The Christian faith that lies at the foundation of Diakonia’s long-term development cooperation can never support or sanction any oppressive politi-cal or economic order. The Christian faith strives for justice and truth and human dignity, and stands against any order in which people are oppressed or demeaned. This basic outlook runs through all Diakonia’s work around the world. Two big challenges that Diakonia has worked with during the past year illustrate this. The fi rst challenge was also the theme for the 2009 campaign. Climate change is already a stark reality for the poorest people in the world. Rainy seasons are being disrupted, harvests are withering, stricken by drought, tropical storms and natural catastrophes are occurring more fre-quently. The fundamental injustice in this is that the world’s poorest are those being aff ected fi rst. Those already living on the brink of extreme poverty today are paying the price for the emissions that we in the rich world have generated. And the highest price is being paid by impoverished women and girls. The climate issue is a justice issue.

The other example of a challenge is the partition wall built on Palestinian areas that has eff ectively confi scated large tracts of land. The wall has

Den kristna tron strävar efter rättvisa och sanning och människors värdighet, och står emot ordningar där människan förtrycks och hennes värdighet förnedras. Denna grundsyn genomsyrar hela Diakonias arbete runt om i världen. Två stora utmaningar som Diakonia arbetat med under det gångna året åskådliggör detta. Den första utmaningen är också temat för 2009 års kampanj. Klimatförändringarna är en realitet för de allra fattigaste i världen. Regntider rubbas, skördar torkar, tropiska stormar och naturkatastrofer kommer allt tätare. Den grundläggande orättvisan i detta är att världens fattigaste är de som drabbas först. De som lever på gränsen till extrem fattigdom får idag betala priset för de utsläpp vi i den rika världen skapat. Och högst är priset för fattiga kvinnor och fl ickor. Klimatfrågan är en rättvisefråga.

Det andra exemplet på utmaning är skiljemuren som har rests på palestinska områden och som har konfi skerat stora markområden. Muren har förvandlat städer och byar till fängelser, skilt dem från varandra och gjort dem till kantoner

transformed cities and towns into virtual prisons, separating them from each other and rendering them into cantonments and dispersed fragments. In Gaza inhuman conditions still prevail even after the barbaric war in which Israel launched attacks in December 2008 and January 2009. Gaza lives under continuous blockade, with its inhabitants geographically separated from the other Palestinian areas. This confl ict is about justice, and our partner organisations are working hard to maintain respect for human rights there.

These are two of many examples where Diakonia, along with congregations, churches, partner organisations and thousands of committed volunteers and workers around the world, is working for justice, a dignifi ed life, the right to development for the poorest people in the world, and for climate justice. As long as the poorest in the world are paying the price for our prosperity, our lives can hardly be called dignifi ed either.

Information om verksamhetenDiakonia är Svenska Alliansmissionens, Svenska Baptistsamfundets, Evangeliska Frikyrkans, Metodistkyrkans och Svenska Missionskyrkans gemensamma biståndsorganisation.

Våra huvudteman i all vår verksamhet är demokratisering, mänskliga rättigheter, jämställd-het, ekonomisk och social rättvisa samt fred och försoning. Grunden för allt vårt arbete är människors vilja att förändra och förbättra världen.

Våra insatser riktar sig till människor som kränks av fattigdom, förtryck och våld i olika former. Oav-sett deras tro, hudfärg eller kön. Som kristen organi-sation är det självklart att det bland våra partner fi nns fl era kyrkor och ekumeniska organisationer. Men vi tror inte att kristna organisationer är ensamma om ett positivt förändringsarbete. Därför fi nns i vårt nät-verk en mångfald av religiösa övertygelser.

Arbetet sker i partnerskap med cirka 400 lokala organisationer, samfund och folkligt förankrade rörelser i ett 30-tal länder i regionerna Asien, Mellanöstern, Afrika och Latinamerika. Tillsammans utgör vi ett världsomspännande nätverk som innefattar miljontals människor. Människor som arbetar för en varaktig förändring av situationen för dem som lever med fattigdom, förtryck och våld. Människor som förändrar världen.

General reviewDiakonia is the joint development aid organisation of the Swedish Alliance Mission, the Baptist Union of Sweden, InterAct, the Methodist Church of Sweden, and the Mission Covenant Church of Sweden.

The main themes of all our activities are democratisation, human rights, gender equality, economic and social justice, and peace and reconciliation. The foundation of all our work is the will of people to change and improve the world.

Our eff orts are aimed at people whose lives are compromised by poverty, oppression and/or violence in various forms. Whatever their religion, skin colour or gender. As a Christian organisation it is natural that our partner organisations include a number of churches and ecumenical organisa-tions. But we do not believe that Christian organisa-tions are the only ones working for positive change. Consequently, our network includes a diversity of religious creeds.

Our work is done in partnership with approximately 400 local organisations, faith communities and popular movement groups in some 30 countries in the Asian, Middle Eastern, African and Latin American regions. Together we comprise a worldwide network of millions of people. People

En viktig del av Diakonias arbete handlar också om att arbeta med opinionsbildning. Fattiga människor jorden runt påverkas av politiska beslut i Sverige och i Europa. Diakonia vill ge röst åt fattiga människor gentemot makthavare som annars inte skulle lyssna.

Diakonias verksamhet fi nansieras genom anslag från Sida, EU och andra fi nansiärer samt genom gåvor från församlingar och enskilda givare. Diakonia innehar ett 90-konto (plusgiro 90 33 04-4) till vilket gåvor från enskilda givare inkommer som ett resultat av kampanjer som skett under året, insamlingsbrev, vår tidning Dela Med och på enskilda givares egna initiativ.

