Obviously, that span of time, and the twenty or so proposals it generated, make up much too long and broad a topic to cover thor- oughly in so little space. Neverthe- less, by organizing the history into seven, sometimes overlapping "eras", and by focusing attention an the most important plans, it is possible to lead one rather quickly through a meaningful overview of what was, until a short time ago, Today, rail rapid transit is a large public expense of state and nation- al, as well as local, significance. Such was not always the case. Be- tween 1870 and 1910, most rapid transit lines in America were pri- vately financed. And, during this first era, "The Era of Private Capit- al," Los Angeles itself came tantali- zingly close to getting rapid transit at no cost to taxpayers. Shortly af- ter the turn of the century, the Southern Pacific bought a trolley system named the "Los Angeles Pacific Company." Among the im- provements the new owners con- templated were high-speed bypasses through Hollywood, and what is now the Wilshire District, funneling into a tunnel between Vermont Avenue and Hill Street Station. Work actually began on this ambitious project in 1907. Loc- al civic leaders were thrilled at the idea of Los Angeles joining the municipal big leagues with a sub- way. Alas, their bubble hurst. The Financial Panic of 1907 cut off funds, and construction was sus- pended indefinitely. Thereafter, private financing of rapid transit was more the exception than the rule, although electric railways would remain a booming business for many years to come. In 1911, an event called "The Great Merger" took place. Several interurban trolley companies were combined into the Pacific Electric Railway, the famous "Red Car" system. Today, many people look back upon this thousand mile, now abandoned, asset as having been a rapid transit system which was thrown away. Well, parts of 'were rapid transit and parts of it weren't. Stuck in rush hour traffic on Sunset Blvd., it helped pass the time and might save someone some grief. "Some of you folks might think that gentle bump an your rear is just your neighbor getting friendly, but here to teil you that it was no love pat. lt was probably a pick- pocket stealing your wallet," he said over the microphone. Amid chuckles and nervous laughter dozens of patrons quietly checked their wallets and purses. On a busy downtown street cor- ner two District employees are standing at a bus stop, caught in the jostling crowd as they wait for their bus. Suddenly one shouts out, "Hey, stop that." As the would-be thief disappears into the crowd the girl who shouted turns to her com- panion and teils her that a pick- pocket had her purse open and his hand in it when she saw what he was doing. Both incidences are true. And both serve to illustrate one area of crime that is an the upswing here in Los Angeles. According to current police figures, reported pickpock- et incidents have climbed from 347 in 1978 to over 1,600 last year. And, with the Olympics just a year away and summer tourism climb- ing, police experts say we can ex- pect to see more of the same. The Transit Police Department re . ports that along with increased ridership, the District has experi- enced a substantial increase in pickpocket activity over the last year. During the first quarter of 1983, forty-five pickpocket crimes were reported. Transit police offi- cials note that a significant number of pickpocket crimes go unre- ported, thus making the actual number of such crimes occurring an buses impossible to estimate. James Burgess, Transit Police Chief, says that the professional Operators at the District are invalu- able in preventing our riders from becoming pickpocket victims. "Many of our operators remind passengers, either individually or via the bus public address system, to be aware that pickpockets may be working the bus. A simple, "Watch your purse, ma'am," from the Operator has prevented a countless number of pickpocket crimes. Many of the operators rec- ognize "pickpocket regulars" or recognize "pickpocket techni- ques" and call for the Transit Police, thus preventing crimes. Valuable information is provided by operators regarding where and when pickpocket activity is taking place," Burgess said. When the Transit Police Depart- ment becomes aware that pick- pocket professionals are working certain areas, undercover officers are deployed to work those areas. Mug photos of pickpocket pros are distributed periodically to officers, to aid in recognition and apprehension. "I've had my wallet lifted three times," commented one bus pat- ron." I don't even bother to report it to the police anymore," he added. "Yeah," said another, "they're everywhere." "They" are professional pick- pockets — most from Central America — who've come to Los Angeles to prey an the unsuspect- ing. Sgt. Jose J. Alcantara, with LAPD's Bunco-Forgery division, says the increased numbers of pickpockets first became appa- rent in 1978. Officers are also quick to agree that these figures may only represent the tip of the pick- pocket iceberg. Average weekday ridership in April was 1,442,000 boarding, up 30 percent over April 1982, another record. RTD defines one boarding as each time someone gets an an RTD bus. Passengers going to and from a destination are counted twice. There has also been a sharp gain in the number of RTD bus riders an weekends. Saturday boardings are up 17 percent over a year ago, and Sunday boardings rose 24 percent over April 1982. More than 130 extra buses have been deployed weekday morning rush hours since July 1 when RTD fares were sharply re- duced. "We're doing everything we can to meet our service Je- mands and get the maximum use from our fleet," said Mike Lewis, RTD Board president. He noted the district is looking for- ward to delivery of 415 new Neo- plan USA buses starting next fall. "'At a time when many public transit districts in the natiion are experiencing declining rid- ership, I think it's significant that public transportation in Los Angeles is thriving," Lewis added.

