Nicholson, J.P., presided at a meeting of the Baruard Castle Urban Council on Thursday, there being also present Messrs R. Liddle (vice-chairman), W. Hodgson, J . Guy, T. B. Forster, W. Banks, C. Hedley, R. Woodhams, W. F. Smith, R. Watson, and the Rev. H. W. Bircham ; with the Clerk (Mr J . Ingram Dawson), the Medical Officer (Dr. Welford), the Surveyor (Mr H. E. Raine), and the Collector (Mr J. A. Turnbull). FINANCE : AN IMPROVEMENT. A slight improvement in the financial position was disclosed in the report of the Finance Committee, a deficiency of £1,834 5s. in Decem- ber having been reduced to £1,067 Is. 6d. Mr Bircham said he was glad the position was more satisfactory, though it was far from what it ought to be. There were, however, still £400 due to the Council by way of grants. The Finance Committee recommended that the loan of £2,199 for the Oalgate improve- ment scheme be accepted, although the rate of interest had risen from 4j to 5 per cent.—The report was adopted. The Medical Officer's report stated that eight deaths and 10 births had been registered during December. Mr F. Deacon's plans for fonr semi-detached houses in Vane-road were approved subject to certain conditions being complied with. The question of lighting Wood-street was referred to the Lighting Committee with power to act. STARTFORTH AND THE FIRE BRIGADE. A letter from the Secretary of the Fire Brigade stated that the members were prepared to attend fires at Startforth, where hydrants now exist, if they received the same rate of pay as for town fires, and were covered by iusurance against accidents. It was agreed that the Clerk inquire if the Startforth Parish Council are prepared to euter into au agreement with the Urban Council and pay an annual retaining fee. THE GAS QCESTIOK. The quarterly report of the gas examiner stated that the quality of the gas was at least equal to the required standard. In reply to a letter from the Council as to the methods of fixing dates for tests, the Gas Examiner wrote that the only notification the Gas Company received of an inspection was the arrival of the inspector. The examination was only to test the calorific or heating qualities of the gas as required by the Gas Act, and probably the cause of the complaints of insufficient lighting properties was the result of a collection of napthaliue iu the main caused by the abnorm- ally cold weather. RATING AND VALUATION BILL. The Clerk gave a very able and lengthy resutu,' of the Rating aud Valuation Act of 1925. aud said "that although it did not come into force uutii April, 1927, it was necessary to get the machinery ready beforehand. There would be no overseers, and in their place the Clerk of the Council would be responsible for the work of keeping the list of properties upon which rates could be assessed. " I think," said the Clerk, " the Council will have to realise, aud that as soon as possible, the Council's duties are uo longer parochial, bat that each Council is a part of the machinery connected with the government of the country, aud that the machinery must revolve whether or uot the Council are of the opinion that it is revolving to good purpose or not. This is further instanced by the Ministry of Health's suggestion that the Council shall now take over the duty of seeing that the Pensions Act for Widows aud Orphans is properly carried out. It behoves Councillors not only to be prepared to carry on the work, but to realise the spirit of the age aud uudcrtake their duties as performing a share in the government of the country." The Clerk added that he had promised to write a pamphlet explaining the Act, and would let each member have a copy. The Chairman said it was very evident that a good deal of extra work was going to be entailed, not only to the officials, bat to the Councillors. Mr Woodhams: The duties of the Councillors will be increased, aud I think we shall all have to have salaries. (Laughter). .Mr Bircham .said they were deeply indebted to the Clerk for his very lucid explanation of the Act, aud he proposed a vote of thanks to him. Mr R. Watson seconded.—Agreed to. TOWN HEAD ALLOTMENTS. Messrs Hunter and Ridsdale wrote to say that they would require part of the Town Head Allotment gardeus, occupied by Messrs Kipliug, Lay tied, Todd, Smith, Parkin, Bell aud Lynn, lcr building purpoeos in the spring of this year. The Clerk said it was only an informal notice, and a twelve mouths' notice was required. Mr Bauks : Are there not certain times of the year only when notice can be given ? The Clerk said at least 12 months' notice would have to be given to the Council, and the tenants must have at least six months notice from certain dates. There was also a question of compensation. [We were informed by Messrs Hunter and Ridsdale yesterday i Tuesday) that arrange- ments have been made since the meeting for the gardeus mentioned to be given np at the end of March.] AN OLD OVERSEER. Mr J. G. Johnson, who has been one of the overseers for a long number of years, wrote to ask if the Council would relieve him of farther duties wbeu the time came round for making the appointment. Mr Bircham said he was very sorry to hear that Mr Johnson wished to be relieved of the position. He bad been associated with Mr Johnson for some time, and found that Mr Johnson had put a considerable amount of work in. No one outside knew the care and time Mr Johnson had put into the work, and he was indeed sorry to hear that he did not wish to continue. He >Mr Bircham) hoped, however, that he could be prevailed upon to continue. The Clerk said that he had seen Mr Johnson and pointed out to him that after 1927 the duties of overseers would cease, and in the circumstances he believed that he would continue for another year. Revival of the Valentine. H E R E is to be a revival of the beautiful old custom of

sending Valentines this year. To meet a demand we have laid in a stock of these symbolic missives, many of them

decorated most handsomely with lace borders as thirty years ago and enclosed in neat boxes. THE URBAN COUNCIL.