Verksamhet i regionernaDiakonia har valt att ha ett aktivt samarbete med dialog och starka relationer till våra samarbets-organisationer med stor inblick i deras arbete. Det för utsätter en hög personaltäthet och hög kompetens hos våra medarbetare. Arbetet i regionerna består till stor del av projekthandläggning, men vi arbetar dessutom med kompetens- och kapacitetsutveckling av våra samarbetsorganisationer i form av seminarier, fortbildning av personalen, nätverksbyggande för att utforma gemensamma analyser, strategier och utveckling av de teman som Diakonia arbetar med.

Diakonias främsta strategi är att utifrån en djupgående analys i varje specifi kt land identifi era

An important part of Diakonia’s work is also infl uencing public opinion. Impoverished people around the world are aff ected by political decisions in Sweden and Europe. Diakonia wants to give a voice to the poor in relation to those in power who other-wise would not listen.

Diakonia’s operations are fi nanced through grants from the Swedish International Development Cooperation Agency (Sida), the EU and other back donors, as well as gifts from congregations and individual donors. Diakonia has a registered char-ity account (plusgiro 90 33 04-4) to which donations from individuals are made as a result of campaigns run during the year, fundraising letters, our magazine Dela Med or the initiative of individual donors.

Our operations in the regionsDiakonia has chosen to pursue active development cooperation based on dialogue and strong relation-ships with our partner organisations where we are privy to their work at a detailed level. This assumes a high density of personnel and a high level of competence among our co-workers. The work in the regions consists to a large degree of project man-agement, but we also work with competence and capacity building of our partner organisations in the

Tillsammans utgör dessa organisationer ett landprogram för Diakonia, normalt mellan 8 och 18 organisationer per landprogram. Under 2009 bedrev Diakonia 32 landprogram.

Diakonia hade under 2009 fem regioner; Asien, Mellanöstern, östra och södra Afrika, Väst- och Centralafrika samt Latinamerika. Varje region har ett centralt regionkontor som ansvarar för det övergripande arbetet och beslut gällande verksamhe-ten i de landprogram som tillhör regionen. På varje regionkontor arbetar en regional chef, administrativ personal samt metod- och programansvariga. I respektive landprogram arbetar normalt sett 1–4 medarbetare, beroende på programmens storlek, med nära uppföljning av samarbetsorganisationernas verksamhet.

Diakonia’s primary strategy is to identify what the central problems are based on in-depth analysis of each country within our thematic areas as well as who the forces for change are in civil society. Our partner organisations are locally well-established organisations that enjoy a high level of trust among the population groups that our initiatives aim to strengthen. Diakonia contributes fi nancial support to these organisations’ activities for specifi c target groups, as well as support in strengthening and developing the capacities of our partner organi-sations to be positive forces for change in their communities.

Together, these organisations comprise a country program for Diakonia, normally between 8 and 18 organisations per country program. During 2009, Diakonia conducted 32 country programs.

AsienI Asien bedriver Diakonia utvecklingssamarbete med organisationer i följande länder: Sri Lanka, Indien, Bangladesh, Burma, Thailand och Kambodja.

Diakonias landprogram i Indien är koncentrerat till tre delstater. Dessa delstater är de rikaste i landet vad gäller naturresurser men har samtidigt en stor andel av befolkningen som lever i stor fattigdom. Programmet har ett tydligt fokus på att stärka margi-naliserade gruppers rättigheter och livsvillkor. Under året har bland annat fl era små kooperativ för kvinnor organiserats, Women Self Help Group Cooperatives.

I Kambodja fokuserar Diakonias program på demokrati och mänskliga rättigheter. I landet pågår en omfattande decentraliseringsprocess som skapar möjligheter för att öka det folkliga deltagandet och att påverka viktiga utvecklingsprocesser inklusive efterlevnaden av de mänskliga rättigheterna. Genom programmet stärker Diakonia kapaciteten och förmågan hos det civila samhällets organisationer att aktivt delta och påverka.

MellanösternI Mellanöstern bedriver Diakonia utvecklings-samarbete i följande länder: Egypten, Irak, Libanon och Israel/Palestina.

Programmet i Israel/Palestina har ett tydligt fokus på mänskliga rättigheter och internationell

programs managers. Each country program normally has 1–4 co-workers depending on the program size, with close monitoring of our partner organisations’ activities.

AsiaIn Asia, Diakonia conducts development coopera-tion with organisations in the following countries: Sri Lanka, India, Bangladesh, Burma, Thailand and Cambodia.

Diakonia’s country program in India is focused on three states. These states are the richest in the country in natural resources but have a large proportion of greatly impoverished people. The program has a clear focus on strengthening the rights and living conditions of marginalised groups. During the year, more Women’s Self-Help Group Cooperatives have been organised.

In Cambodia, Diakonia’s program is focused on democracy and human rights. A far reaching decentralisation process is under way here, creating more opportunities for participation and for infl uencing signifi cant development processes, including observance of human rights. Through the program, Diakonia is strengthening the capacity and capability of civil society organisations to actively participate and infl uence in society.

Middle EastIn the Middle East, Diakonia conducts development cooperation with organisations in the following countries: Egypt, Iraq, Lebanon and Israel/Palestine.

The program in Israel/Palestine has a strong focus on human rights and international humanitarian law (IHL). Our partner organisations work systemati-cally with information and education in IHL and have signifi cantly increased knowledge and aware-ness among civil society organisations and other important actors concerning IHL in the ongoing confl ict.

In the northern (Kurdish) parts of Iraq, Diakonia’s program focuses on gender equality and women’s rights. By educating religious leaders (Imams) in gender equality issues and human rights, their view of women’s role in society is changing. A greater number of women in decision-making positions in organisations and public institutions have been noted.

AfricaIn Eastern and Southern Africa, Diakonia conducts development cooperation in the following countries: Somalia, Kenya, Uganda, Tanzania, Zambia, Zimbabwe, Mozambique and South Africa.

