ANG karagdagang dalawang taon ay isa lamang sa mga hakbang na ikinakasa ni Sec. Luistro tungo sa pagbabago ng sistema ng edukasyon sapagkat alam

niyang hindi lang ito ang dapat baguhin kung sistema ang tinukoy na problema ng DepEd.

Alam ni Sec. Luistro na kailangan ding baguhin ang kurikulum.

Siyempre, dapat ang mga asignatur-ang ituturo ay dapat na tugma o nakaang-kla sa pamantayan ng daigdig sa edukasyon. Dapat ang mga asignatura ay sumasang-ayon sa umiiral na pang-ekonomiya at pangpulitikang sitwasyon ng kasalukuyan panahon at sa kagyat na hinaharap.

Ang mga “lumang” asignatura tulad ng mathematics, Eng-lish at Science ay kinakailangan nang pagyamanin, palawakin, at palakasin upang pumantay sa maraming bansa. Masyado nang malayo ang mga laman nito kaya mababa ang iskor natin sa mga nabanggit na asignatura.

Kailangan ding iangat ang mga pamamaraan at estilo ng pagtuturo ng mga guro.

Ang mga pamamaraan at estilo ay dapat nadadagdagan ang kaalaman ng mga mag-aaral. Hindi iyong nahihirapan silang matutunan ang mga itinuturo ng mga guro.

Kailangang dagdagan ang bilang mga textbook at iangat ang kalidad ng mga nilalaman nito upang tiyak namang may makukuhang bagong kaalaman at ideya ang mga mag-aaral. Hindi iyong maling impormasyon, maling grammar, magulo at pagkahahabang paliwanag ng mga paksa at punto, at bastos na mga halimbawa.

Siyempre, huwag nating iitsapuwera ang karagdagang bilang ng mga guro at mga silid-aklatan.

Kailangan talagang dagdagan ang mga iyan dahil wala ring matutunan nang husto ang mga mag-aaral sa isang asignatura kung ang kabuuang bilang ng bawat klase ay 80 hanggang higit 100 mag-aaral. Kahit pa napakahusay ng guro. Kahit pa nagpakadalubhasa siya sa University of the Philippines o Philippine Normal University sa pagiging guro kung ang tuturuan naman niya ay sandamukal na mga

Alam kong napupundi na kayo sa dami ng mga nababasa at naririnig nyo tungkol dito. Pero patuloy na nakatu-tok ang buong mundo sa Pilipinas dahil sa nangyaring hostage-taking tragedy.

Ang dami nang opinyon ang lumabas. Ang dami nang kwento ang na-print at na-broadcast. Galit daw ang mga Chino sa Pilipino dahil sa nangyari. Galit daw pati mga opisyal ng pamahalaan ng China sa gobyerno ng Pilipinas dahil nabastos daw ang diplomatic protocol.

Mas nagalit pa daw ang mga Chino dahil sa paglalagay ng watawat ng Pilipinas sa kabaong ng hostage-taker na si Rolando Mendoza.

Ang giit nila bayani lang ang nilalagyan ng bandera ang kabaong at hindi bayani si Mendoza para sa mga Chino lalo sa pamilya ng mga biktima. May mangilan-ngilang kwento ng mga OFW daw sa Hongkong ang sinisante ng kanilang mga amo dahil sa nangyari.

Nabastos daw si Senator Jingoy Estrada sa airport sa Hongkong nang ipakita ang kanyang Philippine passport at si House Speaker Sonny Belmonte naglabas ng pahayag na sana hindi maapektuhan ng nangyaring hostage drama ang kaso ni Congressman Ronald Singson na nakakulong ngayon sa Hongkong dahil nahulihan daw ng droga.

Masalimuot na ang mga kwento, umaangat ang drama kasabay ng pag-angat ng iba’t ibang emosyon. Pero may isang kwento na kailangan nating bigyang pansin. Ito ang misyon ni Krista Mae Arrieta Kleiner o higit kilala bilang Krissa Mae, ang 20 taon-gulang na pambato ng Pilipinas sa Ms. International competiton sa darating na Oktubre.

