We would like to take this opportunity to say Thank You to the Election Commissioners crew who counted votes and tabulated results for the WPOA board. This is not an easy job and we want to thank a good crew who contributed much time and effort. Also, we would like to thank the office for their help and security for delivering the lock box. All results have been posted at the Lodge, the office and are printed in this newsletter. Last but certainly not least, thanks to everyone who took the time to read the instructions and vote. The elected candidates will be seated and sworn in at April’s Annual Meeting.
Congratulations to all who won seats on the board. A great measure of thanks and appreciation goes out to you and all board members who donate so much of their time and efforts for the betterment of our lake community. Representing a diverse group and choosing what is best for all concerned is a daunting task. In closing, we want to thank you again and remind our lake community that our board needs and deserves our support.

WRWSD Board of Trustees Meeting – Mon., November 25, 2013
President Larry Doughman called the meeting to order at 7:00 p.m.
Roll Call: Present: Beresford, Buskey, Doughman, Kirk, LaPlante, Purdin, Redick, Plant Supt. Culver and Mgr. Cahall. Absent: none
Minutes: A motion to approve the minutes of the November 9th Saturday meeting as distributed via email was made by Purdin and seconded by Beresford. A vote was taken and the motion passed unanimously. Report from the Manager (Paul Cahall) and the Plant Supt. (George Culver): • The rains allowed Culver to begin draining the lagoon sooner than originally projected. There are about four feet of treated sewage water remaining to be drained from the lagoon. • Last week while a new culvert was being installed a water line was damaged resulting in the loss of a significant amount of water. • The company which supplies the batteries needed to read the water meters is assuming full replacement costs for the ‘bad’ ones that have already been returned. • Cahall has received bids from two of the ten companies asked to provide bids to prepare the year-end financial report for the WRWSD. He will review these bids and make a recommendation to the Board at the next meeting. • Cahall requested an executive session at the close of this meeting to discuss personnel.
Treasurer’s Report (John Buskey): • Buskey made two motions related to WRWSD finances: Motion #2013-10 was seconded by Beresford to reimburse the WPOA for accumulated cost differences in the 2013 WPOA/WRWSD contract for services and Motion #2013-11 was seconded by Purdin to adjust the credits of customers held at year’s end as requested by the Auditor of the State of Ohio for accounting purposes only. Both motions passed unanimously. (See Motions and Resolutions below for further details.) • Buskey then presented drafts of both the 2014 WPOA/WRWSD contract for services and the 2014 WRWSD Budget for discussion. He noted that if any adjustments need to be made once the WPOA budget is passed a motion to do so can be voted upon in January and the WRWSD Budget can still be passed in December. Buskey shared both documents line by line as it was projected on a screen. The Board thoroughly discussed both documents answering various questions, providing each other with background information and resolving any concerns that were raised. From this discussion Buskey recorded several points that the Board determined would need to be reviewed and perhaps, revised. The Treasurer and the Manager will meet soon to do this. • Buskey shared that there is now a webinar on “Funding and Loans” and that he has the information if anyone is interested.

Motions and Resolutions: • Motion #2013-10 was made by Buskey and seconded by Beresford to reimburse the WPOA $10,313.78 for accumulated differences in the WPOA/WRWSD contract for services including summer help ($6,036.76 June thru October),overtime pay ($2,877.97 June thru October), difference in wages ($47.12 for a WPOA employee) and insurance ($1,351.93 July 1 thru December 31 for health, life and disability). The vote was taken and the motion passed with seven yea votes. • Motion #2013-11 was made by Buskey and seconded by Purdin to adjust the credits of customers held at year’s end by these percentages: water availability 1%, sewer assessments 1%, water users 39% and sewer users 59%. This was done for accounting purposes only, as directed by the Auditor of the State of Ohio. The vote was taken and the motion passed with seven yea votes.
Adjournment: A motion to adjourn the meeting was made by Purdin and seconded by Kirk. All were in favor and the meeting was adjourned at 8:40 p.m. An executive session to discuss personnel followed the meeting.

