INTRODUCTION
The purpose of this document is to satisfy condition 43 of the Certificate of Approval to operate a water
distribution system W-249 for the City of Dieppe. The following Water Distribution Annual Report is
intended to provide the Department of Environment and Local Government with updated information
related to the drinking water distribution and facilities in the City of Dieppe.
a) MONITORING RESULTS
Please find attached all daily monitoring data from our SCADA System which monitors various
sites throughout our different pressure zones for Free Available Chlorine, Turbidity and PH, Total
Coliform, E-Coli, HPC test and THM test results are also recorded.
In addition, Public Work Utility Water Workers flush 16 sites weekly, 14 sites bi-monthly and
141 sites monthly to ensure chlorine residuals are maintained above 0.2 mg/l at all dead-ends.
These sites are periodically reviewed and updated throughout the year.

c) OPERATIONAL HIGHLIGHTS
1. Significant Events
There were a total of nine (9) watermain breaks during the year 2010. They were all circular
breaks on Ductile Iron and Cast Iron pipes and had minimum effects on the water system.
Two (2) significant events took place in the water system
Avant-Garde and Gauvin Road (New watermain installation)
Total Coliform counts were detected on the temporary water system installed to serve
customers during the installations of new watermain. People were advised immediately to boil
their water and all customers were connected to the new watermain within days. All
temporary watermain installations were checked daily for chlorine residuals and tested weekly
for bacteria and although the cause of the coliform count was unknown, the very hot summer
we experienced definitely proved challenging to maintain good water quality.
Oxiard Street
During construction of a new subdivision in the St-Anselme zone, an existing watermain was
ruptured causing a significant decrease in pressure throughout the zone. Strategic flushing,
chlorine and turbidity samples along with three (3) bacteriological tests were taken throughout
the zone by certified water operators. All tests results showed adequate chlorine and turbidity
levels and no positive counts in the three (3) bacteria tests results.
2. System Improvements, Changes or Additions
Certified Dieppe Utility Water Workers once again were kept very busy performing swab
removal, pressure testing, disinfecting and commissioning of 6 km of new watermain
installations in 2010. The following describes system improvements, changes and/or additions

Temporary Watermain
Four (4) temporary water systems totalling 2.6 km of 50 mm diameter pipe were installed for
the capital project watermain renewals on Avant-Garde, Gauvin Road, Dover Rd and Paul
Street. All piping were tested, disinfected and commissioned by certified Utility Water Workers.
All temporary water systems were supplied by the City’s fire hydrants and connected with
portable backflow prevention device units and a water meter. Daily chlorine residual checks and
weekly microbiological tests were taken to ensure continuous good water quality was
maintained in the temporary water system.
d) ALARM LOG
Here are the critical alarms during the calendar year. Both alarms were at the Industrial
Park Pumphouse and Reservoir.

e) BACKFLOW PREVENTION AND CROSS & CONNECTION CONTROL
ACTIVITIES
The City of Dieppe implemented a cross connection program and has completed the inspections
of all its industrial, institutional, commercial and multi-residential customers to ensure that all
internal plumbing conforms to the City of Dieppe Water and Sewer By-Law no. 78-5. We are
currently sending the notices for correction to our customers. The City of Dieppe is reminding
to all of its customers the importance of this program which is designed to protect our water
quality and the safety of our entire community.
f) FLUSHING ACTIVITIES
In summary, the purpose of a Uni-Directional Flushing Program is to systematically and uni-
directionally flush the distribution system through the manipulation of valves and fire hydrants.
Clean water is flushed from the source to the extremities, from larger to smaller pipes and from
cleaner to dirtier pipes.
The City of Dieppe continued with Aqua Data Atlantic for the updating and configuration of the
computer programming of the UDF program. Once the program was completed, the City of
Dieppe certified Water Operators solely performed the Uni-Directional Flushing program in 31
days.
The following summarizes the results of the Uni-Directional Flushing program for 2010
compared to the years 2009, 2008 and 2002. It shows the effectiveness of the program since
less time and water is required to achieve a clean system:

g) OPERATIONAL INFORMATION

No change in our staff. At the present time the total numbers of employees working
directly with water are one (1) Water and Sewer Manager, four (4) Water System
Operators and four (4) Utility Water Workers.

There were no additional certification levels achieved by our system staff in the
calendar year.
h) PUBLIC RELATIONS
1. Notification
Here are a few example of notification that has been issued for the City of Dieppe
residences and commercial customers of various water system activities such as line
flushing, watermain closure, water conservation and cross connection program.

Public Notices Flushing of Hydrants
The flushing of fire hydrants will be done as part of the maintenance program of the
City of Dieppe from April 23rd to June 8th, Monday to Friday, 8:00 a.m. to 5:00 p.m.
Water may be discolored during this period. Residents are advised to run their water
and check it before laundering.
We regret any inconvenience this work may cause.
PUBLIC NOTICE
AMIRAULT STREET
The City of Dieppe’s Public Works Department will be undertaking work on the water system in
your area on Wednesday, July 9, 2010 from 8:30 a.m. to 6:00 p.m., assuming no unforeseen
delays. During this time period, YOUR WATER SERVICE WILL BE SHUT OFF. To
minimize the potential inconvenience from this disruption to your service, we recommend the
following:
1) Close the water valve where the water line enters your basement.
2) When the water service is restored, run your cold water a few minutes or until
clear water shows. ONLY AFTER, run your hot water until clear hot water
shows.
We regret any inconvenience. Thank you for your cooperation and understanding

Brochure 3 Cross Connection Program
In May 2010, the City of Dieppe in conjunction with the National Public Works Week did a
presentation to the Amirault elementary school with a visit to our Water Tower. This helped to
better inform the younger citizens of Dieppe. Positive feedback came from the teachers of the
schools and also the parents. The City of Dieppe will be continuing this event during the Public
Works Week to the same school with different students every year.

3. Complaints
During the calendar year there were a total of 14 complaints. Five (5) were low pressure
complaints, three (3) were discoloration in the water, two (2) were high pressure complaints,
two (2) were taste & odor, one (1) was a frozen service and one (1) was a service leak.

j) ADDITIONAL COMMENTS
The water entering the city is of excellent quality. Over the years, system improvements from
capital projects, new construction, upgrades to water facilities and regular yearly maintenance
programs have been projects that water utility staff continually work on to ensure that Dieppe
customers continue to receive excellent water quality with minimum interruptions.
