It was declared open by Yang Berhormat, Pg Hj Mohamad bin Pg Hj Othman, Member of the State Legislative Council. Welcome Remarks was delivered by Pn Nellie, BLA President. The seminar aimed to introduce measures to be taken by parties to handle issues between citizens and the community to

maintain harmony and security by authorising information received before spreading it to the public. Over 100 participants from various government agencies were present including 50 librarians. The speakers were from the Royal Brunei Police Force, Prime Ministers’ Office, Executive Council on Malay Islamic Monarchy and the Information Department.

BLA wishes to record its appreciation to the Information Department for its continuous support to the library community and by placing the importance of information in building an informed and knowledgeable society. Go to Page 6

IFLA GLOBAL VISION 2018 REGIONAL WORKSHOP ASIA & OCEANIA

IFLA GLOBAL VISION 2018 Regional Workshop For Asia Oceania organized by IFLA and hosted by the National Library of Vietnam was held on 23-25 May 2018 in Hanoi, Viet Nam. It was attended by 37 participants from 31 countries in presence of Mdm Gloria Perez, IFLA President and Gerald Leitner, IFLA SecGen and four Table Facilitators. The Trainer was Helen Mandl. The workshop was opened by HE Dr Trinh Thi Thuy, Deputy Minister Of Culture, Sports And Tourism with Welcome Remarks by Mdm Gloria Perez and Introductions by Gerald Leitner. This interactive workshop gathered together senior representatives from all types of libraries in the Asia Oceania to explore the future of libraries and developed ways to tackle the challenges and opportunities that the library field will face. With these, IFLA is asking the library field to build a vibrant 'ideas store' and continues to turn the top ten highlights and opportunities from the IFLA Global Vision Report Summary into clear actions. IFLA will create a strategy and action plans that will turn our vision into reality: a strong and united library field powering literate, informed and participative societies. Participants will continue engagement by taking the discussion back to their own library communities after the workshop. From April to July, six global regional workshops will continue worldwide in Latin America and the Caribbean, North America, Middle East and North Africa (MENA), Europe, Asia Oceania, and Africa. BLA wishes to thank IFLA for this opportunity to be part of the global voice.

ASEAN FOLKLORE STORYTELLING COMPETITION

The ASEAN Folklore story competition was held on 15 May 2018 at Dewan DiGadong, Ministry of Culture, Youth and Sports. BLA President was among the invited guests. Its being held for the first time, with participants sharing ASEAN folklore . Some 118 participants aged eight to 12 from 39 schools (government and private) participated. Only eight moved on to the finals. The competition was aimed at promoting folklore which includes myth, fairy-tale, legend and oral story. of ASEAN member states and to instil the spirit of reading in children. The competition was organised by the Library Division of DBP in conjunction with the declaration of Bandar Seri Begawan as the ASEAN City of Culture 2017-2018. Dy Siti Maisarah Mohammad Asnawi emerged as champion for Category A with a folklore story from Singapore titled "Singapura, Kota Singa", while Category B was won by Awangku Muhammad Aqil Nufail Pengiran Hasnul Bahrin with a story titled, "Ma-Pu-Kywe and Little Snail, a folklore story from Myanmar.

LIBRARY AND LEARNING DEPARTMENT (LLD) POLITEKNIK BRUNEI WORK VISIT Dy.Hajah Norsenah Haji Mohd Nasir and Aw. Abdul Muiz Ahmad Hussin

On Wednesday 16 May 2018, four LLD Politeknik Brunei staff and two students on IBTE Information and Library

Studies attachment paid a work visit to IBTE Agro Technology Wasan Campus library, Sengkurong Sixth Form

Center Library and Kolej Universiti Perguruaan Ugama- Seri Begawan library. The visit was led by Pn Hajah

Norsenah binti Haji Nasir, Chief Librarian of Politeknik Brunei. The main objectives of this visit were:

To provide a supportive and stimulating environment for industrial attachment students and staff.

To encourage PB library staff to reach their full potential as team workers and develop a positive

attitude to life-long learning.

To foster enjoyment of visiting as a recreational activity.

To provide opportunities for staff to develop necessary knowledge and skills required in visiting other

libraries and services.

