The University of Baltimore provides innovative education in law, business and

the applied liberal arts to serve the needs of a diverse population.

A public university, the University of Baltimore offers excellent teaching

and a supportive community for undergraduate, graduate and professional

students in an environment distinguished by academic research and public

service. The University:

• makes excellence accessible to traditional and nontraditional students

motivated by professional advancement and civic awareness;

• establishes a foundation for lifelong learning, personal development and

social responsibility;

• combines theory and practice to create meaningful, real-world solutions to

21st-century urban challenges; and

• is an integral partner in the culture, commerce and future of Baltimore and

the region.

The University has become and will continue to be a living learning laboratory

at the center of the Baltimore renaissance. Neither a traditional research

nor comprehensive educational institution, the University will balance the

seemingly contradictory: access and excellence, teaching and research, the

one and the many. Through this creative tension, the University will develop

cutting-edge solutions and new possibilities by relating theory to practice and

understanding to experience. The University’s degree programs and continuing

professional education will help students, faculty and staff understand the past,

assess the present and shape the future. By blending the perspectives of law,

liberal arts and business, the University community will create and transmit

intelligent and practical solutions to challenging issues regionally, nationally

and internationally.

The following narrative reflects accomplishments and program development

toward each tenet of the University’s mission.

LETTER FROM THEPRESIDENT

Dear Friends,

The past year at the University of Baltimore has been marked by the energy of

our growing student body, the momentum of our changing campus and the

continued accomplishments of our faculty and staff. I would like to share with

you some of the year’s accomplishments and outline our plans for the future,

which will remain rooted in a commitment to education that transforms lives.

Proof of the University’s progress in the region’s competitive higher-education

marketplace is clear: For the past three years, UB has led the University System

of Maryland in percentage of enrollment growth; in fact, this fall’s current

headcount of 6,283 is our highest ever. Here’s another measure of success:

In fall 2007, UB accepted its first freshman class in 32 years. This fall, there

are 739 freshmen and sophomores at UB—almost 25 percent of the total

undergraduate population.

In the spring, the Liberal Arts and Policy Building opened to house growing

programs within the Yale Gordon College of Liberal Arts. The project

received a merit award from the Maryland Chapter of the American Institute

of Architects and moves us closer to our goal of providing first-rate classroom

and faculty space throughout campus. January 2010 will mark the opening of

the Fitzgerald Garage, the first phase of the Fitzgerald at UB Midtown project,

which will add 400 parking spaces to campus. Planning is well underway

for the John and Frances Angelos Law Center, the first new construction of

an academic building at UB in close to two decades, with groundbreaking

scheduled for late summer.

Faculty achievements continue to distinguish our institution locally,

regionally and nationally. The Criminal Justice program in the College

of Liberal Arts was certified by the Academy of Criminal Justice Sciences,

becoming one of only two programs in the country to earn certification

at both the graduate and undergraduate levels. The Merrick School of

Business’ online Business Administration program was ranked a “Best Buy”

by GetEducated.com. The School of Law’s July bar passage rate surpassed

the state average for both first-time and overall test-takers.

Of course, we do not exist in isolation. Along with every other University in

the country, we must deal with an unprecedented economic downturn.

I want to emphasize that we will minimize the budget shortfall’s impact on our

core educational mission. In addition, we will continue to enhance students’

classroom experiences, maintain faculty members’ academic pursuits and

support other initiatives that are central to the University’s strategic plan.

In spring 2009, we launched the public phase of our capital campaign,

Uniquely UB: The Campaign for the University of Baltimore. Despite

challenging times, we have raised 73 percent—more than two-thirds—of

the campaign’s $40 million target in the first year of its public phase. We are

confident we will reach our goal for Uniquely UB, the largest campaign in

the University’s 84-year history. These funds will provide essential support

to the student scholarships, faculty research, facilities enhancements and

technological advances necessary to fulfill our distinct mission of providing

practical, affordable, high-quality education.

I want to sincerely thank all of you who share our commitment to that

mission. I am proud of what we have accomplished and excited by the future

University of Baltimore that we can build together.

The new building for the UB School of Law will be an architectural

landmark within UB Midtown and a transformative building

for the University campus. UB selected Behnisch Architekten of

Stuttgart, Germany, in partnership with Baltimore’s Ayers/Saint/

Gross, as the building’s architect, based on the firm’s winning

submission to a much-publicized design competition last fall.

An Abell Foundation grant to the UB Foundation funded the

competition, which brought national and international interest

to the initiative. Construction is slated to begin in 2010 on UB-

owned property at the northeast corner of North Charles Street

and Mount Royal Avenue. The new law center will house state-of-

the-art classroom space, a law library, a moot courtroom, public

law offices and faculty offices.

Construction of the Fitzgerald at UB Midtown, a major public-

private development project, will bring retail businesses, 275

market-rate apartments and a 1,245-space parking garage to a

previously undeveloped property near the center of our growing

urban campus. The garage, which is on track to open in early 2010,

will provide much-needed parking spaces to the UB community

as well as to shoppers and Fitzgerald residents. Other elements

of the project, including a 20,000-square-foot Barnes & Noble

College Booksellers Superstore that will serve as a retail anchor,

are expected to open later in 2010.