Ridership tops 1.5 millionFor first time in RTD history

RTD bus ridership topped 1.5million boardings Friday, April15, for the first time in the Dis-trict's history. Average weekdayridership in April was 1,442,000boarding, up 30 percent overApril 1982, another record.

Word processors can be as easy to learn as video gamesFrom mechanics to managers,

the skills necessary to perform ourjobs are changing throughout theDistrict. Not too long ago all a goodmanager needed was an ability tomanage paper and people while amechanic needed to know only his

tools and the equipment he workedon. This is true no longer.

As the computer comes of age ithas become necessary for more

While police agree that somepickpockets are amateurs, or takeadvantage of a momentary oppor-tunity, they believe most of thethefts are committed by highlytrained pro's.

For obvious reasons there are noreliable figures an how much theaverage pickpocket earns. OneU.S. Department of Justice reportestimates that the approximately1,000 professionals working an aworld-wide basis each ea'rn anaverage of $10,000 a week.

Distracting the intended victim isthe single most important part of asuccessful pickpocket operation,Alcantara pointed out. "As sonn asyour mind is an something otherthan your wallet, you are sucepti-ble. This is why the rings usuallyoperate with two to five persons —one pickpocket and one or more"stalls" to distract the victim, lookout for the police and to receive thewallet," he said.

A typical pickpocket situation isa crowded bus stop or a crush ofpeople trying to get an a bus. "Theperson in front of you drops abunch of coins and bends over topick them up, blocking you, orslowing you down while the pick-packet behind you takes your wal-let out of your purse or pocket,"Alcantara said.

Word processing is a relativelynew skill, and one for which there isan ever increasing need. As re-cently as two years ago there wereno word processors in the District.Today, almost every departmenthas one tucked away in a cornersomeplace.

While we can't hope to teachanyone how to use a word proces-sor through Headway, we can in-troduce you to the equipment, de-scribe the way it works and giveyou some idea of what it can do foryou. So, take that processor out ofthe corner, pull up a chair and let's

Although pickpocketing is afelony offense, catching and con-victing a pickpocket is at best diffi-cult. Most cases in which there isno known previous offense areoften treated as misdeameanors,with little or no jail time.

Even when police know theyhave a professional in their cus-tody the job is often impossible.The suspect simply gives a falsename, posts ball and disappears.

Pickpockets also travel a greatdeal, and usually for free. Whenone of them wants to move an toanother area he simply stealssomebody's plane ticket and eithercashes it in and buys another oruses the one he stole.

lt may help to think of word pro-cessing as "computerized typing,"although there are distinct differ-entes. "The major difference be-tween the two," comments BrendaDiederichs, a Supervising Person-nel Analyst, "is that a typist needn't

learn to control a typewriter while aword processor must learn to con-trol the terminal as well as the In-formation that goes into thesystem."

