The SEL-2431 front-panel design provides clear indication to utility linemen and technicians, who will find the front-panel layout very intuitive.

Note: The lower portion of the control meets IEEE standards, which require banana jacks for the external power source and voltmeter inputs. The external source is commonly used by utilities as they commission the control prior to field installation.

All SEL-2431 connections are Connectorized® for quick and easy installation. The current input includes CT self-shorting on the wiring harness. Optional communications ports can be installed quickly for serial communications through EIA-232, EIA-485, and fiber-optic interfaces, either through ST® or V-System® connectors. Communications Port 1 provides the input for IRIG-B.

Note: In addition to the wiring kits provided, SEL also ships a separate ground wire. Many older regulator controls used panel hinges as their ground. SEL recommends installing a proper ground connector between the SEL-2431 and the control enclosure.

The SEL-2431 supports five operating modes: lock forward, lock reverse, bidirectional, idle reverse, and cogeneration. Settings are made to determine the reverse current and forward current thresholds. Use these operating modes to support present circuit configurations. For example, traditional radial feeders would typically operate in the lock forward direction only. However, if during circuit configuration the source is found on the load side of the regulator, lock reverse will compensate for this situation and prevent the utility from having to modify the physical installation of the regulator. Finally, bidirectional is very common for looped feeders where, depending on system conditions, load can be on either side of the regulator.

Note: The SEL-2431 can calculate source-side voltage and prevent the need for a second voltage input.

The SEL-2431 has many advantages above and beyond the competition. The next few slides discuss several of these advantages.

The packaging offers many unique advantages that extend beyond the die-cast aluminum chassis. The chassis allows for the reliable single-board design, configurable mounting provisions to mate with all North American, single-phase voltage regulators, and removable communications card options.

The SEL-2431 fits 99.9% of existing control cabinets. During a review of over 1,000 regulators in a customer’s yard, there was only one unit the control would not fit into. This design dated back to the 1950s, and the customer termed the control the “bubble gum” machine. The customer stated they always change out the entire cabinet on these old balance-beam controls, so it should not be a problem.

Battery access is important to voltage regulator control users; poor battery performance results in lost settings and the control being loaded with default settings. The SEL-2431 stores settings in nonvolatile memory. The battery is used for the internal clock only.

From a programmability perspective, SEL included configurations consistent with their distribution relays. Many voltage regulator control users program the device from the front panel. The SEL-2431 can be programmed with less than 20 settings for traditional applications. It also can be programmed similarly to other SEL relays and recloser controls with menus and navigation keys.

The SEL-2431 provides compressed ASCII event reports with analog data sampled every quarter of a power system cycle and digital data sampled once every power system cycle. The SEL-2431 stores 32, 30-cycle events in nonvolatile memory.

The SEL-2431 supports two communications ports that consist of any combination of the above options. The SEL-2431 supports both SEL ASCII and DNP3 protocols. Also, Communications Port 1 is set up to receive an IRIG-B time signal.

The SEL-2431 supports both star and daisy-chain communications configurations. In a star configuration, the communications processor or RTU (remote terminal unit) connects directly to each SEL-2431. In the event that one fiber-optic cable is damaged, communication is maintained in the remaining voltage regulator controls.

In daisy-chain communications configurations with the fiber-optic communications card accessory in echo mode, the control automatically forwards messages from the RTU to the next control. Responses are echoed in a similar fashion back to the RTU. Reduce equipment costs and communicate to multiple voltage regulator controls through one serial port. This communications scheme is only possible using the DNP3 protocol.

SEL offers the unique ability of distributing IRIG-B to all SEL-2431 controls involved in this configuration (must use Communications Port 1).

DNP3 in the SEL-2431 supports all basic DNP outstation functions available within SEL relays. In addition, the SEL-2431 includes analog outputs within the DNP map. This function allows remote systems to write an analog value to the control that incorporates the value into the control’s active settings group. For example, available analog outputs include a forward center set point, forward bandwidth, and other normal operating analog settings. Your SEL representative can provide a DNP3 reference map that has additional information on available analog outputs.

SEL offers several ordering options for the SEL-2431. Extra I/O and the second voltage input are now standard. The second voltage input provides a measured input from the source side of the voltage regulator. However, a single load-side voltage input does provide the ability to calculate source-side voltage. This is important for customers wanting to place older voltage regulators with only a single voltage available into loop-type applications requiring bidirectional mode of operation.

The retrofit kit includes mounting hinges and a wiring harness specific to each manufacturer’s voltage regulator. These can be purchased separately or with the voltage regulator control with the mounting hardware already installed on the SEL-2431.