Social and economic justice is the focus for our program in Zambia. Several partner organisations

Social och ekonomisk rättvisa är fokus för programmet i Zambia. Flera samarbetsorganisa-tioner arbetar med ”ekonomisk alfabetisering” av medlemmar i lokala organisationer och föreningar. Med den nyvunna kunskapen om hur den nationella budgeten fungerar och vilka medborgerliga rättig-heter man har så har medborgarna börjat utkräva ansvar av politikerna och också ökat sitt aktiva deltagande i lokala och nationella utvecklingsplaner.

With their newly acquired knowledge about how the national budget works and the rights they have as citizens, people have begun to demand accountability from their politicians and become more actively involved in local and national development plans.

In Uganda, the program focuses on one of the poorest and most confl ict-ridden regions in the country – Karamoja. Initiatives target confl ict resolution and human rights. Training in confl ict resolution has helped resolving previously violent confl icts between cattle owners without violence.

In West and Central Africa, Diakonia conducts development cooperation in the following countries: Democratic Republic of Congo, Ghana, Burkina Faso, Mali and Senegal.

In Mali, activities are focused on local democracy and good governance. Eff orts have been made to strengthen dialogue between citizens at the local level and the local authorities. This has led to better anchoring of local development plans and a greater capacity and responsibility for managing the resources that exist for education and healthcare for example.

run campaigns to infl uence politicians and decision- makers. For example through monitoring of the state’s budget for healthcare with the purpose of exposing any corruption and holding the aff ected politicians to account.

Latin America In the Latin America Diakonia conducts develop-ment cooperation with organisations in the following countries: Cuba, Guatemala, El Salvador, Honduras, Nicaragua, Colombia, Peru, Bolivia and Paraguay.

In Peru Diakonia’s work focuses on human rights. During the year, this included a very important initia-tive in conjunction with the trial of former president Fujimori. Relatives of victims of the army’s violence under Fujimori have received support to testify in the historical trial of the former president. These testimonies have been decisive in the outcome of the trial.

The country program in Honduras focuses on local democracy and human rights. It became clear that support for people to organise at the local level and work with human rights was a very important counterweight to the coup d’état in the country dur-ing 2009. By thoroughly documenting and informing about attacks that occurred, the perpetrators of the coup d’état had less room to manoeuvre.

I Peru fokuserar arbetet på mänskliga rättigheter. Under året har ett mycket viktigt arbete gjorts i samband med rättegången mot den före detta presidenten Fujimori. Anhöriga till off ren för arméns våld under Fujimoris ledning har fått stöd att vittna i den historiska rättsprocessen mot den före detta presidenten. Dessa vittnesmål har varit avgörande för domstolens utfall.

Landprogrammet i Honduras fokuserar på lokal demokrati och mänskliga rättigheter. Stödet till organisering på lokal nivå och arbetet med mänskliga rättigheter visade sig vara en mycket viktig motkraft till den statskupp som genomfördes i landet under 2009. Genom att noggrant dokumen-tera och informera om de övergrepp som begicks begränsades kuppmakarnas manöverutrymme.

I samtliga landprogram är samarbetsorganisatio-nerna valda utifrån kriteriet att de har en viktig och grundläggande roll i ländernas demokratiserings-processer. Diakonias roll är att bistå och stärka dem inom de identifi erade arbetsområdena.

Verksamhet i SverigeI Sverige arbetar Diakonia med information, folkbildning, påverkan, policyfrågor, insamling, marknadsföring och administration. Det är från huvudkontoret i Sundbyberg som vårt biståndsarbete i världen samordnas. Att arbeta långsiktigt, delta i strategiska nätverk samt att alltid ha våra samarbets-organisationers behov i fokus präglar arbetet även i Sverige.

Under 2009 stärkte Diakonia sin roll som en viktig aktör i den svenska debatten kring global utveckling. Diakonia fokuserade under året på temat klimaträttvisa och bidrog till en livlig debatt bland beslutsfattare och i media om klimaträtt-visa. Kampanjen ”Himlen har ett tak” riktade sig mot församlingarna och inkluderade både digitalt och tryckt material samt lokala aktiviteter i fl era församlingar. Vi arbetade tillsammans med Svenska kyrkan med att mobilisera lokala församlingar, kyrkledare och aktivister runt om i landet före och under FN:s klimatförhandlingar i Köpenhamn i december. Vi skapade förutsättningar för männis-kor att engagera sig genom en vykortskampanj som riktade sig mot beslutsfattare. Genom till exempel utbildningsmaterial, fi lmer, rapporter och faktablad skapade vi medvetenhet om hur klimatförändring-arna påverkar utvecklingen i andra delar av världen och om hur Diakonia arbetar med klimaträttvisa

Our activities in SwedenIn Sweden, Diakonia works with information, public education, lobbying, policy issues, fundraising, marketing and administration. Our development cooperation work out in the world is coordinated from our head offi ce in Sundbyberg. Working for long-term results, participating in strategic networks and always having our partner organisations’ needs in focus also characterise the work we do in Sweden.

During 2009, Diakonia strengthened its role as an important force in public debate in Sweden on global development. During the year, Diako-nia focused on the theme of climate justice and contributed to a lively debate among decision-makers and in the media about climate justice. The cam-paign entitled “The Sky has a Limit” was targeted at local congregations and included digital and printed material as well as local activities in many congregations. We worked with Church of Swe-den to mobilise local congregations, church leaders and activists around the country before and during the UN’s climate negotiations in Copenhagen in

och konsekvenserna av klimatförändringar. På vår webbplats presenterade vi material om frågorna för en bredare allmänhet. Antalet besökare på Diakonias webbplatser ökar konstant och under 2009 var det genomsnittliga antalet unika besökare 4 400 per dag. Vi hade totalt 1 607 000 unika besökare på våra webbplatser under 2009. En marknadsförings-kampanj med temat klimaträttvisa genomfördes gentemot allmänheten.

