Background
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing Re-
newable Energy and Energy Efficiency (REEE) programme in Pakistan on behalf of the
German Federal Ministry of Economic Cooperation and Development (BMZ) since 2005.
The focus of the REEE programme is to promote renewable energy for grid connected as
well as off-grid application and energy efficiency in selected industrial sectors and buildings.
Recently, (BMZ) has approved a new phase of the REEE programme with effect from No-
vember 2014 to December 2016. The main objective of the new programme phase is “Pro-
motion mechanism and strategies for investments in renewable energies and energy effi-
ciency are utilized by small and medium enterprises, the industry and end-users“.
As part of the planning process for the implementation of the new phase, GIZ REEE man-
agement in collaboration with main implementation partners and key stakeholders organized
a two day planning workshop in Islamabad Serena Hotel to elaborate activities through con-
sultation with partner organizations to successfully implement this programme phase in order
to achieve its intended objectives and indicators.
Objective
The purpose of this operational planning workshop is to discuss and agree on joint
measures to be implemented in 2015 and 2016 to reach the objectives as stated above.
In a consultative and participatory manner, the planning workshop achieved the following
objectives:
Elaboration of an operational plan for 2015; Brainstorming on activities for the year 2016.

A. Workshop Proceedings- Day 1
On the first day the arrival and registration of participants took place from 11:00-11:30 at the
Sheesh Mahal Hall-III of the Serena Hotel .
Welcome and Introduction A.1.
A.1.1. Welcome remarks by Dr. Frank Fecher, Principal Advisor - GIZ REEE
Dr. Frank Fecher Principal Advisor of the GIZ REEE programme welcomed the participants
giving them an overview about the invited organisations and announced beginning of the two
day planning workshop.
The official welcome was followed by the recitation of the Holy Quran.
A.1.2. Introduction to ‘The German Development Cooperation in Pakistan’ by
Ms. Almut Knop - BMZ Representative
After the recitation the representative of the German Ministry for Economic Cooperation and
Development (in German: Bundesministerium für wirtschaftliche Zusammenarbeit und
Entwicklung - BMZ) working at the German Embassy in Islamabad, Ms. Almut Knop gave a
short introduction about the German Development Cooperation in Pakistan.
A.1.3. Opening remarks by Mr. Asjad Imtiaz Ali , CEO - AEDB
The Chief Executive Officer of the Alternative Energy Development Board (AEDB), Mr. Asjid
Imtiaz, was invited as one of the key stakeholders to give the welcome address to the partic-
ipants of the operational planning workshop.
In his role as CEO of the Alternative Energy Development Board (AEDB) and steering com-
mittee chairperson honourable Mr. Asjid Imtiaz welcomed the participants from public, non-
governmental and private sector institutions and industrial associations. Mr. Asjid Imtiaz
highlighted in his welcome address the importance of energy projects for Pakistan and the
role which is taking the German International Cooperation Agency GIZ in this respect. He
mentioned the recent visit of the Pakistani Prime Minister H.E. Mr. Nawaz Sharif to Germany
and that there was an intent signed by the two governments in order to establish a renewa-
ble energy forum. Mr. Asjid Imtiaz underlined the commitment of the Government of Pakistan
to overcome the energy crisis and presented examples of large scale power projects in the
country.
Furthermore he shared his thoughts about the situation of rural electrification in different re-
gions and welcomed the support of donor- and development organisations such as the GIZ.
Finally Mr. Asjid Imtiaz motivated the participants to actively participate in the workshop in
order to contribute to the Government of Pakistan’s plan to achieve energy independence
and promote the implementation of sustainable renewable energy as well as energy efficien-
cy initiatives.