Through the use of word proces-sors you have, in effect, all of theresources of a powerful computerat your fingertips. All you have todo to coaxe perfect copy out of it isteil it what to do. Of course, youmust teil it how to do it but once youlearn the system that becomes theeasiest part.

A word processing system ismade up of five parts. First, ofcourse, is the person operating thesystem. Next is the computer thatwill be doing the work for you. Thirdis the keyboard, very similar to atypewriter, through which you teilthe computer what to do. Fourth, isthe screen or CRT. The Cathode ,Ray Tube, or CRT, allows the Oper-ator to see what they are creating.Lastly, there is a printer that pro-vides a paper or "hard" copy of thefinished document.

The big difference between theword processor and a typewriter isthat when you turn off a word pro-cessor all of the text you have cre-ated disappears unless you've toldthe computer to store it. Themagnetic disks that fit into the pro-cessor are its memory. Withoutthem you could type all day at aconsole and still have nothing toshow for it when you were done.This memory function is as simpleas hitting an extra key or two beforeyou shut the equipment down andmust be performed each time youprepare or revise a document.

Most word processors have atleast one function that has madethem so popular in the businessworld — an editing capability.When using a typewriter, mistakesan your copy must be corrected by

hand. With a word processor yousimply punch a key or two and thecomputer makes whateverchanges or corrections you need,before the document ever reachespaper. This saves time and effortand pleases the Boss because theend product is so much neater andprofessional looking.

WHAT SKILLS DO YOU NEED?The single most basic skill

needed in word processing is typ-ing. Although "hunt and peck" typ-ing will work, the ideal of course istouch typing. More and more peo-ple these days —from clerks totransit cops need to type. Evenmanagers are learning to use theterminals. By entering a few piecesof information at a division terminal,they can activate the computer toprovide them with the importantmanagement information theyneed. And it can be done in a frac-tion of the time it used to take and ata considerable money savings aswell.

We are all living in an age of ter-minals and video games. Along theway we are aquiring the skills tooperate the keyboard, controlsand the screen. Most of us getthese skills without realizing it aswe play video games. The only realdifference between a game ofVideo Bandits and a word proces-sor is the use to which they are put.

HOW DO YOU USE THE WORDPROCESSOR?

Text entry is just like typing, ex-cept that the text is presented an ascreen instead of being printeddirectly onto paper. The materialyou enter can come from a hand-written or roughly typed master or itcan come straight out of your head.The computer doesn't care.

While the transcribed documentis still in memory, and before it canbe used, it must be permanentlystored for safe keeping. You givethe document a distinctive name,or "slug", so it can be retrieved la-ter when you need it; then youdirect the computer to put the elec-tronic form of the document onto adisk for storage.

With the document safely on thedisk you can now print the copy.Depending on the type of wordprocessor, this is done by a simpledirective from the keyboard or byselecting the print action from amenu presented on the screen.

After the document has beentranscribed, it is usually returned tothe originator for changes. The firstkind of change is correcting mis-read or misheard (from a tape)words. The second kind of changeis the reorganization requiredwhen the originator sees what thedocument actually looks like.

The insert and delete keys arecalled upon to perform most cor-rective functions. But this is wherethe incredible power of the compu-ter your terminal is connected to

HOW DO YOU LEARN WORDPROCESSING?

Some high schools, two-yearcolleges and adult educationcourses provide access and train-ing on word processors. However,due to the cost of the equipment,these institutions are often poorlyequipped and funded. There arealso private courses, often givenby the word processor manufac-turer. These courses are good, buttend to be expensive. The Districtalso provides training for selectedpersonnel. Usually, a departmenthead will select one or two peoplewithin the department to be trainedin the use of the word processor.The selection is based on needand, to one degree or another,upon desire to learn the equip-ment. Selected individuals arethen trained by the Telecom-munications Department. "VVeaverage about 30 training sessionseach month," says Caren Epstein,Word Processing Coordinator."There are currently about 140clerical positions within the Districtthat could benefit from word pro-cessor training," she added." Outof that number we've trained about75 people to date." The District hasabout 52 word processor terminalsand 46 printers installed, primarilyin the headquarters building, shepointed out.

