    Designating Little Saigon as a Garden Grove Honorary Landmark

    Whereas, Little Saigon, encompassing areas of Garden Grove, Westminster, FountainValley, and Santa Ana, has the largest concentration of Vietnamese-Americans outside ofVietnam; and

    Whereas, Little Saigon began its formation in 1975 with a small cluster of stores nestledamong strawberry and orange fields. Today, the 20-acre site welcomes hundreds ofthousands of visitors per year patronizing more than 4,000 businesses in the area; and

    Whereas, In December 2002, the City approved the installation of two monument signsdesignating a half-mile stretch along Brookhurst Street, from south of the Garden GroveSR-22 Freeway, to north of Hazard Avenue, containing approximately 1,000 businesses,as Little Saigon, Vietnamese Business District of Garden Grove; and

    Whereas, With a Vietnamese-American population of over 47,000, Garden Grove holdsthe distinction of having the highest Vietnamese-American population in SouthernCalifornia. For several years, Garden Grove has hosted the Southern California TetFestival, recognized as the largest Tet Festival outside of Vietnam; and

    Whereas,Garden Grove continues to proudly acknowledge Little Saigons influence as asignificant, recognized, and dynamic commercial center in Garden Grove, and worthy ofbeing named a Garden Grove Honorary Landmark.

    Now, therefore, be it resolved, that the Garden Grove City Council does herebyvenerably designate Little Saigon as an official Garden Grove HonoraryLandmark.

    American political history, Vietnamese representation in this years convention isreflective of the growing political influence and power of Vietnamese Americans, andthe Republican Partys wisdom in giving Vietnamese Americans the opportunity toparticipate in our free-for-all political system. Indeed, the Republican Party has madehistory.

    We, Americans of Vietnamese origin, have chosen to align ourselves with theRepublican Party because we share with the Partys many convictions and beliefs

    concerning with the values of freedom, free enterprise, and individual security. Theseconvictions we have paid with the lives of over 1 million men and women who fought inthe war and the subsequent lost of South Vietnam to the communists in 1975.

    We are grateful to the American people for welcoming us to this land of freedom andopportunities where we were able to rebuild our lives and contribute to the rich cultureof this great nation. The Republican philosophy of hard work and self initiative is well

    understood by Vietnamese Americans. In the 13 short years that we have madeAmerica our new home, we were able to achieve many things. The process ofassimilation is continuing, evident in the fact that most Vietnamese Americans have

    jobs and are self sufficient within a short period of coming over here. Our children, forthe most part, are performing very well in school. All in all, during the last eight yearsunder the leadership and guidance of President Reagan and Vice President GeorgeBush, Vietnamese Americans in this country have prospered in all areas.

    Without doubt, Vietnamese Americans in this election will vote for George Bush as

    they have consistently supported the winning Reagan/Bush ticket in 1980 and 1984.

    In recent years there are many issues and national policies that affect VietnameseAmericans and their family members living in Vietnam. Considered political refugeesVietnamese in this country hold dear to several policies that will plot the future courseof relations between this country and communist Vietnam. The ramifications of anyU.S. policies towards the Vietnamese communists will have a direct effect and bearingon Vietnamese in this country. Indeed, in this regard, the issues Vietnamese

    Americans unanimously care about will determine the level of support for the candidatethat reflect and understand their views. In summary, in this crucial election, at the loca

    and national races, The Republican Party will continue to win Vietnamese support if itpromotes the issues that Vietnamese Americans hold dear.

    On behalf of the Headquarters and as a National Delegate of Vietnamese background,I would like to enlighten the delegates and the Party on Vietnamese concerns, andoffer some recommendations for the Vice President and the Platform Committee.

    Cultural /Diplomatic Relations with Vietnam

    In recent months, the issue of impending relations with the communist Vietnam hascaused a great amount of furor, apprehension, and fear, from among Vietnamese inthe U.S. Proposed relations with Hanoi is perhaps the hottest and most controversiaissue in the Vietnamese community. An overwhelming majority of Vietnamese

    Americans are against any type of exchanges, diplomatic or cultural, with thecommunist regime in Hanoi .

