• It was world champion race-car driver Mario Andretti who made the following sage observation: “Everything comes to those who wait ... except a cat.”

• Those who study such things say it takes three apples to make one glass of apple cider.

• You might be surprised to learn that John Denver -- best known for singing “Take Me Home, Country Roads,” an ode to West Virginia -- was not actually from the Mountain State. He didn’t write the song, either. Interestingly, the two people who did write the song, Bill Danoff and Taffy Nivert, had never been there at the time that they wrote it. They were on their way to Maryland when Danoff started writing a tune about the lovely countryside they were driving through. West Virginia was put in because Danoff had been sent several

postcards from the state and was impressed.

• Politics has always been a dirty business, with candidates through the years saying whatever was necessary to get elected. Take the 1950 senatorial campaign in Florida, for example. In the Democratic primary, incumbent Claude Pepper was being challenged by George Smathers, a sitting congressman. Taking unfair advantage of the lack of education in some parts of the state, Smathers sent campaign

materials to rural areas accusing Pepper of, among other things, having a brother who was a “practicing Homosapien” and a sister who was a “thespian.” The charge against Pepper himself was that he had “matriculated” with young women. In a victory for sleazy politics, Smathers did, in fact, win the primary.

DEAR DR. DONOHUE: My son, 57, salts most every food in his diet. He told me that his doctor said, “Eat all the salt you want.” I looked him in the eye, and it was hard not to believe him. I did say I found it hard to believe.

My son gets regular checkups every five years.Personally, there’s no salt on my table. I eat very little processed foods.

Please set my son straight. -- P.ANSWER: Most doctors for most of the recent past have told their patients

to go easy on salt. Official medical advisory committees composed of the most knowledgeable scientists -- The American Heart Association is one example -- have and still do recommend that our intake of salt (sodium) should be limited to 1,500 mg a day. In some instances, an intake of 2,300 mg is permitted. This is far lower than our present salt use.

Most of our dietary salt comes from processed foods like pizza, meats such as corned beef (500 mg of sodium in two ounces), hot dogs (more than 500 mg of sodium in one hot dog), commercial soups, frozen dinners, breakfast cereals, some breads and baked goods. People have to become readers of the nutrition labels put on all foods.

Reducing the intake of sodium lowers blood pressure and reduces the chances for a heart attack and stroke.

I have to add that a few voices have been raised recently to champion diets with no limitations on the amount of salt. These researchers say that low-salt diets are not healthy. I am sticking with the authorities who recommend salt reduction until the majority of nutritional experts change their minds. I don’t think that’s going to happen.

You sent a little item on potassium. Potassium, unlike sodium, lowers blood pressure. We’re told to get 4,700 mg of it a day. It’s found in baked potatoes with skins, sweet potatoes, bananas, orange juice, milk, kidney beans, can-taloupe, avocado and prunes. Salt substitutes are usually potassium. They can be used by most people if they’re not taking blood pressure drugs like ACE inhibitors and ARBs, angiotensin-receptor blockers.

Abuse of Charitable Organizations and DeductionsMisuse of tax-exempt organizations includes:• Arrangements to improperly shield income or assets from taxation • Attempts by donors to maintain control over donated assets or income from donated property • Overvaluation of contributed propertyOther schemes involve the donation of non-cash assets, including:• Easements on property • Closely held corporate stock • Real propertyOften, these donations are highly overvalued. Or the organization receiving the donation promises that the donor can purchase the items back at a later date at a price the donor sets.The Pension Protection Act of 2006 imposed for those claiming charitable donations:• Increased penalties for inaccurate appraisals • Has new definitions of qualified appraisals and qualified appraisers6.) Frivolous ArgumentsFrivolous schemes provide unreasonable and unfounded claims to avoid paying the taxes you owe. The IRS keeps a list of frivolous arguments you should avoid. If you file a return or make a submission based on a scheme on this list, you’re subject to a $5,000 penalty.7.) Disguised Corporate OwnershipSome people will form domestic shell corporations in certain states to disguise the ownership of a business or financial activity. Once formed, these disguised, anonymous entities are used in these activities:• Under-reporting of income • Fictitious deductions • Non-filing of returns • Engaging in listed transactions • Money laundering

