EXECUTIVE SUMMARY
This report presents the findings of a Phase II environmental site assessment (ESA) conducted at the Rock
Hill Bleachery (RHB) Targeted Brownfields Assessment (TBA) site, under Contract Number (No.) EP-
W-05-054, Technical Direction Document (TDD) No. TTEMI-05-003-0151. This Phase II ESA was
conducted by the Tetra Tech Superfund Technical Assessment and Response Team (START) on behalf of
the U.S. Environmental Protection Agency (EPA).
In 1929, the Rock Hill Printing and Finishing Company (also known as the Bleachery) began operations
at 420 West White Street in Rock Hill, York County, South Carolina. RHB produced bleached and dyed
cotton and polyester blend fabrics until 1998, when all operations ceased. During operations, the site
included a main manufacturing building (main building), which was a combination of five contiguous
buildings and numerous separate buildings, generally located on the north side of the main building. The
site also included a coal- and oil-fired boiler house, a water treatment plant, a 2 million-gallon reservoir,
exterior bulk storage tanks, a foundry, a chrome plating room, a metal wash room, a print roller room, a
dye mixing room, a dye creations room, a bleachery, a boil-off room, a machine shop, storage and
maintenance buildings, guard houses, offices, and warehouses. Most of the original buildings and
subsequent expansion buildings were demolished between 2010 and 2011, leaving only an office
building, boiler house, water treatment plant, pump house, guard house, and reservoir.
In May 2010, Irminger Consulting, Inc (ICI), on behalf of the City of Rock Hill, conducted a Phase I ESA
at the RHB property. The Phase I ESA consisted of a records review; site reconnaissance; and interviews
with personnel knowledgeable about the site; and preparation of the Phase I ESA report.
Based on the Phase I ESA, between October 2010 and April 2011, ICI conducted an interim Phase II ESA
to build on existing data and fill data gaps from previous assessment and remediation activities. The
interim Phase II ESA was conducted concurrent with demolition activities. The goal of the interim Phase
II ESA was to provide a thorough understanding of the environmental risks, allowing safe re-development
of the RHB property.
In March 2011, Crossroads Environmental, LLC, completed an asbestos inspection, including asbestos
sampling, in the four-story office building and water treatment plant. Asbestos-containing materials,
including floor tiles, pipe insulation, hard joint insulation, and transite panels, were identified in both
buildings in conditions ranging from good to significantly damaged. The types of asbestos detected were
chrysotile and amosite.

In September 2012, Tetra Tech mobilized to the RHB site, conducted an initial assessment of the
property, and identified recognized environmental conditions (REC) and potential RECs that would form
the basis for the Phase II ESA sampling strategy. The following were identified as RECs or potential
RECs:
Six underground storage tanks (USTs) were closed in place (contents pumped out and UST filledwith a solid foam material). Specifically, three USTs contained varsol, one UST contained diesel,and two USTs contained gasoline. Details regarding the closure of these USTs (includingpossible sampling) are not available. Therefore, it is not known whether the USTs leaked into thesurrounding soil before closure.
Three vaults that contained oil and water were closed in place. Details regarding closure of thesevaults (including possible sampling) are not available. Therefore, it is not known whether thevaults leaked into the surrounding soil before closure.
The sump that contained used oil was closed in place during demolition activities. Detailsregarding closure of the sump (including possible sampling) are not available. Therefore, it is notknown whether the sump leaked into the surrounding soil before closure.
The flooded basement of the boiler house was identified as a potential REC. The origin of thewater is unknown.
The former chrome plating area was identified as a REC because soils in this area havehistorically contained high levels of metals and semivolatile organic compounds (SVOC).
In most soil samples collected during the interim Phase II ESA, SVOCs — such asbenzo(a)anthracene, benzo(a)pyrene, and indeno(1,2,3-cd)pyrene — were not detected; however,the reporting limits for these analytes were above the EPA Regional Screening Levels (RSL) forindustrial soil in many samples, thereby precluding the non-detects from being definitive. Soilson the property were identified as a potential REC because it is unknown whether SVOCs arepresent above EPA RSLs for industrial soil.
During the week of October 1, 2012, a Tetra Tech subcontractor, GEL Geophysics, LLC (GEL), mapped
all underground structures, objects, and utilities at the RHB property in preparation for the Phase II ESA
sampling event. Several areas were identified as potentially containing buried objects, including the areas
where known underground structures, such as vaults, sumps, and USTs, are located. Tetra Tech used the
map of subsurface features generated by GEL to navigate around buried objects during Phase II ESA
sampling activities.
During the week of October 29, 2012, Tetra Tech conducted initial Phase II ESA activities at the RHB
property. The purpose of the Phase II ESA was to assess the presence and nature of contamination, if
any, and to collect data to formulate the basis for an Analysis of Brownfields Cleanup Alternatives.
RECs, possible RECs, and other environmental hazards identified during the Phase I and interim Phase II
ESA reports, as well as during the site visit, were targeted for assessment. Surface and subsurface soil,

groundwater, surface water, and sediment were sampled to address these conditions. The results are
summarized below:
Surface soil samples collected in the former chrome plating area contained SVOCs and metals at
concentrations exceeding EPA RSLs for industrial soil. Subsurface soil samples contained arsenic at
concentrations exceeding its EPA RSL for industrial soil. In addition, butylbenzylphthalate was detected
in one surface soil sample at an elevated concentration. Subsurface soil samples contained arsenic,
chromium, lead, mercury, and zinc, among others, at elevated concentrations.
Subsurface soil samples collected from the proposed grassy area contained benzo(a)anthracene,
benzo(a)pyrene, benzo(b)fluoranthene, dibenz(a,h)anthracene, and indeno(1,2,3-cd)pyrene at
concentrations that exceeded their EPA RSLs for industrial soil. In addition, surface and subsurface soil
samples contained elevated concentrations of SVOCs.
Composite subsurface soil samples were collected from 18 grids across the property. Of those, 11 grids
contained SVOCs at concentrations exceeding their EPA RSLs for industrial soil and nine grids contained
arsenic at concentrations exceeding its EPA RSL for industrial soil. Several grids also contained elevated
concentrations of SVOCs and metals.
Subsurface soil samples collected around the diesel UST contained diesel range organics (DRO) and lead.
Subsurface soil samples collected around the two gasoline USTs contained gasoline range organics
(GRO) and lead. Subsurface soil samples collected around the used oil sump contained DRO, GRO, and
lead. Subsurface soil samples collected around the three oil and water vaults contained DRO and lead.
(GRO was not detected.) All of the subsurface soil samples collected around the varsol USTs contained
varsol range organics (VRO). Based on the analytical results, it appears that the diesel UST, the used oil
sump, and the varsol USTs leaked hazardous substances into the surrounding soil.
Of the six monitoring wells sampled, one well contained volatile organic compounds (VOC) exceeding
EPA maximum contaminant levels (MCL). Specifically, monitoring well MW-13, located near the
former machine shop in the office building, contained tetrachloroethene (PCE) and trichloroethene (TCE)
at concentrations exceeding their EPA MCL of 5.0 µg/L.
Surface water samples collected from the unnamed tributary of Wildcat Creek contained zinc at
concentrations exceeding its freshwater acute and freshwater chronic EPA Region 4 surface water
screening values (SWSV). Sediment samples collected from the unnamed tributary of Wildcat Creek
contained PCB-1248 at a concentration exceeding the EPA Region 4 sediment screening value (SSV) for