    D.C. Resolution 109 is a short-sighted and ill-advised attempt to gain Hanoi 's greatercooperation in the search for the missing American servicemen. The two Republicansenators intentions along with a number of congressmen in the House, have sent ashock wave of disgust and disbelief throughout the Vietnamese community. Resolution109 was interprete as an ominous first step taken by the U.S. government to establishcloser tie with Vietnam, at the expense of hundreds of thousands of Vietnameserefugees in the exile.

    The introduction of Resolution 109 is an affront to all those who have sacrificed somuch in their fight against communism. But moreover, the actions of these members ofCongress showed their callous disregard for history, and denied the sacrifices of theVietnamese refugees living in the U.S. and all the veterans who have suffered at thehands of these communists.

    There should be no talks of establishing relations with Vietnam at this time.Recognitionof communist Vietnam, at any level, cannot occur when: Hanoi continues to use the

    MIA/ POW issue as a blackmail device; refuses to withdraw hundreds of thousands ofits invading troops from Cambodia; continues to hold thousands of South Vietnamesepolitical prisoners in concentration camps; systematically suppresses all religiousviolates the basic rights of its citizens; and rejects all efforts to reform its own politicalsystem, resulting in the deaths of countless of Vietnamese freedom seekers in theirattempt to escape from Vietnam on the South China Sea.

    There is no justification for the U.S. as the leader of the Free World, to recognize agovernment that holds in contempt the principles she champions, and disregard all theideals that her citizens believe in.

    Damage by Resolution 109, in terms of votes and support, has been done. TheDemocrats have use this emotional issue in the community to their political advantage.The worst fear for the Republicans is to be portrayed as weak on communism througha self-serving desire to cozy up with an oppressive and dictatorial regime.

    Senators Mc Cain and Pressler, as Republican national leaders, should publiclydisavow and withdraw Resolution 109, and pronounce their clear position regardingcommunist Vietnam . Only when these steps are taken will there be no more

    misunderstanding and misperceptions of the Republican Party. The ripple effects of afeeling of betrayal from Vietnamese Americans on this issue must be halted before itcan be seriously hurt Vice President George Bush. Decisive and clear actions fromRepublican leaders must be taken now to reconfirm with Vietnamese American votersof the Republican Partys opposition to recognizing Hanoi , and the Party's strong andconsistent record of opposing communism.

    Since the Fall of Saigon on April 30, 1975, the communist victory has brought aboutwidespread persecution and jailing of freedom loving South Vietnamese. To this day,communist persecution of those who disagree with its oppressive system continues.Over the past 13 years, they have blatantly violated every type of human rights on thebook. The communists have clearly shown their utter disdain and contempt to all thevalues that we, as believers in freedom and democracy, cherished.

    Currently, Hanoi is holding hundreds of thousands of Vietnamese and militaryprisoners. According to some official estimates, there are somewhere between 50,000to 70,000 men and women incarcerated in camps littered throughout Vietnam . Theexact number of prisoners will never be known since the Hanoi government repeatedlyrefuses to discuss this subject under the pretext of internal security.

    Many Vietnamese Americans have friends and relatives in these gulags. Charges ofcruelty and revenge by the communists have been alleged from the visiting familymembers. In fact, even the left leaning human rights group, Amnesty International, had

    charged that the administration of these camps is most inhumane. An untold number ofprisoners, once entering the camps, have never seen their families again. Many havedied from starvation, beatings, torture, and the lack of medical care. Indeed, the ulteriormotive of the communists, it seems, is to orchestrate a slow and painful death for thesepeople.

    The Vietnamese political prisoners are America 's true friends and allies. They arepresently suffering from innumerable physical and mental torture for their devotion tothe defense of democracy. These gallant men and women have not only foughtcommunism to defend freedom in South Vietnam, but moreover, they fought to upholdthe principles of all free men who resolutely refused to live with the communists andtheir rule of terror and subjugation.

    Over the last several years, requests and pressures from the Reagan Administrationhave been persistent on this issue. To placate U.S. pressure and world public opinionVietnam periodically released some prisoners. There are, however, thousands ofprisoners still being held in these camps. Time is running out for them. 13 years havepassed. The prisoners have endured much hardship and humiliation at the hands oftheir communist captors. The leaders in Hanoi should know by now that they can never

    "re-educate" these brave people. There is no point for Hanoi to continue incarceratingthem under such inhumane conditions.

