Serving the Local Community COUNCIL SNIPPETS The March meeting of Minchinhampton Parish Council formally approved the change in status of Minchinhampton Market House to that of a Charitable Incorporated Organisation. The Market House Trustees’ representative, Tim Mowat, told the meeting that, as current custodian trustees, the council had to be involved in the change, which would give the Market House Trustees many benefits, especially when fund raising and applying for grants. The council then moved on to consider an application for a grant from the Market House which had suffered the break- down of its aged heating boiler earlier this year. After discus- sion, the council agreed to the early release of the full £5,000 in its budget for 2019-20 for the Market House, not however specifically for the boiler, and on condition that the Market House Management Committee covered its annual insurance payment itself in December. Recommendations from the Traffic and Parking Advisory Committee were supported, including that car park signage should be improved in central Minchinhampton, and that the Bell Lane car park new surfacing be completed. Gloucestershire County Cllr for Amberley Steve Robinson announced that community groups should contact him if they might benefit from a small grant from the Growing Our Community Fund. Similarly any small improvements to paths or signs that Amberley people could recommend might be supported from the Highways Local budget if, again, residents got in touch with him. Councillor Robinson also reported that there are plans to upgrade the surface of the path along the old railway line between Nailsworth and Stroud. After the furore over the appearance of traffic lights, scaffold- ing and no-waiting cones in Bell Lane, the council had investi- gated and found highways officials had licensed all the measures while The Crown Inn restoration is underway. The lights and scaffolding have permission to be in place from 18th March, 2019, until 10 th May, 2019. Similarly Culver Hill in Amberley will be closed from its junction by the primary school to Littleworth from 6 th -23 rd April, 2019, for the remaining water main installation. AMBERLEY LITTER PICK A huge ‘well done and thank you’ to the volunteers who turned up for the Amberley litter pick. They collected 17 bags of rubbish, pictured above. The majority of rubbish, comprising mostly glass bottles and cans, was retrieved from Culver Hill and Bear Hill; included was a car seat! It is actually most disappointing that so much rubbish had been left lying around in the countryside - terribly damaging to the environment and horrible to look at. APOLOGIES FOR THE WRONG YEAR BEING PRINTED ON THE PAST TWO ISSUES OF TLP. Clerical error! HELICOPTER PAD FOR TOWN CENTRE? There are rumours of plans to replace the cross in the town centre with a landing pad for helicopters. These come after repeated confusion by visitors and locals alike as to which way they should drive round the cross: is it a roundabout or not? One local, who did not wished to be named, said: “It will make a lot of sense to install a helicopter pad so that more rich people can visit the town. Once the Crown Inn re-opens, there will obviously be a need for such a facility.” The aim would be to complete all plans for this by April 1 st 2020.

TRAFFIC AND PARKING SURVEYSUMMARY

A big thank you to all those of you whoresponded to the parking survey recentlyundertaken by the Parish Council. There werea lot of interesting answers and good sugges-tions for how to tackle parking in the town.The Parish Council is now embarking on thefirst steps towards analysing this and improv-ing matters in the town centre.From the results it is clear that the require-

ments of residents and those of visitors are very different, butthat both share the opinion that parking in the town is oftendifficult and that the situation is not helped by illegal parking,especially near the junction of the High Street and West End.The Parish Council was interested in finding out what peoplethought of a 3 hour time limit on the High Street. This elicited alargely negative response from residents and businesses, butvisitors were more favourable.As a first step the Parish Council has undertaken to improve theBell Lane Car Park by resurfacing the half that is currentlymuddy and full of pot holes. This will be surfaced with a cellularmatrix, like the existing surface on the rest of the car park, andthis should cut down on mud and water run off. The lighting ofthe access to the car park will also be improved on Bell Lane(lighting on the common is not possible) and signage to the carpark from the centre of the town will also be made clearer.Other possible improvements are still under discussion.

DOG MESS - AGAINThe Parish Council has received repeatedreports of dog mess on and

. If you walk your dog there,PLEASE pick up what your dog leaves onthe pavement.If you see someone failing to do this,please report them to the District Council

- ideally with photographic evidence as then action can betaken against them.

NOMINATIONS SOUGHT FOR THEJIM GREGORY AWARD

Nominations are requested for a recipient ofthis award – someone in the parish who hasperformed particularly noteworthy communi-ty service.Individuals or organisations should be nomi-nated for their outstanding voluntary service

in the community. The trophy, in memory of the late localPC Jim Gregory, has been sponsored by his family, who willbe represented on the judging panel by of members of theParish Council.

The award will be presented on May 13th at the Annual ParishAssembly, to which all nominees will be invited.

Please submit, in writing by ,the name of the nominated person or organisation togetherwith the reason for the nomination (in no more than 100words). Judges may contact shortlisted nominees for furtherinformation.

NEW PARISH NOTICE BOARDThe Parish Council has replaced the old, dilapidated noticeboard on the wall of the Cotswold Club. If you would like topublicise an event which is of interest to the general public,please deliver a copy of a poster (not more than A4 size) tothe Trap House.Please note, this is not for the promotion of commercial events- just charitable fund-raisers, meetings etc.

FAREWELL TO THE ASSISTANTPARISH CLERK

Angie Ayling is leaving the Parish Council office after 3 ½ yearsas assistant parish clerk. She is moving on to a voluntary rolewith Ramblers Walking Holidays, leading tours firstly in theUK and possibly elsewhere in the world in the future. She isnot, however, leaving the town and will continue to edit thechurch parish magazine and lead the bell ringers.Her replacement at the Parish Council is David Haines, wholives in the parish. He will be in the office on Monday,Wednesday and Friday mornings while Jo Barber, the clerk,will continue with her usual Mondays, Tuesdays and Thursdays.

COWS AND DOGSAt the February Council meeting,it was reported that five calveswere lost last year due toNeospora, which causes cows toabort. Neospora is transmittedthrough dog faeces and can livefor months on the grass.In addition to this, dog owners

continue to use the cattle troughs to wash their dogs and eachyear inches of mud from this practice has to be removed fromthe troughs. The graziers are exploring replacing the currenttroughs with ‘super troughs’ which would beboth badger and dog-proof as well as bigger.Please clear up after your dog on the commonas well as on pavements, for the sake of cowsand pedestrians.

Don’t forget the weekly community coffeemornings, each Monday in the CotswoldClub in the High Street at 10am. A greatchance to meet up with friends old and newand have a chat.
