01 introduction

purposeto provide guidance to Victorian Government agencies regarding branding of internal and external communications.

obJeCtiVes1. to increase community recognition, awareness and confidence in the Victorian

Government through brand communication.

2. to increase the effectiveness and consistency of Victorian Government branding.

prinCipLes1. all Victorian Government communications will carry the appropriate Victorian

Government branding device as specified in these guidelines, unless an exemption has been granted by the strategic communications Branch, department of Premier and cabinet (dPc).

2. an approved agency logo may accompany the device as a secondary brand.

02 definitionsfor the purpose of this document:

Brand

‘Brand’ is defined broadly and refers to logos, logotypes, badges, design elements, symbols, slogans, and other visual and aural identification and promotional features.

agency

‘agency’ includes state government departments, portfolio agencies and statutory authorities.

communications

‘communications’ includes all communication or information products, including advertising, publications, stationery, audio-visuals, web pages and signage.

device

‘device’ refers to the insignia in its various forms.

insignia

‘insignia’ refers to the distinguishing logo for the Victorian Government which includes the words ‘state Government Victoria’.

offiCiaL CoLoursthe official colour for all devices is Pantone® 541. Black can be used for outdoor signage. rGB 0-51-102 is the closest web-safe equivalent to Pantone® 541. Wherever possible, devices should appear in these colours or cmyK equivalent.

Where material is being produced in one or two colours, devices may be printed in the predominant colour or black, provided this does not impact on the integrity of the device.

Where the background is a solid dark colour, devices may be reversed out.

if the devices are transparent, the area surrounding the southern cross stars and the text within the main block should reveal the underlying background colour and should not default to white on a coloured background. for reasons of clarity and impact, consideration should be given to the appropriate contrast between the background and the device.

CLearspaCeclearspace is an exclusion zone surrounding a device where no other text or graphics may appear.

the amount of clearspace to be allowed around each device is equal to the height of the letter ‘V’ in Victoria for all devices, regardless of format or version. this is a scalable measurement, so that clearspace increases with device size.

usage

the ‘stand alone’ insignia is the primary logo for the Victorian Government. it should be present on all Victorian Government material including stationery and media. refer to the following pages for other approved variations of the insignia.

DepartmentaL insiGniathe departmental insignia can be applied to Victorian Government communications where it is important to include the name of the relevant department. department name can be left or right of the insignia to allow for flexibility when aligning with other text and graphics. only one department name can be included.

usage

the departmental insignia is used for communication activities including departmental brochures, publications and websites.

the ‘stand alone’ insignia should be used without department names where multiple department names are required to demonstrate a collaborative government approach.

can be used in cases when the Victorian Government is sponsoring or supporting an initiative through funding or in-kind assistance, for example cultural diversity Week.

sPeciFications

the correct logo to use is the insignia with a sponsors’ brand as demonstrated.

the amount of clearspace to be allowed around each device is equal to the height of the letter ‘V’ in Victoria. this is a scalable measurement, so that clearspace increases with device size.

04 Victorian coat of armsthe Victorian coat of arms (hereafter referred to as the coat of arms) may be used on Victorian Government publications that are tabled in Parliament, such as annual reports.

usage

approval should be sought when the coat of arms is to appear alongside all other state and territory coats of arms.

the coat of arms is not to be used by any person or organisation other than the Victorian Government. unauthorised use is subject to penalty under the Unauthorised Documents Act 1958. approval for commercial use or advertising will not be given.

there is only one authorised image of the coat of arms. stylised versions or other artistic interpretations are not permitted.

the coat of arms should not appear more than once in a publication and should be on the cover rather than the title page.

the paramount position for the coat of arms is top left-hand corner, followed by the top centre. it may be placed in other positions provided that no wording or illustration appears above it. to do otherwise will detract from its dignity and will breach protocol.

if a department’s or authority’s logo also appears on the cover, it must be visually subordinate to the coat of arms. there must be no visual suggestion that a department or agency is of equal or greater rank than the state of Victoria.

under no circumstances may the coat of arms be used as a decorative device. approval is rarely given for use on memento, souvenir or collectors’ items and is not approved for use on any sporting apparel. the Victorian Government insignia maybe used when representing a sporting association.

the coat of arms is available in a full colour cmyK version. However, the official colour for printed material is Pantone® 541. Where possible, the coat of arms should be used in the official colour. if the printed material is a single colour, the coat of arms can be printed in that colour. the coat of arms can be reversed out of a solid colour background.