total polychlorinated biphenyls (PCB). Sediment samples also contained arsenic, lead, and zinc at
concentrations exceeding their EPA Region 4 SSVs.
The City of Rock Hill requested that EPA further investigate seven of the areas identified during the
geophysical survey to determine whether previously unidentified buried objects, such as USTs, were
present. In November 2012, Tetra Tech returned to the site to oversee trenching in the seven areas
requested by the City of Rock Hill. During trenching, Tetra Tech did not observe any USTs or other
underground structures in the seven areas of concern. However, large pieces of construction debris, such
as sections of brick walls and concrete foundations, were observed in each of the seven areas. During
excavation in the area of the former elevator vault located in the southeastern portion of the site, a strong
used oil odor was noted at about 8 feet below ground surface (bgs). In addition, a strong gasoline odor
was noted in the former transformer area at around 6 feet bgs. All of the trenches were backfilled prior to
demobilization.
Based on the results of trenching, EPA requested Tetra Tech return to the site to collect samples in the
former elevator vault and former transformer areas. In December 2012, Tetra Tech collected two grab
soil samples from the former elevator vault at 8 feet bgs. The subsurface soil samples contained, PCB-
1254, anthracene, benzo(a)anthracene, benzo(a)pyrene, benzo(b)fluoranthene, chrysene, fluoranthene,
indeno(1,2,3-cd)pyrene, phenanthrene, and pyrene. Benzo(a)anthracene, benzo(a)pyrene,
benzo(b)fluoranthene, and indeno(1,2,3-cd)pyrene were detected at concentrations exceeding their EPA
RSLs for industrial soil.
Four soil borings were advanced north, east, south, and west of the trench that contained the gasoline odor
in the former transformer area. Free product was observed in the northern and southern soil borings at 4.5
to 5.5 feet bgs and 5.5 to 6.5 feet bgs. A strong gasoline odor was also noted. The eastern and western
soil borings did not have an odor and did not contain free product; therefore, samples were not collected
from these borings. Grab subsurface soil samples were collected from the northern and southern soil
borings at the depths containing free product. The samples contained GRO, ethylbenzene,
isopropylbenzene, methylcyclohexane, and arsenic. PCBs were not detected in either sample.
As a result of the presence of gasoline free product in the former transformer area during the December
2012 additional soil sampling event, Tetra Tech was tasked by EPA to delineate the lateral and vertical
extent of the gasoline contamination. On January 10, 2013, soil borings were advanced radially from the
trench at 20-foot intervals. Soil borings were advanced down to 15 feet bgs and were screened
continuously for VOCs using a photoionization detector (PID). Tetra Tech continued to advance borings
radially until VOCs were not detected with the PID. Based on PID readings, gasoline free product

extends laterally about 20 feet north of the trench and about 80 feet south of the trench. Vertically, the
free product extends down to 15 feet bgs.
Tetra Tech collected six grab subsurface soil samples with a mixture of high, mid-level, and low PID
readings to confirm the PID screening. The samples contained GRO, ethylbenzene, isopropylbenzene,
methylcyclohexane, and naphthalene. Naphthalene exceeded its EPA RSL of 18,000 µg/kg for industrial
soil in one subsurface soil sample. PCBs were not detected in soil samples collected from the former
transformer area.

1.0 INTRODUCTION
The U.S. Environmental Protection Agency (EPA) directed the Tetra Tech, Superfund Technical
Assessment and Response Team (START) to conduct a Phase II environmental site assessment (ESA),
including collection of samples, at the Rock Hill Bleachery (RHB) Targeted Brownfields Assessment
(TBA) site, under Contract Number (No.) EP-W-05-054, Technical Direction Document (TDD) No.
TTEMI-05-003-0151. This Phase II ESA report describes the types, numbers, and locations of samples
collected during the Phase II ESA sampling event, as well as the sampling methodologies followed and
the results of the laboratory analysis.
The general purposes of a Phase II ESA are to evaluate the recognized environmental conditions (REC)
identified during the Phase I assessment conducted at the property and to collect samples to determine the
presence and nature of contamination, if any. Phase II ESA activities at RHB included the following:
Conducting a geophysical survey of the property
Collecting surface and subsurface soil samples for laboratory analysis
Collecting groundwater samples for laboratory analysis
Collecting surface water, sediment, and basement water samples for laboratory analysis
Delineating the lateral and vertical extent of free product located in the former transformer area
Preparing written and photographic documentation of site features and sampling locations
Preparing sampling and chain-of-custody documentation.
In addition to this introduction, the Phase II ESA report is organized as follows:

All activities and procedures discussed and described in this Phase II ESA report were conducted in
accordance with the approved Tetra Tech START Quality Management Plan (Reference [Ref.] 1). To

These guidance documents specifically apply to sampling locations, sample types, sampling procedures,
use of data, data types, field quality assurance and quality control (QA/QC) samples, and sample analysis.
2.0 SITE BACKGROUND
This section discusses the site location and description, and provides a brief summary of previous
investigations conducted at the site. The full investigation of historical property uses, a detailed
description of on-site buildings and structures, and previous investigations can be found in the Phase I
report (Ref. 7).
2.1 SITE LOCATION AND DESCRIPTION
The RHB property, located at 420 West White Street in Rock Hill, York County, South Carolina, is
approximately 23.4 acres and is surrounded by residential, commercial, and industrial areas of Rock Hill
(see Figure 1 in Appendix A). The property is bordered to the north by Stewart Avenue and residential

