N arendraModi, aged 62 years was sworn

in as India’s 15th Prime Minister on 26th

May 2014 at the grand ceremony on the lawnsof RashtrapathiBhavan which was scintillating and wasattended by 5000 important people from various walksof life and was also graced by neighbouring leaders from8 SAARC countries like Pakistan, Bangladesh and SriLanka etc are the first of its kind in the Parliament historyof India. He assumed office along with 44 ministers fromNDA which is considerably lower than the outgoing UPA government whichhad 71 ministers. SAARC leaders were invited for the first time to theswearing in ceremony by the government which culminates a robust newthrust for furthering the bond of friendship and goodwill between neighbouringcountries is a welcome step which was appreciated by all world leaders thatIndia being in centrality in the region. Modi takes charge for meeting the newchallenges like economic policy to guide foreign policy and policy of reducingministries to the barestminimum. Women may account only for 11% of allLokSabha M.P’s but but they make up 25% of cabinet is a happy augury. Inthe context of governance, fundamental changes emerge in structure, strengthand strategy between 2009 UPA and 2014 NDA. It is pertinent to quote thatBJP is forming only small collection of ministries while Congress backedscatter of ministries. BJP is set itself for a strong PMO. Congress leanedheavily on ministerial groups for big decisions. UPA II emphasised individualministries and independence while NDA emphasised on consolidation andModi oversight. Modi’s pitch is minimum government and maximumgovernance is appreciable. He has consolidated some ministries for bettercoordination and among related ministries. When UPA entrusted to seniorministers.Modi has given it to the middle layer like Minister of State withindependent responsibilities who are his loyalists. He has made a strongPMO, putting faith in bureaucracy saddled with responsibility without fearor favour and PM is in charge of all policy issues. The responsibility of theminister is frequent report to Prime Minister when in UPA it rests with theconcerned minister to report to Prime Minister.

Super structure in UPA – there were two kinds of ministers like Groupof Ministers (GoM), whose recommendations are not bindng and empoweredGroup of Ministerswhose recommendations were binding. Under Modi,PMO is the epicenter of power, an engine of governance with decisions.

Parliament: the absence of majority members to back UPA governmentseem to cripple the LokSabha that made UPA giving poor parliament record,whereas NDA as large majority in the LokSabha will be looking to passregistration pending under new. Though it lacks majority in RajyaSabha, itcan work deft floor management and incremental gains.

Sorry state of affairs: UPA. In the LokSabha, 36% of the bills werepassed, which were debated less than 30 minutes, of these 20 were passed in20 minutes. In the RajyaSabha, 7 bills were debated for less than 5 minutes.In the last LokSaha, several financial proposals were passed without scrutinyand debate. Interim budget in 2014, 2011 and 2012, 81% and 92% of totaldemands were voted altogether without any discussion.

Questioning: LokSabha lost 61% man hours for question hour,RajyaSabha by 59%. Only 10% 6749 questions asked for oral questionswere answered. Only 12% of 6512 in RajyaSabha were answered. Billspending in Lok Sabha were 68 bills and in RajyaSabha were 60 bills. TheModi government hassince taken up bills for scrutiny and discussion forearly passing with any amendments if any. The BJP government has keypolarizing agenda like abrogation of Article 370, Ram Mandir, decision onRam Sethu Project, Uniform Civil Code which protects the rights of allwomen in the country irrespective of religion.

Productivity:LokSabha worked 61% of its scheduled time andRajyaSabha worked for 66%.

Bills Passed: 328 bills were presented out of which 179 bills werepassed in the last 5 years term.

Modi government’s first decision in constituting Special InvestigationTeam (SIT)as per the directives of the Supreme Court to unearth blackmoney stashed abroad seems business like and it has entrusted withpreparation for a comprehensive action to go into details and act and alsosetting up institutional structure, is laudable. The immediate action plan ofthe Finance Minister, ArunJaitley’s key meeting with RBI governor,RaghuramRajan, on macro-economic objectives like combating inflation tokeep prices low and achieving overall growth is appreciable. The governmentmust ensure that the projected ones are completed on schedule without anycost overrun leaving space for cost escalation. The Finance Minster’s agendafor moreinvestments, inflation control, goods and services tax, 100% FDIliberilisation in some sectors, building consensus among departments areworth noting. Health Minister, Harsh Vardhan’s call for giving top priorityto health insurance for all citizens are praise worthy. The state mustconcentrate on own care facilities, effective regular expanding healthcaremanpower, clean drinking water and sanitation, etc.