To develop staff awareness of the importance of other library collections: books and other resources

as a means of recording and sharing human achievements, failures and aspirations.

To contribute to the development of positive personal attributes within each staff and user.

During the visit, the visitors were received by each institution’s librarian and were given a briefing on library

services, statistics and library management. In the morning the visit started from the IBTE Agro Technology

Wasan Campus library, whereas variety of facilities are provided including mobile access area, OPAC and

counseling room. The method of subject differentiation is well practiced and book subjects can be traced

according to color coding. During the visit, Dy Roziah binti Haji Ali, Assistant Librarian Grade 1 at Agro Technology

Campus, stated that to ensure high quality services librarians should be proactive, innovative and willing to learn

new things and methods. She also mentioned that being static and easily satisfied with current achievements

might slow the progress of the library. The visit benefited both staff and industrial attachment students through

the discussion held regarding library management and how to tackle problems faced in daily work, especially

when the computer-based system is disrupted.

At Sengkurong Sixth Form Center, Dy Suziana binti Haji Jaludin, Assistant Librarian Grade 1 led the visitors on a

tour of the 3-storey library. Every level of the library stores different types of reading materials. The second level

FAKE NEWS SEMINAR

Today's modern world exposes human to the act of giving false information or fake news for various purposes such as degrading one's pride, to cause loss or for pranks or joke. The spread of fake news has increased with the advancement in technology and applications, which can change the content of the story or actual picture. For us in Brunei Darussalam, Malay Islamic Monarchy or "MIB" is indirectly our 'firewall' against the spreading of fake news. This matter was shared by Doctor Haji Muhammad Hadi bin Muhammad Melayong, Senior Special Duties Officer at the Islamic Malay Monarchy Executive Council Secretariat in his briefing during Spreading of False News Seminar. Doctor Haji Muhammad Hadi added Islam teaches the followers not to act in haste if there's a vague information in terms of the content and its source. Islam required one to obtain certain number of witnesses to clarify the information. As long as the true fact is not obtained, one is forbid from spreading it as the act is considered as slandering. He expressed his confidence that the spread of fake news can be tackled by understanding and implementing MIB. He added, today's life challenge is no longer in term of physical but rather online competition, that involved known victims or vice versa. The visit ended in KUPU SB library where the visitors were welcomed by Dy Razidah Hj Jamaluddin, Librarian. The library has approximately more than 100,000 books in its collection. The majority of the book collections are specifically on religious study references and Islamic pedagogy. Reading materials, especially for interfaith and comparative studies of religions, are kept in the limited edition area located on first floor of the library. One of the library staff explained that high work commitment and discipline are necessary to maintain the library, especially one that has a large amount of reading material collections .go to page 10

THE NATIONAL LIBRARY OF MYANMAR, NAYPYITAW By Dy Hjh Norsenah Hj Mohd Nasir, Chief Librarian, Politeknik Brunei

On 2 May 2018 eight Brunei Darussalam delegation attending 17th Congress of Southeast Asia Librarians (CONSAL) visited the National Library Myanmar (Naypyitaw). The National Library (Nay Pyi Taw) Yazahtani Road Near Yarzathingaha circle Nay Pyi Taw. The foundation was laid down in 2010 and the new library was opened on 3 May 2013. The National Library of Myanmar is under the Department of Historical Research and National Library, Ministry of Culture. The Library provides the following services: References Services, Reading Room Services, Periodical Services, Children’s Corner Services, Photocopying Services, Library and Internet Services.

The Library acquires its holdings through legal deposit, gifts, donations from private and organizations and purchasing. Materials are added to the collections of the Library at a rate of 5,000 volumes per year. The National Library’s collection contains Books 62683, Magazines 53496, Journals 38924, Newspapers 55062, Palm-leaf manuscripts 53, Parabeik (folded paper parchments) 87, Rare books 42, Books on Myanmar 5150, Thesis 2241, Children books 8527, ASEAN collection 336, United Nations collection 761, Special collection 11014 Total 238376. Digitization project is now undertaking at the National Library of Myanmar since 2010-2011 Fiscal Year. This project includes transforming rare publications and printed publications collection into digital format as e-books. Total 4000,000 volumes of books and periodicals collection are being scanned and transformed into digital format (PDF). There are over 7000 e-books ready to read in the National Library (Nay Pyi Taw), arranged by the ALFA e-books manager software and 48 users can use at any one time.

