. From page 1.According to Philander, the com-

petition is viewed by the motor-sport industry as the standard forengineering graduates to meet, transitioning them from universityto the workplace.

Philander explains that the appli-cation process took over sixmonths.

“This included the developmentof a business plan (were the car togo into production), dynamic fore-casting for acceleration and brak-ing, team selection, fundraising, safety adherences and responsibili-ty, engineering structural integri-ty, electrical safety, driver equip-ment safety, sustainability of mate-rials, design reports, specificationand costing.”

Once the car arrives at Silver-stone it will be faced with a numberof tests and receive points based onthese tests in addition to the pointsalready received during the appli-cation process.

A maximum of 1 000 points areawarded for the combined staticand dynamic tests.

Team leader, Kerwyn Lategaan, says that building the car was theeasy part and that it was the mar-keting and corporate sponsorshipdrive that was daunting.

“Putting together sponsorshipproposals, marketing and businessplans that would generate the capi-tal needed was a huge task in itselfand our presentation to the judgingpanel will carry a lot of weightwhen we are at Silverstone.”

Other faculties of the institutioninvolved in the project included In-formatics and Design Business; aswell as Health and Wellness Scienc-es, who will be responsible for me-dia training, etiquette, photogra-phy, filming, brand building, mar-keting, public relations, health andfitness training, as well as emergen-cy services training.

“This project has highlighted theimportance of team work both withthe students and the involvement oftheir faculty heads in making thisa reality,” added Philander.

Confusion reigns at the Unisa Parow campusafter students were allegedly turned awayand not allowed to write exams due to beinglate on Monday.

The students claim that itwas theuniversi-ty’s fault and are furious that they have tore-register now again for the next semester’sexams.

However Unisa vehemently denies thisand says no student was turned away at alland that there was no problem.

A student tells TygerBurger that between50 to 80 students were given the wrong venueto write their exam and then they arrived at“no man’s door”.

“We have papers indicating that we weresupposed to write our exam at the His Peo-ple’s Church in N1 City at 08:30, but when wearrived there, no one was there to open upfor us,” she says.

“We then made our way to Unisa, some incars and some walking and wanted to know

what was happening, but when we arrivedthere we were left disappointed.”

The student alleges they were told thatthey were late to write the exams at Unisaand could not fall in with those students.

“It was wrong – this wasn’t our fault. Weall studied hard for this exam and then weget told that we can’t write, due to their mis-take.”

She says after waiting to speak to someonethey were given forms to apply to write a spe-cial exam, but were told that they probablywouldn’t get it because the exam is only forstudents who were in accidents.

“There is no one we can speak to, every-thing has to be done via fax and email butthen we never get responses. We were alsotold that we would have to re-register thenand pay again.”

Deidre Stasen, a chief exam invigilator atUnisa, says it is “complete nonsense”.

“Students are turned away when they arelate, but on Monday there was no confusionat the campus ...”

A new short-term wildlife care facility inGrassy Park, was officially opened by Marjo-rie Letoaba of the National Lotteries Board, and Cape of Good Hope (CoGH) SPCA Wild-life Unit Ambassador and environmentalcampaigner, Lewis Pugh last Wednesday.

This centre was purpose-built to enable theCoGHSPCAtoprovide emergency treatmentand short-term care to a wide range of in-jured, sick and errant wild animals.

According to CoGH SPCA CEO Allan Per-rins, the need for a specialist facility hasbeen felt since the CoGH SPCA first beganresponding to wildlife emergencies in early2000.

“With several nature reserves, a nationalpark and long coastline within the greaterCape Town metropole, coupled with a growthin urban sprawl, the incidence of human/wildlife conflicts has risen each year,”hesays.

“However until now our ability to provideoptimal care and treatment to the myriad ofmammals, birds, reptiles and fish rescuedeach year, has been limited by the lack of spe-cialist facilities to properly house and carefor them,”he said

The National Lottery Distribution TrustFund (NLDTF) awarded funding of

R3 993 115 to the CoGH SPCA for the devel-opment of Cape Town’s first Short-TermWildlife Care Facility in November 2010 andconstruction began in earnest in September2011.

