posed,” he says.The municipality has come under scruti-
ny in recent months as residents have ques-tionedproposals for events like theBloubergFestival while the beach is “seemingly un-maintained”.According to City mayoral committee
member for community services and specialprojects, Belinda Walker, in the last twoyears therehas beenmaintenance and refur-bishment projects to posts and rails, board-walks, benches and public ablutions.Responding to questions posed by Tyger-
Burger, she explains dune rehabilitationand irrigation projects are currently under-way.For the 2013/2014 financial year, just over
R1,5mwas spent on improvements along theTable View beachfront and just over R1,9min the 2014/2015 financial year. Shewas una-ble to comment on how much will be spentduring this financial year and explains it de-pends on budget availability.“We cover a stretch of approximately
17km of beaches, from Lagoon Beach to VanRiebeeck Strand (Melkbosstrand).

trated how the newly installed benchescould easily be lifted as they had not beenbolted down. Walker says all benches werebolted during installation and the City willinspect if all benches are still secure.During a visit to the beach, Walther
showed TygerBurger several boardwalkswhich had been covered in sand. He says onone occasion one of the boardwalks at Dol-phin Beach had lifted and posed a danger tobeach users.Asked how the entry points to the beach
are maintained, Walker explains a studywill be conducted to analyse the current sta-tus of all access points to the beaches be-tween Sunset Beach and Small Bay. This,she says, will equip the City to commence
a repairs and maintenance plan.The study will look at various factors in-
cluding pedestrian traffic volume, disabled-friendly access points, watersport-friendlyaccess points, materials and structuresused, durability and degree of being vandal-proof.Responding to questions about the lack of
vegetation and the erosion of sand dunes,Walker says an irrigation plan has beencompleted.“The first phase of the project will be im-
plemented atDolphinBeach (main area) andwill include the rehabilitation of the dunesby reshaping and planting grass and flora.”In recent weeks, residents have also ques-
tioned why Table View beaches have notbeen granted Blue Flag status. Walker saysnot all Cape Town beaches have it, but thisis not a negative reflection on these beaches.“The Blue Flag status serves merely as a
monitoring tool to assist the City in improv-ing and enhancing services and facilities onall public beaches according to internation-al best practice.”During a visit last week, City officials
could be seen working on the area next tothe old tourism office which is currently oc-cupied byward councillor NoraGrose. Theyconfirmed theywere starting work on a newgym for the beach.Walther says the location of the gym
makes no sense considering the distance tothe nearest ablution facilities.TygerBurger posed several questions re-

“We are here.” This was the mes-sage from Milnerton police tovarious crime fighting organi-
sations at a Community Police Forum (CPF)meeting last week.The meeting started with a presentation
by CPF chairperson Karen Visagie whohighlighted various safety programmes andpower patrols undertaken in the past year.Addressing those present, Milnerton sta-
tion commander Brigadier Marius Standerwas expected to make a presentation but atthe last minute opted to change his address.“I brought along a presentation, then I
thought it is one of no hope. I have to givea presentation of hope,” he said.Stander went on to explain he received
several complaints from various communi-
ties regarding “substandard service” beingrendered. While addressing various organi-sations including neighbourhood watchesand ratepayer associations, Stander said hecould not run away from the realities.“It’s in the newspapers; it’s all over. There
is a shortage of resources. I could tell you,but it wouldn’ be right. If it were not for usin blue there would be chaos. If you look atthe safety plan, people like to ask me whereare you in this partnership?Believeme, I amhere, but sometimesyoucan’t seeusbecausewe are inundated by complaints.”Stander explained since the last report
Milnerton police officers attended 15 681complaints. Of these, 346 liquor outlets werechecked. Following a vigilante murder inDunoon, six suspects had been found guilty.“This is ongoing, we are delivering this
service. When attending a complaint, youcan’t really do other things.”
He explained in each of the projects runby the CPF, police were represented andhave supported various initiatives in theprecinct. Continuing with statistics, Stand-er explained officers searched 6 780 peopleand executed 3 227 arrests.“This is what the members did, so we can-
not say they are not enough. They are stilldoing this job.Weare thereandmaybe some-times you think we are not. We went on arecruitment drive and interviews will startin the next two weeks.”“Weare striving to liveup to the standards
that you require from us. We are all strivingfor a safer environment.We see throughvar-ious structures like neighbourhoodwatchesthat people are assisting the police. Actual-ly, they are supporting themselves. This isyour community. So by assisting police andsharing information, you are assisting your-self,” he concluded.