In 2012-2013 Fiscal Year, the National Library (Nay Pyi Taw) has been installed ELIB (Electronic Library on Web) software which is web-based library Automation System, can set up Internet and allow accessing library online, that intending for all users to access the information on the National Library’s collections. There are over 120,000 data of the library collection is now stored by using this software. The National Library of Myanmar (Nay Pyi Taw) facebook page has been launched in 2013 byhttps://www.facebook.com/nationallibraryofmyanmar and it has operating for library events and activities. The library also collects gazetteers that mention the administrative functions of government in various departments. Five antique recording of the national anthem and a hand-drawn map of Southeast Asia dating back nearly 250 years have been donated to the National Library in Nay Pyi Taw. The map was drawn by French astronomer in 1771. In the past, the Youth Force Group of Companies has also donated furniture and other articles worth K5.5 million to the library in Nay Pyi Taw.

The library was preparing to establish a maintenance centre to preserve ancient Myanmar palm-leaf manuscripts and parabaik (writing folds). This is one of the library’s objectives and will soon become reality. Many of the palm-leaf manuscripts, parabaik and handwriting samples at the library are about 300 to 400 years old and some are almost a millennium old.

4 th REGIONAL WORKSHOP ON SCHOOL LIBRARIES IN SOUTHEAST ASIAN COUNTRIES By Nurul Rasyidah binti Ab. Durahman, Education Officer, Politeknik Brunei

The 4th Regional Workshop on School Libraries in Southeast Asian Countries organized by the International Association of School Librarianship was held as a pre CONSAL Workshop event at the National Library of Myanmar, Naypyitaw, Myanmar on Wednesday 2 May 2018 with the theme Re-energizing School Libraries in the Southeast Asian countries: Connect and Collaborate. The objectives of this workshop were in discussing ways, efforts, sharing knowledge and practices on re-energizing the development of school libraries in Southeast Asian countries. The ceremony was officiated by Union Minister for Education Dr. Myo Thein Gyi.

In his speech, he appreciated the efforts of having such workshop happened for

the first time in Myanmar, in finding a solution on overcoming the problems and

challenges faced by the school librarians not only in Myanmar but also Southeast

Asian countries. With the implementation of the National Education Strategic Plan 2016-20 of Myanmar, with

the aim of establishing an accessible, equitable and effective national education system, he believed that good

education should link with the development of libraries. I agreed with his statement that school library plays an

important role of producing quality education and at the same time, ensures each student has equitable access

to resources and services.

The opening ceremony continued with the speech from Patron of Myanmar Library Association U Tin Maung

Lwin and International Association of School Librarianship Past President Prof. Dr. Diljit Singh. This followed with

traditional dances and music performance by the students from B.E.M.S (3) and B.E.H.S (6). The opening

ceremony concluded with the group photo of the committees and international attendees of the workshop.

The next session of the workshop was the country paper presentations

from six countries, Brunei Darussalam, Indonesia, Japan, Malaysia,

Myanmar and Canada. Myself presenting Brunei Darussalam country

presentation on Reading Initiatives on Children and Young People in

Brunei Darussalam. In this presentation, I talked about initiatives

provided by two selected school libraries in Brunei Darussalam on

reading, in line with the Brunei Darussalam SPN 21 and PISA

assessments. At the same time, I also talked about the involvement on

public and university libraries activities in supporting the culture of reading.

The afternoon workshop started with the parallel discussion sessions conducted by school librarians with three

different themes; connecting and collaborating, reenergizing school libraries and planning library period and

activities. The workshop concluded with remarks from Myanmar Librarian Sayamagyi Daw Tin Phone Nwe.

It was such a fruitful experience, as it was my first presentation

infront of ASEAN members. I learned a lot from each speech and

country presentations from ASEAN school librarians. I was amazed

with their development of libraries, despite, economic constraints,

they managed to organize their libraries to feed the students

information needs. At the same time, by having this kind of

workshop, school librarians can share their experiences, problems,

learn, connect and collaborate with the local and other ASEAN

librarians. Earlier BLA sent 5 delegates to 1st workshop on 10 June

2015 at Srinakharinwirot University, Bangkok, and 3 delegates to

2nd workshop on 18-19 Oct 2016 at Universitas Indonesia, Jakarta.

