The Board may not include semester credit hours earned by a

resident undergraduate student who has previously attempted a

number of semester credit hours that exceeds by at least 30 hours

the number of semester credit hours required for completion of the

degree program for which the student is enrolled.

Exceptions to the above limitations Hours from previous Bachelor’s degree

Hours earned by examination

Remedial or other courses that do not count towards a degree program

Hours earned at a private or out-of-state institution

Dual Credit Hours

The Board may not include semester credit hours earned by a

Exceptions to the above limitations Board may approve formula funding for doctoral semester credit hours, not to

exceed 130 total semester credit hours if the institution:

Provides substantial evidence that the particular field of study requires a higher

number of semester credit hours to maintain nationally competitive standards

Provides evidence that the student’s program or research is likely to provide

substantial benefit to medical or scientific advancement that requires additional

semester credit hours; or

Provides other compelling academic reasons that support the request

PROPOSED: TEC 54.014 allows UTSA to charge Resident

Undergraduates up to the Non-resident Undergraduate Tuition Rate

for both excessive and repeated hours: $438.41 per SCH effective Fall 2014

$ 556.65 per SCH effective Fall 2015

Students who take hours outside of their degree program or repeat

courses already taken, resulting in extensions of their graduation

date, represent higher costs for themselves, UTSA and the State of

Texas. When State funding is withdrawn, institutions need to

recoup that lost tuition revenue as authorized by Texas Education

Code.
