He implored councillors and the public about being mindful that they are not engaged in a game of figures. “We have come to agree on an important instrument that we will use, in the next financial year, to better the lives of the people of KwaDukuza. We have come to make a solemn commitment to avail resources to ease the burdens that weigh heavily on the shoulders of the poor, so as to make them proud to be South African,” he said. He added that the people of KwaDukuza, through their representatives and their participation during the public participation processes, have identified the many that would make KwaDukuza a better place to live in. The Medium Term Revenue and Expenditure Framework or (MTREF) “is therefore designed to provide a general overview of KDM's finances and demonstrate its responsibility for the monies it receives.” The MTREF is influenced by the following elements: Producing a balanced, credible and funded budget taking into account realistically anticipated revenues; Delivering quality services on the ground; Cost increases; Tariff increases; Debt recovery; Asset management, and Borrowing levels. “As we deliver the MTREF there are challenges that cannot be ignored if we are to ensure that KDM successfully delivers on its programmes. These are: urgent repairs and maintenance; consumers' ability to afford the proposed increases in tariffs; high service demands; strict budgetary controls; staff shortages; high levels of poverty and unemployment and capital spending pressures to eradicate infrastructure backlogs,” said the Mayor. Mthembu explained that constraints on revenue, priority was given to: Protecting the poor from the worst impacts of the economic downturn, expediting spending on capital projects that are funded by conditional grants; supporting meaningful LED initiatives, especially those that encourage job creation and urgent repairs and maintenance necessary for KDM's revenue-generating assets. “For the 2015/2016 Financial Year the Total Operating Revenue is estimated at R1,263,206 whilst the Total Operating Expenditure estimates stand at R1,263,177, reflecting a surplus of R29,000. The Total Capital Expenditure is estimated at R375 million. The total budget is R 1, 500, 000, 000 or R1, 5 billion,” revealed the Mayor. The total operating revenue has grown by R87 Million for the 2015/2016 financial year when compared to the 2014/2015 Adjustments Budget. KwaDukuza Municipality will be spending R 1.5 Billion in the 2015/2016 financial year, beginning in July.

With regard to inflation it is proposed that Council's tariff of charges be increased as follows and be advertised to the general public for implementation with effect from 1 July 2015:

• Property Rates increase of 0%• Refuse Removal charges various as

per tariff of charges with a maximum of 6.95%

• Electricity charges various as per tariff of charges

• Miscellaneous tariffs various.

KDM receives infrastructure award

category of “Best Accredited Municipality.

The depar tment was honoring best Municipalities which have demonstrated excellence in the packaging of human settlements.

KDM Mayor: Councillor NR Mthembu went on to say that the award goes to show that the Municipality is fulfill ing its mandates according to the wishes of President Jacob Zuma by

providing decent settlements to those who were previously marginalized.

“The Award adds another chapter in our journey to improve the lives of the people who were previously disadvantaged by providing adequate settlements aimed at eradicating slums in informal settlements in a c c o r d a n c e w i t h t h easpirations of the President,” said Mthembu.

Mayor Zulu delivers Mandeni budget

T h e M a n d e n i L o c a l M u n i c i p a l i t y M a y o r : Councillor SB Zulu delivered his address on Mandeni

Municipality's Budget for the 2015/16 financial year and Integrated Development Plan on Thursday, 28 May 2015.

T h e B a s i c s e r v i c e delivery, infrastruct u r e developm

ent and maintenance for the benefit of the community and economic growth of Mandeni were high on the agenda as Mandeni's Mayor approved budget for the 2015/16 financial year is R285 million.

A 17 percent increase from the 2014/15 financial year budget has been specifically designed to be in line with the

Integrated Development Plan (IDP).

“We are going back to basics with our service delivery so that every household in our Municipality can feel the effects of good governance. 2187 households in seven wards across Mandeni will have their lights on for the very f i r s t t i m e t h r o u g h aHouseholds Electrification Programme under Eskom as we have received R18 million t h r o u g h t h e I N E P a n dProvincial COGTA Mass Programme,” said Zulu.