properties beyond, to the east by railroad tracks and residential and commercial properties beyond, to the
south by an industrial property, and to the west by West White Street and a cemetery beyond (see Figure
2 in Appendix A). The geographic coordinates for the RHB site, as measured from the approximate
center of the property, are latitude 34.933075 degrees north and longitude 81.030849 degrees west.
In 1929, the Rock Hill Printing and Finishing Company (also known as the Bleachery), owned by Springs
Industries, began operations at 420 West White Street (Ref. 8). RHB produced bleached and dyed cotton
and polyester blend fabrics until 1998, when all operations ceased. During operations, the facility
included a main manufacturing building (main building), which was a combination of five contiguous
buildings and numerous separate buildings, generally located on the north side of the main building. The
facility also included a coal- and oil-fired boiler house, a water treatment plant, a 2 million-gallon
reservoir, exterior bulk storage tanks, a foundry, a chrome plating room, a metal wash room, a print roller
room, a dye mixing room, a dye creations room, a bleachery, a boil-off room, a machine shop, storage and
maintenance buildings, guard houses, offices, and warehouses (see Figure 2 in Appendix A) (Ref. 7).
In the 1930s, the water treatment plant was constructed on the northeastern corner of the property. Raw
water pumped from the Catawba River was treated in the water treatment plant by a succession of sand
filters, clarifiers, and pH adjustment. Effluent from the water treatment plant was stored in the 2 million-
gallon on-site reservoir. The reservoir water continues to be treated in the on-site water treatment plant.
The coal- and oil-fired boiler house was used to heat the water for use in the textile bleaching and dying
processes. In 1951, the boiler house consumed about 350 tons of coal per day. In 1955, the coal plant
was expanded, and in the 1990s, the plant’s fuel sources included fuel oil and propane, which were
converted to natural gas on site (Ref. 7).
According to City of Rock Hill personnel, the basement of the boiler house has been flooding since it was
built. It is believed that the boiler house was built on top of a natural spring, but this information has not
been confirmed. During operations, the basement water was continuously pumped out so that personnel
could access the basement for maintenance and to clean the boilers. Since operations ceased, the
basement has been periodically pumped out by the City of Rock Hill, but for the most part remains
flooded (Ref. 7). In 2012, oil was spilled inside the boiler house during unauthorized removal of some of
the piping. Irminger Consulting, Inc (ICI), a subcontractor of the City of Rock Hill, cleaned up the spill.
It is not known whether any of the oil was released into the basement water.
During the 1990s and early 2000s, an electric substation operated by Duke Power Co. (to serve the
Bleachery) was located on the north-central portion of the RHB property. Once operations at the facility

ceased, the substation was removed from the site. This area is now referred to as the former transformer
area (Refs. 7; 9).
The facility also maintained several vaults, sumps, and underground storage tanks (UST), including three
USTs (two 10,000 gallon and one 12,000 gallon) that contained varsol, one 10,000-gallon UST that
contained diesel, and two 500-gallon USTs that contained gasoline. The diesel UST, located near the
boiler house, was used to heat the fuel oil. Varsol is a solvent most commonly used for cleaning and
degreasing surfaces, rollers, brushes, and tools (Ref. 10). The varsol USTs were located near the metal
wash room and the print roller room; therefore, it was most likely used by RHB to clean the rollers and
brushes. After operations ceased at the facility, the contents of all vaults, sumps, and USTs were pumped
out and the structures filled with either a solid foam material or sand, closing them in place.
Storm drains are located throughout the property. The storm drains generally flow by gravity toward the
north and then toward the west, where a large-diameter conduit conveys the stormwater to an unnamed
tributary of Wildcat Creek, located about 500 feet northwest of the RHB property (Ref. 7).
York Printing and Finishing, Inc. operated on the property between 1998 and 2003 (Ref. 8). In 2003, the
property was purchased by Environmental Land Augmentation, Inc. (ELA), which used a small portion of
the property for offices and storage. In July 2009, the main building was damaged by a fire. In
November 2009, ELA moved its offices to another location, and ownership of the property was
transferred to the City of Rock Hill. Most of the original buildings and subsequent expansion buildings
were demolished between 2010 and 2011, leaving only an office building (former location of the boil-off
room, machine shop, dye creations room, and offices), boiler house, water treatment plant, pump house,
guard house, and reservoir (Ref. 11) (see Figure 2 in Appendix A). The City of Rock Hill’s future plans
include dividing the property into three separate parcels (northern, central, and southern) for development.
The City of Rock Hill plans to sell or lease the parcel that contains the office building (the southern
parcel), which will also include a parking lot and a grassy area. Plans for the other two parcels have not
yet been finalized. Currently, there are no groundwater restrictions in place on the property.
2.2 PREVIOUS INVESTIGATIONS
The RHB property has been the subject of several environmental studies. Nineteen areas of concern
(AOC) were investigated by Dames and Moore Group in September 1998. Initial assessment activities at
the 19 AOCs resulted in seven AOCs requiring additional assessment and remediation. All of the AOCs

have received regulatory closure by the South Carolina Department of Health and Environmental Control
(SC DHEC) after full assessment and remediation (Ref. 7).
In May 2010, ICI, on behalf of the City of Rock Hill, conducted a Phase I ESA at the RHB property. The
Phase I ESA consisted of a review of site records; a site reconnaissance; interviews with site personnel
and federal, state, and local government representatives; and preparation of the Phase I ESA report.
Based on the review of site records, the site reconnaissance, and the interviews, ICI identified a total of 22
AOCs. It is not known whether any of the 19 AOCs identified by Dames and Moore Group overlap with
ICI’s 22 AOCs. Of the 22 AOCs, six were RECs or potential RECs associated with the site, including (1)
soil contamination in the former chrome plating area, (2) oil staining from a damaged hydraulic elevator
machine in the main building, (3) a former dye house in the main building, (4) clay sanitary sewer pipes
beneath the main building, and (5) chlorinated solvent and (6) semivolatile organic compound (SVOC)
contamination in groundwater samples collected from on-site monitoring wells (Ref. 7).
Between October 2010 and April 2011, as a result of the Phase 1 ESA, ICI conducted an interim Phase II
ESA to build on existing data and fill data gaps from previous assessment and remediation activities. The
interim Phase II ESA was conducted concurrent with demolition activities. The goal of the interim Phase
II ESA was to provide a thorough understanding of the environmental risks, allowing safe re-development
of the RHB property (Ref. 11).
A total of 107 surface soil samples and five water samples were collected. Most surface soil (0 to 6
inches below ground surface [bgs]) samples contained arsenic and vanadium above their EPA Regional
Screening Levels (RSLs) for industrial soil. SVOCs, such as benzo(a)anthracene, benzo(a)pyrene, and
indeno(1,2,3-cd)pyrene, were not detected in most soil samples. However, the reporting limits for these
analytes were above the EPA RSLs for industrial soil in many samples, thereby precluding the non-
detects from being definitive (Ref. 11).
Two water samples were collected from standing water inside two former vaults (BP-MW-01 and BP-
MW-02), two water samples were collected from existing on-site monitoring wells (BP-MW-03 and BP-
MW-04), and one water sample was collected from a floor drain beneath the office building (BP-MW-
05). The water samples collected from the former vaults contained methylene chloride (at 661J
[estimated] micrograms per liter [µg/L]), arsenic (up to 48.1 µg/L), chromium (up to 93.8 µg/L), lead (up
to 220 µg/L), and mercury (up to 3.1 µg/L), among others. Groundwater samples contained chromium
(up to 2.9J µg/L), manganese (up to 854 µg/L), and mercury (up to 0.19J µg/L), among others. The water
sample collected from the floor drain contained 1,1-dichloroethane (at 7.9 µg/L), 1,1,1-trichloroethane (at

