CHIEFS MESSAGE
To the Village Board, the Police and Fire Commission, and the Citizens of
Kewaskum:
It is hard to believe that another year has passed. As a department, we are
tirelessly working on improving our departmental operations, increasing our
efficiency, staying current with the latest technologies and improving on the
service received by our community. 2016 was another year of growth and
success as a department.
One of our biggest goals in 2016 was the implementation of the Junior Police Academy; a
summer school class held in conjunction with the Kewaskum School District as part of their
summer school curriculum. The class allowed middle school age students the opportunity to
learn and understand police procedure and the criminal justice system by utilizing classroom
instruction, guest speakers, “hands-on” activities and field trips. The class was held from June 9th
through July 1st, 2016, and was instructed by myself and School Resource Officer Kevin Kohn.
The students learned about law enforcement and included visits from the Multijurisdictional
Drug Unit, Washington County K9 “Gunner”, Washington County SWAT Team, Flight for Life
and the Kewaskum Fire Department. We also toured the Washington County Jail, sat in an
actual circuit court proceeding, and met privately with Judge Pouros and Assistant District
Attorney Giernoth. Overall, the class went great and we look forward to teaching it for years to
come!
Another community outreach program that began in 2016 was Coffee with the Chief. I held
three events over the calendar year at the Coffee Corner, Brother’s and Gateway restaurants.
Although these events were not highly attended, I am hopeful to continue hosting Coffee with
the Chief and connecting further with our community.
In 2016 we improved our staffing levels and equipment used to provide services to our
community. In May we received three new AED's for the department. The department's old
AED's lasted approximately 15 years and were used in numerous life saving incidents; however
in early 2016 two of the three units had failed and needed to be replaced immediately. Our
department received funding from three outstanding local organizations who each donated one
AED to our department - Drexel Building Supply, Wessing Properties and the New Fane
Sportsman Club.
In our squad cars we received an anonymous donation to improve our active shooter response
capabilities by purchasing ballistic rifle plates, ballistic helmets and “go-bags”. “Go-bags” are
small kits that officers can bring with them into an active shooter type situation. These bags
contain extra magazines with ammunition, medical kits for gun shot wounds, tourniquets and
CPR masks. These are items that are vital and are needed in the event we have an active shooter
type situation. Hopefully, these items go unused and collect dust, but we need to be prepared for
all situations.

The Kewaskum Police Department also purchased a new speed display sign to alert drivers of
their speed. This new sign was purchased after our old speed trailer display board was no longer
operational. The new sign is able to be easily moved to different locations in the village and to
areas were speeding is an issue. It can display speeds and capture data to be analyzed.
In 2016, our agency was the host agency for the annual Washington County Law Enforcement
Memorial Service that is held each May at the Washington County Fair Park. The event went
well with our guest speakers including Village Administrator Matthew Heiser and State
Representative Jesse Kremer. The final speaker of the night, Trooper Clarissa Justmann, gave an
emotional, personal account of the events surrounding Trooper Trevor Casper’s murder in Fond
du Lac in 2015. Trooper Justmann was the first officer on scene to assist Trooper Casper. The
presentation was powerful and emotional solidifying Trooper Casper as a hero whose legacy will
never be forgotten.
Our department experienced staffing changes once again in 2016. Officer Schlice, who had been
part time, was promoted to full time on January 1st, 2016. On July 1
st, 2016, Officer Alan Ratzel
retired from the Kewaskum Police Department after 28 years of service to our community.
As your chief of police, I am also your Emergency Government Director and in 2017 I will be
focusing attention on issues relating to improving our emergency management functions. I am
currently on a committee working with the county on implementing a hazard mitigation plan for
Washington County and I am updating our current emergency government manual for the
Village of Kewaskum.
And as always, my main goal is to continue to improve and expand our community outreach. We
will be continuing Coffee with the Chief and the Junior Police Academy as well as being more
active with our Boy’s and Girl’s Club. I also want to reach out to our business community and
civic leaders more and make sure we have open lines of communication.

Lt. Steiner oversees our Auxiliary Police Department. This department is comprised of non-
sworn, volunteer community members who assist us at a number of events. Below are the events

GRANTS / DONATIONS
AUTOMATED EXTERNAL DEFIBRILLATOR’S (AED’s)
In early 2016, two out of our three Automated External
Defibrillator’s (AED’s) had to be taken out of service and were
non repairable. Drexel Building Supply, Wessing Properties
and the New Fane Sportsman Club each donated $1,500.00 to
allow our department to purchase new AED’s!
GREEN BAY PACKER SAFETY CARD PROGRAM
Each year we participate in the Green Bay Packer safety card program, sponsored by Westbury
Bank. These cards are handed out to the youth (or adults if desired) in our community and have
safety tips on the back.
COUSIN’S SUBS “YOU’RE AWESOME” COUPONS
In 2016 we teamed up with Cousin’s Sub’s of Kewaskum to
hand out “You’re Awesome” coupons to children we see
wearing bicycle helmets or doing anything we believe is
“awesome”. The coupons are good for one free sub sandwich.
BULLETPROOF VEST PARTNERSHIP PROGRAM
Our department participates in the Bulletproof Vest Partnership Program in cooperation with the
Office of Justice Programs. Through this program, we receive 50% reimbursement for
purchased ballistic vests. In 2016 through this grant we saved village taxpayers $350.00