“ D e v e l o p i n g a n dmaintaining our infrastructure is forever a priority on our agenda to fully realise our Vison 2030, of being a reliable, people-centred and sustainable economic hub by 2030. It is with this vision in mind that out of our approved Capital Budget of R83 million for the year 2015/16, R56 million of the capital budget is designated for infrastructure projects which include urban roads rehabilitation, municipal i n f r a s t r u c t u r e g r a n tp r o g r a m m e a n dneighbourhood development p rog rammes , ” s a id t heMandeni Mayor.

Law enforcement in the Mandeni Municipality is investigating a case of murder, attempted murder and robbery.

According to SAPS Provincial Media Officer, Major Thulani Zwane, a farmer and his brother were allegedly held up at their farm in Nyoni on Tuesday, 2 June 2015 at 7:00pm.

“Three unknown gunmen armed with assault rifles entered the farm and opened fire on both men. The farmer's

brother (56) died on the scene and the farmer (54) was injured and taken to hospital. The suspects stole two rifles from the premises before fleeing,” said Zwane. The KwaZulu-Natal Provincial Commissioner, Lieutenant General Mmamonnye Ngobeni condemned the murder and robbery.

“We will do everything within our control to hunt down these ruthless killers. We would advise them to hand themselves over and always sleep with one eye open,” she said.

A strange worldMxolisi Ngcobo and his

friends were enjoying a late night session. As Ngcobo and a friend were chatting in the shadows at 3:30am, they spotted someone forcing open a window and enter his room. He closed the window and alerted his friends inside the room in the presence of the intruder. They apprehended him and found Ngcobo's cellphone in his possession. After a slight struggle, the culprit was beaten up and handed over to the police.

Would be rapist allegedly used cane-knife

A 27-year-old Shakaskraal woman is crying rape. She alleges she had paid a visit to her boyfriend on 28 May and had gone out to see what happened in a shooting incident in the Lindelani area. On her return to their room she alleges that she found him standing naked over their baby whose diapers were removed. He alleges that he was changing the child. He then allegedly picked up a cane-knife and forcefully raped her. The following morning he allegedly raped her again. She reported the matter to a neighbour and her 47-year-old

boyfriend was arrested. He will seek bail this week.

Alcohol woesA 29-year-old Zamani

woman who returned home somewhat under the influence of alcohol has become another rape statistic. She alleges that about 1am she felt someone on top of her. She noticed that it was her 21-year-old cousin and he quickly got off her and began f idge t ing in the wardrobe. She pretended to sleep and returned to her room where he allegedly raped her. When she awoke he got off her and slept in the single bed in the same room. She reported the incident to her neighbours and police were notified. That night police arrested her cousin who also claims that he was under the influence of alcohol and

confused about what he did. He will seek bail this week.

Courageous crime fighterWhen Abednigo Ngubane of

the KZN Community against Crime Organisation was approached by a distraught female in distress he did not hesitate to help. The young lady was being harassed by her boyfriend. When Ngubane approached him, the man fled and Ngubane chased him. The culprit was armed with a .38 Special revolver and possession of firearm resulted in two shots being fired. Fortunately, no-one was injured. Ngubane managed to handcuff the culprit who has no license for the weapon and transported him to the police station. Bhekinkosi Mdlalose (41) is due back at court this week to seek bail.

2. Report Compromised Account

If your account wasn't simply hacked, but is sending out ads and spam to your friends, you must report it as compromised.

3. Do Damage ControlAfter doing everything you

could to regain control over your hacked Facebook account, inform your friends about what

is going on, just in case the hacker has abused or currently is abusing your account. If you presently can't access your account, contact your Facebook friends through other social networks, by email, or have a mutual friend inform them via Facebook. Once you can log in… again, proceed to step 3.

4. Remove SuspiciousApplications

Oftentimes, it's not an evil person that randomly hacked into your account. More likely than not you granted access to a malicious application which hijacked your account. Tor e m o v e s u s p i c i o u sapplications, go to > Home >Account Settings > Apps and go through the list. Click the > X next to any application you wish to remove or click > Edit to change what the app can do.

Three people died and two people were injured following an accident on the N2 south bound just past KwaDukuza on Saturday, 6 June 2015.

According to Santi Steinmann of Netcare 911, paramedics and other services arrived at the scene and found that a double cab utility vehicle rear-ended a stationary heavy goods vehicle on the roadway.

Two people were injured in a roll-over accident on the N2 near the Ballito off ramp on Friday, 5 June 2015.

