Grain: World Markets and Trade
Approved by the World Agricultural Outlook Board - USDA
Expectations that prices in the next few months will hit the record levels of 2007/08 levels are not substantiated by the reality of the global supply situation. Black Sea (Russia, Ukraine, Kazakhstan) wheat exports are expected to plummet 60 percent (21 MMT) on drought-reduced crops. However, traditional exporters, particularly the United States, are holding large supplies that are more than sufficient to compensate for the Black Sea shortfall. In fact, U.S. ending stocks at 26 million tons are three times larger than just a few years ago.
Rice production growth continues to outpace consumption. Record production is expected in major exporting countries such as Thailand, Vietnam, and the United States. Record crops are also expected in large erratic importers such as Indonesia, the Philippines, and Bangladesh. With the bulging government stocks that Thailand is planning to release and large stocks in India, we are looking at ample global rice supplies and stiff competition for export markets.

PRICES: Domestic prices: Prices of all classes of wheat surged in July as expanding export prospects were being spurred by the severe drought in Russia and Kazakhstan and reduced crop prospects in the EU and Ukraine. Hard Red Winter (HRW) jumped 41 percent to $268/ton, and Hard Red Spring (HRS) is also up 24 percent to $312/ton, as global import demand for U.S. hard wheat is expected to expand. Soft White Wheat (SWW) surged 51 percent to $271/ton primarily due to lower available Australian supplies at the end of the season. Soft Red Winter climbed 29 percent to $283/ton and continues to be higher than HRW. Egypt has purchased SRW in the past, but due to the price differential, is currently purchasing HRW. TRADE CHANGES IN 2010/11 Selected Exporters
• Australia is up 1.0 million tons to 16.0 million on larger crop prospects.
• China is increased 1.2 million tons to 2.0 million due to high global prices and ample stocks.
• EU is raised 1.0 million tons to 24.0 million as Black Sea exportable supplies diminish.
• Kazakhstan is reduced 2.0 million tons to 6.0 million on lower crop prospects.
Grain: World Markets and Trade, August 2010

• South Korea is cut 500,000 tons to 3.1 million on rising prices of low-quality wheat. • Nigeria is down 300,000 tons to 3.6 million, slightly lower than last year’s record.
• Philippines is lowered 300,000 tons to 3.0 million on rising prices of low-quality wheat.
• Russia is raised 500,000 tons to 650,000 due to increased demand for milling wheat
caused by its drought-reduced domestic production.
• Syria is cut 500,000 tons to 1.5 million on reduced Black Sea exportable supplies and large domestic carryin stocks.
• Uzbekistan is lowered 300,000 tons to 1.3 million on larger crop prospects.

International: Price quotes have fallen steadily since January, although the rate of decline has decreased, and Vietnamese quotes have even come up slightly. Month-to-month, quotes for Thai 100B are unchanged at $466 per ton FOB, while quotes for Vietnamese 5% are up $36 to $387 FOB, partly due to government efforts to boost prices. Domestic: By contrast, U.S. #2/4 long grain milled rice quotes slid $28 to $428, making U.S. rice quite competitive with Thai 100B. California medium grain #1/4 quotes remain steady at $700 per ton FOB as exporters wait for the new crop to be harvested. TRADE CHANGES for 2010 (unless otherwise noted) Selected Exporters Pakistan is boosted 450,000 tons to 3.8 million on the strong pace of shipments early in the year due to lower prices and India’s ban on non-basmati exports. United States is up 125,000 tons to 3.5 million on the pace of exports. Burma is halved to 300,000 tons as slow global demand and falling prices have prompted exporters to sell stocks domestically or wait for higher international prices.

Selected Importers Bangladesh is raised 50 percent to 600,000 tons as the government seeks imports to boost reserves for the public distribution system. Turkey is doubled to 400,000 tons in 2010 and increased by 50 percent in 2011 (to 300,000 tons) as international medium grain prices have fallen, making imports more affordable.

