Chillicothe Parks and Recreation along with dedicated volunteersestablished a World War II Memorial Park located on Yoctangee Blvd,across from the YMCA. CHS WWII Alumni representing classes from1939 to 1944 had a fundraiser to buy a park bench for the memorial. OnNovember 9, 2004 the Alumni gathered to dedicate the bench. Thebench is engraved with the Class Year and a special plaque was installedin the middle. Skip Hathaway Givens, local artist, drew the bench anddrew a flag and a bombers jacket laying on the bench. The bombersjacket represents the airmen that did not return. The CHS WWIIAlumni who made this possible are Class of 1939-Don Coppel; Classof 1940-Judge Gerald E. Radcliffe and Jim Wade; Class of 1941 JoeKear and Lewis Coppel; Class of 1942-Austin P "Putt" Story; Class of1943-Don Kear and Harry Oyer and Class of 1944 David McKell.

The market has been kind to us in 2004. The value of our endowment has grown by 15% through earnings alone this year. Withadditional contributions arriving in 2004 we are now more than three fourths of the way to our goal of a minimum endowment of$500,000 before we start using endowment earnings to fund scholarships. I think it is important for alumni to understand that it isonly earnings that will ever be spent from the endowment. Every dollar received by the endowment will never be spent. Onlyearnings from those contributions will be used to help deserving CHS grads earn a college education.

Gifts are managed and invested by a Board of Trustees appointed by the CEF Board of Directors. Please consider making a donationto the endowment. Contributions may be made in single payment, yearly pledge and through wills, trusts and insurance policies. Thecriteria for scholarships include: financial need, academic achievement, extra curricular activities community involvement, testscores and teacher evaluations. Every year your board has to turn deserving students down for scholarship aid because we havelimited funds available from our fund raising efforts. When we can begin tapping endowment earnings it will allow us to help somany more CHS grads. Please go to our web site today and request information on how you can help out. It has been a marvelous experience and privilege to serve as Chairwoman of the Chillicothe EducationFoundation for the past 5 years. Since its inception in 1988 CEF has achieved many goals. The Board wasformed to provide a venue for charitable giving to those who wanted to give back to the Chillicotheeducational experience. Tax deductible donations have funded projects to date such as, and most notably,the Alumni Library and Media Center, granted scholarships to CHS graduates annually since 1989, created ascholarship endowment for Ohio University Chillicothe, and hosted authors and educators sharinginnovative and exemplary instructional programs and in-service workshops for Chillicothe's teaching staff.

Current projects: Former board members Larry Gates (56) and Jim Lungo (59) had a vision and began thedevelopment of the Cavalier Endowment Scholarship Fund. A Trust established to provide ongoingscholarship dollars for future generations of Cavaliers. This project has been our focus for the past 4 yearsand I feel its success will provide a lasting difference for the graduates and the community. We arecurrently only $120,000 away from accomplishing this goal.

With time comes change but the Alumni Terrace Project will adapt and continue to provide a legacy forCHS graduates. Plans for the new High School incorporate the concept of the Terrace and funds raisedthough this project are continuing to grow. These funds will go towards curriculum enhancement.

Current Board member John Wilson (58) has been instrumental in establishing the CHS Alumni Web Site,www .chillicothealurnni.com is up and running. We are looking forward to watching this web sitegrow. With your input we can bring you the information in which you are interested and bring the Cavalierspirit together. By choosing to receive the Mid- the-Hills online you're helping to reduce the heavy mailingcost of the newsletter.

Special thanks: I would like to thank the Board and everyone who has helped me through the past 5 yearsin the quest of improving the educational experience of our Chillicothe students. My condolences andsincere appreciation go out to Teresa Schmieder and Keith Jones (73). Both suffered the loss of a spouse,Bill Schmieder (71) active member of the School Board and Lynn Jones (75) one of our most valuableFoundation Board members. Because of their love of Chillicothe the surviving spouses named theFoundation as recipients of donations in 'lieu of flowers' in their memory.