Hungry children and a mutilated bodyhave spurred a community initiativeto reclaim public spaces in Phoenix.
In recent weeks, the Phoenix ratepayers’association (PRA) has been working to gar-ner support for its plans for a communitygarden. During a visit to the site last week,chairperson Ursula Marshal explains, theopen land located close to a canal is knownfor various dubious acts. She says despitethe mutilated body found in a bin near thecanal lastmonth, residentshaveoften founddumped babies near the canal.
“Everybodyknowsabout the canal andallthe ugly things that go on there. We areworking on a plan to take back the space forthe benefit of the community.”
She explains the association was recentlyinformed about an incident at a nearbyschool where children fainted because theyhad not eaten. For this reason the PRA pro-poses a section of the land near the canal begiven to residents to run a community foodgarden.
This garden will be modelled on an initia-tive in Albow Gardens where universitystudents have assisted residents.
“I made contact with the people who areresponsible for the one in Albow Gardensand theyhave toldmeweneed to get permis-sion from the council and the students willhelp train the community on how to goabout starting and maintaining the gar-den.”
With the new garden, the associationhopes to assist schools and feeding schemesby providing fresh vegetables, and are look-ing for residents who are willing to assistwith the proposal.
“We are also looking for residents who donot work who can assist during the week.The association’s committee will help on
weekendsbutwewould like this to be a com-munity project. This land is here and it hasa very bad history. With this initiative, wewant to team up with other residents whowant to see the land being used positively,”she says.
Meanwhile, Milnerton police are still try-ing to identify the body of the woman foundin a bin near the canal last month.
Police spokesperson Warrant OfficerDaphne O’Reilly says the body was foundwrapped in a brown carpet and grey blan-
ket. “The victim had a long cut in the neckand her face was badly injured. She is a col-oured female between the ages of 20 and 24and had short brown hair. The installation of a new traffic lightalong Sandown Road has seen an in-crease in congestion and some motor-
ists report an extra hour to their travellingtime.The traffic lights situated at the new Ri-
vergate industrial area have become opera-tional in recent weeks and each morningmotorists travelling from Parklands andSunningdale towards the N7 highway havefound themselves waiting for long periodsfor the lights to change.The traffic lights situated near the new
Ciplawarehousehave stoppedmotorists us-ing SandownRoad frompassing as the lightgives way for traffic leaving Rivergate. Butas there is hardly any traffic leaving River-gate in peak periods, motorists have ques-tioned why the lights are operational.Last Tuesday 10 November, a West Beach
motorist reported waiting for more than 20minutes to pass the traffic lights as conges-tion stretched past Malibongwe Drive. Inaddition, themotorist explains he was trav-elling after 19:00 when traffic is expected tobe free flowing.The issue was also raised on a Facebook
page for Table View.Questioned about these traffic lights, City
of Cape TownMaycomember for transport,Brett Herron, says there were no com-plaints prior to TygerBurger’s enquiry.
Problem caused by pedestrian buttonAccording to Herron, the signals were of-
ficially commissioned in October and con-firms their purpose is to allowaccess toSan-down Road from Rivergate.“The flowof traffic onSandownEastRoad
is very heavy during the peak hour periods,making access from side roads difficult ifnot dangerous, especially for heavy vehi-cles which cannot accelerate as quickly aslight motor vehicles.”He says sensors are used to detect vehicle
presence, while pushbuttons would be usedto detect pedestrian presence. The timingplans should operate as such that the flowof traffic on Sandown East Roadwould onlybe interrupted when a demand is detectedon the side road.Motorists, however, have questioned this
as almost no traffic is seen leaving River-gate.Herron explains an investigation has re-
vealed that one of the pedestrian pushbut-tons is erroneously registering a perma-nent demand, resulting in the traffic flowon Sandown East Road being interruptedfor no apparent reason. He says officials arelooking into the problem and this should beresolved.“When the various detectors are operat-
ing as intended, there would be no undueinfluence on traffic on Sandown East Roadas the signals would only respond to an ac-tual demand on the side road. The earlypresence of signals would, however, facili-tate safe access to vehicles involved in pre-paring the site for the opening day.”
Dual carriage way coming hereSandownRoad is used bymanymotorists
who travel from the greater Table View ar-ea to the northern suburbs.In recent weeks the City has revealed
their R750m for road infrastructure invest-ment to alleviate traffic congestion.Accord-ing to the statement Blaauwberg and San-down roads are among some of the firstpressure points to be addressed.Herron explains the proposal is to con-
vert SandownRoad into a dual carriagewayover the railway line as well as to turn theM12 into a dual carriageway from SandownRoad up to the N7.With the projected growth along San-
down Road including various residents de-velopments which are underway, Tyger-Burger questioned whether themunicipali-ty has taken this into consideration.In response, Herron explains the City’s
transport model takes into account all fu-ture developments in the Parklands area,and as part of this future development,more transport capacity and projects willbe constructed by the developers.“The congestion programme is aimed at
addressing congestion backlog projects andpressure points. Building more roads, how-ever, will not solve the problem in the longterm and as such we need a behaviouralchange from our residents and businessesas well.“We need our residents to make use of
public transport and private businesses canassist by implementing flexitime.“TheCity cannot do it alone.Theonly sus-