At the same time, persistent reports of low-quality U.S. corn being shipped likely tempered price gains in the face of a pick-up in sales and shipments. By early August, the discount against Argentine corn had doubled to about $10/ton. Brazilian prices soared as heavy bookings were constrained by poor weather at the ports. TRADE CHANGES IN 2010/11 Selected Exporters
• U.S. corn is boosted sharply by 2.5 million tons to 52.0 million because of reduced exportable supplies in Ukraine, tight supplies of feed-quality wheat, and expectations of continued Chinese import demand.
• Brazilian corn is raised 500,000 tons to a record 8.5 million due to a higher 2009/10
winter crop.
• EU corn is cut 200,000 to 1.0 million because of strong domestic demand for feed grains in the face of smaller wheat and coarse grain crops (imports are boosted 500,000 tons).
• Ukrainian corn is cut by 1.0 million tons to 5.0 million because of a lower expected
crop.
• Australian barley is raised 400,000 tons to 4.0 million on reduced competitor supplies, particularly from Russia and Ukraine.
• EU barley jumps 1.0 million tons to 4.6 million as reduced exportable supplies from
competitor countries, combined with large private and government (intervention) stocks, provide greater export opportunities.
Grain: World Markets and Trade, August 2010
15 Foreign Agricultural Service/USDAOffice of Global Analysis
August 2010
• Russian and Ukrainian barley are lowered 600,000 and 1.2 million tons to 400,000 and 4.0 million, respectively, on sharply reduced crop prospects in both countries (with Russia the lowest in 10 years).
• U.S. sorghum is raised 200,000 tons to 3.8 million; higher demand from Mexico results
from tight carryin supplies after a disappointing late-season crop.
Selected Importers
• Russian corn and barley are raised sharply on reduced crop prospects (but remaining relatively small at 300,000 tons each).
• Chinese corn is boosted by 900,000 tons to 1.0 million due to outstanding sales and
expectations of continued demand in light of relatively high domestic prices. • Israeli and South Korean corn are raised 350,000 and 500,000 tons, respectively, due to
tighter supplies of feed-quality wheat. • Saudi Arabian and Syrian barley are lowered 500,000 and 200,000 tons to 7.0 million
and 300,000, respectively, on sharply reduced exportable supplies in Russia and Ukraine. TRADE CHANGES IN 2009/10 Selected Exporters
• U.S. corn is boosted by 1.0 million tons to 50.0 million based on the pace of sales and
shipments. • Argentine corn is boosted by 1.0 million tons to 14.0 million due to a near-record pace
for new crop shipments.
• Russian and Ukrainian barley are down a combined 800,000 tons due to slower-than-expected late season shipments and sharply reduced new crop supplies.
• Australian and EU barley are up a combined 500,000 tons on strong late-season
shipments.
Selected Importers
• Algerian, Canadian, Indonesian, Iranian, Venezuelan, and Vietnamese corn are raised a combined 2.1 million tons based on trade data (if realized, the latter two are records).
• Saudi Arabian barley imports are lowered 400,000 tons based on recent trade data.

OTHER NOTES Local Marketing Years (LMY): LMY refers to the 12-month period following the main harvest, when the crop is marketed (i.e., consumed, traded, or stored). The year first listed begins a country's LMY for that commodity (2008/09 starts in 2008); except for summer grains in certain Southern Hemisphere countries and for rice in selected countries, where the second year begins the LMY (2008/09 starts in 2009). Key exporter LMY’s are:
Wheat Corn Barley Sorghum Argentina (Dec/Nov) Argentina (Mar/Feb) Australia (Nov/Oct) Argentina (Mar/Feb) Australia (Oct/Sep) Brazil (Mar/Feb) Canada (Aug/Jul) Australia (Mar/Feb) Canada (Aug/Jul) China (Oct/Sep) EU-27 (Jul/Jun) United States (Sep/Aug) China (Jul/Jun) South Africa (May/Apr) Russia (Jul/Jun) EU-27 (Jul/Jun) United States (Sep/Aug) Ukraine (Jul/Jun) India (Apr/Mar) United States (Jun/May) Kazakhstan (Jul/Jun) Russia(Jul/Jun) Turkey (Jun/May) Ukraine (Jul/Jun) United States (Jun/May)
For a complete list of local marketing years, please see the FAS website (http://www.fas.usda.gov/psdonline/psdAvailability.aspx). Stocks: Unless otherwise stated, stock data are based on an aggregate of differing local marketing years and should not be construed as representing world stock levels at a fixed point in time. Consumption: World totals for consumption reflect total utilization, including food, seed, industrial, feed, and waste; as well as differences in local marketing year imports and local marketing year exports. Consumption statistics for regions and individual countries, however, reflect food, seed, industrial, feed, and waste only. Trade: All PSD tables are balanced on the different local marketing years. All trade tables contain Trade Year (TY) data which puts all countries on a uniform, 12-month period for analytical comparisons: wheat is July/June; coarse grains, corn, barley, sorghum, oats, and rye are Oct/Sept; and rice is calendar year. EU Consolidation: The trade figures starting from 1999/00 represent EU-27 and exclude all intra-trade. For the years 1960/61 through 1998/99, figures are the EU-15 and also exclude all intra-trade. EU-15 member states' data for grains are no longer maintained in the official USDA database. Data for the individual NMS-10, plus Bulgaria and Romania, exists only prior to 1999/00. Statistics: (1) Wheat trade statistics include wheat, flour, and selected pasta products on a grain equivalent basis. (2) Rice trade statistics include rough, brown, milled, and broken on a milled

equivalent basis. (3) Coarse grains statistics include corn, barley, sorghum, oats, rye, millet, and mixed grains but exclude trade in barley malt, millet, and mixed grains. Unaccounted: This term includes grain in transit, reporting discrepancies in some countries, and trade to countries outside the USDA database. The Field Crops and Livestock Branch, Industry and Sector Analysis Division, Foreign Agricultural Service, USDA, Washington DC 20250, prepared this circular. Information is gathered from official statistics of foreign governments and other foreign source materials, reports of U.S. agricultural attachés and Foreign Service officers, office research, and related information. Further information may be obtained by writing the Division or telephoning (202) 720-6590.