In addition to the funds received fromNLDTF the CoGH SPCA invested a furtherR620 000 from reserve funds to enhance theoriginal specifications, bringing the totalbuilding cost to R4 613 115.

Designed by 4th Dimension Studios andbuilt by R+N Master Builders in recordtime, the completed 456m² facility is conven-iently located alongside the Inspectorate of-fices at the CoGH SPCA in Grassy Park

“The facility has been designed and mas-terfully built to enable us to simultaneouslycare for different types of wild animals re-quiring short-term treatment and care be-fore being released back to the wild, or whereappropriate transferred to a long-term reha-bilitation centre,” said Brett Glasby, CoGHSPCA Wildlife Unit supervisor.

“Often all that the displaced animal needsis somewhere safe, warm and quiet to recov-er before being released back to the wild. Forthose with injuries, such as burns orwounds, or those that are emaciated and de-hydrated, we now have the facilities to pro-

vide specialist treatment and care,” he says.“With a commitment to provide 24-hour re-

sponse, 365 days a year and operating to in-ternationally recognised standards, the facil-ity will be a valuable resource to all who careabout the protection and conservation ofwildlife,” says Glasby.

During the last fiscal year (April 2010 toMarch 2011) the CoGH SPCA Wildlife Unit re-sponded to 230 wildlife rescues involvingover 1 000 animals.

The team investigated 183 wildlife crueltycases and was involved in 476 human/wild-life conflict issues.

A dark cloud hung over Delft South onMonday morning as residents protest-ed the ongoing housing problems.

This time around there were protestswith claims that units in a new housingproject in the area were being sold to out-siders. Angry residents who felt that therewere unfair practices took their anger to

the streets blocking the main entrance toDelft South from Symphony Way by burn-ing portable toilets, tyres, and filling theintersection with rubbish.

One of the protesters, Xolani Tsinto, saidthat he was tired of being on a waiting list.

“Every time they build new houses andwe are told that they will be for us, thenit is given to people from outside the area.

“Nobody wants to listen to our prob-lems,” he said.

Khayalethu Makeleni, councillor for thearea, said in a statement that he was awareof claims that units in the new project werebeing sold to outsiders.

Protesters accused Housing Develop-ment Agency staff of selling the houses forbetween R4 000 to R6 000 to people fromKhayelitsha, Langa and other areas.

Calm was restored after leaders from theprotesting group and agency agreed to ameeting tomorrow.

Bellville South police want your help.On Thursday 5 April at about 17:00 mem-

bers of the Railway Unit were called out toa crime scene where the body of an unknownfemale was discovered in the bushes next tothe Spoornet building on Modderdam Roadin Bellville South.

No details of the deceased is known withno identity documents on her person.

She was found with a jersey bound tightly

around her neck and it is suspected that shedied of strangulation.

The deceased, approximately 30 years oldwas dressed in All-Star tackies, a pink braand a black jersey.

Anyone with information about the inci-dent or who could help with identificationcan call the investigating officer, Detective/Constable Jeremy Hall at Bellville SouthSAPS on 021 950 1300.

Can you help ID this victim?

Is your local smokkie or shebeen a sin,or means of sustenance?

The City of Cape Town is currently dis-cussing methods which it can use to mini-mise the social harm caused by alcoholabuse in township areas; while at thesame time looking into ways in whichsustainable economic growth could takeroot in these areas.

“This forms part of our goal to be bothaCaringCity inwhich theneedsof all res-idents are considered as well as the Op-portunity City in which economic oppor-tunities are created,” said Alderman Be-linda Walker, mayoral committeemember for economic, environmentaland spatial planning.

Illegal shebeens and taverns are a partof the local township economy.

Recent legislation, however, hassought to stop such practices, because ofthe disruption that these shebeens cancause, especially in residential areas.

The city is concerned about the eco-nomic hardship that the closure of theseshebeens could have on these individu-als’ livelihood.

In an effort to curb any economic diffi-culty on behalf of the residents and betterregulate this environment, the city hasdrafted the Implementation of EconomicGrowth and Harm Reduction Strategy.

This strategy aims to shift the site ofbusiness transactions from the home andresidential areas to specially createdbusiness corridors and nodes (or highstreets).