This is the view of Brooklyn residentMarinda Finckwho is hard atwork plan-ning a community fun fair carnivalwhich will take place later this month.Finck is the founder of Community of
Underprivileged Families (Couf) and ex-plains the aim of the carnival is to raisemoney for a food bank for residents.During her struggle with cancer in
2011, Finck explains she suffered manylows andwhile she was soon cancer free,she was later diagnosed with tuberculo-sis.“I noticed that when you have an ill-
ness, people don’t want to be near you.I felt isolated and prayed every day to behealed. I thought about how many otherpeople in my community were sufferingwith a sickness andmade a promise thatwhen I got better, I would do everythingto help others.”
More than just Koeberg RoadIn 2012 she launched Couf to officially
bring some relief to struggling families.The carnival is the organisation’s firstbig event. Finck explains with a lack ofcommunity events and a negative per-ception of many about the three commu-nities, the carnival is also aimed atbringing residents together and to out-siders there is more to Rugby, Brooklynand Ysterplaat than Koeberg Road.“The carnival will also have a music
stage for local artists to perform. Wehave so much talent here but there is no
platform for youngsters to show off theirskills. The idea is to bring our communi-ty together in a fun-filled environmentand to uplift the spirit of those in direstraits and to put these communitiesback onto the map.”
Money raised to go for children at riskMoney raisedwill also beused for local
schoolswhere children at risk are identi-fied by the school’s management. Finckexplains when children knock on herdoor for food, she often questions themabout the circumstancesathomeandhasfound many young children are nega-tively impacted by sickly parents.“Inmany cases parents are bed ridden,
they don’t work and it’s a struggle tokeep the children in school. So with thefoodbankweprovide parcels for familiesin need, but we also look at schools andask them to identify children in need.The money will go towards sponsoringuniforms, stationery and text books. Wewant to do everything we can to helpkeep them in school because without ed-ucation, their options are very limited.”The carnival will take place at Yster-
plaat Primary School on Saturday 28 No-vember from 09:00 to 23:00. There will becarnival rides, live performances andother activities. No alcohol will be per-mitted.Stalls are available and entry is R5 for

