ANGELES CITY – The city gov-ernment will pay this yearP135.8 million to service thedebts obtained by the previousadministrations, including theP300 million and P500 milliondebts obtained by then mayorsCarmelo Lazatin and FrancisNepomuceno, according to CityAdministrator Dennis Albert Pa-mintuan.

“For debt servicing alone, wehave to set aside more than 10percent of our 2013 budget. IfMayor Edgardo Pamintuan didnot re-channel the loan for the

AC gov’t to pay P135.8M this year for past admin debtssports center as planned byformer Mayor Nepomuceno tothe construction of a city col-lege, Angelenos would be pay-ing for debts that did not reallybenefit them,” he said.

The budget of the city gov-ernment for 2013 is at P1.28 bil-lion.

The debts obtained by Laza-tin include those used to pur-chase garbage bins and com-puters and construction of roadsand infrastructure that couldhave been covered by the regu-lar city budget, according to Pa-

mintuan.Pamintuan explained that

while the P300 million debts ofLazatin from various financialinstitutions have been taken outby Veterans’ Bank as a require-ment for the approval of theP500 million loan obtained byNepomuceno supposedly forthe construction of a sportscenter, the whole P800 millionwill still have to be paid by thecity government and the Ange-lenos.

“There is nothing wrongabout getting loans, as long as

these are put to good use. Butwe believe some of these loanswere obtained indiscriminately,”he said.

“Imagine the social servic-es and much needed projectswe could have implemented ifthe past administrations couldhave been more prudent in theirborrowings,” Pamintuan added.

Pamintuan also revealedthat for the entire nine years ofhis administration, Lazatinfailed to amortize loans obtainedby former Mayor Jose AbadSantos from the Economic Sup-

port Fund (ESF) of P29.5 mil-lion in 1984 for the constructionof the Pampang Public Marketand and relocation of the cityslaughterhouse.

He cited repeated admoni-tions from COA until 2007 thatthe city government has failedto make appropriations for thepayment of the ESF loan.

“As a result, the interestsand charges on the loan hasbloated to P32 million, which isnow more than the principal,”Pamintuan revealed.

Security ensured“WITH THE onset of the campaign period in the locallevel, checkpoints and gun ban operations will continueand have been strengthened to ensure the security ofcandidates and most important, the safety ofKapampangans.”

So declared Pampanga police director Senior Supt.R’Win Pagkalinawan.

“There will be uniformed policemen in areas wherecandidates — incumbent or not — hold caucuses andmeetings.

“We expect the campaign period to be peaceful andorderly. Still, we remain vigilant and ready foraugmentation if necessary,” he concluded.

All bases, so to speak, well covered there. So arewe assured?

Newsman injuredPAGKALINAWAN’S ASSURANCES notwithstanding, everyone’s safety and security in these politically-charged times can never be assured.

Tabloid correspondent Robledo Sanchez cried“Murder” – attempted, that is – over his sideswiping by avan not once but twice on his way home Saturday night.

It would have been the blackest Saturday for localmedia had that van with registration plates NIB-303succeeded in its obvious intent of crashing into andcrushing Sanchez.

Sanchez, along with the local media, can only rest –assured of safety and security – once the police get towho dun’it, starting of course with an identification of theowner of the van.

Media smearedIN A press release on the Sanchez incident coming fromthe camp of Angeles City mayoralty aspirant, Cong.Carmelo Lazatin, the newsman was quoted as sayinga bribery attempt was likewise foisted on him.

That part of the PR read: Sanchez also revealed thathe was even approached by another member of themedia, the name of whom Sanchez refused to reveal, and asked him to “name his price”.

“Sabi sa akin, ‘Robling, name your price’.

While we express solidarity with Sanchez in this clearcase of dangerous, if not murderous, harassment, westrongly enjoin him, indeed demand, that he named thatmember of media that tried to bribe him.

As it is now, every media worker in Pampanga issuspect. This is most unfair. It is incumbent then forSanchez to name him/her in public. Failing so, Sanchezshould just shut up! Else he could just be damned forglorifying himself at media’s expense.

All the newsunfit to print

THE ELECTION campaign – the official one that is – at the locallevels has barely started and already a group of newsmen andeditors, not to mention political pundits, already consigned a numberof candidates to definitively destined defeat.

Which gave rise to some imaginative – verily imaginary too –writings of all the news about the election outcome that you – in allprobability – would not see in print.

Here’s a rundown:

Guiao beats BlueboyHe was ridiculed in the campaign hustings as one “Paciencia

Paras-Yabut” for his penchant to either ask the patience andunderstanding of supplicants for his assistance as he could notgive them anything or promise he would bring their needs to theattention of the governor.

