Welcome

We are pleased to welcome you to the first edition of the UNDP JPO Service Centre

News and Activity Bulletin. This Bulletin is a great opportunity for the stakeholders of

the UNDP JPO Programme to reflect on what has been achieved in 2010 and to be

informed about the current status of the JPO Programme and the plans for 2011.

News from the Team

During the first quarter of the year, the following changes have taken place with the JPO

Service Centre team: Nadia Simonsen, HR Associate, has joined the Benefits and

Entitlements team of the Staff Administrative Services in Copenhagen. Nadia previously

joined the JPO Service Centre in September 2007, and we take this opportunity to thank

Nadia for her great work and congratulate her on her new position!

JPOs in Senegal

The Bulletin is visiting the UNDP, UNOPS and UNFPA Offices in Dakar, Senegal, to get an

insight into the life of some of our JPOs: they talk about their assignment, Senegal, Regional

and Country Office environment, challenging projects. Read more...

2010, which caused some 250,000 deaths. Enormous challenges have followed:

New JPO Programme Policy and Practice Framework

We are pleased to share the new JPO Programme Policy and Practice Framework that has been recently

approved and which comes into immediate effect. This is the first revision of the Framework since 1995 and it

reflects, among other, changes triggered by the UN contractual reform, and the introduction of the Special

New JPO Recruitment Guidelines

Following the contractual reform and the introduction of a corporate UNDP recruitment framework, we are

pleased to also share the JPO recruitment guidelines that were also recently approved. It is the first time that

UNDP OHR has issued JPO recruitment guidelines which are aligned to the corporate UNDP framework. These

guidelines have been shared with all donors of the JPO Programme. To read the JPO recruitment guidelines,

JPOs with Dual Nationality with US Nationality

JPOs/SARCs holding US nationality or a US permanent residence status may be required to pay

income tax on UN earnings and this might mean higher costs for the donor. As US dual

nationality has a direct impact on the cost of the JPO/SARC it is advisable that agencies and

donors are aware of this as early as possible in the recruitment process. Read more…

Relinquishment of US Permanent Residence

Besides, UN Staff members holding US permanent residence status are required to relinquish

their US permanent residence status before appointment. For JPOs/SARCs in the process of

applying for US citizenship at the time of recruitment, they may be able to continue this process

and still be appointed with the UN, but specific rules apply. Read more...

Looking Back: Achievements in 2010

2010 proved to be both a challenging and positive year

for the UNDP JPO Service Centre: its resource base has

expanded with an increased number of JPOs and an

increased number of partnerships. Furthermore, new

service lines have been developed to provide strategic

human resources support to the JPOs, and to enhance

the contribution of the UNDP JPO Programme to

overall talent management in the Organization.

The following achievements can be highlighted:

Significant expansion of the resource base of the JPO/SARC Programmes in terms of a 10% increase in the numbers of JPOs/SARCs administered by the JPO Service Centre since January 2010 and an increase in the number of partners (63 new UNDP JPOs and 12 new SARCs recruited in 2010).

By the end of 2010, the UNDP JPO Service Centre was administering over 400 JPOs and SARCs, which is the highest figure since the JPO Service Centre was set up in Copenhagen in 2001.

In addition, support was provided to the implementation of the UNFPA and UNAIDS Special Youth Programmes: 9 fellows were administered in 2010. The SYP’s objective is to recruit young people from developing countries for 9 months for a remunerated internship/fellowship.

Development of a comprehensive JPO Orientation Programme, together with the UNDP Learning Resources Centre.

Finalization and approval by the UNDP Operations Group of the JPO Programme Policy and Practice Framework and the JPO Recruitment Guidelines to reflect the contractual reform, align JPO/SARC recruitment with corporate standards, and introduce a Compliance Review Board (CRB) process for JPOs.

Strengthening partnerships: new Memorandum of Understanding negotiated with the Netherlands on the Dutch JPO Programme. WHO, UNAIDS and UNRWA have decided to outsource their JPO selection and recruitment process for the Dutch JPO Programme to the JPO Service Centre.

Client satisfaction rates remained high with more than 90% positive satisfaction for services provided in 2010.

Lastly, the UNDP JPO Service Centre coordinated the organization of the International Organizations Career Development Roundtable (1-2 December), which was organized by the Ministry of Foreign Affairs of Denmark and the Copenhagen-based UN Organizations. The event is one of the major annual HR events among international organizations, hosting more than 100 participants.

