    Standard IInstructional Leadership

Improve student achievement byrequiring higher academicexpectations. (Mayor Petty)

Dr. Boone has emphasized theimportance of effective instruction atall grade levels. (John Foley)

Regarding instruction, there hasbeen much work on differentiatingand much work on the standardsaround curriculum, but the space forimprovement lies with our studentswho are high academic achievers.

(Tracy Novick) Significant progress has been made

in curriculum, instructionmethodology, assessment process, evaluation of staff, and data-informeddecision-making. (Brian OConnell)

Efforts for diverse learning need to

    be broader to accommodate the

    learning styles and interest of

    students. (Dianna Biancheria)

Designing rigorous standards basedon the needs of the Worcester district

does not appear to be the

    Superintendents priority. Aligning

    with the Federal Common Core

    does. (Donna Colorio)

    The system through the

Accountability Office is on target in

reviewing the needs of our school

system from test data to the early

    warning system. (John Monfredo)

    Standard IIManagement and Operations

The council and School Committee haveworked well together in identifying andfunding needs of the WPS and ensuring thatthese funds were used in an effective andefficient manner. (Mayor Petty)

The budget and financial work in the WPSis recognized as a state and even nationalstandard for excellence. (John Foley)

Using a zero-based budget approach, Dr.Boone and her team have been able toallocate new resources and been able tomaintain reasonable class sizes. (JohnMonfredo)

While there are specific places whereimprovement could be made, I find this to bean exemplary standard. (Tracy Novick)

Administrative decisions at times resultin dollars moving too quickly to highersalaries with the perception that this isthe only avenue when hiring orreplacing an administrator. (DiannaBiancheria)

Allocating resources to the front linesof teaching and learning have not beenthe Superintendents priority. (DonnaColorio)

For 2014-15, Dr. Boone must work

with the Department of Elementary andSecondary Education to develop a viabledeisolation plan and policy, to assureour commitment to equal educationalopportunity in compliance with ourobligations under agreement and law.(Brian OConnell)

    Standard IIIFamily and Community Engagement

The Superintendent has worked wellpromoting communications with our diversepopulation and families. (Mayor Petty)

Superintendent Boone has done a great jobof connecting with families, communitygroups, and external organizations to further

the educational success of WPS students.(John Foley)

Dr. Boone has been visible throughout theWorcester community by attending schoolevents, business roundtable meetings, UnitedWay and a host of other social agencymeetings. (John Monfredo)

Dr. Boone has, over time, sought to involveparents more organically in the education oftheir children, and her efforts are clearlytaking hold. She has reached out tocommunity groups as well, and she is highlyrespected by the corporate and businessleaders with whom she has worked. (BrianOConnell)

Devoting time to visit all our schools in thebuilding site requires time, but it can strikethe balance between familiarity with ourschool staff and the potential needs of eachschool. (Dianna Biancheria)

Dr. Boone does not meet equally and

regularly with all School Committeemembers. (Donna Colorio)

While I agree that effective partnerships areimportant, and is something thisadministration has spent time and energy on,it is the partnering with families thatconcerns me and is in fact the focus,

    appropriately, of the indictors. (TracyNovick)

    Standard IVProfessional Culture

It is necessary to explore and invest indifferent avenues to enhance existingprograms and develop more programsaddressing students that need to bechallenged. (Dianna Biancheria)

Dr. Boone is a strong and effective publicrepresentative for the WPS who hasdemonstrated particularly strong verbalskills and speaking ability for WPS.(John Foley)

The framework of high quality teachingand learning is content rich, student

centered, measurable and its a culture ofhigh expectations. (John Monfredo)

Dr. Boone has been a strong and effectiveinstructional leader for the WorcesterPublic Schools. (Brian OConnell)

Although the Superintendent has donewell in trying to manage conflict with theEAW and other organizations, I would likethe communication between theSuperintendent and School Committee toimprove on both sides. (Mayor Petty)

Commitment to High Standards for ALLshould include the gifted students.(Donna Colorio)

The language here calls for a shared, collaborative professional environment, with not a lot of bodies sitting in chairslistening to someone, but much gatheringaround to work together. (Tracy Novick)

Ratings on the Overall Summative Evaluation on

    the Goals and Standards

Over the past years few years, SuperintendentBoone has put an infrastructure in place toimprove student achievement by requiring highexpectations in academics. (Mayor Petty)

She is building a team of leaders in theadministration and in the schools who share her

vision of the district with high expectations forall students. (John Foley)

I would note overall that proficient, by theteams of this evaluation instrument, means fullysatisfactory. Also, these evaluations necessarilyare, in a district the size of ours, an evaluation ofthe administration as much as of thesuperintendent herself. (Tracy Novick)

Clearly, she has made progress in a variety ofpivotal areas which are integral to qualityeducation. This is most visible in studentlearning and growth, where significant progresshas been made in curriculum, instructionalmethodology, assessment processes, evaluation ofstaff, and data-informed decision-making.(Brian OConnell)

In the future, I would suggest thatconsideration be given to making Grade LevelReading by the end of grade three a top priority, that we come up with a plan for chronicabsenteeism. (John Monfredo)