    As a humanitarian issue, the U.S. government through the Republican Party and itsmembers inside the government, should call on the Vietnamese communists to releaseall remaining political prisoners. Initiative on this issue by Republican leaders muststart now in pressuring the Vietnamese communists to unconditionally release thesepeople with deliberate speed. Again, Party leaders should take actions to pressurecommunist officials to heed to the statement of their foreign minister, Nguyen Co

    For many Vietnamese Americans living in this country, the political prisoner issueraises strong emotions, and creates a lasting resolve to have the prisoners reunitedwith their loved ones. To achieve the moral high ground on this humanitarian issue,elected legislators and ranking officials in Congress and the Administration should

    seize the initiative by demanding the freedom of all Vietnamese political prisoners.

    U.S. Immigration Policy and the Refugee Crisis

    Nearly two million refugees have fled Vietnam since 1975. In their attempt to seekfreedom, an estimated 300,000 Vietnamese have perished at sea due to starvation,drowning, and most cruel of all, attacks by sea pirates from neighboring countries.Despite the inherent dangers and the high risk, an increasing number of Vietnamesecontinues to flee Vietnam . These Vietnamese, hopeless victims of a totalitarian

    government is known to the West as the "boat people."

    Sadly, the boat people tragedy is not only limited to the perils and pirates of the SouthChina Sea, but further extends into the refugee camps in countries of second asylum.Here, former boat refugees who have survived the treacherous journey, are treated asuninvited guests and classified as illegal aliens. Many are waiting for years to bereunited with their loved ones in a third country. Some will probably never get theopportunity to join their families because of the increasingly tight restrictions on refugeeintake from Western nations.

    Currently, the U.S. allows a ceiling of 28,000 Vietnamese refugees to enter per year.Each refugee, before being granted permission to resettle in this country, must satisfya set of strict criteria set by the Immigration and Naturalization Service. The number ofVietnamese refugees entering the U.S. has dramatically decreased from a high170,000 in 1979 to a predicted low of 23,000 for fiscal year 1989. According to someVietnamese Americans, this downward trend of refugee intake is indicative of thiscountry's gradual withdrawal from its commitments to help Vietnamese fleeing fromcommunism.

    More bad news await Vietnamese refugees and their family members in theU.S. Anxious to find a quick solution for the refugee crisis once and for allgovernments such as Thailand and Hong Kong are seriously contemplating onrepatriating refugees back to Vietnam . Since the beginning of this year, while receivinga sudden three-fold increase in refugee arrivals, Thailand and Hong Kong , arecurrently giving "maximum emphasis" to turning away incoming Vietnamese boatpeople, leaving them to their own survival instinct on the dangerous seas. Hundreds ofrefugees have died from this cruel and inhumane policy. This barbaric action taken byThailand is only a new beginning to a new and adverse direction in dealing with the

    refugee crisis. Countries of second asylum now consider the bulk of refugee influx as"economic migrants" rather than "political asylums." The ominous threats of repatriationcast a dark cloud of uncertainty over the refugees and caused much concerns fromVietnamese Americans.

    Repatriation -- either forced or voluntary -- is taken as a serious threat by theVietnamese community, of which many of its members still have relatives in the camps

    and wish to be reunited among the refugees themselves, who will certainly faceimprisonment and retribution from the communist government once they are sent back.Once these refugees are in hands of communists, they certainly will be punished andlabeled as criminals and traitors. In the opinions of Vietnamese Americans, sendingVietnamese refugees back to Vietnam is the worst possible solution to the currentcrisis. The source of the problem, Vietnamese in this country agree, is in Hanoi.

    The Vietnamese refugees, contrary to allegations made by critics, fled from Vietnamfor political reasons,. They are legitimate political refugees who left their homeland

    because they cannot co-exist under a communist government. The current refugeecrisis stems from the deteriorating socio-economic and political situation in Vietnam .The communist regime is isolated politically and caught in a perpetual economicstagnation. Domestic solutions within the country through reforms and respect forhuman rights were disregarded by the Hanoi government.