3.3 µg/L), arsenic (at 2.7J µg/L), chromium (at 629 µg/L), lead (at 1,340 µg/L), manganese (at 1,660
µg/L), and mercury (at 3.6 µg/L) (Ref. 11).
In March 2011, Crossroads Environmental, LLC, completed an asbestos inspection, including asbestos
sampling, in the four-story office building and water treatment plant. The inspection was conducted by an
accredited inspector and included collection of 122 bulk samples, which were submitted to an accredited
laboratory for analysis. Asbestos-containing materials, including floor tiles, pipe insulation, hard joint
insulation, and transite panels, were identified in both buildings in conditions ranging from good to
significantly damaged. The types of asbestos detected were chrysotile (ranging from 3 percent to 15
percent) and amosite (10 percent) (Ref. 12).
3.0 SITE VISIT AND GEOPHYSICAL SURVEY
The RECs and potential RECs presented in the May 2010 Phase I ESA report were identified before
demolition occurred. In September 2012, Tetra Tech mobilized to the RHB site to conduct an initial
assessment of the property and to identify RECs and potential RECs to form the basis for the Phase II
ESA sampling strategy. Tetra Tech returned to the RHB site during the week of October 1, 2012, to
conduct a geophysical survey of the property.
3.1 RECOGNIZED ENVIRONMENTAL CONDITIONS
RECs and potential RECs associated with the RHB property were identified based on previous ESAs, by
visual observation during the site visit conducted on September 19, 2012, and through historical site
knowledge provided by City of Rock Hill personnel. The following were identified as RECs or potential
RECs:
Six USTs were closed in place (contents pumped out and UST filled with a solid foam material).Specifically, one 12,000-gallon and two 10,000-gallon USTs contained varsol, one 10,000-gallonUST contained diesel, and two 500-gallon USTs contained gasoline. Details regarding closure ofthese USTs (including possible sampling) are not available. Therefore, it is not known whetherthe USTs leaked into the surrounding soil before closure.
Three vaults were closed in place. The vaults contained oil and water prior to closure. Detailsregarding closure of these vaults (including possible sampling) are not available. Therefore, it isnot known whether the vaults leaked into the surrounding soil before closure.
The sump closed in place during demolition was identified as a potential REC. The sumpcontained used oil prior to closure. Details regarding closure of the sump (including possible

sampling) are not available. Therefore, it is not known whether the sump leaked into thesurrounding soil before closure.
The flooded basement of the boiler house was identified as a potential REC. The origin of thewater is unknown.
The former chrome plating area was identified as a REC because soils in this area havehistorically contained high levels of metals and SVOCs.
In most soil samples collected during the interim Phase II ESA, SVOCs — such asbenzo(a)anthracene, benzo(a)pyrene, and indeno(1,2,3-cd)pyrene — were not detected; however,the reporting limits for these analytes were above the EPA RSLs for industrial soil in manysamples, thereby precluding the non-detects from being definitive. Soils on the property wereidentified as a potential REC because it is unknown whether SVOCs are present above EPARSLs for industrial soil.
3.2 GEOPHYSICAL SURVEY
During the week of October 1, 2012, a Tetra Tech subcontractor, GEL Geophysics, LLC (GEL), mapped
all underground structures, objects, and utilities at the RHB property in preparation for the Phase II ESA
sampling event. To complete the survey, GEL used ground penetrating radar (GPR), electromagnetic
(EM), and conductivity instruments. Several areas were identified as potentially containing buried
objects, including the areas where known underground structures, such as vaults, sumps, and USTs, are
located. Tetra Tech used the map of subsurface features generated by GEL to navigate around buried
objects during Phase II ESA sampling. The GEL geophysical survey report is presented in Attachment 1.
4.0 INITIAL PHASE II ESA ACTIVITIES
The purpose of the Phase II ESA sampling event was to assess the presence and nature of contamination,
if any, and to collect data to formulate the basis for an Analysis of Brownfields Cleanup Alternatives.
RECs, potential RECs, and other environmental hazards identified during the ICI Phase I and interim
Phase II ESAs, as well as during the Tetra Tech site visit, were targeted for assessment. Surface and
subsurface soil, groundwater, surface water, and sediment were sampled to address these conditions.
Figures 3A and 3B in Appendix A depict the sampling locations. Tables summarizing analytical results
are contained in Appendix B. The field notes are provided in Appendix C.
4.1 SAMPLING METHODOLOGY AND ANALYSIS
All sampling was conducted in accordance with applicable EPA Region 4 SESD FBQSTPs, unless
otherwise specifically noted (Ref. 2).

4.1.1 Soil Sampling
Soil sampling locations were selected to either target specific RECs identified in the ICI Phase I ESA
report, ICI interim Phase II ESA report, and during the September 2012 site visit, or to assess a broad
spectrum of possible contaminants that could be migrating off site. A track-mounted direct-push
technology (DPT) drill rig was used to collect most of the soil samples. The rig advanced steel drill rods
with cellulose acetate butyrate liners to specific depths and withdrew soil samples.
A total of 24 grab subsurface soil samples were collected from areas around known underground
structures (USTs, vaults, and sumps) on the property to evaluate whether any of the underground
structures leaked prior to closure. The estimated capacities of the USTs and the dimensions of the vaults
and sumps were provided by ICI. The diameter of each of the USTs was calculated based the capacity,
from which the bottom depth of each UST was estimated. The soil borings collected from these areas
were screened in the field for volatile organic compounds (VOC) with a photoionization detector (PID).
Grab soil samples were collected from depths with the highest PID readings. If the PID did not detect
VOCs in a soil boring, then a soil sample was collected from the top of the water table (generally between
10 and 15 feet bgs). The bottom depth of each subsurface soil sample was included at the end of the
sample ID in parentheses. The analytical suite for each sample was chosen based on the former contents
of the UST, vault, or sump. Specifically, six soil samples were collected between 4 and 20 feet bgs in the
vicinity of the varsol USTs and were analyzed for varsol range organics (VRO). Four soil samples were
collected between 2 and 11 feet bgs from in the vicinity of the gasoline USTs and were analyzed for
gasoline range organics (GRO). Three soil samples were collected between 2 and 6 feet bgs in the
vicinity of the diesel UST and were analyzed for diesel range organics (DRO). Selected soil samples
collected from the UST areas were also analyzed for lead. Soil samples collected around the used oil
sump and oil and water vaults were analyzed for DRO, GRO, polychlorinated biphenyls (PCB), and lead
(see Figure 3B in Appendix A).
The former chrome plating area was divided into two grids. One three-point composite surface soil
sample (0 to 1 foot bgs) was collected from each grid. Three grab subsurface soil samples (2 to 4 feet
bgs) were also collected from each grid. The surface soil samples were analyzed for VOCs, SVOCs, and
metals. The subsurface soil samples were analyzed for VOCs and metals.
The grassy area that will be included on the proposed subdivided southern parcel that contains the office
building was divided into three grids. Five-point composite surface (0 to 1 foot bgs) and subsurface (1.5

