GENERAL INFORMATION

Charter and Registration

Central European University has been issued an absolute charter by the Board of Regents of the New YorkState Education Department (US) which recognizes CEU as a higher educational institution chartered(incorporated) in New York. This gives CEU the right to issue its own diplomas.

Recognition in Hungary

On January 5, 1995, CEU was recognized as a foreign educational institution with the right to conduct highereducational activities in Hungary, whose degrees may be nostrified by the Ministry of Education and Culturein accordance with appropriate statutes.

Accreditation

CEU is a Candidate for Accreditation by the Commission on Higher Education of the Middle States Association ofColleges and Schools, 3624 Market Street, Philadelphia, PA19104, USA; (1 215) 662-5606.

Candidate for Accreditation is a status of affiliation with a regional accrediting commission which indicatesthat an institution has achieved recognition and is progressing toward, but is not assured of, accreditation. Ithas provided evidence of sound planning, seems to have the resources to implement the plans, and appears tohave the potential for obtaining its goals within a reasonable time.

Location

CEU’s central administration and all CEU departments and programs are based in Budapest, Hungary.

Language

English is the official language of instruction and examination at CEU.

Credit Hour Explanation

One credit hour at CEU is equivalent to 600 minutes per semester, except for the Legal Studies Department, where onecredit is equal to 700 minutes per semester.

Grade Point Average

Semester and cumulative grade point averages are calculated for matriculated students and are based only on CEUcoursework. Averages appear on the transcript and are identified by "GPA". The GPA is computed by dividing astudent’s total CEU course grade points (Points) by the calculable CEU credits attempted (GPA Hrs).

* In some cases a student may be permitted to register subject to specific academic conditions which, if not fulfilled by the date specified, will result in the termination of candidacy.

Distinction 3.67 - 4.00 High performance

Merit 3.33 - 3.66 A very good performance

Pass 2.66 - 3.32 Performance that meets general CEU standards

Unsatisfactory Standing* Less than 2.66 Astudent whose record is below minimum CEU standards or the student’s department may, at theend of a given term, be advised by the Academic Pro-Rector, upon recommendation of the relevantdepartment, that further registration will not be permitted, thus terminating the degree candidacy.

USING CEU INFORMATION SYSTEM

To be formally enrolled in CEU, students must first submit the On-Line Matriculation Form through theUniversity Information System’s computer interface, known as "Infosys", and then they can register forcourses. Course registration is mandatory for all students. Failure to matriculate and register for courses intime may jeopardize student’s completion of his/her degree requirements. Attendance of a course withoutregistering will result in credits for the course not counting towards student’s final (cumulative) credit.

After a student registers for a course, it is immediately recorded in the student’s transcript. Dropping a courseleads to its automatic removal from the transcript.

At the end of their studies, all students must submit the On-Line Graduation Form. Therefore, the threeobligatory things that students must do in the Infosys are:

- On-Line Matriculation (in the very beginning when students arrive in CEU)

- On-Line Course Registration (during the academic year)

- On-Line Graduation (at the very end before graduation)

ON-LINE MATRICULATION and ON-LINE GRADUATION FORMS

Before the newly matriculated students start their studies at CEU and before their graduation, all students(including Master’s, doctoral and non-degree program students) must submit the On-Line Matriculation andthe On-Line Graduation Forms respectively, the Infosys-based electronic forms. The submission of the formsis important for CEU records to have accurate information, e.g. correct spelling of names, home addresses(for the purpose of mailing diplomas, transcripts, etc.), different statistical data, etc. All this greatly helps CEUto improve and maintain the university electronic information system from which each member of ourcommunity, including the students themselves, benefit.

Matriculation Form

The information requested in the On-Line Matriculation Form was partly submitted by you when you sent usyour application form (either on-line or hard copy) for admission. In filling out the matriculation form, youare being asked to check whether the data is correct and to provide some further information.