But Vice Gov. Joseller “Yeng” Guiao had thelast laugh, beating comebacking Francis“Blueboy” Nepomuceno in his own bailiwick ofAngeles City and burying him in an avalanche ofvotes in Mabalacat City and Magalang town.

With his victory, Guiao said he would resignhis coaching job in the Philippine BasketballAssociation and concentrate legislating on angermanagement.

This, even as the neophyte congressmanvowed to double his efforts in bringing the needsof his first district constituents to the attention ofthe governor.#

At last, at last, at long lastBoking’s hold on mayorship ends

The long, long, long, looong term of Marino“Boking” Morales as mayor of Mabalacat townstarting in 1995 all the way to Mabalacat City in2012 came to an abrupt end on May 13, 2013.

Writing finis to the once bruited about lifetimehold of Morales on the mayorship is Noli Castro,Jr., official candidate of the Laban ngDemokratikong Pilipino (LDP).

Castro’s candidacy was initially questioned, with the other contender for the mayoralty post,Vice Mayor Noel Castro, petitioning theCommission on Elections to be declared hisnamesake a nuisance candidate.

With the poll results, Castro – the winner Noli, that is – proved it was the petitioner, erstwhilevice mayor Castro who got less than five percentof the votes cast, that really deserved to have beendeclared the nuisance candidate.

Castro said he “would not do a Boking” as hedisowned any ambition for even one re-election.

“In just one term, I can turn Mabalacat notonly into the Makati of the north but the Las Vegasof the east,” he said.#

Dabu drubs GMAThe once putative provincial administrator is

now a full-fledged congresswoman – and how!Atty. Vivian Dabu rode on the wings of the

PNoy phenomenon and the well-oiled machineryof the Liberal Party in Pampanga to beat – by theproverbial mile – the infirm and hospital-arrestedformer President and re-electionistCongresswoman Gloria Macapagal-Arroyo.

Dabu won in all six municipalities comprisingthe second district, thrashing the once mostpowerful woman in the country even in her ownprecinct in Lubao.

Meanwhile, with her victory, reports said theInquirer is at this early considering her to be its

“Filipino of the Year.”“A most fitting tribute,” said a Dabu supporter

who asked that he not be identified for lack ofauthority to speak. “Pareho na sila ni Among.”

Dabu’s superior during her stint at the Capitol,Gov. Eddie T. Panlilio, was also hailed “Filipino ofthe Year” after his election in 2007.#

Delta loses to ‘unknown’Defying all projections and all survey results,

unheralded Atty. Maria Amalia Tiglao-Cayanandeprived three-time Lubao mayor Dennis “Delta”Pineda of the vice-governorship.

Tiglao-Cayanan put to good use her “BinibiningPilipinas” charm and her “innate intelligence” inconvincing the Kapampangan electorate that shewas the better choice for vice governor. This, according to seasoned political observers.

In her victory speech, Tiglao-Cayanan saidshe would reinstate the Biyaya a Luluguran atSisikapan (BALAS) to administer and supervisethe quarry operations, promising that she wouldeven double “in one term” the P700 millioncollections achieved by the Pinedaadministration.#

Panlilio retakes CapitolSuspended priest Eddie “Among Ed” Panlilio

won over incumbent Gov. Lilia “Nanay Baby”Pineda in this their third fight for the Pampangagovernorship.

“A miracle in the scope of the parting of theRed Sea by Moses if not in the scale of theresurrection of the Christ Himself,” a member ofPanlilio’s Kapampangan Manalakaran supportgroup said of Panlilio’s second coming at theCapitol.

Shrieks of “Hallelujahs!” accompanied thegovernor-again at his proclamation.

Panlilio was not given the least chance ofwinning the governorship by political observersand pollster due to his “very, very poor showing inthe surveys.”

He himself was at one time quoted by a LiberalParty mayoralty bet as likening his chances atwinning to an elephant passing through the eyeof the needle, and even unsure if the needle hadan eye.

“It’s a miracle!” so Panlilio’s followers chorused.“No, it’s PNoy,” someone who looked like Local

Government Secretary Mar Roxas said.#

ON THIS DAY in 1942, the Jap-anese infantry stage a major of-fensive against Allied troops inBataan, the peninsula guardingManila Bay of the Philippine Is-lands.