The increased thoroughfare in theseareas will have the benefit of creating a

safer space for business transactions, aswell as enabling the shops to reach a fargreater consumer base.

This will enable shebeens to move fromresidential areas where residents oftencomplain of noise disruption and anti-so-cial behaviour to areas where there isgreater business activity.

Because of the increased numbers, there will also be a far wider range ofbusiness opportunities for residents topursue.

This wider range of business opportu-nities will hopefully, to a large degree, off-set the possible job-losses resulting fromthese moves.

In addition more people will mean amore fertile ground for the growth of theentertainment industries such as livemusic.

This could have the knock-on effect ofcreating a recreational culture that is notsolely based on the consumption of alco-hol.

The project has identified seven areaswhere the strategy can be piloted, re-viewed and assessed , namely Harare, TRSection, Nyanga, Gugulethu, Phillipi,Mfuleni and Delft.

The City will adopt a rigorous ap-proach with respect to this programmebased on thorough consultation, localleadership development and integratedproject delivery. In conjunction withthese economic initiatives, the City willbe engaging in social initiatives that aimto educate people about how to build asustainable business/economy, as wellas the dangers of alcohol abuse.

Beware of the compost scamsters! The Bellville South police have been re-

ceiving numerous complaints about per-sons selling compost door to door.

Their method of operation is to chargeR100 for four buckets of the compost, thenquote per bucket to cover the rest of thehousehold’s lawn.

However, they then demand up toR1 000 for the job, because they go overthe quota, supposedly for the extra buck-ets needed for the lawn.

In some of this situations the police hadto be be called in to intervene when home-owners were threatened.

For more information call Warrant Of-ficer Ivan Williams on 021 950 1354/55.

GARY VAN DYK

There’s some music for Mother’sDay for a good cause this Sunday.

Every year music educator KeithTabisher takes young musiciansfrom the area to the National YouthJazz Festival in Grahamstown, andevery year they host a concert to as-sist parents with some of the coststo attend the festival.

Tabisher, who heads the BelharMusic Collective, says that everyyear they have included musiciansfrom the Settlers Jazz Band as wellas members of the local Anglicanchurch band.

He feels that this experience isvery important for the young musi-cians because they get to networkand meet other young people inter-ested in the music.

“You must realise that there areyoung people from across the coun-try at this festival all sharing a lovefor the music, and going to work-shops and concerts of some of thebest international and local tal-ents,” he said.

Tabisher is also not shy to men-tion that over the years many of theBelhar musicians have made it into

the national youth band set-ups.“The concerts to raise funds for

this festival have become an inte-gral part of the local jazz calendar

because local music lovers have re-alised that there is a new genera-

tion of young talent out there thatcan perform at the highest levels.

“This year we are doing thingsslightly differently because we willbe having a theme of Jazz Divas, calling on some of the top young fe-male singers to show off their tal-ent.

“This is a concert that you won’twant to miss,” he said.

The young talents featured in-clude Monique Hellenberg, Lee Gel-derbloem, Lee-Anne Fortuin, LanaCrowster, Ilse De Bruyn, with theBelhar Music Collective, SettlersJazz Band and All-Saints GospelSingers also taking part.

This will all be happening at thehall of Settlers High School in Bel-lville on Sunday starting at 15:00.

Tickets are R100 and includesseating at a table where you will beserved with beautiful music, sconesand tea and a finger supper.

For students or others who do notwant to be seated at a table there isthe option to view the concert fromthe gallery at R50. There will be atuckshop available for those seatedin the gallery.

Homes and businesses will haveto step up and make sure theycomply with the legal require-ments for employing domesticworkers. If not, it could landthem in hot water.

Although these legal provisionsare set out in the Basic Conditionsof Employment and OccupationalHealth and Safety acts, many do-mestic workers still do not enjoythe employment rights guaranteedby these two acts.

The other implication is that non-compliant employers are in factbreaking the law and are subject tofines, prosecution, and in extremecases, possible incarceration ac-cording to the department of la-bour.

Yendor Felgate, CEO of Emer-gence Growth Services, a providerof human capital management, states that non-compliance may becompletely unintentional, and thatadoption of compliance may be hin-dered due to mass ignorance.