Start Internet Explorer

Type https://infosys.ceu.hu in the location field to open the UIS homepage (Infosys):

Press "Login" to move on to the "Login for Users" page

In the "Login for Users" page enter your Infosys login name. Normally, your Infosys login name is the sameas the login name provided by the computer department or the user name preceding @ in your e-mailaddress (e.g., P01BAK04). Enter your Infosys password. Please note that your Infosys password is not thesame as your general network password. Initially your six-digit Student ID number (on your ID card)serves as your initial Infosys password, which you are advised to change once you start using the Infosys.

After entering your user ID and password press "Enter". If the login attempt fails, please send a message tothe UIS coordinator at [email protected] and explain the problem. When you log into the system forthe first time, you will be required to fill in the On-Line Matriculation Form. Instructions are given below.

On the left side you will see your personal data in [brackets]. If it is correct, please select "correct" andthen confirm it by re-entering the information in the box to the right. If it is not correct or if you wantto update the data, please select "incorrect" and then enter the correct version. If you want to enter theinformation that is missing on the left side (for example, "Passport number"), please select "incorrect"and then enter your answer. In other words, you should select "correct" only if the information in

both columns is identical. Otherwise please select "incorrect".

While filling out the On-Line Matriculation Form, please use the following guidelines:

• Please do not pay attention to the brackets. Space [ ] in the left column means that the field is empty.• When you spell your name, please make sure it is the version which you prefer to have appear on your CEU

diploma and final transcripts. You may spell your name differently from the way it is spelt in yourpassport if preferred. Yet, you must use only anglicized letters (national characters, e.g. ä, s, õ, etc.,should be avoided)

• Please avoid writing everything either in capital (ROBERT) or lower case (robert) letters. Capitalize onlythe first letter, e.g. Robert.

• Follow the given format regarding the dates, e.g. 12/Jun/1976. The computer will show an error if you enter12.06.76, 12.Jun.1976, 12/June/1976, etc. Write only the first three letters of the month (Jan, Feb, Mar,Dec, etc.) and full year (1975, 1976, 2001, etc.)

• When you enter your telephone or fax numbers, please specify the country and city codes in the parentheses,e.g. (+42 02) 549 566. If you do not have a telephone at home, please write (000) 00000. If you do nothave a fax number, you do not need to put zeros.

• When you provide your mother's name, please write her first name followed by her MAIDEN last name,e.g. Anna Smith. The information is needed for security reasons when you, for example, call and

request that the SRO send your confidential records to your home address, etc. • Scroll your page to the right to see the full list of Soros foundations

When you finish, press OK to submit the form. It is very important to wait until the next page appearson your screen. If you make a mistake, the computer will not accept the form and the next page willgive you an error message marking all the errors in red. You will then have to find those places, correctthe mistakes and press OK again - and so on until the next page confirms that "YOU HAVE

SUCCESSFULLY SUBMITTED THE FORM". Once you have submitted the on-line form, youmay make changes, modify your personal data and update the information on your own for some periodof time until it is transferred to the main data base. However, after that date you are kindly requestedto inform the SRO directly about changes in your personal data.

The information submitted in the form is confidential and only available to the universityadministration, and cannot be released without your permission.

Graduation Form

At the end of your studies, you will be asked to submit the On-Line Graduation Form. Basically, it will be thesame as the Matriculation Form, with only one difference: on the left side you will see the information takenfrom, and submitted by you in, your Matriculation Form. You will be asked simply to re-confirm or update thedata (e.g., you were married and your last name, marital status, citizenship and permanent address changed,your passport number changed, etc.) and provide some further information for the Alumni A ffairs Off i c e .

COURSE REGISTRATION

Registration Periods

Students can only register during the registration periods (see calendars later in this manual). There are normallytwo periods during which students can select courses and can make changes: r e g i s t r a t i o n (or first registration)and late registration and add/drop periods. After having registered, students can modify their course selectionby adding or dropping courses. Add/drop through the Infosys is possible during the first registration and the l a t e

registration and add/dro p periods; add/drop during the late registration and add/dro p period is only allowed forthose students who took at least one course during the first registration period. Registration and add/drop afterthe end of the late registration and add/dro p period is not possible as all the buttons in the Infosys are disabled.