Vi fortsatte vårt arbete kring ansvarsfull lån-givning, biståndsvolym och biståndseff ektivitet, vilket diskuterades både bland beslutsfattare, i media och bland allmänheten. Diakonia lyckades introducera den angelägna frågan om kapitalfl ykt i den svenska debatten.

Genom att samarbeta tätare med våra region-kontor och samarbetsorganisationer, till exempel genom att använda personliga berättelser som beskriver resultaten av Diakonias arbete tillsammans med samarbetsorganisationer och genom debatt-artiklar, har vi tydligare kunnat göra deras röster hörda i den svenska debatten om global utveckling.

Kampanjen ”Ge bort en rättighet” resulterade i en succé för insamling på webben och genererade över 400 000 SEK i intäkter. Totalt samlades det in över en miljon kronor via den svenska webbsidan.

Lågkonjunkturen och debatten om biståndets eff ektivitet och om korruption inom biståndet verkar

December. We created a way for people to involve themselves through a postcard campaign target-ing decision-makers. Through educational material, fi lms, reports and fact sheets, we raised conscious-ness about how climate change is aff ecting develop-ment in other parts of the world, and how Diakonia is working for climate justice and with the conse-quences of climate change. We presented material on our website about the issues for the general public. The number of unique visitors to Diakonia’s websites keeps growing and during 2009 the average number of unique visitors was 4,400 per day. We had a total of 1,607,000 visitors during 2009. A market-ing campaign on the theme of climate justice was conducted, targeting the general public.

We continued our work on responsible lending, the volume of development aid and the eff ective-ness of it, which was debated by decision-makers, in the media and among the general public. Diakonia successfully introduced the urgent question of the fl ight of capital into the public debate arena.

Through closer cooperation with our regional offi ces and partner organisations, for example through using personal stories describing the results of Diakonia’s work with our partner organisations, and through debate articles in the press, we have been able to make their voices heard more clearly in public debate on global development in Sweden.

inte ha påverkat allmänhetens vilja eller möjlighet att donera till biståndsorganisationer i någon större utsträckning, men kravet på biståndsorganisationerna att leverera fakta om vilka resultat man uppnår och att vara transparenta har ökat. Under 2009 samlade Diakonia in 18,6 miljoner SEK från privata givare, församlingar och andra grupper varav bidraget från förändringsfaddrar var 7,8 miljoner SEK. Utöver detta samlades medel in via Världens Barn och Radiohjälpen.

Budgeterade insamlade medel för 2009 uppgick till 22 270 TSEK och 21 936 TSEK för 2008. Insamlings-resultatet översteg därmed budget med 1 457 TSEK för 2009 (motsvarande uppgift för 2008 var 2 293 TSEK). Jämförelser bakåt försvåras av utfallet efter Tsunamikatastrofen vilken ledde till mycket höga insamlingsresultat år 2005 med därefter avtagande eff ekt.

The campaign “Donate a human right” was a successful fundraiser on the website and gener-ated over SEK 400,000 in revenues. In total over SEK 1 million was raised via the Swedish website.

The economic downturn and debate about the eff ectiveness of aid and corruption does not appear to have impacted the general public’s will or capacity to donate to aid organisations to any great extent, but the demand on aid organisations to deliver facts about what results are achieved and on their transparency has increased. During 2009, Diakonia raised SEK 18.6 million from private donors, congregations and other groups, of which contributions from Change Sponsors comprised SEK 7.8 million. In addition to this, funds were raised via Children of the World and Radiohjälpen.

Diakonia’s operational costs have increased in recent years in relation to revenue. During 2009, 91% of the year’s revenue was used to operational costs (costs directly linked to fulfi lling the purpose). Revenues for 2009 amounted to TSEK 382,442 and operational costs were TSEK 349,323.

The raised funds budget for 2009 amounted to TSEK 22,270 (TSEK 21,936 for 2008). Revenues from fundraising thus exceeded the budget by TSEK 1,457 in 2009 (TSEK 2,293 for 2008). Comparisons going back in time are diffi cult due to the aftermath of the tsunami in Asia, which led to very high fund-raising revenues in 2005, with a decline thereafter.

Diakonias samtliga kostnader är fördelade enligt följande: 90,7 % till regionerna, 1,7 % till Sverigeavdelningen, 1,6 % till globala aktiviteter och 6 % till gemensamma kostnader. I princip gällde motsvarande fördelning såväl under 2008 som under 2007.

Väsentliga händelser inom organisationen under räkenskapsåretEn övergripande organisationsutveckling fortsatte under 2009. I syfte att koncentrera och konsolidera Diakonias verksamhet inleddes under 2009 en bedömning av alla landprogram. Dessa bedöm-ningar ska ligga till grund för beslut i början av 2010 om utfasning av verksamheten i vissa länder. Underlag togs också fram inför beslut 2010 om ökad delegation till några regionkontor. Under året har regionkontoren skickat kvartalsrapporter (manage-ment reports) till huvudkontoret där de redogör för uppföljning inom administration, ekonomi, program, projekt och personalfrågor.

Under året avslutade Diakonia landprogrammet i Sydafrika (kontoret fi nns kvar till maj 2010) och ett landkontor öppnades i Zimbabwe.

På huvudkontoret fastställdes en ny struktur med följande avdelningar: administrativa avdelningen, internationella avdelningen, insamlings- och kommu-nikationsavdelningen och avdelningen för policy och opinionsbildning.

Implementeringen av Diakonias miljöpolicy ledde till att Diakonias huvudkontor minskade fl ygresandet med 34 % i jämförelse med 2008. I reella tal har det inneburit en sänkning av koldioxidutsläppen med 94 ton.

Diakonias ökade fokus på att nå en mer diversi-fi erad fi nansiering har under året givit resultat. Bland annat har sju nya avtal i Latinamerika skrivits med Europakommissionen.