According to Chris Botha of Netcare, the vehicle was travelling along the south bound lane when it veered off the road and overturned, its twisted frame coming to rest in the north bound lane. “Netcare 911 paramedics arrived at the scene and found the injured at the side of the roadway,” said Botha.

He added that after stabilising them on scene, medics transported the wounded to a local hospital.

DA objects to KDM Budget and tariff increases

The R1.5 billion budget is an indication that we are a fast growing municipality where new challenges will emerge and mitigating risks should be a high priority of council.

Grant funding is getting smaller and reliance on council funds is getting bigger. To implement the budget and realise the IDP on capital projects, one has to improve the culture of payments many who can afford but are not paying.

Although we have just more

t han 15 000 ind igen t consumers in our books, there is a need for audit and proper s c r u t i n y w h e n t h e applications are approved. The DA unequivocally supports the indigent but there must be fairness as to weed out those unduly benefitting from the system.

The DA still believes that the residential exclusion threshold rates should be R 130 000 across the board or else consider reducing the threshold to R 120 000. Additional R34 million in the budget is required for salary a n d w a g e s . W e m u s t endeavour to employ people “FIT FOR THE PURPOSE.”

What we are observing is that we do not have productive w o r k f o r c e o n g o i n g motivation and work ethics must be promoted at all times.

Our primary objective is to serve the community with excellence which is not happening. That brings me to another point about the customer satisfactory survey which has not been attended to for the last three years. This must be attended to as top priority and it would be a reflection of our performance b o t h p o l i t i c a l l y a n d administratively.

Rural migration to urban areas like ours is another area we need to plan or else it would

place serious challenges on o u r r e s o u r c e s a n d infrastructure.

In conclusion aligning the IDP with the budget, regular monitoring of projects is vital to avoid rollovers which are costly at times and more funds are requested to complete those projects.

We must avoid this situation. With uncertainty around electricity increase from around 12.2 percent, the need would arise for adjustments.

Let me also place emphasis on some key areas of council. It is important to reflect on previous years outcomes as per the following graph. (Million = m)

Guzana clinch Coca Cola U15 soccer titleGuzana Secondary School

The top schools in the iLembe District converged at the Stanger High School in quest of t h e U 1 5 s o c c e r t i t l e . Tshelenkosi , Velangezwi, Sotobe, Guzana, Shekembula, St. Cyprians, Ezithabani, Isibanisezwe and ML Sultan Secondary pitted their skills in search for honours.

Matches were played in three pools with the winner in each pool automatically advancing to the semi-final stages of the tournament and the 2nd best team making up the 4th semi-finalist.

There were soon routed as tournament favourites following their 4-0 routing of Shekembula to finish at the top of pool B and secure the first semi-final spot. Shekembula fought back strongly, beating St. Cyprians 2-0 to secure 2nd spot in pool B.

Tshelenkosi emerged winners in pool A af ter beat ing Velangezwi (2-1) and Sotobe (2-1) to book their place in the semi's. Velangezwi kept their slender semi-final hopes alive after beating Sotobe 2-1 to finish runners-up in pool A.

Isibanisezwe romped to an emphatic 4-0 win against Ezithabani in their opening fixture before trouncing ML Sultan 4-0 to claim pole position in pool C. Sultan grabbed 2nd spot in pool C with a fluent 3-0 against Ezithabani and emerged the 2nd best team, thereby booking their place in the semi's.

Guzana was drawn against ML Sultan in the 1st semi-final clash. Guzana's rich goal-scoring form continued in the

semi's with Phumlani Bila and Sihle Mngadi scoring a brace each before Khanya Nyali wound up a 5-0 routing of Sultan to guide Guzana into the final.

Guzana and Isibanisezwe failed to plot the weakness of their respective rivals defence in the first half despite Guzana hitting the crossbar midway in the first half.

After both teams failed to find the back of the net at the end of regulation time, officials had no choice but to use the dreaded penalty shootout system to determine the winner.

Both teams converted their first three spot-kicks leaving the scores tied at 3-3 and their respective fans virtually biting off their finger nails and flesh with such excruciating tension.

The Maphumulo based-Isibanisezwe lads missed their 4th spot-kick, but Guzana converted to forge ahead 4-3. Yet again, Isibanisezwe missed their crucial 5th spot and Guzana scored all four spot-kicks to clinch the Ilembe Under-15 Coca Cola title.