The Employee Developmentand Training Department is cur-rently taking a hard look at what thedistrict's long-term needs aregoing to be in terms of skilled wordprocess operators. Director of Em-ployee Development Byron Lewisstated, "Since computers areobviously here to stay, we need togive all of our employees whosejobs may be affected by word pro-cessors and other automatic dataprocessing equipment the oppor-tunity to become competent in theiroperation. A master plan addres-sing all aspects of training andeducation needed as a result ofcomputerization is being pre-pared."

COLORThe colors in your print or duplicate willbe just about the same as they are in theslide. However, overall casts of color,such as the bluishness that often appearsin slides made oir an overcast day, rnaybe more noticeable in the print than inthe original slide. Your eyes are morelikely to adapt to an overall tint in a slideprojected in a dark room than to a tintin a print viewed in normally lightedsurroundings.

SHARPNESSOf course, the sharper your originalslide, the sharper your print or duplicateslide will be. Judge the sharpness of yourslide (both for focus and for subject orcamera movement) by examining itthrough a magnifier. Judging sharpnessby projecting the slide may be misleading.

CLEANLINESSAny dust, scratches, or fingerprints onthe slide will appear in the print or dup-licate slide. These will be particularly ob-vious in an enlargement. Kodak Process-ing Laboratories clean Loose dirt particiesfrom the slides when necessary, hut yourchances of getting a clean-looking printor duplicate are best if you send a cleanslide. You can clean your slides with a

product such as KODAK Film Cleanerand a piece of clean, white, lintless cloth.

EXPOSURETry to avoid choosing slides that areoverexposed (too light) or underexposed(too dark). Prints and duplicates fromoverexposed slides will lack highlightdetail; those from underexposed slideswill lack shadow detail.

CONTRASTDuplicate SlidesWhen you duplicate a slide, the duplicatesometirnes has slightly more contrastthan the original. Usually, the addedcontrast is acceptable, but if you dupli-cate a contrasty original, the added con-trast might be excessive.

Prints and EnlargementsA slide with high contrast will not repro-duce as well as a slide of normal or lowcontrast. A high-contrast slide includesboth very bright and very dark areas(such as a bride in white next to a groomin black or a bright sky behind a tree),and a print often won't show all the detailin these areas that you can see in the slide.Some custom laboratories may employthe use of special image masking tech-niques to control contrast and densitieswithin a picture. Often enlargements arecompleted with the use of a negative as

an intermediate step. Kodak laboratoriesoffer negatives from slides for customerswho wish to print their own work.

Prints from slides are not as brilliantas the original slicte because they areviewed by reflected light. Using an ar-rangement similar to the one in the illus-tration is a good way of judging the con-trast and exposure of your slide to deter-mine whether it will inake a good print.View the slide by light reflected from asheet of white paper illuminated by abright light, such as a desk lamp. Holdthe slide at about a 45-degree angle tothe paper so that the light strikes the slideas well as the paper.

ORIENTATION AND CROPPINGColor prints and enlargements madefrom slides will be oriented in the sameway as the slides are when you viewedthem through the bare (glossy) side.

Cropping often improves slides, andmany photofinishers provide masks forcropping slides which are going to be en-larged. Your photo dealer will let you usea mask, and you can mark the croppingon the slide mount. If you do not indicatecropping on the slide, the photofinisherwill make the enlargement from the en-tire slide or the largest area of the slidethat can be printed to the size you order.

Lawnmower safety hintsYou probably don't want to be

reminded, but it's now time toget out the lawn mower. Beforeyou do, be sure you know how todo so safety—mowing can bejust as hazardous as it is un-pleasant.

Each year a large number ofboth operators and bystandersare seriously injured in acci-dents involving power lawnmowers, particularly the rotarytype mowers.

Following the safety rules be-low could prevent an injury toyou, a member of your family, ora passerby:• Read the instruction manual

carefully before you operate anew mower.