Engineers and technicians can install various wiring and mounting kits to quickly and easily adapt the SEL-2431 to any existing 32-step, single-phase voltage regulator. Installation onto the SEL-2431 takes less than five minutes and matches the existing voltage regulator control’s wiring interface to the voltage regulator. Unlike the competition that charges upwards of $400 for an interface panel (without control), SEL priced these kits appropriate to the market value. No matter what the interface, the kit price is $125. In addition, customers can purchase the wiring kits separately from the panel or as part of the model option table (MOT) string. If purchased separately, the wiring and mounting kits ship in a different box from the control. If included in the MOT string, the wiring harness and mounting kit ships with the SEL-2431. Here is a list of available interfaces:

• P/N 9253002 Siemens/Allis-Chalmers: 10-position polarized disconnect switch (PDS) interface

• P/N 9253003 Howard Industries: 10-position connector terminal strip (CTS) interface

• P/N 9253004 Cooper/McGraw-Edison: 18-/10-position fanning strip (traditional interface)

• P/N 9253005 Cooper: 20-position connector (dead-front interface)

• P/N 9253006 GE: Fork-terminal connections (traditional interface to cabinet NN terminals)

• P/N 9253007 GE: 24-position connector (power disconnect interface)

P/N 9253004 Cooper/McGraw-Edison: 18/10-Position Fanning Strip (Traditional Interface)

Cooper/McGraw-Edison voltage regulators historically used traditional terminal blocks. The control interfaced with the terminal block using a fanning strip. SEL created its own version of the fanning strip (shown above). Voltage regulators produced until approximately 2004 used this type of interface. In 2004, with the introduction of the CL-6A control, Cooper went to a dead-front terminal block. However, you might find some customers who specified the CL-6A control with the traditional interface.

With the traditional interface, voltage regulators could be set up with either a 10-position or 18-position terminal block. The SEL wiring harness adapts to both types. Users must simply break the terminal block at the scroll line to convert from an 18-position to a 10-position terminal block. The single wire terminated on the “throw away” side can also be cut or discarded. Refer to the SEL-2431 Field Reference Guide for additional information on this conversion.

P/N 9253005 Cooper: 20-Position Connector (Dead-Front Interface)

With the introduction of Cooper’s CL-6A control, Cooper changed their standard connector from the voltage regulator panel to the control’s enclosure. This wiring harness kit includes the proper dead-front interface.

SEL chose a more common and accepted screw connection approach.

P/N 9253006 GE: Fork-Terminal Connections (Traditional Interface to Cabinet NN Terminals)

GE has two common wiring interfaces to their voltage regulators. The type NN terminal was the standard until approximately 1998. At that time, GE introduced their SM control series, changing the interface to the power disconnect.

SEL clearly labels each termination to match GE’s terminal block designation points.

P/N 9253007 GE: 24-Position Connector (Power Disconnect Interface)

The power disconnect interface became a GE standard in approximately 1998 with the introduction of the SM control series. Today, GE’s standard Beckwith control offering uses the same type of control panel interface connector.

P/N 9253003 Howard Industries: 10-Position CTS Interface

Howard Industries introduced their voltage regulator in 2004. The Howard Industries voltage regulator interface is similar to that of the Siemens/Allis-Chalmers voltage regulator. SEL includes the CTS interface, while other retrofit voltage regulator control vendors require the customer to reuse the existing connector. This can lead to wiring mistakes and extended installation time.

P/N 9253002 Siemens/Allis-Chalmers: 10-Position PDS Interface

Siemens/Allis-Chalmers was the first to supply voltage regulators with the above PDS interface. Other than labeling, it is the same as the Howard Industries connector. The mating connector in the control enclosure uses two wing nuts to hold the SEL-2431 panel side of the connector in place. This provides a quick disconnect for the control panel.

Note: A Siemens PDS is shown above. Howard Industries and Siemens terminal blocks differ in labeling. Howard Industries uses “R” and “L” for raise and lower, respectively, where as Siemens uses “J” and “K” designations. All other terminations have similar label differences.

P/N 9253001 Generic Retrofit Kit: Configurable Wiring Harness With Fork Terminals

The generic wiring kit provides an easy way to connect an SEL-2431 in a laboratory environment. All voltage regulator terminations are made on clearly labeled fork terminals. Customers should not order this harness for application on an installed voltage regulator.

SEL provides a replacement fuse kit for the SEL-2431. One replacement fuse kit is included in each wiring harness and mounting bracket kit. In addition, they can be ordered separately using P/N 9253052. Use the supplied Velcro® to securely mount the fuse kit in the voltage regulator control enclosure.

The kit includes:

• Two 6-A fuses

• Two 2-A fuses

• Fuse case

• Velcro for mounting

This section covers the general procedures required to retrofit an existing 32-step, single-phase voltage regulator control mounted within a Siemens/Allis-Chalmers voltage regulator control enclosure. Refer to the SEL-2431 Field Reference Guide for more specifics and SEL recommended procedures. Also, to remove the voltage regulator from service to perform a control retrofit, consult the voltage regulator manufacturer’s literature for proper procedures.

Apply the appropriate settings. Review the manufacturer’s recommended procedure for placing the voltage regulator back into service, and activate the proper operating mode. Finish by closing the voltage regulator control enclosure and locking the two opposing clamps.

The swing panel enclosure will be very similar to the existing SEL-351R enclosure. There willbe slight size and shape differences and it will be made of light weight corrosion resistant painted aluminum