Marahil ang tanong nyo ay kung ano ang kinalaman ni Krista sa kwento ng hostage drama? Sa China kasi gaganapin ang nasabing kumpetisyon, ilang buwan lang mula ngayon, ilang buwan pagkatapos ng madugong hostage-taking tragedy na kumitil sa walong Chinese tourists dito sa Pilipinas. Kahapon, nag-alay ng bulaklak at panalangin si Krista sa mga nasawi sa hostage drama sa Quirino grandstand.

Hindi na natin alam kung ano ang taimtim na ipina-langin ni Krista pero tayo ay dapat may panalangin para sa kanya.

Malaki ang misyong kakaharapin ni Krista. Maliban sa hamon ng pagkakapanalo pa lang ni Venus Raj bilang 4th runnerup sa Miss Universe Pageant, hindi pa halos nabubura sa ating alaala ang pagkakapanalo din ni Ms. Lara Quigaman sa trono ng mismong Ms. International noon 2005. Ang bigat ng pressure kay Krista. Pero mas malaki ang hamon kay Krista na maaring dala ng nang-yaring trahedya.

Alam natin na ang isa sa mga adhikain ng mga beauty pageants ay ang i-promote ang tourism industry ng isang bansa pero mas malaki ang maaring dapat abutin ni Krista dahil siya ang magiging kinatawan ng buong Pilipinas sa misyon ng pagkakaibigan, ng pakikipagtulungan, ng magandang relasyon ng dalawang magkapitbahay na bansa sa Asya sa gitna ng isang mabigat na pagsubok dulot ng isang krimen na hindi ginusto ninuman. Magreklamo tayo laban sa ating pamahalaan at sa mga stakeholders ng edukasyon sa Pilipinas kung bakit mabagal ang pagsulong at pag-unlad ng ating edukasyon.

Ang tamang hakbang ay sama-sama tayong mga Pilipino (mga opisyal ng pamahalaan at sambayanan) sa walang hump-ay na pakikibaka tungo sa walang humpay na pagpapaunlad at pagpapataas ng kalidad ng sistema ng edukasyon sa ating bansa. Sa hakbang na ito ay tayo ring lahat ang makikinabang, lalo na ang mga susunod pang henerasyon.

Kung problema ang pondo? May solusyon diyan.Ang nakikita kong konkretong solusyon ay bawasan ang porsi-

yento ng ibinabayad ng pamahalaan taun-taon sa utang ng bansa sa mga internasyonal , pang-rehiyon at lokal na pampinansiyang institusyon tulad ng International Monetary Fund o IMF, World Bank o WB, at Asian Development Bank o ADB.

Bawasan ang P200-milyong “pork barrel” ng mga senador bawat taon. Bawasan din ang kanilang libu-libong allowances. Kailangan nilang magsakripisyo para sa pagbabago ng edu-kasyon at para sa kinabukasan ng mga batang Pilipino.

PRESIDENT Aquino has cancelled his sched-uled September 13-15 state visits to Indonesia and Vietnam.

Aquino told Palace reporters in a chance interview yesterday that Indonesia cannot accommodate his visit on Sept. 14-15, prompting him to cancel as well his state visit to Vietnam on Sept. 13-14.

The President although explained that he will meet the leaders of the two countries anyway during the Association of Southeast Asian Nations (ASEAN) Summit in October in Vietnam.

THE Energy Regulatory Commission (ERC) has officially set this September the public consulta-tions on the proposed “Rules for the Calculation of Senior Citizen Discounts and Subsidies on Electricity Consumption” under Section 4 and 5 of Republic Act No. 9994, also known as the Expanded Senior Citizens Act.

R.A. 9994 grants qualified senior citizens a five percent (5%) discount on electricity consumption provided that the installed electric meter is registered under the name of the senior citizen and that the monthly electricity consumption should not exceed 100 kilowatt per hour (kWh).

Aside from the discount to be enjoyed by the senior citizens, the government institution or non-stock, non-profit domestic organizations caring for senior citizens shall be entitled to 50% discount on their monthly electricity bill.

The law’s implementing rules and regulations (IRR), which took effect on July 6, 2010, tasked ERC to come up with the supplementing guidelines within six months from that said date.