• Always start the mower anfirm, clear, level ground.

• Shut off the mower—or dis-connect the power cord if it iselectric—before attemptingto clear accumulated grass orother material from themower.

• Mow the lawn during daylighthours only. At night it's difficultto spot and avoid hittingstones and other objectswhich may be hidden in thegrass.

• Pay extra attention to footingand balance when mowing anan incline.

• Wear safety shoes if you havethem.

• Hills and banks should be cuthorizontally instead of verti-cally (but the safety rule is justthe opposite—vertically in-stead of horizontally—whenyou're using a riding mower).This method will allow bettercontrol of the mower.

• Check the mower regularly forworn or damaged parts. If youhave an electric mower, makefrequent checks of the powercord to be sure there are nobreaks in the insulation.

• Never leave the mower un-attended, especially when itis running.

• Don't mow when the grass iswet or slippery.

• Never refuel a gasoline mow-er while it is running or still hotfrom use.

• Keep children away from themowing area.

• Never lift or tip the mowerwhile it is running.

• Shut off the mower beforeattempting to adjust theheight of the wheels.

Finally, "The last-diet-you-will-euer- be-on-if-you-are-honest" dietThis is the "Last-diet-you-will -

ever-be-on-if-you-are-honest"diet. This will be permanent mod-ification of your eating habits. Theterm diet is usually used incorrect-ly. Properly used, the word diet isthe total food consumed by an indi-vidual. Usually when a person talksof a diet it is a weight-loss diet ofwhich they are speaking. To per-manently lose weight you need topermanently balance your dailydiet and know the balance be-tween your caloric needs andcaloric intake. The "L-d-y-w-e-b-o-i-y-a-h" diet does not count calor-ies, it counts an you.

WEIGHT-LOSS DIET STARTSWITH A DIARY

Before you attempt a permanentweight-loss program you mustknow if you are physically able toundergo the stress of weight lossor if there is an underlying reasonfor your weight gain. After yourphysician has said that it's alrightto lose weight, you need to deter-mine your individual eating pat-terns. For the next two weeks youwill write down everything you eat,drink, or chew. This food diary willcontain what you eat, how muchyou eat, in what location you eat thefood, what your feelings are wheneating and at what time you ate.

So, in a notebook you will placefood/amount/where/feelings/timeand note everything eaten from thestick of gum to the taste of some-one's sandwich. Everything will be

documented. Even each glass ofwater should be noted. For thosewishing to permanently alter theireating habits and have a perma-nent weight-loss this Food Diarywill give you insight to the where,what, and why of your eating. Youneed to keep track of your totalfood intake for at least two weeksand the results will be as honest asyour documentation. This is why

you need to be honest. (And noone needs to see the notebook ex-cept you)

MY DIARYWhen I reviewed my two week

diary, I was astonished to learn thatI ate not only breakfast, lunch anddinner but 3 dinners and whatevermy kids left an their plates. The din-ners consisted of first "tasting"while preparing dinner, the secondwhile sitting down at the dinnertable with my family and the third infront of the television. When I stop-ped tasting food I prepared andstopped eating "with" television I

began my permanent weight loss.These habits were not easy to giveup but when it became obviousthat I was losing weight and wear-ing smaller clothes, I became morededicated to lose those many,many pounds that I had gained.Those restrictions an what, whereand why I eat have become perma-nent modifications in my life style,even today. That was twenty years

ago.BE PATIENT

Don't try to interpret the results ofyour diary until two completeweeks and don't alter your eatinghabits until after your informationgathering. After the two weeks, youshould see where you will need tomodify your eating habits. You willbe able to see where you can cutyour "invisible" eating. This invisi-ble eating is usually done in front ofthe television, or as snacks eatenat a friend's home or at the movies.These are eating habits based ansocial "need" not health needs;

thus, they become the easiest toeliminate. The first rule of weightloss and modification of your eat-ing habits will be to become awareof eating. The what, where, andwhy of eating becomes apparentwhen you become aware of eating.