Tax ScamsEvery year, the IRS compiles a list of the most common tax schemes and scams. The IRS urges you to avoid these common schemes:1.) Hiding Income OffshoreSome people try to avoid paying taxes by illegally hiding income in offshore bank and brokerage accounts. They also use offshore:• Debit and credit cards • Wire transfers • Foreign trusts • Employee-leasing schemes • Private annuities or life insurance plansThe IRS guides auditors on dealing with those hiding income offshore in undisclosed accounts. The IRS draws a clear line between people with offshore accounts who voluntarily come forward and those who fail to come forward.2.) Identity Theft and PhishingIdentity thieves use this technique to acquire your personal data to gain access to financial accounts. They send phony e-mails, usually posing as representatives of a financial company or the IRS itself.A typical tax fraud e-mail notifies you of an outstanding refund or audit. The e-mail then urges you to click on a link and enter your Social Security and credit card numbers. Don’t click on this link, and don’t send your private numbers.The reality is the IRS never uses e-mail to start contact with you regarding your accounts. If you receive unsolicited e-mail that claims to be from the IRS, you can forward the message to [email protected]. The only official IRS website is www.irs.gov.3.) Return-Preparer FraudDishonest return preparers make their money by:• Skimming a portion of their clients' refunds • Charging inflated fees for tax-preparation servicesSome preparers promote the filing of fraudulent claims for refunds on items like fuel tax credits to recover taxes paid in prior years. You should be careful when hiring a tax preparer, especially one who promises something that seems too good to be true.To increase confidence in the tax system and improve compliance with the tax law, the IRS requires tax preparers to:• Register with the IRS • Have a preparer tax identification number (PTIN) • Pass competency tests • Take ongoing continuing professional education coursesPaid tax preparers must apply for a PTIN before preparing any federal returns. Paid preparers can be attorneys, CPA’s, or enrolled agents. 4.) Filing False or Misleading FormsScam artists will file false or misleading returns to claim refunds they’re not entitled to. Frivolous-information returns are used to legitimize illegitimate refund claims. Ex: Form 1099-OID (Original Issue Discount) claiming false withholding credits The new scam evolved from an earlier scam that a "straw-man" bank account had been created for each citizen. Under this scam, individuals filed a false

• Financial crimes • Terrorist financingThe IRS is working with state authorities to identify these entities and bring the entities’ owners into compliance.8.) Zero WagesIn this scam, taxpayers attach 1 of these forms that shows no or little income:• Form 4852: Substitute for Form W-2: Wage and Tax Statement • Form 1099R: Distributions From Pensions, Annuities, Retirement or Profit-Sharing Plans, IRAs, Insurance Contracts, etc. • Corrected Form 1099These taxpayers include a statement refuting information they previously submitted to the IRS. Ex: They might cite on Form 4852 "statutory language behind IRC 3401 and 3121." They also might include some reference to their employers refusing to issue a corrected Form W-2 for fear of IRS retaliation.They usually attach Form 4852 or 1099 to a 0 return.9.) Misuse of TrustsFor years, scammers have urged taxpayers to transfer assets into trusts. They promise:• Reduction of income subject to tax • Deductions for personal expenses • Reduced estate or gift taxesHowever, some trusts don’t deliver the promised tax benefits. Also, the IRS has seen an increase in the improper use of private annuity trusts and foreign trusts to divert income and deduct personal expenses. You should seek the advice of a trusted professional before entering into a trust arrangement.10.) Fuel-Tax Credit ScamsThe IRS penalizes those who make unreasonable claims for the fuel tax credit. Some people — like farmers who use fuel for off-highway business purposes — might be eligible for the fuel tax credit. But some people claim the credit for nontaxable uses of fuel when their jobs or income levels make the claims unreasonable.Fraud involving the fuel tax credit is considered a frivolous tax claim. Those who improperly claim the credit might have to pay a $5,000 penalty.

