Please review and comment on the recently revised draft revision of the WPOA Code of Regulations (CODE), last revised in 2007. Please provide specific comments (ignore spelling or grammar) which indicate the ARTICLE and Section about which you are commenting to [email protected]. As many of the comments received will be incorporated as appropriate so that a vote for the CODE revision s by the MEMBERS by mail can be done in the near future. FIREWORKS FIREWORKS FIREWORKS It is time to make a special thank you for all the support and kindness that has been shown to the fireworks sponsor, the Shawnee Squaws. A special thank you to Neil Yockey and the Sardinia Fire Department for all that they do for us in order to make it possible to have the fireworks display. Also, to our maintenance department that take the cans to be recycled, and to Security who help with the traffic during this time. Many people donate money, save cans, and help in every way they can. It has been especially nice to hear from so many people stating how they enjoyed Labor Day and the fireworks at the lake. Once again, thank you very much from the Shawnee Squaws.

WRWSD Board of Trustees Meeting – Mon., August 26, 2013

President Larry Doughman called the meeting to order at 7:00 p.m.

Roll Call: Present: Buskey, Doughman, Kirk, Purdin, Plant Supt. Culver and Mgr. Cahall (Guest: Mike LaPlante) Absent: Beresford and Redick

Minutes: A motion to approve the minutes of the August 10th Saturday meeting as read was made by Purdin and seconded by Kirk. A vote was taken and the motion passed unanimously.

Treasurer’s Report (John Buskey): • Links to the WRWSD 2012 Annual Audit Report and Management Letter have been posted on the

website (www.lakewaynoka.com) under News and Notices. These documents will be available until October 11, 2013. Hard copies are available at the Office upon request. It was noted that the one correction requested by the Auditor’s Office has been made by the accountants.

• Every six months the District receives certification monies from the County Auditor. These monies are from the certification of water availability fees, sewer assessment, water user and sewer user expenses. The total amount received for 2012 was $21,837.68. Buskey shared a report comparing the amounts certified versus the amounts received for the years 2006 through 2013. The next Certification of delinquent accounts will be due at the Auditor’s Office in early September.Report from the Manager (Paul Cahall) and the Plant Supt. (George Culver):

• Culver shared that two different inspections have been done by two different inspectors from the EPA this year – one for the plant and the other for the backwash ponds. The most recent inspection report for the ponds was good with minor requests.

• Work is being done on the four full hook-ups at the Campground. Even though a marked water line was cut today it is anticipated that the sites will be available and rented for Labor Day weekend.

• Culver shared some of the features of the GIS or geographical information system for the hydrant and valve inventory. He is very impressed with its ability to locate points once the data has been entered. About 2200 points will have been marked when the work of marking the points is completed in the next couple of weeks.

Other Business Items:• Pres. Doughman shared that since the last workshop meeting Trustee Gloss submitted his resignation.

The procedure to fill vacancies on the WRWSD Board was reviewed. This vacancy for a term ending in 2014 will be announced at the next two Saturday meetings (September 14th and October 12th) as provided for in the WRWSD Rules and Regulations. The deadline for applications will be Wednesday, October 16th. Interviews will be done at the October 28th workshop meeting and the new Trustee will be sworn in at the November 9th Saturday meeting. Applications are available at the Office.

• The question of whether or not the new WPOA Election Inspectors would act in the same capacity

for the WRWSD was raised by Buskey. Pres. Doughman will contact Steve Rish and request that he and Eileen Brown, the WPOA Election Inspectors, also be the Inspectors for the WRWSD. • When questioned about the sales tax charges on the new truck Cahall responded that this issue has not yet been resolved. But he does believe that the credit card concerns have been addressed. • WRWSD Trustee Buskey asked Eric Kirk, a trustee on both the WRWSD and the WPOA Boards and Chairman of the WPOA Rules and Regulations Committee which is currently working on revisions to the WPOA Code of Regulations, about the deletion of Article II, Section 10.2.3 from the Code. Buskey questioned the elimination of employee cards for employees, their spouses and minor children and how this would affect the employees of the WRWSD. Following a brief discussion as to whether or not this should be done Kirk stated that he would provide the documentation and correspondence supporting this action. (After the meeting the Manager reviewed this information and determined that the benefit of employee cards would be included in the WPOA Personnel Policy instead of the Code of Regulations. The Personnel Policy is currently being revised also. jac) Kirk was also asked whether or not the WPOA Board had voted to approve the revisions to the WPOA Code. He indicated that the Board had approved the development of a revised Code and that the revisions would be presented to the WPOA Board for consideration soon. • Culver shared that the low service pump has been installed at the up-ground reservoir and that he expects one of the pumps at the back-up lake to be installed in the near future. • Cahall announced that he is now accepting bids for propane for this coming year.

Motions and Resolutions: none

Adjournment: A motion to adjourn the meeting was made by Purdin and seconded by Buskey. All were in favor and the meeting was adjourned at 7:46 p.m.