Next beach clean on 5 December: Over 250 people participated in a recent beach clean-up hosted by Clean C. The group collectedover 100 bags of litter stretching from Woodbridge Island to Big Bay. View, Milnerton and Melkbosstrand areasto assist with on-site trauma interventioncases, follow-up support to clients andwiththe victim empowerment programme insupport to the local police stations.There are alsovariousways inwhichone
can assist CIC – as a trauma worker doingcounselling to assist victims, fundraisingactivities, community awareness events,sharing skills in helping them design andmanage the website, information pam-phlets or many other tasks.Due to the nature of the services, there
is a strict assessment criteria and all appli-cations are reviewed, while all trainingwill be facilitated at Milnerton police sta-tion, once a week, and final dates to be con-firmed in January 2016. in over two decades and our clean watersupply is under heavy strain.Local government has announced that
it may implement water savings targetsfrom as soon as next month and theprovincial government is already lookingat precautionary restrictions for areassuch as the Karoo and West Coast.It’s only a matter of time before Cape
Town starts feeling the pinch too.It has a devastating effect on the
agricultural sector and we’ll no doubt seea rise in food prices and subsequently anincrease in the cost of living too. Itpaints a gloomy picture for next year.But there is something we can do now:
Save water. It sounds simple enough, butevery day we waste litres of waterthrough carelessness.Simple acts, such as ensuring your
pipes have no leaks and not wateringyour garden or filling your pool duringthe day, go a long way to saving water.In fact, put away your hosepipe. Water
your plants with a watering can andwash your car with a bucket – you’ll beconscious of how much water you’reusing and save some in the process.Don’t leave taps running while washing
hands or brushing teeth, and showerwith purpose – the time for leisurely longshowers is over.Saving water is our responsibility. We
need to start doing it right now – savingwater when there is none is too late.

The story is a play within a play – andthen some. A touring repertory companyin the UK is in rehearsal for their latestproduction, a poor farce called Nothing
On in which a young girl runs about inher underwear, men drop their trousers,and many doors continually bang openand shut. Noises Off features this play inthree stages of its life span – a rehearsal,where the looming “opening night” is cre-ating often hysterical tension, a perform-ance seen from backstage, providing aview that emphasises the deterioratingrelationships between the cast that leadto offstage shenanigans and onstage bed-lam, and finally a performance in its finalweek, where everything falls to pieces.
The contrast between players’ on-stageand off-stage personalities is also a sourceof comic dissonance and the switches be-
tween characters are greatcause for hilarity, testing ac-cents and timing.

to a flying start in roundfive.Heachievedaperfect 10 in theheat (theonly one of the event), followed by a 9.90 giv-ing a combined 19.90 which ended up beingthe highest combined score of the event and
for the whole 2015 tour.The drama began in round six when Jar-
ed, whowas in second place in the heat, wasknocked out of the contest – literally in thedying seconds – by Hawaiian Jeff Hubbard.
At that stage it looked asif Amaury or Pierre Louiswill take the title but, fortu-nately for Jared, Amaurywas knocked out in the nextround leaving PLC, asPierre Louis is fondlyknown, needing to win thecontest to take the title.It was to be the same Jeff

tain Michael Sherriff to his teammatesahead of their u-19 Inter-Provincial Tourna-ment (IPT) at Worcester Golf Club from 14to 18 December.Western Province is the defending cham-
pions after a draw against arch rivals Cen-tral Gauteng at the Krugersdrop Golf Clublast year was good enough to lift the covetedtrophy.The 18-year-old captain who hails from
Welgemoed and plays out of the BellvilleGolf Club, is confident they will prevail andlift the trophy once again.“It is an absolute privilege and honour to
captain this great side, and Ihavea fewgameplans up my sleeve. There is no doubt thatthis team has the quality and potential towin. Over the years Central Gauteng has re-mained our strongest rival and we are look-ing forward to the challenge,” said Michael.

Five IPTs under his young belt“I played two u.19, two u.23 and one pre-
mier. I have fond memories of these tourna-ments. My first IPT was back in 2013 when
the results we wanted. We ended in fifth po-sition playing at the Rocklands Golf Club inJohannesburg.“My fifth IPT and proudest moment of my
career so far was when I was selected to rep-resent the Western Province premier teamat the Glendower Golf Club recently. Againwe did not get the result we wanted, endingin fifth spot, but itwas a valuable experience
