LAP Contracting Mechanisms

Contract Compliance performed by the District on behalf of the local.

District 2 performs contract compliance for most LAP projects.

District 3 performs contract compliance for agencies based on need and performance (current no. of agencies is 3)

District 4 performs all contract compliance for LAP projects.

LAP Contracting Mechanisms

Design-Build Push Button Contracts

Districts 1, 2, 6, 7 to quickly design and construct safety and operational improvement projects, includes scope for local projects with federal funds.

District 2 recently received SEP-14 approval from FHWA for an ITS pushbutton. Future implementation on local roads is expected.

District 5 design-build push button using other federal funds- non-HSP, for use on SHS.

LAP Contracting Mechanisms

Continuing Engineering Services Contracts

District 2 pilot program includes continuing services contracts for design and CEI services available for LAP project delivery.

Locals manage the staff and hours associated with the task work orders for each phase of work. Locals approve tasks/work products.

Department processes invoices, stays involved in project coordination, and reserves final approval of tasks/work products.
