NITY SWIM OPPORTUNITIESBALLSTON SPA - The Ballston Spa Aquatics Program is cur-rently offering opportunities for public use of the pool during adult lap swimming sessions, from 6:00-7:00am on Monday, Wednesday and Friday mornings and on Monday – Thursday eve-nings from 8:30-9:30pm. A family/open swim is also offered on Saturday after-noons from 2:00-4:00pm. Additional opportunities are offered throughout the year, including adult Aqua Cardio classes and a Learn-To-Swim program. The Community Swim Program is open to dis-trict students, families and community members. Dis-trict residents need to show identification and pay a $1.00 entrance fee to utilize the pool. Non-residents are admitted, as space allows, for a $2.00 fee. The pool is closed during school vaca-tions, emergency cancella-tions (i.e. snow days or early dismissals) and when school activities necessitate clo-sure. SARATOGA SPRINGS - Home Made Theater announces acting classes for children and teens ages 6 to 18, beginning Febru-ary 1st and running for fi ve consecutive Saturdays. All classes are held at the Spa Little Theater in the Saratoga Spa State Park. Play Acting for children ages 6-7, instructed by Kate Starczewski. Students are introduced to theater and focus on the actor “tools” and using “play” in acting. Play Acting meets from 10:00am-11:00am and costs $60. Creative Acting for children ages 8-10, instructed by Kate Starczewski. Stu-dents learn about theater techniques and how to use their own unique qualities to act. Creative Acting meets from 11:15am-12:30pm and costs $65. Scene Study, for ages 11-13, instructed by Kate Starczewski. Students will work on charac-ter development through scripted scene work. Scene Study meets from 12:45pm-2:15pm and costs $75. Audition Tech-niques, for ages 14-18, instructed by Sara Austen. Students participating in this course will be introduced to theater and musical pieces meant to prepare and enhance their audition-ing ability for professional and college auditions. BROOKSIDE MUSEUM TO CLOSE IN JANUARY
BALLSTON SPA - The Saratoga County Historical Society an-nounced that its headquarters, Brookside Museum, will be closed during the month of January. “Brookside has sus-tained some staggering losses in funding over the past few years,” said Joy Houle, Executive Director of the Saratoga County Historical Society. “This year (2013) has been par-ticularly challenging since Saratoga County cut 100% sup-port for the museum. Without that funding, something has to be cut. And we’d rather cut a month out of our year than a program like to Sheep to Shawl.” Brookside will be closed after December 31 and will reopen on Tuesday, February 4 at 10 a.m. The museum will host an opening reception on Friday, February 7 (6-9) for the temporary exhibit titled, “The Women Who Work Here,” which features the creations of the museum’s female staff , Board, and volunteers.

Here in Upstate New York, gardening in the winter comes in the form of fantasy and anticipa-tion. The gardening catalogs continue to arrive in the mailbox. Hours are spent reading about, circling, and ooh-ahhing over the varieties offered. This is the time of year when great plans are made. It’s easy to get carried away with all these tempting offerings. I’ve found that all these catalogs have another benefi t for the home gardener. They provide a wealth of information. It’s a great way for budding gardeners to get an idea of what types of plants they might like in their gardens. To try to sell you, catalogs must provide cultural information along with a sales pitch. This is a great way to get a feel for the growing requirements of different families of plants.
Once our seed packets have been procured, we need a plan for planting them. Many of them can be sown directly into the garden once the weather warms up. Around here, that means June. Considering how short the growing season here is, many of us will opt to start our seed indoors so we’ll be able to enjoy a longer show of fl owers or larger harvest of vegetables. But how...and when do we start our seeds? This information is almost always included on the packet that the seeds came in. For instance, a marigold pack might say:”For best results, start seeds indoors 6-8 weeks before planting date.” The beginner will say,”Yeah, well what day is that?” The average date of the last frost in much of Saratoga Co. is May 20th. In the city of Saratoga Springs it may be a week or more later. In Vischers Ferry it may be a bit earlier. Using May 20th as our planting date and counting back, we fi nd that we should be starting our marigold seeds during the last week of March or the fi rst week of April.
Considering the great variety of seeds available, it would be impossible to cover all aspects of seed starting in this small space, but I would like to address some of the key concerns.
Always use sterile soil. Soil from outdoors or bagged topsoil is not appropriate for seed starting. The best choice is a light, sterile seed starting mix made from milled sphagnum with vermiculite added. Experienced gardeners will even add a light layer of very fi ne milled sphagnum over the planted seeds as added insurance against damping off (a fungal disorder that can kill seedlings). This is not the same sphagnum moss you would buy in a bale for outdoor planting, but a very fi ne STERILE sphagnum produced just for seed starting.
Most seeds need temperatures between 65 and 80 degrees, day and night, to germinate. The actual temperature varies for each seed type, so check the seed pack or catalog to be sure. Af-ter the seeds sprout, the temperature requirement is generally about 10 degrees lower than the germinating temperature.
