4. Future of the Observatory 2011 onwards

  • After having published one issue per year 2007-2010 we now move to 2 annual editions of the Journal (but smaller volumes)
    • Themed edition in June/July following conference theme of year before
    • Open edition in December (mainly on recent research, debates etc., new section on ongoing research)
  • Tasks of the Bonsai Observatory (7 left from 25):
    • Production of the two editions of the journal
    • Research Conference
    • Proposals for comparative research (for external funding)
    • Some targeted research on specific themes

6. Research Conference

    • Will take place in Pisa, 16 September 2011
    • Cooperation with WELPHASE (ENHR) continues
    • Hosts: fio.PSD and the Faculty of Political Science of the University of Pisa
    • Theme:Homelessness, Migration and Demographic Change in Europe
    • Key note speakers
    • Prof. Saskia Sassen (confirmed and announced in call)
    • Maurizio Ferrera (we agreed on him, but tbc by him)
    • Call is out, abstracts to be sent by end of March, decisions on program at EOH meeting in Pisa 15 April

7. Targeted Research Questionnaire Approach

    • Theme:Social Housing Allocation and Homelessness
    • Exploring access to social housing for people who are currently or potentially homeless i.e. within, or at risk of being, within the roofless and houseless groups identified by ETHOS.
    • The research will only be concerned with general needs social housing, i.e. housing that is designed as accommodation rather than as an purpose-built environment in which support services are delivered. It will not explore access to purpose built accom-modation based supported housing services, such as staircase model services, emergency accommodation or homeless hostels.

    • Research Questions:
    • How can access to social housing help tackle homelessness and potential homelessness?
    • What factors facilitate access to social housing for homeless and potentially homeless people?
    • What factors inhibit access to social housing for homeless and potentially homeless people?
    • How can access to social housing for homeless and potentially homeless people be enhanced?

9. Targeted Research Questionnaire Approach

    • Methodology
    • Relatively small scale project relying primarily on a questionnaire based survey of expert respondents in 13 selected member states.
    • National experts will be asked to provide a overview of social housing and homelessness in their societies, but the research will also make quite extensive use of vignettes.
    • Each vignette will present the expert respondents with an example of a household in a situation of current or potential homelessness and ask them to describe and comment upon the social housing options that are potentially available to that household.

    • Timetable
    • Draft questionnaire to be circulated by end of March 2011
    • Finalisation of questionnaire by end of April 2011
    • Questionnaire circulated to expert respondents beginning of May 2011
    • Questionnaires returned by 10th June 2011
    • Draft report to be circulated by end of August 2011

12. Research Agenda (mainly with external funding)

  • Task: Develop Research Agenda for five to ten years and do comparative research on important themes
    • Use 20 years book and input from FEANTSA members as basis
    • Intensify use of external research funding for targeted primary research (e.g. on destitute migrants, risk studies, cost comparisons etc.) with differing external partners
  • Collection of themes has been compiled. Prioritisation next step.
  • Research themes from European Consensus Conference Jury Recommendations will be extracted.
  • Project on destitute migrants will soon be put out to tender under the PROGRESS programme of the EC.