Last but not least Mr. Asjid Imtiaz wished the participants very constructive and fruitful dis-
cussions in the following days and the GIZ all possible success in their operational planning
workshop.
Presentation on Steering Committee Meeting by Sumaira Akram - GIZ A.2.
REEE
The welcome address was followed by Ms. Sumaira Akram (GIZ) presenting the results of
the first steering committee meeting held on February 11, 2015.
The members of the steering committee are, apart from the chairperson Mr. Asjid Imtiaz Ali
and other representatives from the AEDB, Mr. Abazzi – Director Infrastructure of the State
Bank of Pakistan (SBP) and Mr. Abbas Mehdi Manager (R&D) from the Ministry of Textile
Industry.
Ms. Sumaira Akram explained that in the steering committee meeting held on 11th February
2015, a clear commitment was given by all three main stakeholder organisations with re-
spect to ownership of the envisaged objectives. The strategic outline of the RE-EE project
was also discussed in the meeting. It was agreed upon that the steering committee shall
take place on quarterly basis.. In each meeting the committee members will review the moni-
toring reports provided by GIZ-two weeks in advance to the steering committee members.
The discussion points, suggestions and/or adjustments agreed upon by the steering commit-
tee will be documented in form of a steering committee protocol.
Planning of Activities in Groups A.3.
In order to inform the participants about the afternoon workshop programme Ms. Sumaira
Akram guided the audience through the workshop agenda of the following days. After the
lunch break the participants were divided into three working groups in order to operationalize
the strategic planning outlined by the steering committee. The GIZ strategic planning ap-
proach followed within the workshop was outlined and introduced in detail by Dr. Frank
Fecher in his opening presentation.
With respect to the working groups Ms. Sumaira Akram organized the division of the partici-
pants into three different groups following a specific colour coding:
Group 1 – Renewable Energy – silver = silver colour code
Group 2 – Energy Efficiency - yellow = yellow colour code
Group 3 – Policy and Economic Instruments – red = red colour code
After the definition of the working groups for the afternoon Ms. Sumaira Akram announced
the introductory presentation by Dr. Frank Fecher.

REEE
In his presentation Dr. Frank Fecher introduced the GIZ Renewable Energy and Energy Effi-
ciency (RE-EE) projectpresenting the project´s objectives, the new indicators and milestones
focusing on support mechanisms and investments in the RE and EE sector, the desired out-
puts, the project´s cooperation structure with the main stakeholders and the strategic as well
as the operational planning approach followed by GIZ which will be adopted by the RE-EE
project.
In the planning process the project stakeholders translate the strategic objectives into corre-
sponding acitivities which are monitored by measurable indicators.

The presentation of the GIZ REEE Principal Advisor was followed by an introduction round
of all participants suggested and initiated by Mr. Ali Yasir. List of participants is attached in
Annex F.
After this introductory session a group photograph was organized by Mr. Muhammad Saeed,
Mr. Ali Yasir and Mr. Irshad Khan.
Following the group photograph Ms. Sumaira Akram explained the structure of the metaplan
pin-boards and the tasks of the working groups. Each working group was provided with two
metaplan pin-boards.
Group Work A.6.
The metaplan pin-boards have been prepared by the GIZ project team with the correspond-
ing activity cards. The activities proposed on the pin-boards have been discussed and elabo-
rated together with the key stakeholders in order to provide a first draft of activities to the
participants of the workshop. The preparation of the proposal has been based on the experi-
ence of the last three phases of the RE-EE project and was meant for the support of the dif-
ferent working groups.

The workshop participants of the partner organisations were motivated to take ownership of
the proposed activities and to change, alter, comment, adapt, remove or add activities.
When the group work started, the component managers and technical advisor from GIZ pre-
sented their “Planning-Drafts” to the group members. After the presentation the groups
worked out the draft operational plan for their specific project component. The GIZ REEE
programme component managers facilitated the process of scrutinising and refining the ac-
tivities in the afternoon session of the workshop which resulted in the elaboration of a draft
operational planning matrix.
After the elaboration of the draft operational planning matrix it was announced that one or
more person(s) should be selected from each group in order to present the results of the
corresponding working group on Friday the 13th to the audience (members of all other work-
ing groups).
Outcome of the day A.7.
The outcomes of the first workshop day were three draft operational plans of the individual
working groups.
B. Workshop Proceeding – Day 2
The second day started with the recitation of the Holy Quran.
Summary of day 1 by Dr. Frank Fecher – GIZ REEE B.1.
After the recitation Dr. Frank Fecher briefly summarised the results of day 1.
Networking tea and open space B.2.
The summary of day one by Dr. Frank Fecher was followed by an open space networking
session in order to exchange and reflect the group work results with members of the other
groups (peer-review). Therefore, the meta-plan boards were placed in different corners of
the Sheesh Mahal hall.
Group Work Results and Presentations B.3.
The networking session was followed by the presentations of the three working groups. On
Thursday, each working group selected one or more persons in order to present their group
work results on Friday to the audience