The biggest mistake beginners make is underestimating the light requirements of the seedlings. Seeds will often sprout with little or no light, only to fl op over later due to lack of enough light. Supplemental fl uorescent lights should be lowered to about 2” above the seed fl at as soon as the seeds germinate. Then, when the seedlings are about 1/2” tall, move the lights up (or the trays down) so that the bulbs are 4” to 6” above the tops of the plants. As the seedling grow, keep adjusting the lights so the are always 4” to 6” above the tops of the plants. The lights should be on from 12 to 16 hours each day. Timers are available to turn the lights on and off. Using timers insures that the plants receive the same amount of light at the same time each day.
Avoid overwatering. Seeds need moisture to sprout, but young seedlings are susceptible to damping-off if kept too moist. Seedlings can tolerate some dryness but will fail quickly if drowned. You should always check the soil before watering. Some gardeners prefer a heavy mist to water their seed fl ats. If you use this method, make sure that you mist early in the day so the seedlings have a chance to dry before dark. This will lessen the chances of damping-off. I prefer to bottom water by pouring water into the tray containing the potted seedlings. After a few minutes, the soil becomes moist, but the surface of the soil is dry. I’ll use a cotton cloth or paper towel to draw excess water up out of the fl at without tipping it. Whatever method you use, it is vital that the seedling NEVER be left standing in water for a few minutes.
Many gardeners do a great job starting their seedlings indoors only to have them fail when they are moved to the garden. This can often be traced to a lack of “hardening off”. Seedlings grown indoors under lights need a period in which to become accustomed to real sunlight, wind, and other conditions not found inside. Find a shady, sheltered spot and give the seedlings a few days there. Be aware that they may need more water in this location. If there are cold nights (below 55 degrees), move them in until morning. Gradually move the seedlings to brighter locations until it’s time to plant them in their permanent home.
Seed starting can be challenging, but well worth the effort. While you can purchase many plants already started at the garden center when spring arrives, many of the more interesting varieties will only appear in your garden if you start them yourself. Thanks for the read

NORTHEASTERN NEW YORK CAPITAL DISTRICT - The LASNNY LITC offers FREE tax help to low income New Yorkers who have a tax problem with the IRS. For example, if you got a letter or notice from the IRS that you don’t understand or a bill from the IRS that you don’t think you owe or that you can’t pay, or if you were denied an Earned Income Tax Credit (EITC) you thought you should have got-ten, we may be able to help. The EITC could reduce your tax bill or even get you a refund if you qualify. You may be able to get the EITC if you have qualifying children and your earned in-come falls under a certain limit. This limit ranges from $37,870 up to $51,567 in 2013 depend-ing on your filing status and number of children. Workers without children who had 2013 incomes below $14,340 ($19,680 for a married couple filing jointly) may also receive a very small EITC benefit. To qualify, a child must live with you for more than half the year. A son or daughter, grandchild, younger brother or sister, or niece or nephew, may be a qualifying child. The child must be younger than 19 (or 24 if they are a full time student) or permanently and totally disabled. Only one person can claim a child for EITC each year. Other age, residence, and filing requirements must be met. You must file a tax return and claim the credit to get the EITC, even if you don’t otherwise have to file. If the IRS denies your claim for the EITC and you don’t understand why, you may want to talk to an accountant or an attorney. Governor’s Budget Proposal Presents Opportunities And Challenges
Last Tuesday, Governor Cuomo revealed his 2014-’15 budget proposal, containing numerous incentives to spur business growth, universal Pre-K and publicly funded po-litical campaigns, among many other features. State spending would remain below the self-imposed 2% cap of recent years, coupled with numerous cuts, additional staff to help develop new commercial upstate casinos, a phase-out of the 18-a assessment on electrical bills more quickly, and a freeze on state property taxes for two years.The outlook for business seems positive. Heather Briccetti, President/CEO of the Business Council of New York State, said “There is much for business to be encouraged about with the emphasis on hold-ing growth in overall state spending to under 2 percent while promoting private sec-tor investments and job creation, and increasing in-state personal income, through broad-based business tax relief.” “I'm pleased to see the governor is looking to reduce the corporate tax rate to help make New York more competitive,” said Mark Eagan, president and CEO of the Albany-Colonie Regional Chamber of Commerce. “We're No. 1 on most lists of the most expensive states in which to do business.”Some cautionary tones were also sounded. State Senator Kathy Marchione (R-Half-moon) said “I like the idea of freezing property taxes, but the proposal seems to put even more burdens, more strings, on local governments. I would rather we take con-
crete steps to cut property taxes for all homeowners.” She also voiced displeasure with publicly-funded state elections, saying, “I strongly oppose spending millions on welfare for politicians in the form of taxpayer-financed political cam-paigns.”The Chamber of Southern Saratoga County’s Economic and Government Affairs Committee will discuss the budget and share any concerns. On balance, however, it appears to be a continuation of a business-friendly trend in the State of New York. Even in comparatively strong Tech Valley, our cash-strapped entrepreneurs need all the help they can get.