    The fact remains that Vietnamese flee their own native land because they reject aregime that debases the values of liberty and freedom. Vietnamese escape notbecause they were living in poverty, but more precisely because of the oppressiveatmosphere of the country that has taken a strangle over the daily activities of thepeople. Simply put, in fleeing, these people demonstrated their strong opposition to thecommunism and its way of life. By risking their life on these river boats, they havemade the strongest political statement by choosing freedom over tyranny.

    Vietnamese Americans devoted to finding a better, more humane and reasonablesolution to the refugee crisis, have raised several recommendations that thisgovernment could take. As a refugee advocate, I wholeheartedly support the proposedimplementation of these specific steps. They are stated as follows:

    - The U.S. government reconfirms its commitment to receiving refugees fleeingfor political reasons from Vietnam. U.S. initiative on behalf of Vietnamese refugees willsend a strong signal to other governments that our country is still serious andcommitted to resolving the refugee crisis in Southeast Asia.

    - The U.S. government discourages and rejects all proposals from othergovernments to repatriate Vietnamese refugees back to Vietnam.

    - The State Department and the INS request Congress to raise the leveof Vietnamese refugee ceiling for next year from 28,000 to 64,000 in anticipation of thesurge of refugee arrivals this year.

    - The U.S. government through the INS, should relax and amend its refugeescreening process to realistically deal with each refugee's circumstances. The oftenrestrictive and unbending set of criteria of processing, whether to accept or reject a

    refugee applicant, needs to be flexible enough to deal with refugees on a case by casebasis.

    - U.S. Government should take the lead in calling an international nonferrous todeal with the current refugee crisis. Regular meetings of all the nations involved arenecessary to establish an up-to-date and consistent refugee policy.

    Vietnamese in this country and around the world are continuing to urge Westernnations to receive more refugees. Humanitarian concerns must override the self

    interests of politics when dealing with the refugee issue. The worst fear for VietnameseAmericans is that the U.S. will relinquish its moral responsibility to help those whoshare the same fundamental convictions of democratic values. It would be a graveinjustice for the refugees who risk their lives to get away from communism if the U.S.fails to hear their cries for freedom. Famous for its championing of the values offreedom and democracy, the Republican Party can take an active lead in the refugeeissue. The steps suggested above will ease the refugee crisis as well as winning thesupport and gratitude of all Vietnamese Americans.

    Every day, no matter where he goes, Ky Ngo carries two things in his briefcase: an autographed photograph of Ronald Reagan

    and George Bush and a manila folder stuffed with documents about his ailing 23-year-old brother who has been refused

    permission to leave Vietnam.

    The two things symbolize a political passion that has impelled Ngo, who came to the United States two days before Saigon fell

    to the Communists in 1975, to become Orange County's first Vietnamese-American delegate to a Republican NationalConvention.

    This month, Ngo will be one of three delegates to the convention from the 38th Congressional District. The others are Rep.Robert K. Dornan, the congressman for the district and a member of the Republican Party's delegate selection committee, and

    Brian Bennett, Dornan's executive assistant.For Ngo, attending the convention is the culmination of nearly six years of political activism in the Vietnamese-American

    community, during which he has lobbied tirelessly on behalf of the Republican Party.

    Volunteer WorkerIn 1982, Ngo helped organize a Republican voter registration drive in the Vietnamese community. In 1984 and again in 1986,

    he volunteered for both of Dornan's congressional campaigns. And now Ngo is executive director of the Asian American

    Republican Headquarters, where he said he works eight hours a day, seven days a week--all without pay.

    His family and friends provide financial support so that Ngo can afford to do his political work on a volunteer basis.

    "He is a tireless worker," Bennett said, explaining why Dornan chose Ngo as a delegate. "It was just important to us that wehave an activist--hard working, in the trenches--a Vietnamese-American in the delegation. And he fit that mold to a T. He really

    deserves it."

    Dornan has been courting the Vietnamese vote since his first run for Congress in 1984. According to Bennett, about 9% of thevoters in Dornan's district, which encompasses Little Saigon, are of Vietnamese descent. And 95% of them are registered

    Republicans.Like the great majority of Vietnamese immigrants in Orange County, Ngo says he is a Republican first and foremost because he

    is an anti-Communist. And he is anti-Communist, he said, because of what happened to his country. "I came here because I lost

    freedom," he said. "I volunteered because I want to come back to my country some day. I want to speak about what I thinkabout Communists, and I think the Republicans can help me on these things."