Pieter Laubscher, deputy direc-tor for electrical engineering with-in the department of labour statesthat the reasons for the slow rate ofcompliance of employers has notyet been fully determined, howeversteady progress is being made andinspectors are not experiencingmuch resistance to the depart-ment’s labour inspection initiativethat targets both business, as wellas private residences.

Furthermore, according to DavidHoneyman, executive at GuardriskAllied Products and Services, a di-vision of Alexander Forbes, domes-tic workers often do not enjoy in-surance benefits that many busi-nesses provide to their employees.

The most recent national censusis expected to declare a conserva-tive figure of approximately 900 000domestic workers in South Africa, although this figure would be ac-cepted as being lower than the trueamount.

It is also suggested that of this, upto 28 percent of domestic workersremain without the necessary docu-mentation or agreement of formalemployment with employers.

To rectify this matter, the depart-ment of labour has initiated ongo-ing inspections to ensure that com-pliance with the acts is achieved.

In February, the then minister oflabour Herbert Mkhize stated: “Wehave a moral duty to do somethingabout non-compliance. We need oursocial partners to join hands withus in the war against non-compli-ance. Why do we have to use the lawto cajole citizens to do the rightthing? Why do we have to tighteninspectorate sections of labour leg-islation to achieve improved com-pliance? Why do we have to deployan army of inspectors to police com-pliance with what is considered tobe human rights?”

Felgate believes that if most do-mestic worker employers knew

more of the requirements and proc-esses to gain compliance, that theywould do the right thing and com-plete the necessary procedures.

“Our research into why so manyemployers fail to legalise their do-mestic service arrangements indi-cates that while most employers arekeen to do the right thing, few areaware that that their two-day-a-week domestic worker qualifies asan employee. Others are just over-whelmed by the administrativehassle involved in formalising con-tracts, registering with UIF andproducing a payslip.”

“Non-compliance is therefore, inthe majority of cases, not a result ofmalicious intent, but rather a resultof simply not knowing what needsto be done, or how to do it.

“Sadly, this is probably a resultof many years of unregulated do-mestic employment. While I dothink that it is generally knownthat domestic workers are entitledto employment rights, our researchsuggests that there may be confu-sion as to what these rights are,” hesays.

Says Felgate: “Through theDomestere product, EmergenceGrowth Services is well positionedto guide anyone employing a do-mestic worker on how to complywith the Basic Conditions of Em-ployment Act and OccupationalHealth And Safety Act.”

Housing rental units are coming underthe spotlight in various communities.

The City of Cape Town has over 40 000 rent-al units administered by the Human Settle-ments Directorate.

In the immediate vicinity this will affectrental stock in the areas of Elsies River, Bel-har, Bishop Lavis, Bonteheuwel, Leonsdale,Ravensmead and Valhalla Park.

It is of utmost importance that there areaccurate and current records of tenancy toensure that those residing in the units meetthe criteria set out by the city’s policies.

“As part of the city’s commitment to beinga Caring and a Well-run City, it is essentialthat those who are most in need benefit fromour residential units,” said Councillor Er-nest Sonnenberg, mayoral committee mem-ber for human settlements.

“In addition, we have a large number ofpeople living in the back yards of our resi-dential units. The survey will eventually as-sist the city in providing, for those that re-quire it, basic services through the Back-yarder Upgrade Project,” Sonnenbergadded.

As part of the project, over the next twomonths assessors appointed by the City ofCape Town will be visiting all the city’s resi-dential units to record the details of the occu-pants.

The city has appointed a service providerthat will be utilising local community mem-bers to conduct the survey, thereby creatingemployment opportunities.

They will be provided with the necessaryidentification and tenants must insist onseeing this.

The survey will encompass the following:. An assessment of all occupants in order

to: Obtain names, addresses and contactnumbers. Assess eligibility of current ten-ants/occupants.Assist thosewhocan, to reg-ister on the housing database. Help those onthe database ascertain relevant details. En-sure the local Housing Office is aware of anyspecial needs requirements;

. An income survey, and

. Ascertain the existence of structures, both formal and informal, on the propertyand the occupancy status. This will establishthe numbers and demographics of the back-yarder occupants.