The gate count for the Month of August (front gate only) was 20,527.

During the month of August, there was a decrease in the number of calls for service, traffic citations, and arrests. The Labor Day activities that occurred on August 31, 2013 generated no enforcement actions and no traffic complaints. No criminal patterns were identified during the month.

WRWSD Board of Trustees Meeting – Sat., Sept. 14, 2013President Larry Doughman called the meeting to order at 9:30 a.m. Roll Call: Present: Beresford, Buskey, Doughman, Kirk, Purdin, Redick & Mgr. Cahall Absent: none Minutes: The minutes of the August 26th WRWSD workshop meeting were read. A motion to approve the minutes was made by Purdin and seconded by Kirk and passed unanimously. President’s Report (Larry Doughman): • The trustee seat on the WRWSD Board vacated by Ron Gloss’ resignation is now available. This position which expires in 2014 is being announced today and during the next Saturday meeting on October 12th. Applications will be accepted no later than Wednesday, October 16th. • There are two seats available on the WRWSD Board in this year’s election. The deadline for these applications is no later than Friday, October 4th. • Trustee Kirk has resigned as Secretary of the WRWSD Board and Trustee Redick was chosen to assume the secretarial duties. Treasurer’s Report (John Buskey): • At two thirds of the way through 2013 the incomes and expenses of the WRWSD are consistent with the budget for this period. There are a few line items approaching 100%in the budget; this occurrence will be addressed by passing a motion of amendments some time during the next couple of months. • On September 6th certification of delinquent accounts (water availability, sewer assessment, water user and sewer user fees) totaling $72,211.79 was made to the Brown County Auditor. It is anticipated that between $15K and $20K will be collected in 2014. Many of these delinquencies are due to foreclosures and others are from those who are not able to maintain their financial obligations to the WRWSD. • The audit report of the 2012 financial statement is on-line at www.lakewaynoka.com and will be available until Oct. 11th. Hard copies are also available at the Office. • The Treasurer reminded everyone that the August WRWSD financial report is available for review. He also shared that he would be happy to talk to anyone about the finances of the WRWSD which are in “good shape”.Manager’s Report (Paul Cahall): • The GIS or geographical information system updates for the hydrant and valve inventory continue to be done. The work is about 80% completed. The Manager requested that property owners not pull up the “little colored flags marking data points that are all around the Lake”. If this is done the points must be relocated and time wasted. The staff will remove the flags when the data has been entered into the GIS. • The EPA evaluation has been received. All requests had been done before the report arrived. A couple of new signs were put up and all four backwash ponds are now operative.

a minimum of 4” below the top of the lid and sloped away from the unit.

Never cover or obstruct the air vent openings in your grinder pump. In a failure situation back flow water would empty into your house

Children’s Christmas Benefit Dinner The Lake Waynoka chapel would like to thank all who bought tickets or gave a donation to the children’s benefit dinner. This fundraising benefit helps our effort to support less fortunate children in our school district community that would not have Christmas gifts this year. This is a community effort here at Lake Waynoka that we are all very proud of. We have people here with big hearts and they showed their support by opening their wallets at this event for the children. We had a good auction with many items. We had split the pot and someone won $355.00 and gave us back a $100.00 dona-tion. We want to thank Joan brown and Nan Alsip for their efforts selling these tickets at the door. A very big thank you goes to Jeff & Ronnie Devilbliss for their expertise on the grilling of the meat (grilled pork tenderloin) it was great!!! If you missed this dinner, you missed out on a great meal!!! Biggest thank you of the evening goes out to our very own Carolyn Slater who for the second year has made this event a very successful one! She co-ordinates the whole event herself and she has some good help. Thanks to everyone who sold tickets, bought tickets, baked desserts, baked potatoes, cooked green beans, made cole slaw, served the meal, set-up and took down tables & chairs, helped in the clean- up after the event. Thanks to the band Chuck Wait & the Drive Line, the auctioneer (Paul Wait), Rodger Goldwire for his “VIP” table idea. This got us $1,400.00 in ticket sales immediately, in order to sit at his “VIP” table. Also a big thank you to the staff at the recreation center (Dana, Jackie, Dave and Wanda). For those of you who may not know much about this project, it takes about $100.00 to sponsor one child in this program. We buy them a coat, hat, gloves, jeans, tops, underwear, socks, shoes, and at least one toy maybe two if we can. We get a discount from the stores we shop with and this helps out also. Everything is gift wrapped, then placed in a large Christmas bag for each child with their name from Santa. Last year we had a donation of 30 turkeys from the owner of the Outpost (Mike & Cindy Schmidt). The local IGA store gave us fresh apples & oranges, and the church members were able to add all the trimmings for a nice Christmas dinner for the children and their family. We struggle to keep up this effort. As you all know the cost of everything increases each year . The list gets longer each year with more children whose parents cannot meet the needs for their family. However, we are determined to make this our chapels mission and with the help of the surrounding lake community helping us to help others. The civic club has already set the bar with a $300.00 club donation and we hope that other clubs will match that or beat it!!

