Coffee With Roger Laugand Event at St. Paul’s Study July 26

Pastor Roger Laugand, Assis-tant Pastor of Living Word Church in Baton Rouge will be at St. Paul’s Study in Zachary on Saturday, July 26 at 10 a.m. and again at 4 p.m. to discuss his artistic rendering of “The Way of Salvation Cross.” Pas-tor Roger will share his story of the depiction of ancient signs ranging from Alpha to Omega to explain his design.

Pastor Laugand, a long time resi-dent of Baton Rouge, was inspired through prayer to create the design that is a compact message of Chris-tian Salvation. He obtained a copy-right of the Salvation Cross in 2007, and his wish is that every home has at least one copy as a daily reminder of the importance of daily prayer. He believes that prayer is interactive and through prayer we gain instruc-tion for our lives.

St. Paul’s Study, the Little Blue House on Main Street, has signed and numbered copies in various sizes of Laugand’s work. During his visit to St. Paul’s Study, he will discuss the evolution of the design by explaining the symbols and the

meaning of “The Way of Salvation Cross.” The community is invited to attend at least one of the presenta-tions that will take place that day.

“Coffee With . . .” are events held regularly at St. Paul’s Study. Each event is a venue through which lo-cal talent such as writers, musicians, various artists and those called to re-ligious or consecrated life, can share how their talent or calling developed as their faith life developed. Each of the guests takes us on a guided tour of his faith journey, helping us to un-derstand the importance of seeking clarity in our own lives as regards God’s calling for us.

School Board Welcomes New Hires, Begins Looking for ZHS Principal

By Jen Bayhi -GennaRo

he Zachary Community School Board met on Tuesday, July 15, 2014, for its bimonthly meeting. The council was running a bit late from their work-shop, calling the meeting to order at 7:06 p.m.

Following the invocation and Pledge of Allegiance, the minutes from the last meeting were accepted.

Next on the agenda was the Super-intendent’s report from Scott Devillier. He welcomed the new smiling faces in the audience, the Community’s new hires. All new hires were invited to stand up and introduce themselves to the audience and Board. Many were not able to attend due to vacations, but there were 15 in attendance, at least one from each of the community’s schools.

The Superintendent reminded ev-eryone that we are right around the corner from the school year cranking up again, with open houses and orien-tations beginning as early as July 28.

Interviews will begin on July 31 for the position of principal at Zachary High. In the meantime, Tim Jordan, supervisor of school and home rela-tions, is the interim principal.

Superintendent Devillier report-ed the news that our graduation rate, which is one of the things that is in-corporated into determining school performance score, has gone up 2.2%. It is the No. 2 system graduation rate in the state, Devillier said, and the district that beat us did so by only one or two tenths of a point. “There’s some things they’re looking into,” he said as every-one laughed.

Aneid Mason addressed the coun-cil on the Pupil Progression Amend-ment, a plan that guides the district’s promotion and retention guidelines for our schools. On July 23, two pub-lic meetings will be held, one from 9-11 a.m., and the other from 6-8 p.m. The purpose of these meetings is truly informational, to get comments and recommendations from the public.

Vice President Scott Swilley re-ported on the progress of the new building at Zachary Elementary. “They are still working and we have our fingers crossed. It’s going to be down to the wire, but it’s very nice and they’re working very hard to get it done before school starts.”

Swilley also reported on the gym project at Copper Mill Elementary. “They’re coming along, but it seems to be a little bit slow, in my opinion,” he said. “The sidewalks are poured, the tennis courts and goals are in, it looks like they are getting ready to pour the classroom portion of the slab. The steel is on site so hopeful-ly they’ll start putting that up pretty soon,” Swilley reported.

Director of Operations Patrick Jenkins addressed the council re-garding the contract between ZCSB and Devier Design Build for the new building at the Zachary Career and Technical Center. Devier requested some things for the council to con-sider, such as the rain delays, tile in-stallation and the transmission panel being put in, and to give him leniency and reduce his fees. Swilley said the Board discussed it at workshop and declines his request to reduce the fees.