Diakonia’s costs were broken down as follows: 90.7 % to the regions, 1.7 % to the Sweden depart-ment, 1.6 % to global activities and 6 % to joint expenses. In principle the same breakdown applied in 2008 as in 2007.

Signifi cant events within the organisation during the fi nancial yearThe organisational development process continued during 2009. For the purpose of focusing and con-solidating Diakonia’s operations, evaluations of all country programs began in 2009. These evaluations will form the basis for decisions at the beginning of 2010 on phasing out our activities in some coun-tries. Information was also collected prior to a deci-sion in 2010 on more delegation to some regional offi ces. During the year, the regional offi ces sent in quarterly management reports to head offi ce, report-ing on their monitoring of administration, fi nance, programs, projects and personnel issues.

Also during the year, Diakonia wound up its coun-try program in South Africa (the offi ce will remain open until May 2010) and opened a country offi ce in Zimbabwe.

A new structure was established at head offi ce with the following departments: Administration, International, Fundraising and Communications, and Policy and Advocacy.

The implementation of Diakonia’s environment policy led to Diakonia’s head offi ce reducing its air travel by 34 % in comparison with 2008. This has meant a reduction in our CO2 emissions of 94 tonnes.

Diakonia’s increased focus on further diversifying its fi nancing has generated results during the year. Seven new contracts in Latin America have been entered into with the European Commission.

During 2009 Diakonia became a member of the Humanitarian Accountability Partnership (HAP).


HAP is an organisation that aims to raise the quality and coordination of humanitarian action in the world.

Sida’s new audit instruction was adopted in December 2008 and subsequently a number of talks have been held between Sida, various auditing fi rms and the organisations with which Sida has frame-work agreements concerning how the regulation is to be interpreted. It is hoped that a fi nal interpretation can be arrived at during 2010.

A global conference on confl ict and justice (CAJ) was held in Lebanon. Co-workers from all regions attended the conference. The conference provided a forum for greater experience sharing between activities in confl ict and post-confl ict countries in which Diakonia has programs.

In May, a conference was held in Härnösand on the role of religion in development cooperation. The importance of religions appears to be increasing in the world at large. Faith-based organisations have and still do play an important role in develop-ment cooperation internationally, but the relation-ship between religion and development needs to be researched further and that knowledge put into action. In collaboration with Sweden’s Ministry for Foreign Aff airs and Sida, Diakonia will take further steps to deepen understanding of the links between these two.

External events during the yearPolitically during the year we have been aff ected by a public debate that is critical of development aid, but also by the uncertainty on its future in general. In addition our principal back-donor, Sida, has reorganised its operations.

The war in Israel/Palestine at the end of 2008 and beginning of 2009 strongly impacted our partner organisations in the Middle East in a negative way and much of value was lost in this. Wide ranging initiatives to infl uence public opinion during the days of the war and the period thereafter were under-taken.

The civil war in Sri Lanka escalated at the beginning of 2009 and led to the government army’s fi nal victory over the Tamil Tigers. The fi nal phase of the war aff ected the civil population badly and the humanitarian crisis in the country deepened. Human rights and in particular freedom of expression were signifi cantly circumscribed after the ceasefi re. Civil society organisations and their activities have been impacted by this.

In June 2009 there was a coup d’état in Honduras and the president was deposed. The coup d’état

(Humanitarian Accountability Partnership). HAP är en organisation med syfte att bidra till kvalitets-höjning och samordning av katastrofarbete i världen.

Sidas nya revisionsregel antogs i december 2008 och det har därefter förts ett antal samtal mellan Sida, olika revisionsbyråer samt ramorganisationerna kring hur regeln ska tolkas. Förhoppningen är att en slutgiltig tolkning kan fastställas under 2010.

En global konferens hölls om CAJ, Confl ict and Justice, i Libanon. Medarbetare från alla regioner deltog på konferensen. Konferensen bidrog till att öka utbytet mellan verksamhet i konfl ikt- och postkonfl iktländer där Diakonia har program.

I maj hölls en konferens i Härnösand kring religionens roll i utvecklingsarbetet. Religionernas betydelse ser ut att öka i världen i stort. Trosbaserade organisationer har spelat och spelar en viktig roll i utvecklingsarbetet internationellt, men relationen mellan religion och utveckling behöver utforskas ytterligare och kunskapen bör omsättas i handling. I samverkan med UD och Sida kommer Diakonia att ta ytterligare initiativ för att fördjupa förståelsen och kopplingen mellan dessa två.

Externa händelser under åretPolitiskt har vi under året påverkats av den bistånds-kritiska debatten, men också av en osäkerhet kring biståndets utveckling i allmänhet och därtill att vår huvudfi nansiär, Sida, omorganiserat sin verksamhet.

Kriget i Israel/Palestina som pågick i slutet av 2008 och början av 2009 har starkt påver-kat de samarbetsorganisationer vi arbetar med i Mellanöstern, och många värden har gått förlorade i detta. Ett omfattande opinionsarbete skedde såväl under krigets dagar som under tiden därefter.

Inbördeskriget i Sri Lanka eskalerade under början av 2009 och ledde fram till att regerings-armén slutligen besegrade den tamilska gerillan. Som en följd av krigets slutfas blev civilbefolkningen hårt drabbad och den humanitära krisen i landet fördjupades. De mänskliga rättigheterna och inte minst yttrande friheten begränsades väsentligt efter vapenvilan. Civila samhällets organisationer och deras verksamhet har påverkats av detta.

I juni 2009 skedde en statskupp i Honduras och presidenten avsattes. Statskuppen delade landets befolkning i två läger. Situationen orsakade stor oro i landet och bidrog till att själva synen på demokrati och dess spelregler stod på spel. Händelsen fi ck också regionala konsekvenser i ett område som har en lång historia av militärdiktaturer, inbördeskrig och statskupper.