A L O N G - S E R V I C E O V E R S E E R . Mr A. H . Nicholson, J.P., presided at a

meeting of the Baruard Castle Urban Council on Thursday, there being also present Messrs R. Liddle (vice-chairman), W. Hodgson, J . Guy, T. B. Forster, W. Banks, C. Hedley, R. Woodhams, W. F. Smith, R. Watson, and the Rev. H . W. Bircham ; with the Clerk (Mr J . Ingram Dawson), the Medical Officer (Dr. Welford), the Surveyor (Mr H . E. Raine), and the Collector (Mr J. A. Turnbull).

FINANCE : A N I M P R O V E M E N T . A slight improvement in the financial position

was disclosed in the report of the Finance Committee, a deficiency of £1,834 5s. in Decem­ber having been reduced to £1,067 Is. 6d.

Mr Bircham said he was glad the position was more satisfactory, though i t was far from what i t ought to be. There were, however, still £400 due to the Council by way of grants.

The Finance Committee recommended that the loan of £2,199 for the Oalgate improve­ment scheme be accepted, although the rate of interest had risen from 4j to 5 per cent.—The report was adopted.

The Medical Officer's report stated that eight deaths and 10 births had been registered during December.

Mr F. Deacon's plans for fonr semi-detached houses in Vane-road were approved subject to certain conditions being complied with.

The question of lighting Wood-street was referred to the Lighting Committee with power to act.

STARTFORTH A N D T H E FIRE BRIGADE. A letter from the Secretary of the Fire

Brigade stated that the members were prepared to attend fires at Startforth, where hydrants now exist, if they received the same rate of pay as for town fires, and were covered by iusurance against accidents.

I t was agreed that the Clerk inquire if the Startforth Parish Council are prepared to euter into au agreement with the Urban Council and pay an annual retaining fee.

T H E GAS QCESTIOK. The quarterly report of the gas examiner

stated that the quality of the gas was at least equal to the required standard. I n reply to a letter from the Council as to the methods of fixing dates for tests, the Gas Examiner wrote that the only notification the Gas Company received of an inspection was the arrival of the inspector. The examination was only to test the calorific or heating qualities of the gas as required by the Gas Act, and probably the cause of the complaints of insufficient lighting properties was the result of a collection of napthaliue iu the main caused by the abnorm­ally cold weather.

R A T I N G A N D V A L U A T I O N B I L L .

The Clerk gave a very able and lengthy resutu,' of the Rating aud Valuation Act of 1925. aud said "that although i t did not come into force uutii April, 1927, i t was necessary to get the machinery ready beforehand. There would be no overseers, and in their place the Clerk of the Council would be responsible for the work of keeping the list of properties upon which rates could be assessed. " I think," said the Clerk, " the Council wi l l have to realise, aud that as soon as possible, the Council's duties are uo longer parochial, bat that each Council is a part of the machinery connected with the government of the country, aud that the machinery must revolve whether or uot the Council are of the opinion that i t is revolving to good purpose or not. This is further instanced by the Ministry of Health's suggestion that the Council shall now take over the duty of seeing that the Pensions Act for Widows aud Orphans is properly carried out. I t behoves Councillors not only to be prepared to carry on the work, but to realise the spirit of the age aud uudcrtake their duties as performing a share in the government of the country." The Clerk added that he had promised to write a pamphlet explaining the Act, and would let each member have a copy.

The Chairman said it was very evident that a good deal of extra work was going to be entailed, not only to the officials, bat to the Councillors.

Mr Woodhams: The duties of the Councillors wil l be increased, aud I think we shall all have to have salaries. (Laughter).

.Mr Bircham .said they were deeply indebted to the Clerk for his very lucid explanation of the Act, aud he proposed a vote of thanks to him. •

Mr R. Watson seconded.—Agreed to. T O W N HEAD A L L O T M E N T S .

Messrs Hunter and Ridsdale wrote to say that they would require part of the Town Head Allotment gardeus, occupied by Messrs Kipliug, Lay tied, Todd, Smith, Parkin, Bell aud Lynn, lcr building purpoeos in the spring of this year.

The Clerk said it was only an informal notice, and a twelve mouths' notice was required.

Mr Bauks : Are there not certain times of the year only when notice can be given ?

The Clerk said at least 12 months' notice would have to be given to the Council, and the tenants must have at least six months notice from c e r t a i n dates. There was also a question of compensation.

[We were informed by Messrs Hunter and Ridsdale yesterday i Tuesday) that arrange­ments have been made since the meeting for the gardeus mentioned to be given np at the end of March.]

A N OLD OVERSEER. Mr J. G. Johnson, who has been one of the

overseers for a long number of years, wrote to ask if the Council would relieve him of farther duties wbeu the time came round for making the appointment.

Mr Bircham said he was very sorry to hear that Mr Johnson wished to be relieved of the position. He bad been associated with Mr Johnson for some time, and found that Mr Johnson had put a considerable amount of work in. No one outside knew the care and time Mr Johnson had put into the work, and he was indeed sorry to hear that he did not wish to continue. He >Mr Bircham) hoped, however, that he could be prevailed upon to continue.

The Clerk said that he had seen Mr Johnson and pointed out to him that after 1927 the duties of overseers would cease, and in the circumstances he believed that he would continue for another year. (Hear, hear).