Looking ahead: Projects in 2011 and beyond

The UNDP JPO Service Centre will strive to continue providing high quality services to its clients (JPOs, duty

stations, donors and UN Organizations) through timely and accurate communication and human resources

actions, as well as implementing new projects and activities, such as:

Implement the new JPO recruitment guidelines and launch the CRB process for JPOs/SARCs. The new approach will allow for better opportunities for integration of JPOs/SARCs into the UNDP workforce by providing a framework for compliance review.

Further enhance the JPO career development programme, through the professionalization of a career development service line.

Conceptualize and implement a JPO supervisor programme (including dialogue, network, inspiration sessions on management and leadership).

Continue the dialogue with current donors, emerging donors and UN organisations to strengthen current, and explore new partnership opportunities.

Prepare for IPSAS implementation, which will impact on current expenditures and contributions recording/posting in Atlas (UNDP's ERP system).

JPOs/SARCs administered by the UNDP JPO Service Centre

Brief introduction to the JPO and SARC Programmes

The Junior Professional Officer (JPO) Programme offers young professionals under 32 years the opportunity to

gain two to three years of experience in multilateral development cooperation. In turn, JPOs bring up-to-date

academic knowledge to recipient UN Organizations.

In 2003, UNDP expanded its JPO Programme to include a Special Assistant to the Resident Coordinator (SARC)

Programme in response to a need for supporting UN coordination in the field. SARCs are experienced young

professionals (in many cases former JPOs) recruited at the P3 level. The SARC Programme is currently funded

by Denmark, Spain and Sweden.

Both the JPO and SARC Programmes allow UNDP and other United Nations entities to augment professional

staffing capacity and to create a pool of talent to tap into for future staffing needs. Both Programmes also give

participating donor countries a unique opportunity to strengthen their national capacity in the field of

cooperation and to market their nationals with the UN System.

Role of the UNDP JPO Service Centre

Part of the UNDP Office of Human Resources, the UNDP JPO Service

Centre (JPOSC) is in charge of the following activities:

Overall management of the UNDP and affiliated (UNCDF,

UNDOCO, and UNV) JPO Programme, as well as the SARC

Programme. This responsibility includes strategic donor

activities, such as JPO/SARC placements, supervision, career

planning, etc.

Day-to-day contracts, benefits and entitlements administration

of all or some JPOs assigned to partner UN Organizations (UN

Women, UNAIDS, UNFPA, UNIDO, UNITAR, UNOPS, UNRWA,

UNSSC, UNU, UPU, and WHO).

As of 1 January 2011, the UNDP JPO Service Centre is administering

364 JPOs and 39 SARCs:

224 JPOs/SARCs are assigned to UNDP and affiliated funds and

programmes (UNCDF, UNDOCO and UNV)

179 JPOs are assigned to partner UN Agencies that have

delegated the administration of part or all of their JPO

Programme to UNDP.

As of 1 January 2011, the UNDP JPO Service Centre (JPOSC) administers 364 JPOs and 39 SARCs, assigned to 12

UN entities. This is the largest number of clients serviced by the JPOSC since its creation in 2001. The number

of UNDP and affiliated (UNCDF, UNDOCO and UNV) JPOs and SARCs represents 56% of the total population

serviced by the JPOSC.

is the highest percentage of female participants in the JPO/SARC Programmes ever.

Upcoming Activity

As of 1 January 2011, 49 JPO and 4 SARC positions have been selected by the donor community and are in the

process of being filled. The recruitment process varies from post to post: some JPOs/SARCs are in the final

recruitment stage, while other placements will be advertised in the coming months.

Greece has joined the UNDP JPO Programme with four upcoming JPO posts.

more represented in higher level UN positions. This trend is however slowly reversing, as the pool of potential

SARC talent is becoming increasingly female-based.

One JPO/SARC out of three is assigned to sub-Saharan Africa, confirming the donors’ interest in supporting one

of UNDP’s key regions of intervention. The number of JPOs assigned to Headquarters locations has increased

JPO/SARC population).

UNDP JPOs – Retention Rates

Retention groups are defined as follows:

“Retained, current UN Staff” groups former JPOs that still work in the UN System.

“Retained, former UN Staff” groups former JPOs that worked for at least six months within the UN System

after their JPO assignment but that currently have another professional activity or occupation.

“Non Retained JPOs” groups former JPOs that did not work at all, or worked for less than six months,

within the UN System after the completion of their JPO assignment.

Over the last ten years, at least 46% of UNDP and affiliated JPOs continued working in the UN System after

their JPO assignment; and at least 1 JPO out of 3 still works in the UN System. This figure is probably higher as

it is not possible to keep a perfectly accurate carrier track of all separated JPOs.
