Physical Infrastrucure 22 Adlieh underpass Urban Transportation The Transportation Sector Land transportation 1 - Overview of the land transportation sector After the end of the Lebanese war, numerous programs and plans followed successively for the reconstruction of Lebanon, among which the urgent rehabilitation program of 1991 adopted by the Government, the “Horizon 2000” program of 1993, the five-year plan for economic development of 1999, and the development program of 2003. Consequently, since 1992 and until today, the road transportation sector specific to people witnessed important works of rehabilitation on the entire Lebanese road network, in addition to opening new roads. Since 1992 and until 2013, projects awarded have reached about US$ 2207, 9 million, among which US$ 1245,3 million of executed projects until the end of 2013 and US$ 962,6 million for projects still under execution. Accordingly, the CDR conducted numerous projects aiming at activating and developing the performance of land transport in all Lebanese regions, among which: • Coastal expressway project • Beirut-Syrian border road project • Penetrator roads for Beirut ring road project • Urban Transport Development Project (UTDP) for Greater Beirut and Mount Lebanon • Rehabilitation and upgrading of Beirut roads network • Rehabilitation project for roads in Beirut suburbs • Rehabilitation project for network of primary and secondary roads in some regions • Implemention of new primary and secondary roads in some regions The Council for Development and Reconstruction implemented part of the above projects and is currently executing other projects and project components. 1 - Overview of the landtransportation sector

2 - Main projects achieved(1992 – 2013)

The Council worked on activatingthe two main axes in Lebanon: thecoastal expressway and Beirut-Syrian border road. It has executedseveral projects and is completingthe remaining projects on those twoaxes in order to guarantee aneffective, fast and securetransportation.Within the two projects of thecapital expressway and Beirut-Syrian border road, many contractshave been executed, mainly:• Completion of study to apply the

International Road Agreement inLebanon.

• Completion of study andpreparation of tender documentsfor the remaining works tocomplete Sour-Naqoura road.

• Widening and rehabilitating theAbdeh-Homs-Abboudiehhighway.

• Execution of the Abdeh-Qoubbetel Choumra highway within theframework of northern coastalroad works until the Syrianborders.

• Execution of the Homs-Aridahhighway within the framework ofnorthern coastal road works untilthe Syrian borders.

• completion of the coastalexpressway towards the northChekka-Tripoli-el Bahsas.

• Rehabilitation of the Tabarja-Chekka highway.• Rehabilitation of coastal roadfrom Daoura to Tabarja.• Rehabilitation of of Nahr el Kalbintersection.• Rehabilitation of coastal highwayin Nahr el Kalb.• The rehabilitation of northern

entrance to Beirut from Daouraand Tabarja.

• Execution of land inclination at

Adma interchange on the northercoastal highway between Tabarjaand Nahr el Kalb.

• The South highway, seafrontsection of Saida (phase 1).

• Execution of street lighting androad traffic safety works for Phase4 of South Highway, Zahrani-Sour-Cana crossing betweenAbou El Aswad interchange andBurj Rahhal intersection; andcompletion of unexecuted streetlighting and road traffic safetyworks of Phase 2 of this highway,falling between Babiliehinterchange and Abou El Aswadinterchange.

• Execution of works of phase 4 ofSouth Highway Zahrani-Sour-Cana crossing between al-LitaniBridge and Burj Rahhal mainroad.

• Re-construction of Masbah bridgeand of the bridge located near theMinistry of Displaced aboveSouth-Beirut highway in Damour.

• Execution of phase 5 works on thecoastal cornice of Saida, includingthe execution of a bridge in Sinniqregion, linking the cornice to thesouthern highway.

• Execution of workscompletingthe project aimed atproviding road traffic safetyfeatures on frontier roads betweenLebanon and Syria in MasnaaRegion.

• Execution of the project aimed atre-building Sofar bridge and partof the highway destroyed duringIsraeli attacks of July 2006.

• Rehabilitation and asphalting ofthe Damascus road, Hazmieh-Sofar section.

• Rehabilitation and asphalting ofthe Mdeirej-Masnaa road.

rehabilitation of Rayak-Baalbacksection (from Douris to Baalbackwith Baalback entrance from TellAammar intersection to Rayak) aspart of the rehabilitation project ofChtaura-Rayak-Baalback Syrianborder road.

• The rehabilitation of the CamilleChamoun Boulevard between theChevrolet and Galerie Semaanintersections.