The government should fulfill all the agenda’s notified with more rigourand on a sustained mission for attaining speedy growth and development inall spheres of activity which are people’s expectations. Modi’s 10 point 100day agenda is a welcome feature for fulfilling growth and stability in thecountry and let us hope he walks the talk.

Dicky Super Trophy 2014 for the Under-14 and Under- 16 categoryrepresenting Tiruvallur District Cricket Association.

Dicky Memorial Tournament which is a prestigious and soughtafter tournament of its kind.

Under 14 - R. Ram Arvindh of AVM Cricket Academy, the youngHurricane scored bulk of runs for TDCA with scores of 148 n.o, 95, 58n.o and 31 ensured TDCA reaching the final. He was well supportedby Deep Narayanan Rout of Budding Stars Cricket Academy,Valasaravakkam with consistent scores of 65,46 and 22. They bothcontributed immensely for their team. For the consistent batting RamArvindh was adjudged the “Best Batsman Of The Tournament”which fetched him a Bi-cycle. A really proud moment for the youngster.Apart from these youngsters Srihari Srinivas also from BuddingStars Cricket Academy captained the team creditably and was a proudcaptain to receive the Runners Up Trophy in the prestigioustournament. He contributed in all the matches by picking up crucialwickets which was instrumental in the team entering the Finals.

Under 16 - The “Best Batsman Of The Tournament” award wastaken by V.Akshay Kumar of Budding Stars Cricket Academy forscoring 44,27,28,52 and 24 . He also was awarded with a Bi-cycle . Hescored consistently and was instrumental in giving a solid start alongwith Aditya Venkatesh in most of the matches. INFERTILITY

Infertility is usually defined as theinability to get pregnant after a year ofunprotected sex. Infertility affects

women and men equally. 1/3rd of infertilitycases are due to female factor infertility. 1/3rd are due to male factor and the remainingdue to problems from both sides orunexplained reasons.

Infertility in women causes: A woman’sage is probably the most significant factorrelated to her ability to conceive. In addition to age, there are a numberof conditions that can interfere with a woman’s fertility includingendometriosis, polysystic ovarian syndrome, pituitary tumors andpelvic inflammatory disease.

Ovulation disorder : 1. Mainly ovulation disorder is one of thecommonest infertility casue that bothers couples today. 2.Polycysticovarian syndromne (PCOS) 3. Blocked fallopian tunes (PID) 4.Physicalproblems with the uterus. 5.Uterine fibroids 6.Sexually transmitteddiseases. 7.Body weight - 12% of all infertility cases are resulted in awomen either being under weight or over weight. 8.Prematuremenopause 9.Ovarian cancer 10.Antisperm antibodies 11.Hormonalproblems.

Causes for male : A man may be infertile because he does not haveenough sperm, because the sperms are not active enough because thepassage or vas deferens is blocked, of problems with ejaculation.

Mumps occuring after puberty. 2.Varicose veins in scrotum.3.Use of certain drugs such as those of depression or high bloodpressure 4.Explosure of the testes to high temperature, such as thosethat result from the wearing of tight , unventilated clothes (Jeans)excessive use of hot tubs, or conditions in the work place. 5.Use oftobacco or alcohol. 6.Hormonal problems. 7.Injury to the testes8.Sexually transmitted diseases, such as gonorrhea.

According to Ayurvedha, conception takes place due to healthysperm, healthy ovum and a healthy uterus. For men and womenreproductive health depends on the health of the Shukra Dhatu. Inwomen the shukra tissue produces the ovum as part of the monthlycycle, and in men the semen is formed due to sexual stimulation.Dhadupushti tablet morning twice a day with milk.