Under hösten meddelade regeringen att


divided the country’s population. The situation also caused great unrest in the country, and faith in the very concept of democracy and its conditions was severely shaken. The event also had regional conse-quences in an area that has a long history of military dictatorships, civil war and coups d’état.

During autumn, the government announced cuts in the aid budget due to the economic crisis hav-ing reduced Sweden’s GNI. The most dramatic cuts aff ecting nongovernmental organisations were made in grants for information activities in Sweden. For Diakonia, this meant that our grant for 2010 was reduced by close to 60 %.

Future developmentIn 2010, we will proceed with implementing the decision on a new organisation by 2011. This means among other things greater delegation to some regional offi ces, and greater decentralisation of program planning and monitoring, for example, to the regional and country offi ces. During the year we will also begin merging the regional offi ces in West and Central Africa and the Southern and Eastern Africa to create one Africa region. We will also continue to work actively to fi nd new back-donors throughout the entire organisation. After decisions made in spring 2010, we will also begin phasing out our activities in several countries.

In addition we will: – continue to develop the regional plans concerning

how the decentralisation is to be implemented with the right quality and management of activities towards clear goals and fi nancial out-comes at all levels,

– work with competence development to ensure administration and methodology development in the regions,

– continue eff orts to develop our own fundraising and fi nancing,

– continue to develop our environment policy,– continue the work of formalising an administra-

tive manual,– continue the work of developing a uniform IT

infrastructure for the entire organisation.

Framtida utvecklingUnder 2010 kommer vi att fullfölja det visions beslut som fattats om en ny organisation år 2011. Det innebär bland annat en ökad delegation till några regionkontor och en ökad decentralisering till region- och landnivå för till exempel programplanering och uppföljning. Under året påbörjas dessutom ett arbete med att slå samman regionkontoret i västra och centrala Afrika med det i södra och östra Afrika och skapa en gemensam Afrikaregion. Vi kommer också fortsätta att arbeta aktivt för att söka nya fi nansiärer inom hela organisationen. Dessutom kommer utfasning av verksamheten i några samarbetsländer att påbörjas efter beslut som tas under våren 2010.

Group accounting principles

Diakonia’s annual report has been prepared in accordance with the Swedish Accounting Act and the general advice and guidelines for non-profi t organisations of the Swedish Accounting Standards Board. The principles applied remain unchanged compared with the previous year.

Revenue recognitionRevenues are recognised at fair value of the amounts that have been received or that will be received.

As a main rule, gifts and subsidies are recognised as revenue when the transaction has been legally executed. Gifts generally refer to funds raised from individual persons and companies. Subsidies gener-ally refer to funds raised from external contributors after applications.

Gifts and subsidies raised from individuals, com-panies and organisations are usually recorded on a cash basis. Subsidiaries which have been agreed but have not been received from companies and organi-sations are recognised as revenue after individual assessment.

Gifts that do not consist of cash or similar items are valued at market value at the point in time of receipt of the gift. See also Donated assets below.

Received giftsReceived gifts are reported on a net basis, i.e. after deduction from any possible gift tax and the direct costs which may arise when selling an asset received as a gift.

Subsidies from Sida and similar authoritiesAll subsidies from Sida and similar authorities are recorded in accordance with the Swedish Account-ing Standards Board’s statement BFN AR 2002:11 regarding governmental subsidies. This implies that government subsidies are recognised as revenue only if with a high degree of certainty it can be deemed that the subsidy will not be redeemed, i.e. that the organisation has incurred costs in accordance with the purpose of the subsidy. Therefore, subsidies are recorded as liabilities until the costs that the subsidy is to cover arise.

Other subsidies than those utilised for a specifi c purpose, for example administration subsidies, are not set off against administration costs but, instead, are recognised as revenue among the other subsidies and are disclosed in the notes.

Redovisnings- och värderings-principer

Diakonias årsredovisning har upprättats enligt års redovisningslagen och Bokföringsnämndens allmänna råd för ideella föreningar. Tillämpade principer är oförändrade jämfört med föregående år.

IntäktsredovisningIntäkter redovisas till det verkliga värdet av vad som erhållits eller kommer att erhållas.

Gåvor och bidrag intäktsförs som huvudregel när transaktionen sakrättsligt är genomförd. Med gåvor avses främst insamlade medel från privatpersoner och företag. Begreppet bidrag används främst för att beteckna medel som erhållits av externa bidrags-givare efter ansökan.

Gåvor och bidrag från i första hand privat-personer, företag och organisationer redovisas normalt enligt kontantprincipen. I den mån det på balans dagen fi nns avtalade men ej erhållna bidrag från företag och organisationer intäktsförs dessa efter individuell prövning.

Gåvor som utgörs av annat än kontanta medel och liknande, värderas till marknadsvärdet vid gåvotill-fället. Se även Donerade tillgångar nedan.

Erhållna gåvorErhållna gåvor redovisas netto, dvs. efter avdrag för eventuell gåvoskatt och de direkta kostnader som kan uppkomma vid försäljning av en tillgång erhållen genom gåva.

Bidrag från Sida och liknande myndigheterSamtliga bidrag från Sida och liknande myndigheter redovisas i enlighet med BFN AR 2002:11 om bidrag från off entligrättsliga organ, intäktsföring sker endast om det med hög grad av sannolikhet kan bedömas att stödet inte kommer att återkrävas, det vill säga att organisationen haft utgifter för ändamålet. Bidrag skuldförs därför till dess att de utgifter som bidraget ska täcka uppkommer.

Andra bidrag än sådana som är till för att täcka ett ändamål, t.ex. administrationsbidrag, kvittas inte mot administrationskostnader utan intäktsförs bland övriga bidrag och särredovisas i not.