“The rules are aimed at providing transparency in the grant of senior citizen discounts and in the calcula-tion of the subsidy rates, and at protecting the interest of the public which will be affected by the rates and services of the distribution utilities”, ERC executive director Francis Saturnino C. Juan said.

Aside from computing the discount on electricity consumption by the senior citizens or home care fa-cilities catering to senior citizens, Juan said the draft ERC rules also contains the formula in computing the subsidy to be charged to subsidizing end-user. It likewise contains the formula in computing for over and under-recoveries in the implementation of the senior citizen discount and the subsidy rate adjustments.

There are also provisions in the draft rules providing the distribution utility (DU). The implementation of the discount scheme, using the format prescribed in the ERC’s Uniform Reporto-rial Requirements (URR), are likewise contained. Finally, the rules will also spell out the fines and penalties for violations.

For Luzon-based parties, the public consulta-tion will be held on September 22, (9 a.m.) at the ERC Hearing Room, located at 15F, Pacific Center Building, San Miguel Ave., Ortigas Center, Pasig City while for Visayas public consultation will be held September 20 to 30, at the Bohol Tropics Ho-tel, Graham Avenue, Tagbilaran City, Bohol and in Mindanao public consultations will held on October 6 to 7, at the Royal Mandaya Hotel, J. Palma Gil St., Davao City.

EVER had problems with your posture? Most major causes of poor posture can be attributed to factors like bodily defects, either inherited or organic such as flawed bones, weak muscles or bowed legs, sleeping, walking or sitting habits, fatigue, or even mal-nutrition during the formative years.

However, don’t fret. The best thing is to find ways to solve posture problems through corrective measures to gain the right posture. For adults, it may be a bit too late but still, it doesn’t hurt to look at efforts to prevent your pos-ture from deteriorating to an even more sorry state. The idea is to have right posture support to gain that correct posture alignment of the body, especially when sleeping or simply lying down. This can be solved through the use of the proper mattress to provide that support.

TO bring the Department of the Interior and Local Government (DILG) closer to the people, Secretary Jesse Robredo yesterday led the launching of the department’s Public Assistance Center (PAC).

The center, located at the ground floor of the DILG central office in Quezon City, will receive and quickly respond to and act on requests for assistance as well as complaints that are brought to the attention of the DILG by the public.

“We would like the ordinary Filipinos to feel the department’s presence and ensure them that we are a listening and working DILG,” he said.

Robredo said a similar public assistance center shall also be established in every regional office of the department nationwide.

He explained that “through the center, the people will feel the presence and services of the department and bring the government closer to them.”

DEPARTMENT of Justice (DOJ) Secretary Leila De Lima yesterday clarified that the mem-bers of the media are not covered by the gag order she issued on Monday in connection with the investigation into the Quirino Grandstand hostage-taking in-cident.

De Lima said that the gag order was only applicable to the members of the Incident In-vestigation Review Committee (IIRC), excluding the media.

The DOJ Chief said that

she was surprised when she saw on television news report footages showing government authorities blocking the entry of the members of the media who would like to cover the investiga-tion being conducted on the bus involved in the hostage-taking incident in Camp Bagong Diwa, in Bicutan, Taguig City.

De Lima said that “for as long as the media keep within reason-able distance and some reasonable regulations, there's no problem.” De Lima said that based on the ex-

planation made to her by National Bureau of Investigation (NBI) Director Magtanggol Gatdula, they were “overwhelmed by the presence of a number of media personnel, including the members of the Hongkong media.”

That’s why the gate near the location where the investiga-tion is being conducted by the Hongkong forensic experts was closed.

De Lima said that the investi-gation by Hongkong authorities is not bad in the sense that it has

made proper coordination from the Hongkong government.

It can be recalled that De Lima issued the gag order on Monday prohibiting the giving out of updates on the findings of the investigating body.

Only the DOJ Secretary was authorized to give updates on the status of the investigation so as not to add up to the confusion of the public if the investigat-ing bodies of the committee will make their own respective statements.

CHINESE Ambassador Liu Jianchao acknowledged yesterday the sympathy extended by Fili-pinos to Hongkong and Chinese citizens.