B.3.1. Policy and Economic Instruments
Group 1 working on “Energy Policies and Economic Instruments” started the presentation
round on the second day. The working group was focussing on support mechanisms for RE
and EE technologies in Pakistan.
Dr. M. Saleem,Additional Director – State Bank of Pakistan, presented the results of the
group work “policy and economic instruments”. The result of the group work is attached in
form of a planning matrix which can be found in of this workshop report as Annex B.
His presentation was followed by a short discussion in which some suggestions were made
to the working group.
B.3.2. Renewable Energy
Working group 2 focussed on “Renewable Energy”. The working group presentation was
done by Mr. Waleed Elahi, Vice Chairman- Pakistan Solar Association .
The result of the group work is attached in form of a planning matrix which can be found in
the attachment of this workshop report as Annex C.
B.3.3. Energy Efficiency
Mr. Ashfaq Ahmed, Deputy General Manager( Industry Support Cell) – Small and Medium
Enterprises Development Authority presented the results of the working group 3 on “Energy
Efficiency”.The results of the group work are attached in form of a planning matrix which can
be found in the Annex D of this workshop report.
C. Closing and Way forward
All the presentations were followed by a round for questions, remarks and suggestions. Mr.
Ahmed Bilal – Buksh Foundation suggested that commercial banks should have been invited
for the workshop.
Furthermore it was suggested that two Ministers should have been invited in order to get
their input with respect to the goals and full support by the ministries, when it comes to the
implementation of the activities.
The presentation of the results achieved by the working groups 1-3 was followed by the con-
cluding remarks of different stakeholders:
Closing Remarks by Mr. Joudat Ayaz , DG - AEDB C.1.
Mr.Joudat Ayaz, Director General from the Alternative Energy Development Board (AEDB)
shared his views on the RE-EE programme with the audience in his concluding remarks.
Doing this he gave a short overview about the AEDB activities, the necessity of having the
right business models in place, the role of the banks and GIZ as important players in the

renewable and energy efficiency market. Furthermore he reflected on the role of academia
and recommended more “learning by doing” and “less reports and paper work from consult-
ants”. In his closing remarks he highlighted the enormous potentials for investments in RE-
technologies with respect to off grid population and small hydro plants in Pakistan.
Closing Remarks by Mr. Sheikh Akbar, Chairman - APTMA Punjab C.2.
After the concluding remarks by Mr. Joudath Ayaz on behalf of the AEDB, Mr.Akbar Chair-
man of APTMA Punjab gave his closing remarks to the participants of the3 workshop. The
APTMA chairman highlighted the fact that the support by GIZ is time bound and will not last
not forever which implies that all stakeholders should work hard in order to make the results
of the project as sustainable as possible.

At the end of the 2nd workshop day Dr. Frank Fecher summarised the results and presented
a network of different interlinked activities (visualised by wool threads inter-connecting the
different metaplan pin-boards). He highlighted the interconnectivity of the identified activities
and explained how individual activities which are interlinked benefit from the input of other
components.
Furthermore the Principal Advisor of GIZ REEE programme praised the fruitful group work
comparing it with the good performance of a successful German soccer or Pakistani cricket
team.
Finally Dr. Frank Fecher asked for feedback from the participants and for a little patience
regarding the workshop report due to the personal inconveniences faced by Prof. Dr. F.
Schindler who was supposed to be the moderator of this workshop.
Last but not least he sincerely thanked the stakeholder organisations and the working
groups in the closing session 13th of February 2015 and wished all participants a save jour-
ney home.