The invasion of the Japanese14th Army, which began in De-cember 1941 and was led byGeneral Masaharu Homma, hadalready forced General DouglasMacArthur's troops from Manila,

the Philippine capital, into Bataan,in part because of poor strategiz-ing on MacArthur's part.

By March, after MacArthurhad left for Australia on Presi-dent Roosevelt's orders andbeen replaced by Major Gener-al Edward P. King Jr., the Amer-ican Luzon Force and its Filipi-no allies were half-starved andsuffering from malnutrition, ma-laria, beriberi, dysentery, and

hookworm.Homma, helped by reinforce-

ments and an increase in artil-lery and aircraft activity, took ad-vantage of the U.S. and Filipinos'weakened condition. The Japa-nese attack signaled the begin-ning of the end and would result, six days later, in the surrender ofthe largest number of U.S. troopsin U.S. military history.

Invasion ofalien species

IF YOU CAN’T lick them, eat them. That seems to be the advice of Director Theresa Mundita Lim of

the Protected Areas and Wildlife Bureau (PAWB) to fishermen andoperators who are directly affected by the proliferation of Chinesesoft-shelled turtles.

“It is okay to catch and eat them. In fact, this could be thereason these Chinese soft-shelled turtle were brought into thecountry and released into the wild by those who may have thoughtof having them here in the Philippines,” Lim said.

These types of turtles are considered a delicacy in many partsof Asia. Turtle soup is made from this species. In Japan, they maybe stewed with noodles and served as a winter delicacy.

In China, these turtles are found in rivers, lakes, ponds, canals, and creeks with slow currents. They have been introduced toMalaysia, Singapore, Thailand, Timor, Guam, some of the HawaiianIslands, and most recently in the Philippines.

Chinese soft-shelled turtles, scientificallyknown as “Pelodiscus sinensis,” have invaded thewaters of Central Luzon, as well as Laguna deBay. In Pampanga, Bulacan and Bataan, theyhave become a menace as they prey on “bangus”(milkfish) and tilapia fingerlings in fishponds.

According to Arthur Salazar, deputy directorfor protected areas, wildlife and coastal zonemanagement service, the Chinese soft-shelledturtles are carnivorous and aggressive, “preferringto forage at night to feed on fish, crustaceans, mollusks and insects.”

Filipinos never learned. During the 1980s,“golden kuhol” became popular as it was toutedto be a delicacy. Because it was good food andequally good alternative source of income, enterprising farmers started raising “golden kuhol”in their backyards.

But barely three years after its introduction tothe Philippines, the snail which is said to haveoriginated from the Amazon River in SouthAmerica was practically everywhere. The snailmultiplies rapidly, a characteristic that transformedthem from being a rare delicacy to a dreaded pest.

“Golden kuhol” are very prolific; a female snaillays 200 to 500 eggs at a time, and between 1,000to 1,200 eggs during one month. They proliferaterapidly as their eggs and hatchlings aretransported by rivers and streams. They aredispersed to the rice fields through irrigation water.

“The introduced snail has caused one of theworst biological disasters ever to have affectedPhilippine agriculture with its invasion of irrigatedrice fields,” said national scientist Rafael D.Guerrero III. “Because of its prolific breeding andvoracious breeding habits, the snail is highlydestructive to newly-planted rice seedlings.”

“Not all that are good for other countries is goodfor us,” reminded Dr. Guerrero, who was formerlythe executive director of the Laguna-basedPhilippine Council for Aquatic and Marine Researchand Development. “In fact, it can be a big problem.”

Guerrero was referring to invasive alienspecies, of which Chinese soft-shelled turtles and“golden kuhol” are two examples. The Conventionon Biological Diversity defines IAS as those thatare introduced into new habitats by humanintervention and usually are invasive or aggressive.

AIS, as described by the US Department ofAgriculture, are plants, animals, and microbes notnative to a region which, when introduced eitheraccidentally or intentionally, out-compete nativespecies for available resources, reproduceprolifically, and dominate regions and ecosystems.

AIS have been classified into microorganisms(avian malaria, banana bunchy top virus, rinderpestvirus), aquatic plants (water hyacinth), land plant(cogon, mimosa, African tulip tree), aquaticinvertebrates (green crab, marine clam), landinvertebrate (common malaria mosquito, goldenapple snail, common wasp), amphibian (bullfrog, cane toad), fish (carp, Mozambique tilapia), bird(Indian myna bird, red-vested bulbul), reptile (browntree snake), and mammal (domestic cat, goat, mouse, pig, rabbit, and red fox).