• The rehabilitation and expansionof Taadod-Rayak road, within theproject of Chtaura-Riyak-Baalback-Northern Lebaneseborder project, parts 1 and 2

• Within the framework of Chtaura-Baalbek- Syrian border road (ElKaa): execution of remainingworks of rehabilitation of easternentrance to Baalbek.

The problem of transportation incity areas is worsening, especiallywithin Greater Beirut and itssurroundings, where it mainly

depends on the use of private cars,which will necessitate, if no publictransportation is developed, thecreation of additional spaces forroads and car parks in addition toadopting a developed system tomanage traffic.

Therefore, the CDR conceived aproject to develop the currenttransportation network of GreaterBeirut and Mount Lebanon.

Urban Development TransportationProject for Greater Beirut andMount Lebanon: This project aims at facilitating thetraffic flow within the GreaterBeirut area and it is composed ofthree parts:• Improvement of main traffic axes,

which includes the construction ofbridges and tunnels at 19intersections and the execution ofrelated works along main roads.

• Installation of 220 traffic lightsand 30 traffic-monitoring

cameras, traffic signs, roadmarkings, and creation of amonitoring and managementcenter for traffic circulation, andimproving the pedestrianwalkways.

• Parking management programwith parking meters for 5000 cars.

Among these projects, numerouscontracts have been executed,mainly:• Daoura bridge• Antelias bridge• Mathaf intersection• Bchamoun-Aaramoun• Hayek bridge• Organize and launch an

awareness campaign• Training of policemen• Installation of traffic lights and

surveillance cameras (appendixnumber 1) (civil works andinstallations)

• Equipp the traffic policeheadquarters with computers andother equipment.

Penetrator roads for Beirut ringroad:It is evident that Beirut ring roadand its associated penetrator roadsaim at reducing traffic congestion ataccess points to the capital andstreamline traffic flow betweennorth and south. Detailed studies ofthe penetrator road network weredivided into 3 sections:- Northern access to Beirut- Central access to Beirut- Southern access to Beirut

Northern suburbs: works arecompleted on the Bourj Hammoud,Jdeideh and Zalka road sections, theroads parallel to Nahr el Maout andNahr Antelias, Dbayeh section,Nahr Beirut-Dawra road, the roadreplacing the railway track insideBourj Hammoud. Rehabilitationworks of Sin el Fil road andSaloumi-Naba’a-Nahr el Maout.

Southern suburbs: works completeduntil today are: road networks atChiyah boulevard/adjacent streetsaxis, Choeifat-Khaldeh Haret Hreikdrainage tunnel for storm water, aswell as the sections of Mreijeh,

Kassis, Ghobeyri, Haret Hreik, Borjel Brajneh, Furn el Chebbak and Ainel Roumaneh. Also, therehabilitation works of Jamous roadand associated services are alsocomplete.

Maritime TransportOverview of the maritimesectorThe major contracts awarded forthe development of Beirut andTripoli ports, financed throughforeign loans, were supervised bythe relevant port administration.The total value of contractsreached about US $175 million,and most of their works arecompleted. The government willfocus its efforts during the nextphase on developing andextending Tripoli port to become amaritime opening for transit shipstowards Iraq.

Main achievements for 1992 -2013Rehabilitation and extension ofBeirut Port:This project comprised thedredging and rehabilitation ofBasins No. 1, 2 and 3, in additionto the completion of Basin No. 4to be used as a container terminal,as well as the achievement ofrelated breakwater. The contractwas awarded to the conglomerategroup Entre Canales/Cubiertasand work has started in thebeginning of 1997. Beirut PortAuthority received technicalassistance covering overallsupervision of the design fromMarseille Port Authority, whilesupervision of the works wasentrusted to Dar al Handassah(Shaer and Partners). The cost ofthe project amounted to US$91.1million, funded in part by a loanfrom the European InvestmentBank (45 million Euro), whileBeirut Port Authority covered theremaining amounts from portrevenues.Beirut Port Authority further

awarded a contract for theconstruction of the first phase ofBasin No. 5. The 600m long and15m deep quay will be used as acontainer terminal. The total costis estimated at approximately US$50 million, auto-financed by theBeirut Port Authority revenues.Beirut Port Authority (provisionaladministration for operating andexploiting Beirut Port) launched atender in the middle of 2004 forthe management and operation ofthe port container station, after theadministration completed theequipping of the station throughthe purchase and installation of themain equipment, and thuselaborating the necessaryoperational terms and conditions.In August 2004, the contract wassigned with the winning bidder (ajoint venture of the BritishMERSEY (MDHC) and theAmerican (IMA). The companystarted its actual activities atBeirut Port on 14/12/2004 underthe name of Beirut InternationalPort Management and the volumeof work is expected to exceed thatof 2005 of 500 thousand TEUunits.