• The requested maintenance from the ODNR inspection last year has been completed this summer. • The work on the campground hook-ups is completed as far as the WRWSD is concerned. • There is good news in regards to the mosquito fish that were introduced into the lagoon - no chemicals have been used since the fish arrived! Several of the residents who live around the lagoon report that the number of midges is lower than most of them have ever seen. This is a much ‘greener’ solution to the midge problem and costs about a third of the cost of chemicals. Rules and notices As the leafs on the trees start to change and fall to the ground I would like to remind everyone to not blow or rake your leaves into the lake or ditches. The leafs will clog the ditches, plug culverts and create siltation problems in the lake. We understand lots of leafs end up in the lake on their own but we don’t want to add to the problem. Also remember if you are going to burn your leaves you must call and let Security know so they can tell you if we have a no burning notice in effect and you MUST stay with the fire to insure it doesn’t spread. We had to call in the fire department last year to bring a brush fire under control because the member had left without insuring the fire was out. As the leafs fall, we will be back out with the arm mower to trim trees and bushes back from the road. As everyone knows, this system while very effective isn’t pretty. If you have a tree or bush that hangs out over the road and you want a nice clean trimming you need to take care of this before we come around. Our goal is to ensure the roadway is clear so vehicles are not damaged by obstructions in the road and to make sure drivers can see when entering the roadway. Parking your boat on your lot, while this is allowed by our rules you are required to keep current tags on the trailer and to annually register the boat with security. As I drive around I see boats that have not seen the water in many years and I understand how hard it is to get rid of an old boat. If you have an old boat you would like to have removed from your lot let us know. If you sign the title over to the WPOA we will dispose of the boat for you. Security has a list of unregistered boats and the lot numbers they set on. They will be sending out notices in the near future.

Property owners will need to leave a pass with security for anyone that does not have a membership card. Here it is – the last report for this season. The league finished with the following accomplishments: The leader in pars was John Zeilman (7); followed by Ron Gloss, Jim Hackworth, and Dennis Russell who all shot 5 pars. Birdies included Jim Hackworth (“2” on Par 3 #5); Dennis Russell (“4” on Par 5 #2); Steve Sears (“3” on Par 4 #8); Gary Smiley (“3” on Par 4 #6); Jerl Wagner (“3” on Par 4 #7); and Tom Wyatt (“3” on Par 4 #16) Great shooting everybody! Low gross scores for men total five players shooting “43” (Jim Hackwoerth, Dennis Russell, Steve Sears, Gary Smiley, and John Zeilman). The ladies finished: Marilyn Gloss (59), Tillie Doughman (60), and Mary Kay Wolfe (61). Heard on the course when Larry Doughman lost two balls on the first hole he played: “You lost more balls on one hole than I lost in nine holes today!” This reporter doesn’t like to be a tattletale, but the remark was made by someone with the initials of Paul Cahall! (Oops.) Revenge is sweet, Paul. Our last day of play was a team scramble followed by awards and food banquet (emphasis on food – yum, yum). In addition to our first, second and third place winners a special award was given to Paul Cahall (13 golf balls). No explanation required here. The season’s winners were: 1st Place – Dale Gadd & John Zeilman (179 points); 2nd Place – Tillie Doughman & Jerl Wagner (178.5 points); 3rd Place – Ron Gloss & George Kinney (165 points). Most points won: Women – Tillie Doughman (86.5) and Men – Jerl Wagner (92). Lowest gross scores: Women – Marilyn Gloss (54) and Men – Dennis Russell (40). Most improved handicap: Women – Tillie Doughman (4 strokes) and Men – Rick Delaney and John Zeilman (5 strokes). Nice job, everybody! Winter Boat Storage

If you are tired of dragging your boat home for the winter or parking it on your lot and having it sink in the mud there is a new option this year. The Board of Trustees have decided to open up winter boat parking in the camp ground parking lot across from the campground office. This parking will be available from November 1st to April 1st for the cost of $100. Only boats and trailers with the proper seal on them will be permitted in the parking lot. Seals can be purchased at the campground office or admin-istration office. While we cannot guarantee the security of your boat, there is lighting, video surveillance, and the lot will be patrolled regularly by security. Availability will be on a first come, first serve basis.

Veterans PicnicFriday, September 13th, 2013 the Shawnee Squaws invited the veterans from the Veterans Home in Georgetown to a picnic at Lake Waynoka. Twenty two veterans and helpers came. They were treated to hamburgers, hot dogs and lots of treats. Special hats with the Lake Waynoka logo on them were given to each one. Members from the lake assisted each veteran to go fishing. Although it was a cloudy day and one of their buses broke down, it was an enjoyable day for all. Lots of thanks to management and the maintenance staff for all of their help. Also, A special thanks to Mike and Dawn Napier of the Lake Waynoka Marina for all the many things they do.Sincerely,The Shawnee Squaws