VISIBLE EATINGWhen you start your food aware-

ness permanent weight-loss, youshould eat at a place set at thetable. You should never stand toeat unless at a party. Do not eatand do something else such asreading or watching T.V. Be awareof when you eat and what you eatand why you eat. You should not"taste" food. Eating is special andshould always be treated as some-thing special.

CALORIESThe second modification in the

permanent weight-loss diet is anincrease of your activity level.Simply stated, if you consume lesscalories than you use you will loseweight. Activity plays a big role inweight loss or weight gain. If youeat less than a thinner person andyou still gain weight it may be yourlow activity level. The more over-weight you are the more "efficient"you probably are. The thinner per-son usually won't wait for the eleva-tor and uses the stairs, where you"conserve" your energy for thosemoments dedicated to eating. Thethinner person usually is "runningin circles" while the overweightperson is a mode! for a time andmotion study.

Take precautions when you go out in theAccording to the famous British

playright Noel Coward, "Only maddogs and Englishmen go out in thenoonday sun." Of course, he waspoking fun at his countrymen butthe advice is nonetheless accu-rate. Experts agree that almosteveryone should avoid excessiveactivity and exposure to the sunduring peak summer middaytemperatures.

The U.S. Public Health Servicereports that there were 1,265deaths in this country last summerdirectly attributable to summerheat. Besides obvious risk groupssuch as children and the elderly,those who work outside during theday are also prone to heat relatedproblems, experts say.

Safety Department figuresshow that each year several casesof heat sickness are reported byDistrict personnel. These casesare linked to over exhertion andcompounded by not drinking suffi-

cient amounts of liquids to replacethe body fluids that are lost byperspiration.

Healthy people have automaticheat regulatory systems that allowtheir bodies to dissipate heat to thesurrounding atmosphere. Whenthe body is exposed to extremeheat, it responds by perspiring. Asthe sweat evaporates, the bodycools down. However, the result isthe loss of essential body fluidsand salt. The loss must be re-placed by drinking additionalfluids and sensibly increasing theintake of salty food. Salt tablets areof doubtful benefit, according torecent tests results, and should betaken only an the advice of a doc-tor. In fact, most employers, includ-ing the R.T.D. no longer providesalt tablets because they havemore potential for causing harmthan good to some individuals.

In addition, individuals withheart, kidney or liver disease

should consult a doctor before in-creasing their salt and fluid intake.

Heat stroke is a life threateningsituation. lt occurs when there is anabsence of sweating, thus causinghigh internal body temperatures.When someone collapses in theheat, and their skin feels hot anddry, they must be rushed to anemergency room for treatment.

Heat exhaustion, an the otherhand, usually results from standingin the heat and sun for long periodsof time without being acclimated to

summer sunit. These people will continue tosweat and should recover quickly ifplaced somewhere cool, with theirhead down and feet elevated.

As in all other situations, ex-tremely hot weather should beapproached with moderation.Don't run, jog, play tennis or en-gage in any other extremelyphysical activity during the hottestpart of the day if you can avoid it.When it's blazing hot outside, hangout in the coolest place you canfind.

Early transit proposals strikingly similar to currentreal rapid transit. A noteworthy ex-ception was the Bunker Hill Tunneland Subway Terminal, actually astarting over of the 1907 project.For the most part, the P.E. was re-conciled to wearing out what it hadinherited from the good old days of

Public sponsorship of rapid tran-sit studies in Los Angeles beganduring the same years as the GreatMerger. A Chicago consultant,Bion J. Arnold, prepared a reportfor the Los Angeles Board of Har-bor Commissioners, in which he re-commended several transporta-tion improvements, among themdowntown subways for interurbantrains. However, the outstanding

feature of the Arnold Report musthave boggled the contemporaryimagination. He proposed, in acorridor paralleling the shoestringannexation strip to San Pedro,eight railroad tracks flanked bygrade-separated roads, to beknown as the "Auto Speedway".Such intermodal coordination wascertainly farsighted for its time, andas one can see from the dream'seventual fulfillment, The HarborFreeway, Bion J. Arnold was aprophet without honor in SouthernCalifornia.