Registration starts at 8:15 a.m. on the first day and ends at midnight on the closing day (the electronic system isprogrammed accordingly). This means that students can make last-minute changes from the computers in theDormitory laboratory. However, students are advised not to postpone the registration till the last moment butrather finalize the course selection well in advance to avoid problems that could arise due to a possible overloadof the system. If, at some point, the network is overloaded, it is recommended to try again a bit later. Quieterhours on the Infosys are between 7:00 p.m. and 9:00 a.m.

Registration Deadlines and Late Registration Penalty

Registration deadlines are strict. Late registration involves a financial penalty of 5,000 Ft. for the failure toregister during the first registration period. A student who fails to register for any course by the end of a

term’s last registration period may be advised by the Academic Pro-Rector, upon recommendation of

the SRO, that further registration will not be permitted, thus terminating the degree candidacy.

Technical Problems

Students are advised to contact the Student Records Off i c e r, Dr. Vugar Seidov, about any problems regardingregistration (see the contact information at the end of this manual). Inquiries will be considered only if they are madeduring the registration period, i.e. before the deadline. For any technical problems (problems with Infosys, passwordf o rgotten, etc.) students can contact directly to the University Information System at [email protected]

Registration Process

After you have submitted the On-Line Matriculation Form, login again into the Infosys and open Student Interface.In "Student Interface" you can see a variety of options available to you, including "Change Password" (your infosyspassword). To continue registering, click on "Registration", select the relevant semester/module and press "OK".

After pressing "OK", you will open the main registration page which contains basic information oncourses offered during the selected semester/module, e.g. course code, title, number of credits,mandatory/optional, name of instructor(-s). In the #Stud column, you can see whether a course isrestricted to a certain number of students who can enroll in the class as well as the number of studentsalready registered for the course. For example, "3/no limit’ means that three students have alreadyregistered for the course and that there is no upper limit to the number of students; "1/25" means thatone student has registered for a course which is restricted to 25 students; finally, "20/20 FULL!" meansthat the course is full, but you can still register if you would like to join the waiting list (in this case,you will queue in the waiting list according to the time of your registration and you will gradually movetowards the real roster as people drop from the course). To see the class schedule, you can click on thePlace/Time link which is next to the course title.

To register for a course, please click on a small arrow in the "Add" column and choose your registrationmode (Grade, Pass/Fail, Audit, Visit). Before choosing your registration mode, please consult yourprogram coordinator to find out in which mode you are allowed to register. It is also recommended tocarefully read the CEU grading system (available in this manual) before registering for courses.

To take courses from other departments, click on the small white square in the bottom left hand cornerof the screen and press "OK".

Pressing the "OK" button is important to have the Infosys record your registration. Selecting the

registration modes is not enough to complete the registration process.

Below you can see what the "Student Registration" screen looks like as well as its printout

After pressing "OK", you will get the following page. It shows the courses that you have taken and twobuttons at the bottom of the page - "Modify" and "Finish".

If you have completed your course selection, pressing "Finish" will result in the following message: "Yo uhave successfully registered for the current semester. If you wish to add or drop subjects, you can re s t a r t

this registration program prior to the deadline. If you are re a d y, you can now exit your bro w s e r " .

If you would like to continue your registration, press "Modify" and go to the page where you can dropcourses and add new ones. After finishing the modification, press "OK" and then "Finish".

It is important to remember that the system records every registration (and even attempts to

register) into a log file with a date and exact time stamp.

Access to the Infosys

Students must remember that Infosys is available on the Intranet, i.e. internal CEU network, which isaccessible only from the CEU computers (Nador building and the Dormitory computer laboratory). Access toInfosys from abroad or from any other non-CEU computer is not possible. Students must be physicallypresent in CEU premises to be able to use Infosys.