He issued the statement after the mass which was attended by Ambassador Liu, presidential sister Viel Aquino-Dee, some cabinet secretaries, city offi-cials and councilors led by vice mayor and presiding officer Isko Moreno.

Filipinos and Hongkong and Chinese citizens offered lighted candles and flowers at the very site where the bloody incident took place.

Chinese envoy accepts Filipinos’ sympathy to HK residents, Chinese citizens

THE Philippine Atmospheric, Geo-physical and Astro-nomical Services Administration (Pa-gasa), in its weather bulletin yesterday, said typhoon “Glen-da” (international name, Kompasu) is now outside the Philippine Area of Responsibility (PAR) and moving away from the country to-wards Japan.

Pagasa estimated Glenda at 830 kms. northeast of Basco, Batanes as of 10 a.m. Tuesday with maxi-mum winds of 120 kph near the center and gustiness of up to 150 kph. It is moving northwest at the speed of 19 kph.

Its forecast posi-tion by Tuesday eve-ning is at 850 kms. northeast of Basco, Batanes or 40 kms. north of Okinawa, Japan.

Pagasa weather forecasters had not raised public storm warning signals any-where in the coun-try.

Typhoon “Glenda” is expected to enhance the Southwest Mon-soon and bring rains over Northern and Central Luzon, includ-ing Metro Manila.

Junior player nag-quit dahil nakabuntis

SAN Beda tries to extend its amazing run to 11 as it takes on winless Perpetual Help even as defending champion San Sebastian and Jose Rizal battle it out for the No. 2 spot today in the 86th NCAA basketball tournament at The Arena in San Juan City.

The Lions, who are com-ing off a 92-68 rout over the Emilio Aguinaldo Generals last Friday, are gunning for their 11th straight when they take on the Altas, still searching for a first win in nine games, at 2 p.m.

San Beda is expected to beat the same Perpetual Help team it hurdled in a 101-77 rout in the first round last July 28.

Arnold Danganan, who served out his one-game suspension in a 55-66 defeat to the Jose Rizal Bombers last week, should be back to help the Altas against the heavily favored Lions.

San Beda coach Frankie Lim, however, cautioned his boys to not take Perpetual Help lightly.

“There is no easy win in the NCAA if we don’t work hard for it,” said Lim.

But focus is expected to fall heavily on the 4 p.m. showdown pitting the No. 2 Stags (9-1) and the No. 3 Bombers (8-2).

San Sebastian struggled against St. Benilde in a 62-51 win Friday after league-leading MVP race candidate Calvin Abueva tweaked an ankle late in the first quarter and Ronald Pascual sat it out due to fever.

TWO-time champion Jhoann Banayag lived up to expectation while local bet Brian Lupio ruled the men's division in the 21-km Davao Qualifying of the 34th Milo Marathon at the Roxas Park in Davao City on Sunday.

The 28-year-old Banayag, a winner of the national finals in 2005 and 2006, is now looking forward to her bid for a third title after topping the race in one hour, 20 minutes and 57 seconds which was just enough for her to join Metro Manila qualifying winner Luisa Raterta of Sta. Rosa, Laguna in the finals on Dec. 12.

“I did not have a hard time in this race because I am from this place and I'm used to this hot weather condition. Besides I have enough preparation for this competition,” said Banayag, a member of the RP national athlet-ics team, who will see action in the forthcoming 2010 Asian Games in November in Guangzhuo, China.

After missing the competition last

year due to the 2009 Laos Southeast Asian Games, Banayag was so eager to be back and wasted no time as she led the pack of 13,600 runners that responded the starting gun and never looked back until the finish line.

Being the country's record holder in the 42-km marathon with a time of 2:44.00, which she set in the Thailand Sea Games in 2007, somehow made her scared of defeat.

But the fear boosted her adrenaline that she crossed the finish line some 25 minutes ahead over second finisher April Rose Diaz, who timed 1:45:12, and Emily Avegonzado, who settled for third with 1:46:01.

“I’m not only the RP marathon re-cord holder but also the Milo national record breaker when I shattered the previous best of 2:54.00 of Cristabel Martes with a new 2:48.00 in 2006. If I lose here, I can't imagine the shame,” stressed Banayag, a native of Maragu-san, Compostela Valley.