The Arnold Report heralded thebeginning of era number two, "TheFirst Era of Grand Designs". ltrached its high point in 1925 withpublication of the Kelker, De LeuwReport on Comprehensive RapidTransit Plan for The City and Coun-ty of Los Angeles. In their inch-thick hardbound volume, the con-sultants described an extensivetwo-stage network at a cost of ab-out $320 million. A key element ofthe comprehensive plan was up-grading of the best parts of the RedCar System and connecting themto new high-speed rights-of-way.

For an urban area which wasgrowing very fast, suffering fromlots of traffic congestion, andwhose public transportation was ofvery inconsistent quality, the Com-prehensive Rapid Transit Planoffered the hope of a uniformly highlevel of mass transportation

underground, a considerable partof the new mileage was to be ele-vated over streets. Forseeing ahostile reaction to this idea, theconsultants took great pains to ex-plain how judicious use of sculp-tured concrete could make theoverhead structures aestheticallybenign. lt was a spoonful of sugarthat did not make the medicine godown.

In 1926, a political battle flaredup over location of a union passen-ger terminal. The Southern Pacific,the Pacific Electric, and most

newspapers favored a site aroundFifth Street and Central Avenue. In-cluded in the terminal layout was asort of "initial increment" of ele-vated access trackage from theLos Angeles River to P. E.'s MainStreet Station to take interurbantrains off the streets and out of traf-fic. The Los Angeles Times favoredthe Plaza site for the union station,and was dead set against elevatedrailways. The paper editorializedthat the elevated access was but aforetaste of horrible things to come— a network of noisy, ugly el's allover town! When the union stationissue and the elevated to MainStreet Station were put to an advis-ory referendum, the people sidedwith the Times position, and by im-plication, against any rapid transitsystem which included elevatedrailways.Actually, the voters never got to

decide on the ComprehensivePlan itself, and the Los AngelesCity Council refused to accept it.Little was done about rapid transitfor a while, although the issue waswidely debated. Finally, in the late1920's, various interest groups de-cided that it was time to get the ballrolling. A bill was introduced intothe legislature to expedite forma-tion of tax assessment districts tofinance rapid transit lines. The LosAngeles Board of City PlanningCommissioners, in order to feel outpublic opinion before things

moved too far ahead, held two con-ferences on the rapid transit ques-tion during the first half of 1930.Most of the papers read at theseforums were favorable to the ideaof a rapid transit system, but thosewhich were not, or which werehesitant, made up the tips of somemighty big icebergs. Among theobjections were the following:• Elevated railroads were totally

unacceptable, as they depreci-ated neighborhoods and prop-erty values.

• The property tax assessmentswould be too much of a burdenon the small homeowner.

• Outlying areas would benefit atthe expense of inner areas.

• The transit companies wouldbenefit at taxpayer expense.

• Regional business centers, likeHollywood, would not be as wellserved as downtown LosAngeles.

• Traffic congestion would not godown.

• Most transit riders would not findthe rapid transit lines convenientto use.After the two conferences, the

Comprehensive Plan was a deadissue. Put succinctly, its demisecan be attributed to four factors: itwas overambitious, over-extended, over-priced, and over-head!

Thousands of weary butproud faces are showing the firstsigns of satisfied smiles as pre-liminary engineering for the Met-ro Rail Project draws close tosuccessful conclusion.

After nearly two-and-a-halfyears of intense effort by hun-dreds of District employees,consultants, Board directors,numerous governmental agen-cies and thousands of con-cerned citizens and civic lead-ers the project has entered thefinal phase of its public parti-cipation program.

Milestone 12, the last step inthe 15-month-long milestoneprocess, will be presented to theBoard of Directors at its publichearing on June 27, 1983, en-ding what has been a long, hardand at times bitterly contestedeffort on the part of the RTD andthe communities impacted bythe subway system. The end re-sult, however, is a proposed pro-ject fiercely supported by abroad-based following of com-munity, civic, business, socialand political leaders as well asmany thousands of everydaycitizens who see the need forsafe, clean and efficient rapidtransit in our urbanized area.

