    The KTE Challenge for VPH in Sri Lanka Success and enthusiasm built up in T-C

    project challenging the knowledgesharing capacity of traditionalcommunication face to face meetings,print reports and publications etc.

    Cross agency and internationalcollaboration requires more rapid andmore stable and sustained knowledgeflow pipelines.

    Need to share different kinds ofknowledge encoded, experiential,embedded (tacit).

    Our solution

    Develop a connected, web-based VPH KTE networkbuilt on professional social networks and Web 2.0

    tools.

    (i) broaden and create new channels for knowledge

    flow, (ii) expand the number of connected knowledge

    nodes in the veterinary public health sphere;

    (iii) improve knowledge relations across Ministries,

    universities and nations to speed the exchange and

    application of expertise and knowledge to

    preparedness, response and research agendas

    (iv) increase capacity for mentored training offuture research users

    Outcome: A distributed network ofresearchers, program managers, regulators,mentors, teachers, students and fieldpractitioners equipped with a means to

    connect with each other to share knowledgein real time via web tools in a collaborativeonline workspace.

    How do we build it?

    Requirements analysis what dowe need, what will work, what willmotivate use? Methods: surveys,interviews and stakeholder visits.

    Translate into menu of featuresand tools. (January July 2010)

    Identify best tools and software(open source and operate throughweb browser and mobile devices -developer consultation). Developand test and launch (March2010 January 2011)

    A question and answer and discussion forumwhere people can pose a question and members of

    the community or designated experts can provide a

    direct answer or contribute to a discussion on a given

    topic. A mentoring system for researchers and

    professionals willing to answer questions and provide

    guidance.

    A web meeting space online that enables people

    from remote areas to participate in meetings via text,

    voice, video and screen or application sharing.

    A system that sends alerts and importantinformation from the web site to email or

    mobile phones (e.g. SMS).