THINK OF IT AS A GIFT HORSE AND YOU’REABOUT TO LOOK IT IN THE MOUTH

ANDRÉ BAKKES

The firefighter is breathing quickly andsweating profusely.

He just dragged two lengths of hose simulta-neously for 90metreswhile fully clothed inhisfirefighting gear. This is quite a feat sincethese hoses weigh 90 kilograms each.

The man is racing against the clock to com-plete the obstacle course at Goodwood FireStation.

He is competing against approximately 100firefighters from across South Africa in the

“Toughest Firefighter Alive” competition, which was held on Saturday.

He adjusts his breathing apparatus set andcontinues along the obstacle course throughtunnels. First he pulls a heavy human dum-my, then two drums of foam weighing 25 kilo-grams each, then he climbs a three metre walland jumps off on the other side.

With people urging him on, he runs to thetower and carries two 20 kilogram drums upto the third floor and then he pulls two lengthsof hose weighing 160 kilograms up the tower.

Finally, the man runs up a 23 floor fire es-cape with his full firefighting gear and breath-ing apparatus set. The contestant who suc-cessfully completes all four stages in theshortest period of time will be declared thewinner.

Almost 100 other firefighters completed thecourse – and some of them were women!

Theo Layne, media spokesperson for Fireand Rescue Services, says some of the womenare so fit that there isn’t a big difference be-tween the completion time of the sexes.

“This competition is mainly strength andstamina orientated,” he confirms.

“As part of the firefighters’ daily routine, they are required to spend a certain amountof time in the gym daily. In fact, every fire sta-tion has a gym. Each firefighter will have anannual evaluation, and if they don’t pass thenthey will have six months to get up to stand-ard.”

Layne says that this event is the second ofits kind for Goodwood Fire Station, but thatits popularity is growing fast.

“Last year we had 60 entrants and we hopewe have even more next year!” he exclaims.

They opened the competition to the rest ofSouth Africa this year, so the number of con-testants nearly doubled.

There were also about 200 members of thepublic cheering on the firefighters, so Good-wood Fire Station was buzzing with excite-

ment from early on Saturday till late in theafternoon.

“Next year we want a bigger venue,” con-cludes Layne with a smile.

Oneof the contestants, LesleyColtman fromPort Elizabeth, had to face adversity beforethe event even started, because his gear wasstolen in Pinelands the evening before.

Says Coltman: “We came through yesterday(Friday) and then someone stole all the equip-ment from the car. There’s been a lot of resist-ance for me to compete here today, but I be-lieve the breakthrough at the end will beworth it! If you can’t kill me, you’re only goingto make me stronger!”

It’s hard to believe that these firefighterscan actually become any stronger than theyalready are.

The eventual winner was Rudi van der Bergfrom Wynberg.

THOMAS CAROLUS

It is do or die for Engen Santos when theyface AmaZulu on Saturday in Durban in anAbsa Premier League match.

With Santos in a troubling log position, sec-ond from bottom, the three points on Saturdayare critical if the team from the Cape flats areto have any hope of moving out of the relega-tion zone.

At the end of the second round the People’sTeam find themselves at the wrong end of thetable grouped among newly promoted JomoCosmos and Black Leopards.

While a record of five wins and five drawsfrom 24 games is nothing to boast about, the

People’s Team can take some solace from thefact that their form so far has often beliedtheir results. A combination of poor finishingin front of goal and uncustomary lapses inconcentration at the back sees Duncan Crow-ie’s charges currently occupying 15th placeon the league standings.

“So far we have been very inconsistent. Af-ter a poor start, we managed to regroup andpicked up a few good results.

“Thereafter we slipped back into the samepattern again, mainly because we are not con-verting our chances,” comments Crowie.

As one of the country’s oldest clubs andwith a potentially large supporter base, thereis no doubt that they will want to win thisgame.

Belhar is terug up die wenpad met sy oorwinning van 3431 oor Tygerberg. Prince Mofokeng(Belhar se senter) duik hier vir die doellyn, terwyl Julian Karolus vergeefs probeer keer.