In March, 1982, the RTD be-gan a joint staff/community effortcalled the "Milestone" process,in which all major engineeringand policy decisions were di-vided into 12 distinct subjectareas or "milestones." Milestonetopics included such subjectsas route alignment, station loca-tion, station design, systemsafety, operating equipment,land acquisition and land usepolicies.

lt is in Milestone 12, however,that all these and other relateddecisions have come together ina final "System Plan," the title ofthe document. In two sets ofpublic meetings the communityhas had the opportunity to

observe first-hand the culmina-tion of all their efforts and timespent working with the District'sstaff and consultant team towarda common end for a commoncause.

Chambers of commerce,homeowners, citizen actiongroups, merchant associations,professional groups and similargroups from all sections of thecity and county have bandedtogether to help bring Metro Railinto reality. These groups arecontinuing their support bybringing pressure to bear onCongress in the fight for ade-quate funding for what a high-ranking Department of Trans-portation official has referred toas". . .the most carefully stud-ied, thoroughly justified andmost cost-effective project of itskind."

sive Plan did not interrupt thesearch for rapid transit, which wasstill seen as a pressing public needin Los Angeles during the early1930's. Mayor Shaw made it acampaign promise, and respond-i ng to his mandate, the LosAngeles Central business DistrictAssociation engaged a prominentlocal consultant, Donald M. Baker,to come up with a less objection-able, and less costly alternative.Baker's report, published in 1933,recommended a subway under HillStreet and four radial grade-separated rapid transit rights-of-way covering the heaviest P.E.travel corridors. At $30 million, theBaker plan seemed highly afford-

able, especially if a Federal publicworks grant could pick up a third ofthe tab. But, it too did not come topass. The Los Angeles Railwaysponsored its own study of street-car subways to be built in conjunc-tion with the Baker rapid transitlines for interurban trains. What amarvellous opportunity was pas-sed up for Los Angeles to get arelatively inexpensive, but highlyuseful mass transit infrastructurewhich would be difficult to assail,and unthinkable to abandon in theforthcoming years!

has worked for Boone, Young andAssociates, management consul-tants based in New York City, Phi-ladelphia and Washington, D.C.He has been the project managerresponsible for establishing asmall, minority and women-ownedbusinesses program for a $2.5 bil-lion federally funded railroad re-vitalization project in the Northeast.

Williams also helped organizesimilar programs for the Southeast-ern Michigan Transportation Au-thority, and the Tri-State RegionalPlanning Commission of New York,New Jersey and Connecticut.

Prior to his position at Boone,Young and Associates, Williamswas coordinator of Minority Busi-ness Enterprise for the Mas-sachusetts Bay Transportation Au-thority in Boston. He also served asspecial assistant and investigatorto the Connecticut Commission ofHuman Rights and Opportunitiesin Hartford, Ct.

Williams earned a bachelor ofarts degree in history at WesleyanUniversity in Middleton, Ct., andstudied law at Yale Law School inNew Haven, Ct.

Williams and his wife, Fabriennewill reside in Pasadena.

Director of Transportation Ro-land Krafft has announced that hewill be retiring an July 31 this yearafter more than forty years in publictransit.

Krafft oversees approximately5000 employees including busOperators, radio dispatchers, roadsupervisors and other operationalpersonnel. Krafft began his careeras a trolley conductor and motor-man with the Pacific Electric Rail-way in Los Angeles in 1942. He

later drove for an RTD forerunner,Metropolitan Coach Lines.

"We're going to be hard pressedto replace Roland," commentedRTD General Manager John A.Dyer, adding that a nation-widesearch for Krafft's replacement willget underway soon. "It's a rare in-dividual who has the drive to adv-ance from trolley and bus operatorto top management, but Roland setthat as his goal long ago and heachieved it," Dyer added.