to 2 feet bgs) soil samples were collected from each grid. The surface and subsurface soil samples were
analyzed for SVOCs and metals.
In addition, the portion of the RHB property between the proposed grassy area and the water reservoir
was divided into sixteen 100-foot by 100-foot grids and two 100-foot by 200-foot grids. One five-point
composite subsurface soil (1.5 to 2 feet bgs) sample was collected from each grid and analyzed for
SVOCs and metals. The portion of the property located along West White Street was not sampled.
Historically, this area was a paved parking lot and will likely be paved in the future once the site is
repurposed. After the initial Phase II ESA sampling was completed, it was discovered that an electrical
substation was previously located on this portion of the property (currently referred to as the former
transformer area). See Section 6.3 for additional information. A parking lot is also planned for the area
east of the office building; therefore, this area was not sampled (see Figures 2 and 3A in Appendix A).
All soil sampling was conducted in accordance with the EPA Region 4 SESD FBQSTP for Soil Sampling
(SESDPROC-300-R2), December 2011 (Ref. 2).
4.1.2 Groundwater Sampling
Between 1998 and 2006, 21 monitoring wells were installed and sampled on the RHB property. Six
monitoring wells historically contained VOCs at concentrations exceeding their detection limits. These
monitoring wells (MW-11, MW-13, MW-14, MW-15, MW-17, and MW-18) were sampled during the
Phase II ESA and the samples were analyzed for VOCs.
All groundwater sampling was conducted in accordance with the EPA Region 4 SESD FBQSTP for
Groundwater Sampling (SESDPROC-301-R2), October 2011 (Ref. 2).
4.1.3 Surface Water, Sediment, and Basement Water Sampling
During operations, the storm drains on the property flowed to the north and then to the west where a
conduit conveyed the water to an unnamed tributary of Wildcat Creek. Surface water and sediment
samples were collected to determine whether past RHB operations contaminated the unnamed tributary of
Wildcat Creek. Specifically, one surface water sample (RHB-SW-01) and one sediment sample (RHB-
SD-01) were collected near the conduit outfall, and two surface water samples (RHB-SW-02 and RHB-
SW-02-DUP) and two sediment samples (RHB-SD-02 and RHB-SD-02-DUP) were collected

downstream of the outfall (see Figure 3A in Appendix A). Surface water and sediment samples were
analyzed for VOCs, SVOCs, GRO, DRO, VRO, PCBs, and metals.
According to City of Rock Hill personnel, the basement of the boiler house has been flooding since it was
built. It is believed that the boiler house was built on top of a natural spring, but this information has not
been confirmed. During operations, the basement water was continuously pumped out so that personnel
could access the basement for maintenance and to clean the boilers. Since operations ceased, the
basement has been periodically pumped out by the City of Rock Hill, but for the most part remains
flooded. In 2012, oil was spilled inside the boiler house during unauthorized removal of some of the
piping. ICI cleaned up the spill; however, it is not known whether any of the oil was released into the
basement water. A sample of the basement water was collected during the Phase II ESA sampling event
and analyzed for VOCs, SVOCs, PCBs, and metals.
Surface water samples were collected in accordance with the EPA Region 4 SESD FBQSTP for Surface
Water Sampling (SESDPROC-201-R1), November 2007, and sediment samples were collected in
accordance with the EPA Region 4 SESD FBQSTP for Sediment Sampling (SESDPROC-200-R2),
September 2010 (Ref. 2).
4.2 ANALYTICAL SUPPORT AND METHODOLOGY
Tetra Tech procured Pace Analytical Services, Inc. (Pace), located in Huntersville, North Carolina, to
analyze the samples. After each day of sampling, Tetra Tech relinquished samples to a Pace courier for
delivery to the laboratory. The samples were analyzed in accordance with the following EPA SW-846
methods: VOCs by Method 8260B; SVOCs by Method 8270D; PCBs by Method 8082A; GRO and DRO
by Method 8015C; and metals by Methods 6010C, 7471B (mercury soil), and 7470A (mercury aqueous).
For the VRO analysis, Pace subcontracted SGS Analytical Perspectives (SGS) in Wilmington, North
Carolina. SGS analyzed samples for VRO in accordance with EPA SW-846 Method 8015C (modified)
(Ref. 4).
Level IV data packages meeting the standards of the EPA CLP were requested from Pace, including case
narratives, chain-of-custody forms, sample results, QC summary forms, and the raw data. A 15-day
turnaround time for final data packages was requested for the analytical results of all samples submitted to
the laboratory for analysis. The analytical data packages, as received from the laboratory, are provided in
Appendix E.

After the data packages were received from the laboratory, Tetra Tech reviewed them for completeness
and conducted Stage 2A (cursory) data validation. The data validation process included a random
QA/QC comparison between the data listed in the electronic data deliverable and the electronic portable
document format copy of the analytical data package. Analytical results were validated in accordance
with the associated EPA SW-846 methods (Ref. 4); the EPA NFGs for Superfund Organic Methods Data
Review, EPA540-R-08-01, June 2008 (Ref. 5); and the EPA NFGs for Inorganic Superfund Data Review,
EPA 540-R-10-011, January 2010 (Ref. 6). The Tetra Tech data validation reports are provided in
Appendix F.
4.3 ANALYTICAL DATA QUALITY AND DATA QUALIFIERS
The text and analytical data tables presented in this report provide some of the results of organic and
inorganic parameters as qualified with a “J,” “J-,” “J+,” “U,” or “UJ.” The “J” notation indicates that the
analyte was positively identified; however, the reported value is an estimate. “J” qualified parameters
may also include a “+” or “-,” indicating either a high or a low bias. The “U” notation indicates that the
analyte was analyzed for, but not detected; the number reported is the laboratory-derived reporting limit
(RL) for the constituent in that sample. The “UJ” notation indicates that the analyte was analyzed for, but
was not detected above the laboratory-derived RL, which is considered approximate as a result of
deficiencies in one or more quality control criteria. The concentration of an analyte is considered
elevated if the concentration is greater than or equal to three times the background concentration or
greater than or equal to the sample-specific and analyte-specific RL, if not detected in the background
sample. The complete set of analytical data as received from the laboratory is provided in Appendix E,
and the Tetra Tech data validation reports are contained in Appendix F.
4.4 DEVIATIONS FROM THE QUALITY ASSURANCE PROJECT PLAN
Two sampling locations surrounding the two 500-gallon gasoline USTs were offset because ofsurface obstructions (see Figure 3B in Appendix A and page C-28 of Appendix C).
A road ran through Grids 3 and 8; therefore, only the northeastern unpaved portions of these gridswere sampled.
Grid 6, which contains the diesel UST, was completely covered with concrete; therefore, the gridwas not sampled.
Purge water that resulted from sampling the six on-site monitoring wells was contained in a 55-gallon drum. A water sample was collected from the drum and was analyzed for VOCs. Thesample did not contain VOCs above their maximum contaminant levels (MCLs) or regulatorylimits; therefore, the purge water was poured into the on-site reservoir. The reservoir watercontinues to be treated in the on-site water treatment plant.

