Ontwikkelingsplan (OP) 2012-2016: OP 2012-2016 is drafted within the framework the

regeerakkoord and regeringsverklaring It details the strategy, mission and national development

priorties of the government Specifies interventions for reaching the development

goals gives an outlook on funding of national development

initiatives

OP is THE GUIDE for policy implementation of the government over a period of 5 years

The UN program cycle Step 1: Common Country Assessement (CCA) to analyze

the national development situation and identify main development challenges

Step 2: Based on CCA and taking into account National Development Priorities (OP, regeerakkoord, regeringsverklaring)critical development issues are identified in close cunsultation with state and non-state actors, international organizations and other relevant stakeholders

Step3: UN drafts UNDAF based on outcomes step 1 and 2. Governments comments and sees to total alignment of focus areas UNDAF with priorities OP

Step 4: based on approved UNDAF , identified priorties are translated into actions in an operational plan, UNDAP

The President of the Republic of Suriname H.E. D.D. Bouterse states in the Crossroads:

“ the unbalanced relationship between the rich and the poor is the oldest and most fatal disease that

threatens a state”

The so called social contract incorporated in the OP, refers to targetting all issues at the cause of this unbalanced relationship

Amongst the causes are: Poor access to health and education in remote areas Social insecurity of vulnerable groups Poor acces and availibilty of housing Deficit of labourplaces

Poverty alleviation and interventions that promote rural development will be supported strongly

1. Reach the most excluded and disadvantaged populations in Suriname

2. Support the development of key legislations , policies and budgets to promote development

3. Strengthen statistical and information systems and the capacity to analyse and use the data for policy formulation

Interventions towards Aspired Future

Cooperation with the UN will be mainly demonstrated through Technical Assistance for the realisation of the MDGs and other nationally agreed development goals, particularly in health, education, social protection, livelihoods, environment and agriculture, cross cutting areas such as environment, NCD’s, HIV and AIDS, ECD, youth, human rights based approach, and gender mainstreaming, use of innovative technologies to reach isolated and remote communities,Closer cooperation and technical assistance will be strengthened with UN agencies with mandates to support governments priority in agricultural development at all levels.

Monitoring and Evaluation

1. The Ministry of Foreign Affairs (MoFA) on behalf of the Suriname government and the UN Country Team in Suriname. The MoFA and UNCT will meet with the relevant government counterparts twice a year to review progress and pitfalls in the implementation of the UNDAF

2. Three Outcome Working Groups, along the lines of the Outcome Areas of the UNDAF will regularly meet with a purpose to monitoring progress and take remedial action when the expected results are likely not to be achieved. The Outcome Working Groups will be coordinated by the MoFA together with relevant line ministry for each UNDAF Outcome and supported by technical input of all United Nations agencies.

Budget

The UNDAF 2012-2016 has a nominal budget of

30 million USD

Resources come from UN agencies and contributions made by other donors through the UN system

Concluding

The UNDAF 2012-2016 has officially been approved by the council of ministers on February 14th, 2012

The approval demonstrates the commitment of the Government of Suriname at the highest level of decision-making

Concluding

The official signing ceremony today , February 15th, 2012, marks the start of entering into actual implementation of the operational plans .