Late Starting Courses

Although some courses begin after the end of the registration period, students must still register for theseclasses during the registration period. However, it is possible to drop a late starting course after the coursehas started. The date for dropping such a course is set by the SRO in consultation with the relevantdepartment. The departmental administration must inform the SRO about late starting courses well in

advance and give the date when the first class takes place. Normally—but not necessarily—the droppingdate is the second Friday after the beginning of the course or the day when the 3rd class takes place. Theduration of this "drop period" is 24 hours for a course. Multiple courses can be dropped on this day if theirschedule is similar. It is important to remember that dropping date for a late starting course means that thecourse can be dropped "on" that specific date and not "until."

Registration for Mandatory Courses

Registration for mandatory courses is not automatic - students must register for them through Infosys.

Restricted courses and waiting lists

Many courses are restricted to a maximum number of students who can enroll in the class. In addition, somedepartments give priorities to certain groups of students. Normally, students from the home departments aregiven a higher priority of enrollment in restricted courses. This means that students with a lower priority whoregister for the course automatically go to the waiting list (even if they register earlier) and stay there untilthe registration is over and no one, even the first-priority students, can register for the course. Generally, theregistration functions on a first-come-first-serve basis. However, when a course is restricted and priorities ofenrollment are set, students from the lower priorities always give way to the ones of the higher priorities. Andin this case, the waiting lists are formed accordingly - students are grouped by priorities and within eachpriority they are grouped by registration time.Every time when someone drops from the course or from the waiting list, the one who comes after in thewaiting list replaces him/her. As soon as a student moves from the waiting list to the class roster, Infosys sendsan automatically generated email informing the student about the successful enrollment in the restricted course.Students should be careful when they change the registration mode from grade to audit or vise versa whenthere is a waiting list. Since changing the mode implies that the course first should be dropped and then takenagain for a different mode, there is a risk that when the student drops the course he/she may lose the originalposition and move to the very end of the waiting list (unless the student belongs to the first priority). Thesolutions would be a) to think carefully before you select the right mode and b) if you still need to change theregistration mode for a course that is restricted and has the waiting list, then write directly to the SRO Officerand ask him to change it for you without you having to drop the class. It is important to remember that theSRO Officer will process the request only if three following conditions are met:1) the request must come only during the registration period - neither before it starts nor after the deadline2) the request can be granted only if the course is restricted, there is a waiting list and there is indeed a risk

for the student to lose his/her position should he/she does it independently3) students must not ask the SRO staff to register for or drop courses. They can ask only to switch the

registration mode for a restricted course with a waiting list.Finally, students must not turn to the SRO after they make a mistake and ask the staff to restore the originalposition, which is impossible.To the attention of IRES and Political Science students: since all courses at IRES and Political Science arerestricted, in order to avoid the situation when the first twenty students register for all offered courses and donot drop until the last day by keeping their classmates in the waiting lists in all courses, the limit of 20 credits(normally 5 courses) is set for students to be registered for at one time.

Unsatisfactory Attendance and Degree Requirements

Failure to drop a course while not attending will result in the assignment of an "AF" (Administrative Fail)grade for the course. This grade earns no credit and affects the GPA with 0.00 points, i.e. decreases the GPA.

Auditing courses

If a student wants to officially register for a class without earning a letter grade or credit, the course may bescheduled as an audit. The cost incurred in this case is the same as if the course were taken for credit, i.e., astudent auditing a course may be required to participate fully in the class. Expectations should be clarifiedwith the course instructor at the beginning of the course. A course scheduled for audit will appear on thestudent’s transcript with the symbol AUD if attendance was regular or W if the attendance was unsatisfactory.No credit is earned, nor is the GPA affected.

Audit vs. Visit

There is no difference between auditing and visiting courses as far as the GPA and credits are concerned.However, CEU students can only audit the courses, whereas "visit" is the option for non-CEU students(visiting and exchange students). Thus, CEU students cannot register for courses for "visit" and must

select only "audit".