STUDY VISIT TO THE INFORMATION DEPARTMENT By Dy Rabiatuldawiah Norhidayah Binti Zaini, Library Assistant, Jerudong international School

On Thursday 10 May 2018 fourteen BLA members visited the Information Department led by Dy Saidah Mohammad. The visit covered two departments that is related with the purpose of the visit; Unit Fotografi and the library that are known beginning this year as Penerangan Resources Centre. The purpose of this visit was to see the progress of the library and their photo gallery department and be able learn from their experience that can be applied in our work place. In addition, it is to exchange thoughts and opinions as well

as to gain some knowledge of what they have to offer. The session started with a welcoming speech from the information department and brief introduction about the department. They also explained that the role of the department was as the government's information provider in delivering information and news on government policies, activities and programmes and listening to the latest issues and understanding the mass media agenda in line with the department's motto, 'Nurturing an Informed Society'. Throughout the session, the visitors had the opportunity to watch a short video titled ‘'Ristaan in conjunction with the 65th Anniversary of the Information Department' and introducing the ‘InfoDeptBN’ Information Department Mobile Video.

The visitors then visited the Penerangan Resources Centre and were met by Dy Hjh Rabi’atul’adawiyah Haji A.Ahmad . The library had been moved from first floor to the second floor. The visit included a tour of the Unit Fotografi (Photography) where all photographs of Brunei events are being processed. The negative film from previous years are currently being digitised. All the photos of the events that had been selected and edited will be uploaded into the website www.infofoto.gov.bn.BLA wishes to thank the Information Department for an interesting visit.

TAHLIL AND DOA ARWAH FOR LATE DY SAIDAH HJ MOHAMAD

On 15 May 2018 BLA held a tahlil dan doa arwah in

memory of the late Dy Saidah. It was organized and

held at the library UTB and attended by BLA EXCO,

FOCAL members and LIS attachment students. The

tahlil and doa was led by Hj Abdul Hapidz Hj Ali

Hassan, Librarian UTB. BLA thanked Dy Hjh Pusparaini

and her UTB Team for the arrangements made and

members for the refreshments.

UNISSA LIBRARY CELEBRATES WORLD BOOK DAY WITH AMNESTY WEEK By Dayang Amal Syukriyyah Hj Abd Kahar, Librarian, UNISSA UNISSA Library has come up with an exciting way for their users to celebrate World Book Day for this year 2018.

The library has introduced ‘Amnesty Week’ from 23 April until 30 April 2018. For the duration of the week, their

users enjoy pardons in the shape of discounts over their overdue charges. With this initiative, the library hopes

to retrieve their long overdue loans back, in addition to instilling a sense of belonging among their library users.

As a result over the course of the week, the library has managed to retrieve some of their unreturned books. In

cooperation with the UNISSA Press, library visitors also receive free bookmarks in the period of the Amnesty

Week in spirit of World Book Day.

6 June 2018 The Straits Digital Exchange was officially opened in Singapore in conjunction with the Smart Nation Innovations Week. With the theme 'Accelerating the Digital Economy: Data and Digital Trade', the exchange revolved around the discussion on key relevant components and ecosystems required to propel the digital economy. This includes roles taken by key stakeholders in reducing the gap between the digital 'haves' and 'have-mores', and the role of the public-private partnership in addressing future issues, as well as the future potential of data and its possible challenges. 7 June 2018 University Technology Brunei made its first appearance in the QuacquareliSymonds World University Ranking (QSWUR) at 442. UTB was screened and evaluated against 4,763 institutions from 151 countries taken from the five QS regional rankings. Although 1,011 universities met the criterion and qualified to be included in the ranking, only 1000 universities from 85 countries have been published in the QSWUR 2019 this year. The QS team analysed the institution's Teaching. Employability, Research Strength and Internationalisation using six main performance metrics namely Academic Reputation Survey, Employer Reputation Survey, Faculty Student Ratio, Citation per Faculty and International Faculty.