Redovisning av förpliktelserEn utgift bokförs i resultaträkningen när organisationen har förpliktigat sig att utföra en viss åtgärd eller liknande. Den förpliktigande händelsen är mycket sällan endast ett styrelsebeslut eller



liknande eftersom detta inte resulterat i en juridisk förpliktelse gentemot tredje man. I samband med bokslut periodiseras dessa utgifter till kostnader.

Defi nition av kostnaderDiakonia redovisar enligt Sidas defi nitioner av verk-samhetskostnader, insamlingskostnader och admi-nistration som de anges i Sidas nya anvisningar från februari 2007.

VerksamhetskostnaderSom verksamhetskostnader klassifi ceras sådana kost-nader som har ett direkt samband med att uppfylla organisationens syfte och/eller stadgar. De delas in i tre kategorier:– Verksamhetskostnader hos partners.– Verksamhetskostnader inom Diakonia.

Administrativa kostnader som har direkt bäring på utvecklingssamarbetet klassifi ceras som verksamhetskostnader. Alla kostnader på fält-kontoren betraktas som verksamhetskostnader.

– Kompetensutveckling inom Diakonia. Detta är kostnader som har bäring på organisationens egen kompetensutveckling. Exempel på kostnader är erfarenhetsutbyte, internutbildning, mm.

InsamlingskostnaderDetta är den kostnad som varit nödvändig för att generera externa intäkter. Hit räknas således kost-naden för insamlingsbössor, annonser och reklam, lönekostnader, tackbrev och dylikt.

AdministrationskostnaderAdministrationskostnader är sådana kostnader som behövs för att administrera Diakonia. Ett visst mått av allmän administration är ett led i att säkerställa en god kvalitet på organisationens interna kontroll och rapportering, såväl externt som internt till exem-pelvis styrelsen och andra intressenter. Exempel på kostnader är ekonomifunktion, hyror, inventa-rier, årlig revision, upprättande av årsredovisning, årstämma, etc. Endast kostnader på huvudkontoret defi nieras som administration.

Bidrag för administrationskostnader redovisas som intäkt bland övriga bidrag varför administrations-kostnader redovisas brutto.

Donerade tillgångarTillgångar, framför allt fastigheter, aktier och andra värdepapper, som doneras till Diakonia värderas till ett försiktigt beräknat marknadsvärde vid gåvo-tillfället och bokas som en omsättningstillgång när tillgången ska avyttras snarast möjligt. Intäkten

Reporting of commitments and liabilitiesExpenditure is recorded in the profi t and loss state-ment when the organisation has committed itself to perform certain measures. The commitment is very rarely simply a decision by the board or similar as such decisions have not resulted in a legal com-mitment to a third party. At year-end these commit-ments were allocated to costs.

Defi nition of costsDiakonia records costs according to Sida’s defi nition of operational costs, fundraising costs and adminis-tration costs, in the manner in which these are stipu-lated in Sida’s new instructions as per February 2007.

Operational costsCosts directly linked to meet the purpose and/or regulations of the organisation are classifi ed as costs for projects. These costs are divided into three cat-egories:– Operational costs with partners.– Operational costs in which Diakonia is the operat-

ing party. Administration costs with a direct bear-ing on the development cooperation are classifi ed as project costs. All costs incurred by country offi ces are classifi ed as operational costs.

– Development of capacity within Diakonia. These are costs with a bearing on the organisation’s own capacity building. Examples of such costs include the exchange of experience, internal training, etc.

Fundraising costsFundraising costs are costs necessary to generate external funds. Examples of these costs are the costs for collecting boxes, wages, marketing and advertis-ing, thank you notes etc.

Administration costsAdministration costs are those costs that are necessary to administrate Diakonia. A certain amount of general administration is needed to obtain and secure a high level of quality of internal control and the organisation’s reporting, both internally and externally, for example to the board and other interested parties. Examples of such costs include fi nancial functions, leases, equipment, annual audit, preparation of annual report, annual general meeting, etc. Only costs incurred at the head offi ce can be defi ned as administration costs.

Subsidies for administration costs are recognised as revenue among other subsidies. This implies that administration costs are reported at gross amount.

Aktier och andelarAktier och andelar värderas till det lägsta av anskaff -ningsvärdet och verkligt värde (marknadsvärde), sett ur ett portföljperspektiv. Aktier och andelar som erhålles genom testamente eller gåva värderas till ett försiktigt beräknat marknadsvärde (ofta börskursen) vid gåvotillfället.

FordringarFordringar upptas till det belopp som efter individu-ell prövning beräknas bli betalt.

Utländska valutorFordringar och skulder i utländsk valuta värderas till balansdagens kurs.

AnläggningstillgångarMateriella och immateriella anläggningstillgångar skrivs av systematiskt över den bedömda ekono-miska livslängden. Härvid tillämpas följande avskriv-ningstider:

Diakonia har som policy att aktivera anläggnings-tillgångar med ett anskaff ningsvärde över 10 000 kr. Inventarier som fi nansieras helt av projektanslag kostnadsförs enligt, med fi nansiär, avtalad budget.

PersonalMedelantalet anställd Sverigepersonal samt utlands-personal har räknats fram genom löneunderlag för verksamhetsåret. Antalet anställda vid respektive mättillfälle har beräknats utifrån tjänstens omfattning och ej antal anställda.

Med personal i Sverige menas personal som har fått i Sverige beskattningsbar inkomst från Diakonia. I gruppen Sverigepersonal ingår även personal som

Donated assetsAssets, foremost real estate, shares and other securi-ties donated to Diakonia are valued at a conserva-tively estimated market value at the time of the donation. The assets are recorded as a current asset as they are to be sold as soon as possible. Revenue is recorded under Raised funds. If a capital gain or loss arises in conjunction with a sale, such as gain/loss is also reported under Raised funds, if the asset is sold shortly after it is received. However, it is reported as a fi nancial item if Diakonia has postponed the sale in order to obtain a higher price.