    Ngo and his sister, who worked for a U.S.-run orphanage in Saigon, fled their country in a United States military aircraft,

    leaving both their parents and several brothers and sisters.

    NEW ORLEANSEthnically diverse, moderate on social issues, unified behind the candidate, the delegation from RonaldReagan's home state, as much as any in the nation, bears the stamp of Vice President George Bush.

    Yet, like their more conservative, more fractious counterparts from other states, the Californians are wrestling with the problem

    of how to mobilize their party behind a GOP presidential candidate whom California, for only the second time in two decades,

    cannot call its own.

    "We have been so spoiled by the Reagan presidency, particularly in the West. He's our home-grown boy," said delegate Eileen

    Padberg, who works for Bush and who put together California's plan for selecting 350 delegates and alternates, plus more than100 non-voting honorary delegates.

    See New Beginning

    The delegates now are looking to the Republican National Convention as a new beginning to what so far has been a lackluster

    campaign in their state. Many of them complain that it has been marked by apathy and by the worry that the conservatives who

    powered Reagan's campaigns in California have been slow to get behind Bush."What we need is a shot in the arm, a lot of hoopla, a love-in," state Sen. Robert G. Beverly of Manhattan Beach said.

    More than anything, the Californians say that, after eight years of political successes, they must kindle a fighting spirit. As a

    catalyst, they point less to Bush than to their concern that the "Reagan revolution" would be undone by a Democratic victory.It is a matter of saying, "put the Democrats in and you kill the goose that laid the golden egg," said Kenneth L. Khachigian, a

    GOP political consultant and one of Reagan's most trusted speech writers.Angela (Bay) Buchanan of Irvine, a leading voice for conservatives on the delegation, said she believes the convention will

    rouse people if it can unmask Democratic nominee Michael S. Dukakis for the liberal she is convinced he is.

    'Much More Excited'"I came here worried about the polls, worried about Dukakis," Buchanan said. But since arriving at the convention, she said she

    has become "much more excited about seeing a Bush victory."

    Buchanan and Eileen Padberg, both influential Orange County political consultants, reflect diverging views within a delegation

    that must put aside its philosophical differences if it is to win in November.

    Like 69% of California's delegates and 50% of the delegates nationwide, Padberg is opposed to a constitutional amendment thatwould ban abortions. Buchanan, besides being strongly anti-abortion, believes the United States ought to spend a lot more on

    the Strategic Defense Initiative, the missile defense system in space undertaken by Reagan. But her view is shared by only 26%

    of the California delegates."I think the delegation is a good healthy mix of conservatives and moderates, and I think a little bit of both is George Bush,"

    That same blend is evident in delegates like Gaddi H. Vasquez, an Orange County supervisor who opposes abortion and favors

    capital punishment while believing that Republicans must avoid the image of a "party of the rich" by "extending a helpinghand" through job training and child-care programs.

    Poll Shows Stand on IssuesAccording to a Los Angeles Times Poll, a majority of the California delegation is supportive of federal spending for health care

    education, low-income housing and AIDS research while strongly opposing more spending for welfare and foreign aid.

    Like the state, its delegation is an eclectic, occasionally exotic mixture. Among the members is Ravinder Shergill of Fremont, aSikh who came to America from India and finds the Republican Party appealing, he said, because he believes it stands for the

    freedom and self-defense so valued by his own sect. Under Bush, Shergill said, he hoped the party would work more vigorously

    than it has for human rights.Another immigrant is Ky Ngo of Garden Grove, who fled Vietnam as Saigon fell to the Communists in 1975 and who, like

    many of his compatriots in America, joined the Republicans because he feels they are more strongly anti-Communist than theDemocratic Party.

    In the delegation, Latinos, blacks, Asians and women are a distinct minority. Still, Latinos make up 12% of the California

    delegation, compared to 4% for all GOP delegates. Blacks constitute 6% of the state delegation, compared to 4% nationally, and45% of the state's contingent are women, compared to a convention average of 33%. Four percent of the California delegation is

    Asian.

    Padberg said the mix reflects Bush's desire for a delegation reflecting the diversity of the state's voting population. (Unlike most

    states, delegates from California were selected well after it was clear that Bush would be the party's nominee, so he had a much

    stronger hand in shaping its delegation.)But Chip Neilsen, counsel to the Bush campaign in California, said the delegate selection plan also reflected a desire to look

    good in the news media.