the minimum width of the coat of arms is 15 mm.

in addition to the branding devices set out in this document, Victorian Government agencies are required to put authorisation tags on publications as follows. for further clarification and requests for exemptions please contact strategic communications Branch, dPc.

printGovernment material which contain ministerial statements or key policy announcements by a minister must include an authorisation tag by the minister:

authorised and published by John smith, 1 treasury place, melbourne. (insert month and year of publication). printed by (name and address of printer). other government communication material must carry a tag with authorisation by the Victorian Government:

authorised and published by the Victorian Government, 1 treasury place, melbourne. (insert month and year of publication). printed by (name and address of printer).

raDioall radio advertisements produced for or on behalf of the Victorian Government, unless specifically exempted, must carry the spoken end-tag:

authorised by the Victorian Government, melbourne.

teLeVisionall television advertising produced for or on behalf of the Victorian Government, unless exempted, must carry a pre-end frame containing the ‘stand alone’ insignia, project insignia, initiative insignia or the insignia and a relevant website address. minimum size of the insignia is 70 (h) × 96 (w) mm on a 52 cm screen.

Where possible, the insignia should be in colour Pantone® 541 or rGB 0-51-102.

this should be followed by a black screen end frame displaying the words (in white):

authorised by the Victorian Government, melbourne spoken by [name/s of talent]

this frame must have a duration of 1.5 seconds. the words ‘authorised by the Victorian Government, melbourne’ must also be spoken at the same time as the authorisation end frame is shown. the typeface to be used is futura, centred, and placed as demonstrated on the following page.

onLineHome pages, navigational pages, site entry points and major content pages on all agency websites, mobile sites and online applications, must carry an appropriate branding device. refer to page 6 for minimum size. Where possible, all other pages should carry the words ‘state Government of Victoria’ in their footers.

the branding device used should link to the government portal site www.vic.gov.au, and carry the alt tag ‘state Government of Victoria – link to government home’.

the device should be professionally integrated into web pages, and placed in a position on the page where it can be readily seen when first viewing a screen, without having to scroll.

Publications published online must carry the tag:

authorised and published by the Victorian Government, 1 treasury place, melbourne. (or relevant entity name and address).

GoVernment siGnaGeProvisions in the Electoral Act 2002 requires that all signage that refers to the government or a policy or program needs to be authorised in accordance with section 83.

all government signs and billboards are to be properly authorised under the Electoral Act 2002 subject to circumstances where there is a genuine safety reason or other necessary requirement as to why an authorisation should not be affixed to a sign, for example, where a road sign faces oncoming fast moving traffic.

in the case where the government is a sponsor or contributor and the sign is developed by another external organisation, the Victorian Government insignia should be used. the insignia should be five per cent of the total area.

06 community information BillBoardsthe community information billboard initiative is a common signage program for all Victorian Government departments and agencies. this initiative is one way to inform the community about taxpayer-funded public works that are occurring throughout the state.

the purpose of this style guide is to standardise the production of community information Billboards and make the billboards visually and structurally consistent.

usage

Government departments and agencies must erect community information billboards for all new budget-sector capital works which cost $10,000 or more. ministers are responsible for deciding whether projects should be excluded from displaying a community information billboard.

construction

community information billboards are to be erected at the front of a site three weeks before works commence and removed no later than three weeks after completing the project.

the community information billboard should be the only free standing sign on the site. However, it can be wall mounted if there is insufficient room on the premises. any contracts and construction company signage should be attached to the structure under construction.

more than one sign can be erected where the site has more than one entry point, for example with major roadwork projects.

usage

sign type 1 is used for projects costing between $10,000 and $100,000.

sPeciFications

sign size is 1200 (h) × 900 (w) mm.

top seCtion

‘a Victorian Government Project’ wording and the insignia remain in the same position at all times.

miDDLe seCtion

‘main heading’ wording is to start 250 mm from top of sign at all times. there is provision for up to three lines of text. ‘Brief description of works’ wording to start at 630 mm from top of sign. there is provision for up to four lines of text. depending on the amount of copy in either ‘main heading’ and ‘brief description of works’ there must be a gap of 60 mm between the type sections.

Lower seCtion

‘design and construction details’ are to start 820 mm from the top edge of the sign. there is provision for up to five lines of text. depending on the amount of copy in either ‘brief description of works’ and ‘design and construction details’ make sure there is a gap of 60 mm between the type sections. Works-associated logos are not to exceed 120 mm in width.
