An alleged sex worker and a pimp werearrested in Parow last week for thecar-jacking of a red Volvo S40.
The driver of the car, a man who claimshewas onhisway to his girlfriend in the ear-ly hours of 23 June, told police a heavily tat-tooedwomanwearing awig climbed into hiscar on the corner of Scott and Voortrekkerroads and told him she was “doing businesson the street.”“While she kept the victim busy, an un-
known male opened the driver’s door andpulled thevictim from the car.He thendroveoff with the car with the woman in it,” says
Lieutenant Kevin Williams of the Parow po-lice.The victim immediately made his way to
the police station where Warrant OfficerBaksteen Louw assisted him in laying acriminal case.“Louw asked the victim to look through a
photo album of suspects and he identifiedthe two.Thepair areknown to the police andhave been arrested for robbery in the past,”Williams says.The photographs were circulated to the
crime prevention unit and following inter-viewswith informers, the twowere arrestedinParow the followingday and chargedwithhijacking.According to Williams, they have no per-
manent addresses.From April to June, ten carjacking cases
were laid in Parow, but this was the first ar-rest.Although it seems no specific models of
cars are targeted, in many cases the samemodus operandi was followed.“Themajority of these incidentshappened
between 23:00 and 04:00 and we often findthat the victims, who in most cases weremen, do not tell the truth at first when theyreport the cases, because they do not wantto be associated with prostitutes,” Williamssays.Colonel Gert Nel, station commander at
the Parow police, warns that lying about thecircumstances of a crime can lead to the vic-
tim being charged with obstruction of jus-tice.“We know that sex workers can be linked
to most of these cases and for that reason wehavedaily operationswhere these people op-erate,” Williams says.“We suggest the public stay clear of areas
where prostitutes operate anddonot stop forthem,” he adds.Ten sex workers were arrested recently
and eight of them brought to book under theimmorality act.The man and woman arrested for the hi-
jackingof theVolvoappeared in theBellvilleMagistrate’s Court, but are back in the hold-ing cells pending other possible charges.The vehicle has not been found.

Seven of Bellville’s parking areas in thebusiness centrewill soonbeblockedoffto intruders by fencing and booms.
This plan has been on the cards for a longtime in order to rid Bellville of “crime andgrime”.This is the hope of theCity and theVRCID,
the improvement district the City recentlyawarded a clean-up contract for the sevenparking lots.“The City and VRCID have reached an
agreement whereby the VRCID will managecertain public parking areas on behalf of theCity as from 1 July for an initial five-year
period,” said Derek Bock, VRCID COO.“Currently, the public do not pay for park-
ing at these parking areas, but as soon as theVRCID and its service provider roll out theproject, members of the public will need tostart paying for parking,” he said.Bock said care was taken to keep the costs
low compared to other business nodes.As the VRCID is an NPO, the earnings
would be ploughed back into the area.Certain parking areas would be fenced off
and daily cleaning teamswill sweep and col-lect litter. Itwill also bemonitoredby securi-ty officers, he said.The VRCID is supported by the City and
the Bellville police, Bock said, to ensure theareas are kept clean and safe.
“We also have the problem of prostitutionand drug selling taking place in these areas;it can now be more closely monitored.”He said the surrounding businesseswould
be notified by pamphlet drop-offs about in-tended tariffs and whom to contact formonthly leases.“Daily parking is also available, with pay
points at these parking areas.”The seven parking areas are at Church
Square (opposite SARS), PaintCity, oppositethe Bellville Post Office, at the bottom of AJWest Street, in Bellvue Street, next to Eliza-beth Park, behind the Boston Centre and op-posite Protea Toyota.Bock said they aimed to make more park-
ing areas paid-for in Bellville and Parow.
“We understand that members of the pub-lic may possibly be upset, but paid parkingis the norm. If we want Bellville CBD to at-tract more investment in terms of urban re-newal, we cannot allow crime and grime tocontinue to flourish,” he said.Sam Pienaar, chairman of Subcouncil 6,
told TygerBurger he was excited about theprospect.“The process has been a long time coming.
From subcouncil’s side, we are excited thatcertain elements will now be addressed thatare very important to us,” he said.“Through this process we will see if we
can bring order to these areas and stem theabuse thereof of people turning them intosleeping and living quarters,” Pienaar said.

and Bellville, officers arrested three sus-pects for possession of, and dealing in, dag-ga after five parcels of dagga, a carrier bagfilled with dagga, and 19 bankies of daggawere found hidden in a wheelie bin. In Bell-ville South, two suspects were apprehendedafter officers found 51 packets of tik in theirpossession.
Meanwhile, Metro Police officers arrest-ed 22 other suspects for drug-related offen-ces, as well as 33 drunk drivers.
City traffic officers caught up with errantpublic transport operators in the CBD, SeaPoint, Observatory and Kraaifontein.
Operations from 23 to 25 June resulted in1 205 fines being issued and 44 taxis beingimpounded. In addition, officers impound-ed 60 Uber taxis and issued 497 fines in Lan-
ga and the Cape Town CBD.Elsewhere on the roads, City traffic offi-
cers clamped down on illegal street racersin Scottsdene.
A four-year-old girl was knocked down atthe Scottsdene pitch and officers cordonedoff the area and arrested a spectator for riot-ous behavior. Officers also issued 116 finesfor various other offences.
Irresponsible behaviour“This is but the latest example of the ridic-
ulous behaviour that we see on our roadsonanall too regular basis, largely as a resultof alcohol abuse. We will never make mean-ingful progress in curbing road deaths untilmotorists start taking responsibility fortheir actions or until the courts start hand-ing down the kind of sentences that willforce people to toe the line. We will continueto lobby the courts to impose harsher sen-tences on irresponsible motorists,” Smithsaid.