The Chillicothe Education Foundation, the Board directing the Alumni Association, like so many charitableorganizations has fallen on hard times financially. We serve as a conduit for your charitable giving. Thefinances of the Chillicothe School System are very critical. Pend,ing cuts in programs loom without thepassage of an emergency levy in February. With the new High School being built, we stand at the thresholdof contributing to significant change for generations to come. Please continue to support the ChillicotheSchool system though your vote, membership and gifting.

ALUMNI DIRECTORY SCHEDULED FOR SEPTEMBER RELEASEThe Chillicothe Alumni Associaton has arranged with Bernard C. Harris Publishing Company to update our Alumni Directory.If you bought one in 2001 it was a light blue hardbound book with all the Alumni names and addresses arranged alphabetical,class year, geographically and e-mail addresses. Harris Publishing will be sending a postcard to all members askingmembers to call Harris Publishing to update their personal information. Please call them it is important you are listed inthe directory. It only takes 15 minutes. If they do not hear from the alumni they will attempt to contact them. They will becalling through June. Publication date is set for October 2005. The Alumni Association will receive $5.00 per book sold. It istruly an investment you will want to purchase.

CHILLI COTHE RESIDENTS p ASSED A B UILD IN G LEVYChillicothe City Schools passed a levy March 2004 to build a new high school. The plans are moving along to add the newaddition to the present high school located on Yoctangee. After the completion grades 7 through 12 will be located in thebuilding. The school district has been having very difficult financial problems, which has led to the closure of three elementaryschools, McArthur, Central, and Hopewell. With the completion of the new high school area the Alumni Association will haveto relocate the Terrace which is located behind the Alumni Library .

CHILLICOTHE CITY SCHOOLS NEEDS YOUR HELP

In the summer of 2004, the Chillicothe City School District was presented with some unforeseen catastrophiceconomic news. The Ross County Auditor notified the District that Meadwestvaco had certified a $36,000,000.00 personaltangible property valuation reduction effective for the 2004 collection year. That valuation translates into a net tax loss of

$935,376.00 in the District's fiscal year 2005.

The unforeseen, catastrophic news from Meadwestvaco along with a combination of recent unfavorable economicevents (decreasing enrollment, state budget cuts, increased health care costs, etc.) have placed the District in an untenablefinancial situation. Thus, the Board of Education has voted to place a six (6) mill operating levy on the February 8,2005special ballot.

The school levy would generate approximately 2.8 million dollars per year. The cost of the levy to the average realestate owner in Chillicothe ($75,000.00 valued home) would be $137.81 per year ($11.48/month or $.38 per day).

I WORLD WAR II AND KOREAN VETS WHO LEFT SCHOOL FOR

SERVICE TO COUNTRY HONORED WITH DIPLOMASCHS Alumni added twenty seven new graduates to our alumni database through veterans graduation

ceremonies performed at Smith Middle School in the spring and fall of 2004. The Ohio Law allows school districtsto award the diplomas to veterans who left school early to serve our country .They gave up their high schooleducation to give us our freedom. Receiving their diplomas were World War II Veterans Donald M. Colburn,George N. Dunn, Harold Leedom, Carroll P. Marr, Jean Nieberline, James A. Demint, John F. Miller, Jr., RichardC. Osborne, Everett M Ramsey, Harold B. Roberts. The Korean Conflict veterans were Dean Fletcher Bocook,Wesley E. Crowe, Warren E. Dowler, Thomas E. Hughes, Robert L. LaGard, Ronald E. Oyer, Daniel L. Rawlins,Donald G. Robinson, Ronald Darrell Robinson, Ralph Vincent Branson, William D. Jones, Denver B. Kennison,Paul E Miller, Floyd E. Spangler, Ralph W. Strausbaugh, Robert Lee Turner, and Gene Leon Whaley.