“After habitat loss, this biological invasionconstitutes the greatest threat to biodiversity, andit has already had devastating consequences forthe planet,” says an official of the WorldConservation Union. “The economic bill runs intotens of billions of dollars every year. Pests, weedsand pathogens, introduced deliberately oraccidentally, reduce crop and stock yields, anddegrade marine and freshwater ecosystems.”

In the Philippines, the PAWB has identifiedabout 170 alien or non-endemic species of plants, animals and insects that have been recorded ascausing damage to agriculture and localbiodiversity.

In the film “War of the Worlds,” the Martianswere defeated by an Earthly infection – perhapsa bout of flu – to which they had no resistance.Real world aliens, however, are often made ofsterner stuff.

This, even as Arroyo’sfriend incumbent Gov. Lil-ia Pineda, who is seekingre-election under the localparty Kambilan, also de-clared she would not cam-paign in the traditionalway.

“I have done my bestto help my cabalens sinceI became governor andnow it’s up to them todecide,” said Pineda whowas reportedly told by herdoctors to rest after shewas hospitalized recentlyamid her tight schedule.

Garcia said that of thesix thrusts, the develop-ment of Subic tourism isexpected to have full sway,as most of the projectsplanned this year are tour-ism-related.

He noted that in De-cember last year, the Sub-ic Bay Freeport, and theentire province of Zam-bales in general, was iden-tified by the Department ofTourism (DOT) as one ofthe top destinations in thecountry due to its wide ar-ray of quality-standardtourist facilities and thelevel of visitation it gener-ated from local and foreigntourists.

The recognition, Garciasaid, was attributed to the513 percent increase in thenumber of leisure-related

Prior to this, DOT re-gional office also chose theSubic Bay Freeport as“Premier Convention Cap-ital of Central Luzon.” Thismilestone, Garcia noted, was achieved after Subicrecorded 293 meetings, incentives, conventionsand events (MICE) held inthe Freeport in 2012, sur-passing the 141 MICErecord in 2011 or an in-crease of 108 percent.

The 2012 MICE eventsin the Subic Freeport re-corded a total of 129,000participants, or a 20 per-cent increase over the2011 figures.

To maximize the landuse potentials of the Free-port, the SBMA is nowexpanding the Subic terri-tory at the Redondo Pen-insula to accommodatenew ship builders. A simi-lar expansion is beingmade in Hermosa,Bataan, and other areasthat might be offered to pro-spective investors, Garciasaid.

With regards to the

JICA recommendation touse Subic as alternateport to decongest Manila,Garcia said the SBMA hasbeen aggressively market-ing its seaport for in-creased utilization of theNew Container Terminals1 and 2. This strategy alsoincludes the opening offeeder lines to Singaporeand Japan to open theSubic Port to ships sail-ing to and from Europe andthe Middle East.

Meanwhile, SBMA’saggressive marketing ofthe Subic Bay InternationalAirport (SBIA) paved theentry of Astro Air Interna-tional, Inc. which will openthe Taiwan-Subic-Taiwanand Subic-Boracay-Subiccommercial routes start-ing this June.

In addition, the annualBalikatan exercises will beheld at the SBIA’s south-west and southeastaprons, while another por-tion of the airport will beoccupied by the Depart-ment of National Defenseunder commercial terms,Garcia also said.

Garcia revealed thatthe SBMA is set further toimprove its financial posi-

tion in the coming years, after increasing its net op-erating profit by 91 per-cent last year.

He said that to achievethis, he is pursuing thecreation of a joint SBMA-BOC Technical WorkingGroup to more effectivelycombat smuggling;streamlining of businessprocesses to reduce re-quirements and improvedelivery of services;amending existing agree-ments with other agenciesor implementation of newagreements; and enhanc-ing safety culture throughcommunity watch cam-paign and installation oflaw enforcement surveil-lance and security sys-tems.

This time, Panlilio saidhe is batting for a legalizedform of jueteng, saying “Ifyou can’t lick them, jointhem.” He said that a le-galized form of juetengwould remove the hold ofjueteng lords in the politi-cal system and even in thepolice force.

Samantala, kasalukuyan pa ring nasa Europe si Kris kasama ang dalawang anak and will be back on April 5.Pagdating niya ay ipagpapatuloy pa rin niya ang mga commitments niya with Pilipinas Got Talent.

PAMPELIKULA talaga ang kapalaran nina John Lloyd Cruz at Sarah Geronimo dahil sa malakas na hatak sa taong movie nilang It Takes A Man And A Woman na nagbukas last Saturday.

An actor will always be an actorkahit saang larangan ka man mapunta.

Mag-asawang Alvarado kapwa unopposed