As an urban university with more than 6,000 students and 700

employees, the University of Baltimore is uniquely poised to become a

leader in smarter, greener growth. Almost every aspect of campus life

provides opportunities to build a more sustainable community.

UB’s movement toward sustainability is well under way. A

Sustainability Task Force, authorized by the University Council,

brings students, faculty and staff together to explore methods of

encouraging the UB community to become more environmentally

aware and active. UB’s sustainability initiatives include:

• reducing the University’s carbon footprint by implementing an

Energy Performance Contract that will cut UB’s energy use by

30 percent;

• exploring sustainable construction methods and following green

building practices;

• meeting LEED Gold certification standards in new construction,

including the new John and Frances Angelos Law Center;

• promoting increased use of public transportation;

• expanding the University’s recycling program;

• planting more trees on campus; and

• addressing sustainability as part of the University curriculum.

UB’s Liberal Arts and Policy Building, the former home of Loyola

Federal Bank, is an ideal example of the University’s commitment

to repurposing and reusing existing structures while preserving

their design integrity and unique architectural qualities. The

building underwent an extensive renovation before becoming

home to new classrooms and offices for the Yale Gordon College

of Liberal Arts, including the School of Communications Design

and its Ampersand Institute for Words & Images and the School of

Public Affairs and its Schaefer Center for Public Policy.

The University of Baltimore Foundation launched the public

phase of its $40 million capital campaign in spring 2009.

The campaign, the largest in the university’s 84-year history,

has already raised $29.6 million toward the goal. With more

than two-thirds of the goal already in hand, the Foundation is

confident that it will be successful in reaching the $40 million

campaign goal.

The UB campaign will strengthen our already exceptional

academic programs while advancing these priorities:

• establishing endowed funds for student scholarships;

• supporting faculty recognition and research;

• strengthening UB’s programs and centers of excellence;

• improving campus facilities and technology; and

• enhancing the University’s appearance.

A thriving urban campus. A diverse student body. An excellent

faculty of scholar practitioners. Academic programs that meet

the needs of our time. Alumni who engage in civic life and make

countless contributions to the region. In short, UB is unique,

and we are determined to keep it vital, strong, and ready for the

challenges ahead.

For the third time, the Maryland Administrative Office

of the Courts has provided funding for the University of

Baltimore School of Law Center for Families, Children and the

Courts’ Truancy Court Program with a grant of $170,265. The

program, created in 2005, brings together judges, counselors and

education specialists with truant students, service providers, their

parents, teachers and principals in an enhanced effort to improve

overall school attendance.

The program continued to flourish in 2008-09, as the center

worked with six elementary/middle, middle and high schools in

Baltimore City. The Administrative Office of the Courts funding,

combined with a current Charles Crane Family Foundation grant

and a $500,000 federal grant, now enable the center to add two

schools in Baltimore City and to establish the program in schools

in Baltimore, Anne Arundel, Prince George’s and Montgomery

counties over the next two years.

Created as a partnership among the Baltimore City Public School

System, the Office of the Mayor of Baltimore City and the Circuit

Court and District Court for Baltimore City, this initiative has

succeeded with the support of the Charles Crane Family Foundation

and the Maryland Administrative Office of the Courts.

THE TRUANCYCOURT PROGRAM

The American Association of State and Local Historians has

recognized the University of Baltimore’s 2008 “Baltimore ’68:

Riots and Rebirth” project—a yearlong public examination of the

unrest that rocked the city in the wake of the 1968 assassination

of Martin Luther King Jr.—with a pair of awards, one of which is

given to only a handful of nominees.

The project received the Award of Merit, “presented to recognize

excellence for projects (including civic engagement, special projects,

educational programs, exhibits, publications, restoration projects,

etc.), individual achievement, and organizational general excellence.”

“Baltimore ’68” also earned the WOW Award, “an additional

award for an Award of Merit winner whose nomination is

highly inspirational, exhibits exceptional scholarship, and/or is

exceedingly entrepreneurial in terms of funding, partnerships, or

collaborations, creative problem solving, or unusual project design

and inclusiveness.”

In fall 2008, the University of Baltimore launched the Higher

Education Readiness and Orientation for Exceptional Students

Academy, better known as the HEROES Academy, for Baltimore-

area high school students. The University created this initiative

to inspire city students to develop an interest in college life and

to engage the students in meaningful mentoring relationships.

Students spend the day with faculty and staff volunteers at the

University and have the opportunity to not only learn about various

academic programs but also participate in a mock trial, experience

the work of a forensic lab technician, create a marketable product

and much more. Ultimately, this program aims to help talented

area students believe fully in themselves, in their dreams and in

their ability to attain college degrees.

In fiscal year 2009, UB achieved the largest percentage enrollment

increase in the University System for the second year in a row, at 7

percent. The University expects to see increased enrollment in FY

2010 as well. It is important to note that, over the past five years,

UB has made significant progress in this area. In addition to this

most recent achievement, the University experienced a 22 percent

enrollment growth from 2002-08, following a decade in which

UB’s headcount dropped by more than 1,000. We are extremely

proud of this achievement considering we had never before led the

University System in growth.