5.0 INITIAL PHASE II ESA SAMPLING ANALYTICAL RESULTS
The following sections present a summary of analytical results for samples collected during the initial
Phase II ESA investigation conducted during the week of October 29, 2012. The discussion addresses
only the hazardous constituents associated with site operations and the hazardous constituents that may
pose a threat to human health or the environment. The sections will focus on results that are elevated and
exceed certain EPA guidance values for the particular medium and contaminant. EPA guidance values
include RSLs for industrial soil (Ref. 13), MCLs for groundwater (Ref. 14), EPA Region 4 surface water
screening values (SWSV) for surface water (Ref. 15), and EPA Region 4 sediment screening values
(SSV) for sediment (Ref. 16). No EPA or SC DHEC comparison criteria are currently available for GRO,
DRO, or VRO. The boiler house basement water sample was not compared to EPA guidance values.
Figures 3A and 3B in Appendix A depict the sampling locations, and a complete summary of analytical
data is presented in Appendix B, Tables 1 through 7.
5.1 FORMER CHROME PLATING AREA SAMPLING RESULTS
Composite surface soil samples RHB-CR-G1-SF and RHB-CR-G2-SF collected from 0 to 1 foot bgs in
the former chrome plating area contained benzo(a)pyrene (521 micrograms per kilogram [µg/kg] and 495
µg/kg) and arsenic (1.6 milligrams per kilogram [mg/kg] and 2.0 mg/kg) at concentrations meeting or
exceeding their EPA RSLs for industrial soil. Composite surface soil sample RHB-CR-G2-SF also
contained butylbenzylphthalate (645 mg/kg) at an elevated concentration. Grab subsurface soil (2 to 4
feet bgs) samples (RHB-CR-G1-SB-02-(4′), RHB-CR-G1-SB-03-(4′), and RHB-CR-G2-SB-01-(4′)) also
contained arsenic above its EPA RSL for industrial soil of 1.6 mg/kg (Ref. 13). Subsurface soil samples
contained arsenic, chromium, lead, mercury, and zinc, among others, at elevated concentrations. See
Figure 3A in Appendix A for the former chrome plating area sampling locations and Tables 1 and 3 in
Appendix B for a complete summary of the former chrome plating area sampling analytical results.
5.2 PROPOSED GRASSY AREA SAMPLING RESULTS
The proposed grassy area was divided into three grids. Composite surface soil (0 to 1 foot bgs) sample
RHB-GRA-G3-SF-DUP contained benzo(a)pyrene at 393 µg/kg, which exceeds its EPA RSL for
industrial soil of 210 µg/kg. Grab subsurface soil (1.5 to 2 feet bgs) samples contained
benzo(a)anthracene, benzo(a)pyrene, benzo(b)fluoranthene, dibenz(a,h)anthracene, and indeno(1,2,3-
cd)pyrene at concentrations that exceeded their EPA industrial RSLs (Ref. 13). In addition, grab
subsurface soil samples contained elevated concentrations of anthracene (up to 2,050J µg/kg),

benzo(a)anthracene (up to 3,820 µg/kg), benzo(a)pyrene (up to 3,800 µg/kg), benzo(b)fluoranthene (up to
3,020 µg/kg), carbazole (up to 629 µg/kg), chrysene (up to 4,060 µg/kg), dibenz(a,h)anthracene (up to
1,080 µg/kg), fluoranthene (up to 10,600 µg/kg), fluorene (up to 949J µg/kg), indeno(1,2,3-cd)pyrene (up
to 2,220 µg/kg), naphthalene (439 µg/kg), phenanthrene (up to 7,470J µg/kg), and pyrene (up to 7,580
µg/kg). See Figure 3A in Appendix A for the proposed grassy area sampling locations and Tables 1 and 2
in Appendix B for a complete summary of the proposed grassy area sampling analytical results.
5.3 GRID SAMPLING RESULTS
Composite subsurface soil (1 to 1.5 feet bgs) samples were collected from 18 grids across the RHB
property. Grid samples contained benzo(a)anthracene, benzo(a)pyrene, benzo(b)fluoranthene,
dibenz(a,h)anthracene, indeno(1,2,3-cd)pyrene, and arsenic at concentrations exceeding their EPA RSLs
for industrial soil (Ref. 13). Several grids, including Grids 1 (located southeast of the water reservoir), 10
(located in the former metal washroom area), 13 (located in the print roller room area), 16 (located east of
the dryers and dye mixing room), and 19 (located in the bleachery area), among others, contained
elevated concentrations of SVOCs and metals (see Figures 2, 3A, and 3B in Appendix A and Table 2 in
Appendix B). Grid 10, located in the former metal washroom area, contained the highest concentrations
of SVOCs, including anthracene (18,500 µg/kg), benzo(a)anthracene (25,900 µg/kg), benzo(a)pyrene
(21,600 µg/kg), benzo(b)fluoranthene (18,900 µg/kg), benzo(k)fluoranthene (19,400 µg/kg), carbazole
(6,640J µg/kg), chrysene (26,000 µg/kg), dibenz(a,h)anthracene (5,170J µg/kg), dibenzofuran (4,050J
µg/kg), fluoranthene (63,700 µg/kg), fluorene (10,900 µg/kg), indeno(1,2,3-cd)pyrene (11,600 µg/kg),
naphthalene (1,440 µg/kg), phenanthrene (61,400 µg/kg), and pyrene (42,900 µg/kg). The subsurface soil
sample collected from Grid 5, located west of the boiler house, contained cobalt (48.9J mg/kg) and
manganese (1,990J mg/kg) at elevated concentrations. The subsurface soil sample collected from Grid 12
contained chromium (2,200 mg/kg) and copper (175 mg/kg) at elevated concentrations. See Figure 3A in
Appendix A for the grid locations and Table 2 in Appendix B for a complete summary of grid sampling
analytical results.
5.4 UNDERGROUND STRUCTURES SOIL SAMPLING RESULTS
Grab subsurface soil samples collected around the 10,000-gallon diesel UST (designated as DUST in
Table 4 of Appendix B) contained DRO up to 1,370 mg/kg and lead up to 225 mg/kg. Grab subsurface
soil samples collected around the two 500-gallon gasoline USTs (designated as GUST in Table 4 of
Appendix B) contained GRO up to 12.7 mg/kg and lead up to 51.1 mg/kg. Grab subsurface soil samples
collected around the used oil sump (designated as OSP in Table 4 of Appendix B) contained DRO up to