Zachary Students Win FBLA National Honors

Victor Lee and Angelo Tarver, students at Zachary High School represented the Zach-ary community as well as the state of Louisiana as they competed in the 2014 FBLA (Future Business Leaders of America) National Leadership Conference which was held in Nashville, Tennessee. They competed in Business Presentation, and their topic was “How Does the Affordable Care Act Impact Small Business?” The National Leader-ship Conference had over 10,000 participants in attendance, and it consisted of the best teams across the nation competing in business-related events such as presentations, tests, and public speaking. Out of the 96 teams competing in Business Presentation, Victor Lee and Angelo Tarver was the only team from Louisiana to make the top 10, placing 8th in the whole nation.

the council after several terms. I found myself going over to his house quite often to bone up on the issues facing Zachary and pos-sible solutions. I am grateful for his help and advice.”

“At the time I was first running for office, Zachary was in a huge unrestrained growth mode. The town was growing so fast without a master plan that it was causing problems. The Mayor and Coun-cil had placed a moratorium on the growth. We were able to hire a City Planner to help get that situa-tion resolved and the city’s devel-opment moving forward again.”

“Among my other duties, I’m Chairman of the Americana Eco-nomic Development District. I’m

so thankful that Mr. John Enquist of H&E Equipment saw reason to invest in our Americana Develop-ment,” Coghlan declared. “He is a first-rate businessman and a great person. I think he will eventually move his residence from Baton Rouge out to Americana.”

“As I began to realize that I had been so blessed by the people in Zachary and the community in general, I strongly felt that I should begin giving some of my time back to the community. That was what motivated my decision to first run for Zachary City Council. I was re-ally humbled when the votes were counted and I had been selected, as this was the first election with districts.”

“During the course of my first term as Councilman, I moved out of District 2 into District 3,” Cogh-lan acknowledged. “I was honored

and blessed in the fact that I was unopposed starting my second term representing District 3.”

“I really enjoy being a City Councilman in Zachary,” Coghlan said. “Its challenges are big some-times, but I like solving problems and helping people. We’ve been able to make some serious up-grades in our sewer system with very low-interest money.”

“We are also installing anoth-er natural gas let down station in order to avoid the shortages we experienced last winter. The ma-jor portion of our city budget is derived from sales taxes, one of the many reasons that I encour-age the citizens to shop our local businesses. Our property tax at 3.75 mills is amongst the lowest property tax in the state for a city the size of Zachary.”

“I am most proud to be a dad and I am very proud of my chil-dren. I am so very thankful that I will soon be blessed to become a granddad.” Daughter Katie Mon-dulick, who is expecting in Octo-ber, is a Realtor in Zachary. Katie and her husband, Corey who is a building contractor, have already picked out a name for the baby, Jennings Cole. Colby recently finished law school at Southern after earning a degree in Agri

Business from LSU. Colby is studying to take his Louisiana bar exam in late July.

“I learned the value of hard work early on in life,” Coghlan emphasized. “I was the youngest of 11 children. At the age of 9, my family moved to Baton Rouge from Avoyelles Parish. As a kid growing up, I mowed yards and had a paper route, and worked my way through high school at the Winn-Dixie Grocery Store. God has blessed me in my life and I feel that I should give back.”

“As for the City of Zachary, I feel the future is bright. I’m very grateful to have had the honor to serve on the council and I hope to be part of that future in represent-ing District 3 on the Zachary City Council,” Coghlan said in conclu-sion.

Writer’s note: This interview with John Coghlan concludes my series on the current mem-bers of the Zachary City Council and Mayor. I have been surprised at the diversity of career back-ground of each of the Council-men and Mayor. Perhaps that is why the City of Zachary seems to hum along so easily, continuing to move in a forward direction.