The Parow community policing forum(CPF) has launched Project In YourFace, a regular patrol of the area with
zero-tolerance to crime.The first of these patrols took place last
week in conjunction with the police, theVRCID, law enforcement and representa-tives from neighbourhood watches.
Alignment“We convened at the police station at 17:30
and then patrolled all three policing sectorsuntil 23:00,” says Zander van Rooyen,spokesperson for the CPF.
He says with arrests for nine incidents
that included theft from a car, common rob-bery, drunken driving and the contraven-tion of several by-laws, the CPF feels theyreached their goal for one evening.
“This was one patrol with many more tocome and its intent was to promote policevisibility in our area and to support ourneighbourhood watches in getting an up-front and close view of what’s happening onthe ground. It is also in alignment with ourobjective of making Parow a safer and betterplace for all its law abiding residents,” saysCPF chairperson Deon Maneveld.
He appealed to residents of the broaderParow area to become involved in theirneighbourhood watch so that a solution forcrime in the area can be found.

step to becoming involved would be to con-tact your sector manager,” Van Rooyen says.

Greatestdanger lurksin the homeOne in every two women killed aremurdered by their partner.
Research by the Medical ResearchCouncil, mapping trends over a decade,shows murder by a relative or loved one,often referred to as intimate femalehomicide, has become the leading causeof women being killed. Researchers foundlittle had been recorded in police docketson prior abuse history. This is alarming,as murder is seldom the first act ofviolence against an intimate partner.Perhaps if a history of abuse had beenrecorded, the murder could have beenprevented.
Children don’t fare much better. Morethan two children are murdered in SouthAfrica every day, according to the 2011/12crime statistics. Our rate of child homici-de is more than double the global avera-ge, according to the World Health Organi-sation. Over a third of these murderstake place in the child’s home and morethan a third of children are killed bysomeone they know. There was also ahigh rate of sexual assault in these cases.
In fact, over 50 children are raped dailyin our country, according to the 2013/14crime statistics. And these are just thereported cases.
These statistics should scare you. Theyshould leave you feeling disturbed. Theyshould spur you to action, either to leavea dangerous situation or help those whofind themselves in one.
Hiding behind your curtains is nolonger an option. Preventing theseatrocities is everyone’s concern.

Being the only female cyclist tobe inducted in the Legends ofthe Pedal hall of fame is noth-
ing short of remarkable. But CathyCarstens has had a superb careerthat began back in 1984 and at theage of 52 this Brackenfell residentis still on her bike, with no inten-tion of quitting anytime soon.
“Before I started cycling I was aWestern Province 800m athlete, buta serious knee injury forced me toquit and that is how I started cy-cling,” said Cathy.
Her list of achievements readslike the perfect script. In 1985 sheset the 3000m South African trackrecord and won over 300 fun ridesbetween 1985 and 1990.
In 1985 shewon themixed tandemsection of the Argus Cycle Tour.The following year she broke theArgus record for women bymore or
less 30 minutes. “I still rememberthat day, everything was just goingvery well and I can’t remember theprecise time, but I beat the recordby about half an hour. After thatdream race, I won it for the nextfour consecutive years.”
After winning the national cham-pionships in 1990, Cathy took a 12-year break in which she raised hertwo children and starting her ownphysiotherapy practice in Bracken-fell where she is still working withtop sportsmen and women includ-ing Mariska Strauss who won the2014 African XCO MTB champion,Peter-John Waterboer (SA schoolshurdler), Alicia Visser (WP tug ofwar), Zeeke Norris (K1 kickboxer)and Jonathan Forlee (national un-der-20 basketball player), to name afew.
After her 12-year absence shemade a comeback at the age of 41.
Two years later, competing with
the best in the country, she showedher class by being ranked second inSouth Africa. Further accolades in-clude gold medals at the South Afri-can Veteran championships from2007 to 2010. She took silver at theWorld Cup in Austria in 2005 and2006 and gold in 2009. At the WorldVeteran UCI Road champs in Aus-tria she claimed silver in 2005 and2006 and won gold in 2008.
One of her proudest moments re-mains her overall Western Prov-ince Cyclist of the Year award backin 2008. “What made this award sospecial for me was the fact that theaward was for both men and wom-en. So towalk awaywith that awardbeing acknowledge the very best cy-clist irrespective of gender was fan-tastic.
“I have overcome many injuriesin my life and I have realised if younever give up everything exists asa possibility.”
Cathy Carstens isthe only femalecyclist to beincluded in theLegends of the Pedalhall of fame.