5,460 mg/kg, GRO up to 3,440J+ mg/kg, and lead up to 393 mg/kg. Grab subsurface soil samples
collected around the three oil and water vaults (designated as OVT in Table 4 of Appendix B) contained
DRO up to 14.0 mg/kg and lead up to 14.7 mg/kg. (GRO was not detected.) All of the grab subsurface
soil samples collected around the varsol USTs (designated as VUST in Table 4 of Appendix B) contained
VRO. VRO concentrations ranged from 465J- mg/kg to 14,900J- mg/kg.
Based on the analytical results for samples collected around the underground structures, it appears that the
diesel UST, used oil sump, and the varsol USTs leaked hazardous substances into the surrounding soil.
Comparison criteria for GRO, DRO, and VRO have not been established by EPA or SC DHEC. See
Figure 3B in Appendix A for the underground structures sampling locations and Table 4 in Appendix B
for a complete summary of underground structures sampling analytical results.
5.5 GROUNDWATER SAMPLING RESULTS
Of the six monitoring wells sampled, one well contained VOCs exceeding EPA MCLs. Specifically,
monitoring well MW-13, located near the former machine shop in the office building, contained
tetrachloroethene (PCE) at 55.7 µg/L and trichloroethene (TCE) at 5.4 µg/L, which exceed their EPA
MCL of 5.0 µg/L (Ref. 14). See Figure 3B in Appendix A for the groundwater sampling locations and
Table 5 in Appendix B for a complete summary of analytical results for groundwater.
5.6 SURFACE WATER, SEDIMENT, AND BASEMENT WATER SAMPLING RESULTS
Surface water samples collected from the unnamed tributary of Wildcat Creek contained zinc up to 129
µg/L, which exceeds its freshwater acute (65.04 µg/L) and freshwater chronic (58.91 µg/L) EPA Region
4 SWSVs (Ref. 15). Sediment samples collected from the unnamed tributary of Wildcat Creek contained
PCB-1248 up to 554 µg/kg, which exceeds the EPA Region 4 SSV for total PCBs of 33 µg/kg. Sediment
samples also contained arsenic (9.3J mg/kg), lead (718J mg/kg), and zinc (up to 712J mg/kg) at
concentrations exceeding their EPA Region 4 SSVs (Ref. 16). See Figure 3A in Appendix A for the
surface water and sediment sampling locations and Tables 6 and 7 in Appendix B for a complete
summary of surface water and sediment sampling analytical results.
The water sample collected from the basement of the boiler house contained bis(2-ethylhexyl)phthalate
(4.6J µg/L), arsenic (5.1 µg/L), lead (66.9 µg/L), and zinc (238 µg/L), among others. See Figure 3B in
Appendix A for the location of the basement water sample and Table 6 in Appendix B for a complete
summary of the basement water sampling analytical results.

6.0 SUPPLEMENTAL PHASE II ESA ACTIVITIES, SAMPLING, AND ANALYTICALRESULTS
The following sections summarize supplemental Phase II ESA activities and analytical results. The
discussions address only the hazardous constituents associated with site operations and the hazardous
constituents that may pose a threat to human health or the environment. The sections will focus on results
that exceeded certain EPA guidance values (the same listed in Section 5.0) for the particular medium and
contaminant. See Figures 4 and 5 in Appendix A for additional sampling locations.
6.1 TRENCHING ACTIVITES
In October 2012, in preparation for the Phase II ESA sampling event, all underground structures, objects,
and utilities were mapped using GPR, EM, and conductivity instruments. Several areas where objects
may be buried were identified. Most of these areas corresponded to known underground structures
(USTs, vaults, and sumps) at the RHB site. The City of Rock Hill subsequently requested that EPA
further investigate seven of the areas identified during the geophysical survey to determine whether
previously unidentified buried objects, such as USTs, were present. Therefore, in November 2012, Tetra
Tech returned to the site to oversee trenching activities in the seven areas (AOC-1 through AOC-7)
requested by the City of Rock Hill (see Figure 4 in Appendix A). During trenching, Tetra Tech did not
observe any USTs or other underground structures in the seven areas of concern. However, large pieces
of construction debris, such as sections of brick walls and concrete foundations, were observed in each of
the seven areas (see Appendix D, Photograph No. 15). During excavation in the area of the former
elevator vault (AOC-7), located in the southeastern portion of the site, a strong used oil odor was noted at
about 8 feet bgs. In addition, a strong gasoline odor was noted in the former transformer area (AOC-3) at
around 6 feet bgs. All of the trenches were backfilled prior to demobilization.
6.2 ADDITIONAL SOIL SAMPLING AND ANALYTICAL RESULTS
Based on observations made during trenching, EPA requested that Tetra Tech return to the site to collect
samples in the former elevator vault (AOC-7) and former transformer (AOC-3) areas. In December 2012,
using a DPT drill rig, Tetra Tech collected two grab soil samples (including a duplicate) from the former
elevator vault (designated as EVT in Table 8 of Appendix B) at 8 feet bgs. The samples were analyzed
for DRO, GRO, VOCs, SVOCs, and PCBs. The subsurface soil samples contained DRO up to 2,720
mg/kg, PCB-1254 at 271 µg/kg, anthracene up to 4,740 µg/kg, benzo(a)anthracene up to 12,600 µg/kg,
benzo(a)pyrene up to 6,770 µg/kg, benzo(b)fluoranthene up to 8,220 µg/kg, chrysene up to 12,900 µg/kg,
fluoranthene up to 33,100 µg/kg, indeno(1,2,3-cd)pyrene up to 4,670 µg/kg, phenanthrene up to 21,300

