Section 2a. Monetary Policy Objectives

• The Board of Governors of the Federal Reserve System

and the Federal Open Market Committee shall maintain

long run growth of the monetary and credit aggregates

commensurate with the economy’s long run potential to

increase production, so as to promote effectively the

goals of maximum employment, stable prices and

moderate long-term interest rates.

Federal Reserve Act

• The Federal Reserve controls the three tools of monetary

policy:

• Reserve requirements – Board of Governors

• Discount rate – Board of Governors

• Open market operations – FOMC

• Using these tools, the Federal Reserve influences the

demand for, and supply of, balances that depository

institutions hold at Federal Reserve Banks

• Alters the federal funds rate – the interest rate at

which depository institutions lend balances at the

Federal Reserve to other depository institutions

overnight

Federal Reserve Act

Board of Governors

• The seven members of the Board are nominated by the president and confirmed

by the Senate. A full term is 14 years. One term begins every two years, on

February 1 of even-numbered years. A member who serves a full term may not be

reappointed; a member who completes an unexpired portion of a term may be

reappointed.

• The chairman and vice chairman of the Board are named by the president from

among the members and confirmed by the Senate. The serve a four-year term. A

member’s term on the Board is not affected by his or her status as Chairman or

Vice Chairman.

• U-6: Unemployed, margin and part-time as a percentage of the

labor force

• Includes:

• Total unemployed

• All persons marginally attached to the labor force

• Those who are currently neither working nor looking for

work, but indicate that they want and are available for a job

and have looked for work sometime in the past 12 months

• Total employed part-time for economic reasons

• Those who want and are available for full-time work, but

have had to settle for a part-time schedule

• Measured as a percentage of the civilian labor force

• A curve on a graph in which the yield of the fixed-interest securities is

plotted against the length of time they have to run to maturity

• U.S. Treasury definition: Treasury yield curve rates

• Commonly referred to as “constant maturity Treasury” rates (CMTs)

• Yields are interpolated by the Treasury from the daily yield curve

• This curve, which relates the yield on a security to its time to maturity, is

based on the closing market bid yields on actively traded Treasury

securities in the over-the-counter market

• These market yields are calculated from composites of quotations

obtained by the Federal Reserve Bank of New York

• Yield values are read from the yield curve at fixed maturities:

• 1, 3 and 6 months

• 1, 2, 3, 5, 7, 10, 20 and 30 years

• This method provides a yield for a 10-year maturity, for example, even if

no outstanding security has exactly 10 years remaining to maturity