Rehabilitation and Developmentof Tripoli port:In order to ensure navigationalsafety, dredging works andremoval of sediment andaccumulated debris in thecommercial basin and entrancechannel started during autumn1997. Moreover, the wrecks offive sunken vessels were lifted andthe basin was dredged to a depthof 10m at a cost of US$ 2 million.The government commissionedthe French consulting firmSogreah to prepare a master plan

for the development of TripoliPort (financed by the French-Lebanese protocol). The masterplan has been completed today,comprising of:Increasing the depth of theentrance channel from 10 to 13metersConstructing a 600m long quayextending from the existing porttowards Abu Ali riverConstructing an externalbreakwater (1000 meters) andcompletion of the construction ofthe northern breakwater near AbuAli River.As a first step, work started in2001 on deepening the basin andthe entrance channel at a cost ofapproximately US$ 20 million.

Development of Tripoli PortProject:In order to implement the masterplan to develop Tripoli Port, theMarseille Port Administrationcompleted the feasibility study forthe expansion of Tripoli Port andthe European investment bankapproved a loan of 45 millionEuro to finance the expansionworks of this port. These workshave been divided into two lots:Lot 1: Comprises the expansionworks of the temporary road forthe existing main breakwater andextending both the existing mainand secondary breakwaters. Theworks on this lot were awarded inApril 2004, with an approximateamount of US$ 23 million of Jande Nul/Hydromar joint venture.The supervision contract awardedto these works was funded byTripoli Port revenues.Lot 2: Comprises the constructionworks of a new 600m long quay,excavation and deepening of the

port basin to accommodate shipsrequiring up to 15 meters of depthto pass. Lot 2 works have beencarried out by China HarbourEngineering Company, funded byTripoli port resources, and thatafter reaching an agreementbetween the contractor and Tripoliport authorities.

Transformation project of theCommercial Port in Tyre into aTourist Port:A feasibility study for convertingthe commercial port of Tyre into atourism port is completed.

Tourist Port in Jounieh:

A feasibility study has beenachieved in order to assess andevaluate the ecological impact ofthe construction of a tourist port inJounieh.

Main projects underpreparation for 2013 - 2016Tourist port in TyreSince the feasibility study forconverting the commercial port ofTyre into a tourism port iscompleted, it is expected to awardthe detailed studies for this projectprior to its implementation.

Tourist port in JouniehSince the feasibility study in orderto assess and evaluate theecological impact of theconstruction of a tourist port inJounieh is achieved, it is expectedto award the detailed studies forthis project prior to itsimplementation.

AirportsGeneral Overview of the SectorThe master plan of BeirutInternational Airport aimed at

increasing the annual passengercapacity to 6 million yearly, andthat as a first phase. The capacity ofthe airport is expected to increasegradually to 16 million passengersyearly by 2035.

Main achievements during 1992- 2013Phase 1 of the project included theconstruction of a new passengerterminal and two new runways: oneto the east of the existing runway,and the other on land reclaimedfrom the sea, and that in order todivert flight from the skies of thecapital. As a result of these works,the airport is now able to receiveabout thirty planes simultaneously,stationed either at the embarkationgates or in the aircraft parkingyards.Works started in 1994 and are nowcompleted; and some additionalworks are currently underway.Works on Phase 1 of the passengerterminal is complete and was put inservice in 1998. Phase 2 of thepassenger terminal has beencompleted and increased thepassenger capacity to 6 million peryear. At the end of January 2000,various facilities, including twoadditional luggage conveyors werebuilt, and the works werecompleted on June 30, 2000. Thewest runway was put in serviceduring 2001.

The works completed in other partsof the airport are: - Radar building: works completed

- Fire and Rescue Training building:works completed in July 1997

- Infrastructure for passengerterminal and utilities building(electricity, water, main andinternal roads) has been put inservice in the beginning of 1998.The west loop leading to passengerterminal was completed inFebruary 2000

- Two main water reservoirs andtowers are now effectively inservice

- Additional buildings and airportguard and security buildings havebeen handed to Airport Authorities

- Two tunnels in Ouzai, under thewest runway were opened to trafficin December 1997

- Ouzai-Khaldeh interchange atCosta Brava was opened to trafficin December 1997. Khaldehinterchange was open to traffic inSeptember 1999 and the link withold Saida road was completed inDecember 1999