DEPARTMENT OF TRANSPORTATION BUREAU OF TRAFFIC SAFETY
Our agency participated in the Department of Transportation’s Bureau of Traffic Safety
unfunded grant initiatives; specifically “Click it or Ticket”, “Drive Sober or Get Pulled Over”
and “Booze and Belts”. By participating in these events we are entered into a regional drawing
to receive one of the many $4,000 equipment grants that are awarded. In early 2017 we were
selected to receive one of these grants from participating in 2016’s Click it or Ticket Campaign.
DARE
Our department received a $500.00 donation from the New
Fane Sportsman Club to be used towards our DARE Program.
The New Fane Sportsman Club donates to the DARE Program
every year!
SQUAD DECALS
Another “Thank you” goes out to Ron Kemmel of Ron Kemmel Designs for once again donating
and putting on the squad graphics. As always, he did a great job and the feedback from the
community is one of resounding approval. Thank you Ron!!

COMMUNITY APPRECIATION
The Village of Kewaskum is a great community! Community members go out of their way to
show appreciation and support for law enforcement in our community. I have seen many blue
lights on around the community, as well as “We Support our Police” signs. Here are some more

SOCIAL MEDIA OUTREACH
The Kewaskum Police Department utilizes Facebook to disseminate information to a wide range
of consumers quickly. The Kewaskum Police Department Facebook Page has 2,235 followers
and is used for public relations, press releases and messaging communication between the public
and our department.

Thursday October 13th, 2016 --
Northbrook Church in Richfield dropped off gift bags for each one of our officers as part of their "Operation: Love your neighbor" initiative. Thank you Northbrook Church!

BACK TO SCHOOL SCAVENGER HUNT -- CLUE #1
Today officially begins our 2nd Annual Back to School Scavenger Hunt. To recap:
-- this is open to any student who attends school in the Kewaskum
School District (including Holy Trinity and St. Lucas students)
-- the winner must also live within the school district limits
-- The item is hidden on PUBLIC property within the Village of
Kewaskum. This includes areas such as our parks, the municipal
building / library, fire department, Eisenbahn Trail, etc. Please do
not trespass on private property
-- The item you are looking for is in the attached photo
-- The winner(s) will receive a ride to school on September 1st, 2016
in our police car! -- We will give clues daily, Monday-Friday, around 8:00am.

Yesterday's 9/11 Memorial Event had a great turnout. Thank you to everyone who came out to show
their support and remember the 2,978 Americans who lost their lives 15 years ago, including
Kewaskum area native Andrea Haberman-who sadly was on the 92nd floor of the World Trade Center that fateful morning.
Thank you to the Kewaskum Remembers 9/11 Memorial Committee for organizing and carrying out such a great event, and raising money to build a permanent, lasting memorial in Kewaskum.

JUNIOR POLICE ACADEMY – SUMMER SCHOOL 2016

Patrol is a major function of any police department. Patrolling keeps our officers visible in the
community and available to respond to calls for service. Traffic stops are a very common and
frequent activity of patrol officers. In 2016, our officers made 1,018 traffic stops resulting in 585
traffic citations issued. It should be noted that traffic stops will also produce ordinance
violations, criminal arrests, and warrant arrests.

requesting charges on someone through the Washington County District Attorney’s Office. This

In 2016, we saw an increase in the number of vehicle lockouts. Many law enforcement
agencies no longer perform this service, due to the issues concerning the risk of property
damage and liability. Village residents and visitors who contact the police department for
assistance in this area are grateful that the service is still offered here. This is a very
beneficial tool when it comes to public relations.

Calls for service range from giving directions to a motorist, delivering village board
packets, removing debris from the roadway, directing traffic, notifying DPW of situations
that need their attention or any other community service we provide that doesn’t

Performing building checks by the officers is one of the ways we are able to deter and
possibly prevent criminal activity. In 2016, officers located 89 unsecured properties.
Possible law violators look for “crimes of opportunity” (i.e. an unlocked business, car,
etc) which facilitates their ability to commit crime without forcefully entering. By
locating these businesses we are not only able to secure them for that particular night, but
it serves as a reminder to owners to continue to check their doors prior to leaving on a
daily basis.
We also perform “Vacation House Checks” for residents while they are away from their
residence. In 2016, we performed 3,022 vacation house checks.