µg/kg, and pyrene up to 23,300 µg/kg. Benzo(a)anthracene, benzo(a)pyrene, benzo(b)fluoranthene, and
indeno(1,2,3-cd)pyrene were detected at concentrations exceeding their EPA RSLs for industrial soil. See
Figure 5 in Appendix A for additional soil sampling locations and Table 8 in Appendix B for a complete
summary of analytical results.
Four soil borings were advanced north, east, south, and west of the trench that contained the gasoline odor
in the former transformer area (AOC-3) (designated as FTA in Table 8 of Appendix B). Free product was
observed in the northern and southern soil borings at 4.5 to 5.5 feet bgs and 5.5 to 6.5 feet bgs. A strong
gasoline odor was also noted. The eastern and western soil borings did not have an odor and did not
contain free product; therefore, samples were not collected from these borings. Grab subsurface soil
samples were collected from the northern (RHB-FTA-SB-01-(5.5′)) and southern (RHB-FTA-SB-02-
(6.5′)) soil borings at the depths containing free product. The samples were analyzed for GRO, VOCs,
PCBs, and metals. The samples contained GRO up to 1,690 µg/kg, ethylbenzene at 315J µg/kg,
isopropylbenzene up to 18,400 µg/kg, methylcyclohexane at 2,190J µg/kg, and arsenic up to 1.8 mg/kg.
PCBs were not detected in either sample. See Figure 5 in Appendix A for additional soil sampling
locations and Table 8 in Appendix B for a complete summary of analytical results.
6.3 FORMER TRANSFORMER AREA FREE PRODUCT DELINEATION AND SOILSAMPLING RESULTS
Because gasoline free product was present in the former transformer area during the December 2012
additional soil sampling event, Tetra Tech was tasked by EPA to delineate the lateral and vertical extent
of the gasoline contamination. On January 10, 2013, soil borings were advanced radially from the trench
at 20-foot intervals (see Figure 5 in Appendix A). Soil borings were advanced down to 15 feet bgs and
were screened continuously for VOCs using a PID. (See Table 9 in Appendix B for PID readings and
Appendix C for the former transformer area field sheets.) Tetra Tech continued to advance borings
radially until VOCs were not detected with the PID. Based on PID readings, gasoline free product
extends laterally about 20 feet north of the trench and about 80 feet south of the trench. Vertically, the
free product is shallowest (between 0 and 5 feet bgs) in soil boring 7A and deepest (down to 15 feet bgs)
in soil borings 3A and 3D. (See Figure 5 in Appendix A and Table 9 in Appendix B.)
Tetra Tech collected six grab subsurface soil samples with a mixture of high, mid-level, and low PID
readings to confirm the PID screening. The soil samples were analyzed for GRO and selected VOCs,
including benzene, ethylbenzene, isopropylbenzene, methylcyclohexane, methyl tert-butyl ether (MTBE),
naphthalene, toluene, and xylenes. The VOCs were selected based on the results of the soil samples
collected in December 2012 in the former transformer area. In addition, three samples were analyzed for

PCBs because this area was once the location of a power substation and transformers. The samples
contained GRO up to 1,400 mg/kg, ethylbenzene up to 1,590J µg/kg, isopropylbenzene up to 26,200
µg/kg, methylcyclohexane up to 4,210J µg/kg, and naphthalene up to 18,100 µg/kg. Naphthalene
exceeded its EPA RSL of 18,000 µg/kg for industrial soil in sample RHB-FTA-SB-03-(11′). PCBs were
not detected in soil samples collected from the former transformer area. See Table 8 in Appendix B for a
complete summary of analytical results.
7.0 SUMMARY OF FINDINGS
A Phase II ESA was conducted at the RHB site between October 2012 and January 2013 to assess various
RECs, potential RECs, and other environmental hazards. The assessment included sampling of surface
and subsurface soil, groundwater, surface water, and sediment. The results of the Phase II ESA
investigation suggest RECs currently exist at the RHB site that warrant consideration in planning future
uses of the property. The following issues should be considered:
Surface soil samples (0 to 1 foot bgs) collected in the former chrome plating area containedSVOCs and metals at concentrations exceeding EPA RSLs for industrial soil. Subsurface soilsamples (2 to 4 feet bgs) contained arsenic at concentrations exceeding its EPA RSL for industrialsoil. In addition, butylbenzylphthalate was detected in one surface soil sample at an elevatedconcentration. Subsurface soil samples contained arsenic, chromium, lead, mercury, and zinc,among others, at elevated concentrations.
Subsurface soil samples (1.5 to 2 feet bgs) collected from the proposed grassy area, located northof the office building, contained benzo(a)anthracene, benzo(a)pyrene, benzo(b)fluoranthene,dibenz(a,h)anthracene, and indeno(1,2,3-cd)pyrene at concentrations that exceeded their EPARSLs for industrial soil. In addition, surface and subsurface soil samples contained elevatedconcentrations of SVOCs.
Composite subsurface soil samples (1 to 1.5 feet bgs) were collected from 18 grids across theproperty. Of those, 11 grids contained SVOCs at concentrations exceeding their EPA RSLs forindustrial soil and nine grids contained arsenic at concentrations exceeding its EPA RSL forindustrial soil. Several grids also contained elevated concentrations of SVOCs and metals.
Soil samples collected around the 10,000-gallon diesel UST (between 2 and 6 feet bgs) containedDRO up to 1,370 mg/kg and lead up to 225 mg/kg. Soil samples collected around the two 500-gallon gasoline USTs (between 2 and 11 feet bgs) contained GRO up to 12.7 mg/kg and lead upto 51.1 mg/kg. Soil samples collected around the used oil sump contained DRO up to 5,460mg/kg, GRO up to 3,440J+ mg/kg, and lead up to 393 mg/kg. Soil samples collected around thethree oil and water vaults contained DRO up to 14.0 mg/kg and lead up to 14.7 mg/kg. (GROwas not detected.) All of the soil samples collected around the varsol USTs (between 4 and 20feet bgs) contained VRO ranging from 465J- mg/kg to 14,900J- mg/kg. Based on these results, itappears that the diesel UST, used oil sump, and the varsol USTs leaked hazardous substances intothe surrounding soil.

Tetra Tech did not observe any USTs or other underground structures in the areasof concern; however, Tetra Tech did observe large pieces of construction debris, such as sectionsof brick walls and concrete foundations. During excavation in the area of the former elevatorvault, a strong used oil odor was noted at about 8 feet bgs. Furthermore, one of the trenches inthe former transformer area contained a strong gasoline odor at about 6 feet bgs.
In December 2012, based on observations made during the trenching, Tetra Tech collectedsamples (up to 8 feet bgs) in the former elevator vault and former transformer areas. Based on the PID screening, a line of gasoline free productextends laterally to 20 feet north of the trench to about 80 feet south of the trench. Vertically, thefree product is down to 15 feet bgs. Soil samples collected from the former transformer areacontained GRO up to 1,690 mg/kg, ethylbenzene up to 1,590J µg/kg, isopropylbenzene up to26,200 µg/kg, methylcyclohexane up to 4,210J µg/kg, and naphthalene up to 18,100 µg/kg.Naphthalene and arsenic were detected in soil samples at concentrations exceeding their EPARSLs for industrial soil. PCBs were not detected in any soil samples collected from the formertransformer area.
