• You may not realize it, but you’ve probably seen pictures of the French village of Mont-St.-Michel. It’s a picturesque place, a tiny islet in the English Channel with an 8th-century abbey at the top of a high hill, surrounded by stone houses and cobbled streets. It wasn’t always an islet, though; the hill on which the abbey sits was once surrounded by an oak forest, and the shore was miles away. That all changed in the year 725, though, when an earthquake struck the region. A tidal wave washed over the forest, leaving a vast tidal plain in its wake. Ever since, twice a day, 40-foot tides completely surround Mont-St.-Michel.

DEAR DR. DONOHUE: I am 79 and have congestive heart failure with some high blood pressure. Please give the information you have on my illness. -- F.W.

ANSWER: Congestive heart failure is a common illness in older people. Up to 10 percent of those older than 65 have it or have had it. The meaning is that the heart has become so weak that it can’t pump enough blood to support all body organs and tissues. You can call it just heart failure. The “congestive” word confuses people.

The signs of a weakened heart are breathlessness when trying to do even relatively easy physical tasks, along with a feeling that all energy has left the body. A third sign is swelling, most often of the feet and ankles. The lungs also fill with fluid from backed-up blood, and that adds to the breathing difficulty. The lungs are congested with fluid.

Clogged heart arteries, heart-valve problems, a previous heart attack, a former viral heart infection and uncontrolled high blood pressure are some of the causes of heart failure. Aging is a major cause. The heart is beginning to wear out.

This sounds hopeless; it isn’t. Plenty can be done. For one, reduce the amount of salt and salty foods that you eat. Salt causes fluid retention in the body. Water pills (diuret-ics) remove excess body fluid, and they’re a constant part of treatment. Drugs called ACE inhibitors not only regulate blood pressure, but they also ease heart failure. This is only a sample of the drugs that are useful for the treatment of this condition.

Once under treatment, you ought to be breathing with ease and feel a return of pep. An exercise program is then possible and an essential for treatment. The program is one that should be devised by your doctor. Walking is an excellent way to strengthen both body and heart muscles.

Spring is here and it’s time to enjoy driving again. Gone are the icy roads, blowing snow and brown slush. You may be considering a trip to enjoy the warmer spring weather. You know where you want to go; you just don’t know how to get there. That’s where a GPS can help.

A GPS or Global Positioning System is a marvel of modern technology. It’s a device that computes your location using triangulation. The GPS unit in your vehicle is actually just a receiver that receives signals from orbit-

ing satellites. Once the unit knows where you are, it can instruct you on how to get to your destination. After putting your destination information into the device, it will give you step-by-step instructions on how to get there.

Before you buy any technology, it is import to ask yourself a few questions. As with most things, you get what you pay for. The more you spend on a GPS, the more features it will contain. Some GPSs come with a “bundle,” which contains extra components. Of course, a GPS can also be purchased by itself.

Consider warranty, support and upgrades. The lon-ger warranty you can get, the better. If you are thinking about buying an extended warranty, make sure it covers

something that is likely to break down. Make sure there is toll-free or Internet support. Some people don’t do well with written instructions, so it’s nice to be able to talk to another human being. Talk to whoever is selling you the device about upgrades. Will it require an upgrade? Approximately when will it need an upgrade? What will it cost?

Find out if the device is “plug and play.” This means is it ready to use right out the box. Consider where you will mount the device in your vehicle. Does the unit come with what you will need to mount it?

One of the coolest things about many GPSs is that they can speak. Having a unit that can speak is convenient. It allows you to keep your eyes on the road while it gives you directions. Keep in mind some devices will simply say, “Take the next right,” while others will have the ability to give you specific street names, “Turn left on Washington Street.” Some units can be programmed to speak in an American or English accent or in a male or female voice. Many units can speak multiple languages. If you can’t speak Japanese, this really isn’t helpful, but it can be entertaining on long trips.

Investing in a GPS can save you time and frustration. Just make sure you do your homework and ask the right questions. Getting a GPS that fits your needs will make your travels a lot smoother.

• On April 28, 1789, three weeks into a journey from Tahiti to the West Indies, the HMS Bounty is seized in a mutiny led by Fletcher Christian, the master's mate. Captain William Bligh and 18 of his loyal supporters

were set adrift in a small, open boat. Bligh and his men reached Timor in the East Indies in June, after a voyage of about 3,600 miles.

• On April 24, 1800, President John Adams approves legislation to appropriate $5,000 to establish the Library of Congress. The first library catalog, dated 1802, listed 964 volumes and nine maps. Q: I heard somewhere that I can deduct my home-improvement costs from my taxes. Is this true? -- Overtaxed in Wisconsin

A: The cost of certain home improvements can be deducted on your tax returns, but not all of them. And the rules for such deductions can change, so the deduction you are eligible for one year may not be available the next.

Some of the more compelling deductions are energy tax credits. For example, if you install solar panels or a solar water heater, geothermal heat pumps, a small wind turbine or fuel cells in your existing or new home, you may be able to get a one-time, 30 percent tax credit on the cost of such systems (including labor and installation costs).

If you install energy-efficient windows and doors, you may be able to take a one-time credit of 10 percent. Installing new insulation or putting on a new roof also can qualify you for the credit, if the materials meet specific energy-

If you make home improvements for medical reasons -- such as installing wheelchair ramps and handrails, lowering cabinets, etc. -- you may be able to deduct those improvements as medical expenses.
