For those foreign brands desiring to accede to China market, The first obstacle to be
surmounted remains particularly under regulatory angle. In reality, if they failed in passing
through CFDA registration procedure, their goods will have no opportunity at all to be
exposed to the Chinese consumers, despite their perfect quality and excellent effects. It’s
true that China will be more and more open, however its government will protect more
and more the safety of its people. That’s why the 9 categories of functional products will
be largely extended and kept subject to a vigorous pre-market homologation, according
to the first revision of CHMR since its publication in 1989. In addition, a guideline of 30
pages has been drafted to concrete the responsible person of cosmetic launching, by
implementing a set of technical norms for risk assessment of finished product and
ingredients. From now on, face to an overall legislation, how to obtain the entrance ticket
to China market ? That’s a real challenge to all those foreign companies whose strategy
is the ’’globalization’’.

FEBEA), which remained under the direction of Doctor ZHANG
Shu since its opening in 1995. Through the representation
activities of 15 years, Doctor ZHANG and his team have built up
a close and wide relationship with the main bodies of the
Chinese government in charge of cosmetic surveillance.
Managing Director of FACOS Consultant Co. Ltd., Doctor ZHANG Shu was
graduate from Shanghai International Studies University, and teaching as State
nominated lecturer in Hefei Polytechnical University by giving lessons on law and
management. In 1988, he succeeded in obtaining a government scholarship to
finance his full time study in Paris University, ended up with Master degree of
International Trade Law and Ph. Doctor degree of Intellectual Property
Protection.
Author of «From WIPO to GATT»of LITEC publication in Paris, he has worked in Jeantet Legal Firm,
Regie Renault, UNESCO, ICB of London, WTO in Geneva. Directing the sole overseas office of
FIP6FEBEA during 15 years in Shanghai, Doctor ZHANG has been Vice-Chair of EUCCC Cosmetic
Working Group since 2006. He was invited by FEBEA in 2010 to provide a training course of CFDA
registration rules, and by Cosmetic Valley to deal with the “hot” issues on China market in its
annual Conference in 2011. Consecutively from 2013, he was officially designated by CBE
(Shanghai) as its unique on-spot consultant for regulatory affairs .