WRWSD Board of Trustees Meeting – Sat., Dec. 14, 2013Vice President Tom Beresford called the meeting to order at 9:30 a.m. Roll Call: Present: Beresford, Buskey, Doughman (arrived late), Kirk, LaPlante, Purdin, and Mgr. Cahall. Absent: Redick (ex.)Minutes: The minutes of the November 25th WRWSD workshop meeting were read. A motion to approve the minutes was made by Purdin and seconded by Buskey. The motion passed unanimously.
Treasurer’s Report (John Buskey): • The November 30th profit and loss financial statement shows that the incomes and expenses of the WRWSD are ‘in line’ with the budget projections thus far for the year. • A semi-annual bond assessment payment of $55K will be made in December. • There are several line items in both the income and expense portions of the budget which are over 100%. The State of Ohio requires that the appropriations in the WRWSD budget are ‘in line’ with the actual incomes and expenses or, in other words, that the budget is kept balanced. A motion to amend the budget will be voted upon later in the meeting. (See Motions and Resolutions below for further details.) • The 2012 end-of-year surpluses in both the water and sewer operating accounts will be transferred into reserves by voting on a motion later in the meeting. (See Motions and Resolutions below for further details.) • The Trustees will review and vote to accept the final draft of the 2014 WRWSD budget at their workshop meeting on Monday, December 16th.
Manager’s Report (Paul Cahall): • Cahall confirmed that the company which supplies the batteries needed to read the water meters are replacing the ‘dying’ batteries at 100% cost. • Cahall is in negotiations with Frontier Communications seeking reimbursement of costs incurred by the WRWSD when a sewer line was broken by a contractor hired by Frontier to do work in the Lake was repaired. • The valve to the lagoon which was lowered to about three feet has been closed. The Lake valve will be left open until mid February to whatever degree necessary to maintain a water level sufficient to allow dock construction and renovations to be done. The lagoon valve may be reopened in late January to maintain an appropriate water level in the lagoon.

President Doughman arrived (9:40 a.m.) and presided over the meeting from this time.
Motions and Resolutions: • Motion #2013-12 was made by Purdin and seconded by LaPlante to transfer the December 31, 2012 end-of-year surplus of $33,120.00 in the Water Operating Account to the Water Reserves Account, and to transfer the December 31, 2012 end-of-year surplus of $36,198.00 in the Sewer Operating Account to the Sewer Reserves Account. The vote was taken and the motion passed with six yea votes. • Motion #2013-13 was made by Buskey and seconded by LaPlante to amend the 2013 budget to show a total increase to the income of $7462.34 for a new income budget amount of $909,146.95 and to show a total increase to the expenses of $10,371.00 for a new expense budget amount of $881,127.57 resulting in a net income of $28,019.38. The vote was taken and the motion passed with six yea votes. (The specific line items which were adjusted are shown in the attached copy of Motion #2013-13.)

Adjournment: The motion to adjourn was then made by Purdin and seconded by Kirk. All were in favor and the meeting was adjourned at 9:45 a.m.

As we move into the new year and look forward to warmer weather, we have some reminders for the members. If you are planning the construction of any buildings on your lot, please make sure you read motion 230. This constitutes a major change to the building code that you need to be aware of. The intent of this motion is to limit the size of detached buildings and to clarify what is a detached garage and what is a detached outbuilding.
If you are doing dock work this winter keep in mind that we will be closing the valve to the lake in mid February. We have to do this to insure that the lake is full and ready for use the first part of April. Depending on the weather conditions this can cut construction time short, but we cannot extend this time without running the risk of the lake not being full for the season to start.
Snow removal inside the lake faces the same challenges as outside the lake and your help and understanding will be appreciated. When you see the snow plow coming towards you please slow down and give them plenty of room. If you are following one please do not get too close. These tips are for your safety and ours.

There were (7) canine complaints and (3) animal/fowl complaints. The gate count for the Month of November (front gate only) was 16,965. During the month of November, there was little change in the number of calls for service and a decrease in offense reports filed. No criminal patterns were identified during the month.