    They Sought Balance"There was an awareness that the percentages of women, blacks and Asians would end up in a newspaper story. So, we strived

    for that kind of balance," Neilsen said.The Californians are an upbeat group, their optimism about the nation's economy and their lack of grave concern about the

    deficit reflecting their state's current prosperity.

    But when it comes to Bush's prospects, despite their loyalty to him, they are more than a little nervous."The morale is not red hot in California," said state Sen. Ken Maddy of Fresno. "We've got to come out of this week flying."

    Neilsen, while predicting Bush would prevail, warned: "If the campaign is a repeat of what it has been, Bush will lose."

    It was Sen. Gordon Humphrey, R-N.H., who ignited the issue by suggesting an ideological test for the vicepresidential nominee. Without it, he warned, political conservatives could withhold their support from the

    GOP ticket.

    But dozens of delegates interviewed by The Associated Press on Sunday and Monday broadly rejected that

    suggestion. While many expressed their personal favorites, nearly all said they would support Bush'schoice regardless.

    ''If the nominee wants an 800-pound gorilla, I'm for an 800-pound gorilla,'' said Bill Macon, chairman of

    the Missouri delegation.

    ''A lot of our delegates have favorites. We've got Dole people here. We've got Kemp people here. We'vegot Pat Robertson people here,'' Macon said. ''But I'd bet the family farm that 98 percent of them will

    support Bush's choice.''

    Humphrey had questioned whether Sen. Bob Dole of Kansas was sufficiently conservative, while saying

    Rep. Jack Kemp of New York would pass ideological muster. In dismissing that approach, some delegatesspoke sharply.

    ''I think some of the extreme rightists had better realize that they can't elect a president alone,'' saidIllinois state Sen. Adeline Geo-Karis. Maine Gov. John McKernan said proposing ideological tests was ''one

    of the problems with people in our party who don't put the party first.''

    ''The label you apply to a running mate is irrelevant,'' said Illinois Gov. James R. Thompson, who lastweek withdrew himself from consideration as a vice presidential candidate. South Carolina Gov. Carroll

    Campbell, another of those considered by Bush, said no one on the list of potential running mates was''abhorrent.''

    ''Our duty,'' he said, ''is to stand up with the team.''

    Bush himself brushed aside Humphrey's warning and predicted Monday that the party would support his

    decision. While many delegates affirmed his expectation, they expressed delight at the rampantspeculation attending the choice.

    ''Keeping the vice presidential name secret is good theater, and conventions consist of a considerableamount of theater,'' said Ray Shamie, state party chairman in Massachusetts. ''It adds a little Cajun spice

    to the convention,'' said another state chairman, Rhode Island's J. Michael Levesque. ''Otherwise ... itwould be dull.''

    Delegates offered a diversity of reasons for their favorites for a Bush running mate, ranging from personalpreference for a conservative or a woman to strategic considerations such as Dole's presumed help infarm states.

    But others, such as Republican National Committeeman Donald Cox of Indiana, said Dole's criticism of

    Bush during the primary campaign should disqualify him. And many delegates stressed that compatibility

    should be Bush's prime consideration.

    ''You would be better served to pick somebody you really want to serve with for eight years than to picksomebody that you think's going to pick up one or two votes,'' said Sen. Phil Gramm, of Texas.

    Another prominent Texan, Gov. Bill Clements, favored former U.N. Ambassador Jeane Kirkpatrick for vicepresident, and other delegates said a woman for the second spot could boost Bush's lagging supportamong women.

    ''The ticket needs something to give it pep, something that would help the weak spots,'' said state Sen.Judy Baar Topkina of Illinois. ''It's time a woman was picked,'' said Ky Ngo, a delegate from California.

    Others differed, saying the choice of a woman could be seen as tokenism and would be unlikely in anycase to either help or hurt the ticket. Indeed, speculation aside, many delegates held the view that Bush's

    selection of a running mate would have little effect on the outcome of the race.

    ''Who you choose as vice president is big news for about two weeks,'' said Gramm. ''After that, you'reback down to a race between Michael Dukakis and George Bush.''