Most of us make a concerted effort to take care of our cars. We get the oil changed and have the tires rotated when we’re supposed to, and we have a mechanic take a look if it starts pinging or dinging. Most of us even make sure the car is clean, either running it through a car wash or scrubbing it ourselves. But beyond the standard washing, do we ever repair its finish or protect it? Do we wax it or polish it? Do we even know the difference between the two procedures? Waxing a car and polishing

a car are two different processes that use two different substances and achieve two different outcomes.

Waxing a car is in essence adding a layer of protection. Waxing adds shine to a car and gives it that wet look, but it also protects the car from the elements and ultraviolet light. Waxing also protects the car’s color from fading and helps delay oxidation by forming a physical barrier against dirty, corrosive substances.

So, what does polishing accomplish? When you polish a car you clean it. Polishing eliminates scratches, rust, dirt and wax. Polishes contain abrasives that actually remove a thin layer of the car’s paint. Polishing also brings out the color

and adds shine.As you might have already figured out, wax

and polish are composed of different elements. Wax comes in two forms, paste and liquid. It can be natural or synthetic, with natural wax containing a large amount of carnauba wax, derived from the carnauba palm.

Polish usually comes in liquid form but can also be purchased in spray form. Polish can be chemical or abrasive, with abrasive being used more for small areas of rust or scratches. Because polish has the ability to remove a layer of paint, caution is recommended. Be sure to read the application instructions thoroughly or your car could end up with a bare metal finish.

So which comes first, waxing or polishing? Because polish can remove wax, obviously you would wax your car after polishing it. Remember, when you are waxing you are sealing. You’ve washed your car, you’ve polished it (removing rust, scratches and oxidation) and then you wax it to seal in all of your hard work.

Remember to read the instructions on any car care product you buy and be aware of what’s going to happen before you start. If you have questions or concerns, be sure to consult a professional.

Start Planning Now for Warmer Weather

weather we’ll get.Are you a gardener? Whether you plant flowers

in pots outside your door, or have a full garden in the yard, or grow vegetables in the community garden, now is the time to start planning. Check your local area for gardening classes, even if your efforts are going to be on the small scale. If you have a plot in a community garden, it often will have classes to let you know the condition of the soil this year and what additives you’ll need to apply. Those classes are where you’ll find willing volunteers to help with weeding as the season goes

on, if you can’t do it all yourself.If you’re going to want to join a walking group,

investigate now. In some areas, senior centers host walking tours around town or through the woods. For daily exercise, talk with neighbors and friends to see what you can put together. Check your gear: Are your walking shoes good for another year? Do you have a hat and sunglasses?

Once you get a group together, brainstorm for additional activities you can do. Once-a-week cro-quet in the park? Bowling? Berry picking? Painting birdhouses for the land trust? Baking pies for the food bank?

If you live in a college town, all those students will go home for the summer and leave many of their volunteer tasks undone. Where can you pitch in?

Q: My neighbor walks his dog every day, and routinely allows his beloved pet to eliminate on my front lawn. He almost never picks up the dog’s droppings -- it’s something I’m left to do when I get home from work. When I confronted him about it, he said that he was doing me a favor because the droppings will fertilize my lawn. How can I get him to stop? -- Carlos G., Phoenix

A: It sounds like you’ve talked to him already about it, and gotten a pretty unapologetic answer. For the record -- and you probably know this already -- dog droppings and urine are not good lawn fertilizer; they can cause dead spots or yellowed grass.

Many cities have ordinances about picking up after dogs; some will issue tickets to pet owners who are caught in the act of not cleaning up. In other municipalities, enforcement varies.

At any rate, don’t get confrontational or pick a fight. Ask him politely one more time to stop leaving dog droppings in your yard.

If he doesn’t stop, check your options. If you belong to a homeown-ers association, check its rules or bylaws regarding pets. Check with your city’s animal control office or visit its webpage to learn what recourse you have in stopping the daily visits.

Causing a nuisance like letting one’s dog soil a neighbor’s yard is generally frowned upon. I have a feeling the law will be on your side with this. Stay calm, do your homework, and you should be able to resolve this little dispute.

HOME TIP: Review your homeowners association rules at least once a year to stay on top of any changes and to be familiar with rules that can help solve potential problems between you and your neighbors.