Shares and participationsShares and participations are valued at the lower of acquisition value or fair value (market value), from a portfolio perspective

Share and participations that Diakonia receives on the basis of last wills are valued at a conservatively estimated market value (often the market value) at the point in time when the gift is received.

ReceivablesReceivables are recognised with the amount that Diakonia estimates that they will receive, according to individual assessment.

Foreign currenciesReceivables and liabilities in foreign currencies are recorded at closing day rate.

Fixed assetsTangible assets are depreciated and intangible assets are amortised systematically over the estimated eco-nomic life of the asset. The following periods of depreciation/amortisation have been applied:

It is Diakonia’s policy to capitalise fi xed assets when the asset’s value exceeds SEK 10,000. Equipment which is fi nanced entirely by project grants/subsidies are expensed, in accordance with the budget agreed upon together with the back donors.

PersonnelThe average number of employees in Sweden and employees working abroad has been calculated from salary documentation during the fi nancial year. The number of employees at each measurement occasion has been estimated at the number of equivalent fulltime positions and has not been based on the number of employees

The defi nition of employees in Sweden is employ-ees who have received income from Diakonia that is taxable in Sweden. Even employees who have started their employment abroad by conducting preparatory work for the employment are included in the same group (employees in Sweden).

The defi nition of employees with overseas agree-ments is employees who work at Diakonia’s regional offi ces and are included in collective agreements between Unionen and Arbetsgivaralliansen.

The defi nition of employees with local agree-ments is employees who are employed by Diakonia’s regional offi ces in accordance with the applicable terms of employment in each country. See Notes 15 and 17.

Diakonia owns a combined offi ce and residential building in Burkina Faso. The property was built in 1998 and was immediately expensed as the political situation in the country was unstable. The expenses for building the property amounted to approximately TSEK 700.Diakonia has owned a factory building in Bangladesh for more than 20 years which was immediately expensed. The building was acquired to be utilised in a silk project run by Diakonia. Diakonia has no legal right to sell the factory. A transfer process has been on-going for many years in which Diakonia plans to transfer the factory to a partner.

Diakonia äger en kombinerad kontors- och bostadsfastighet i Burkina Faso. Fastigheten byggdes 1998 och kostnadsfördes direkt då det poli-tiska läget i landet var osäkert. Byggnadskostnaden uppgick till ca. TSEK 700. Diakonia har i mer än 20 år ägt en fabriksbyggnad i Bangladesh som kostnadsförts direkt. Den anskaff ades för ett silkesprojekt som bedrevs i Diakonias regi. Diakonia har ej laglig rätt att sälja fabriken. Sedan fl era år tillbaka pågår en överlämningsprocess till en partner.

Scope and purpose of Diakonia’s equity The purpose of Diakonia’s equity is related to responsible management. If there would be a possible need of a liquidation of Diakonia’s operations, the equity should cover fi xed costs such as rents and contracts of employment at Head Offi ce and regional and country offi ces during one year.

This year, the expenses for regional and country offi ces are about 85 million SEK, which is reported as operational costs, according to agreements with Sida. The expenses of the Head Offi ce amount to approximately 20 million SEK, which is reported as administration costs. The main part of these costs consists of costs for rents and staff .

All Diakonia funds are aimed at its operations or the administration of its operations. The level of equity should be based on an evaluation of probability. According to a decision taken by the Board of Diakonia, the level of equity should be about 25 % of the total annual turno-ver. The goal is to achieve this within fi ve years and possible annual results will therefore be transferred to equity.

Det egna kapitalets storlek och syfteSyftet med det egna kapitalet är ansvarsfull förvaltning, det vill säga att vid eventuell avveckling av verksamheten kunna täcka fasta kostnader under ett år som vi idag har i form av hyres- och anställningsavtal på huvudkontor, region- och landkontor.

I år utgör kostnaderna för region- och landkontor cirka 85 miljoner och redovisas enligt avtal med Sida som verksamhetskostnader. Huvud-kontorets kostnader är ca 20 miljoner kronor och redovisas som administration. Huvuddelen av dessa kostnader utgörs av personal- och hyreskostnader.

Alla Diakonias medel är destinerade till verksamheten eller hantering av verksamheten. Hur stort det egna kapitalet ska vara är en rimlighets-bedömning. Enligt styrelsens beslut bör det egna kapitalet ligga på cirka 25 % av den totala omsättningen. Planen är att uppnå detta mål inom fem år, och eventuella årsresultat kommer därför att föras över till eget kapital.

TSEK 176 (TSEK 23) of the total amount of pension costs refers to the Secretary General’s pension. There is no agreement regarding severance pay with the Secretary General. The members of the board have not received salary or remuneration from Diakonia for their work.During the year, approximately 340 individuals worked without compensation as representatives for Diakonia in Sweden. Moreover, many people have committed themselves to campaigns and similar events on behalf of Diakonia. The value of all this work – free of charge – is not accounted for in the profi t and loss statement. Av pensionskostnaderna avser TSEK 176 (TSEK 23) organisationens generalsekreterare. I have audited the annual accounts, the accounting records and the administration of the Board of Directors and the Secretary General of Diakonia for 2009. These accounts and the adminis-tration of the association and the application of the Annual Accounts Act when preparing the annual accounts are the responsibility of the Board of Directors and the Secretary General. My responsibility is to express an opinion on the annual accounts and the administration based on my audit.

I conducted my audit in accordance with generally accepted auditing standards in Sweden. Those standards require that I plan and perform the audit to obtain a high, but not absolute, degree of assurance that the annual accounts are free of material misstatement. An audit includes examining, on a test basis, evidence supporting the amounts and disclosures in the accounts. An audit also includes assessing the accounting principles used and their application by the Board of Directors and the Secretary General and signifi cant estimates made by the Board of Directors and the Secretary General when preparing the annual accounts as well as evaluating the overall presentation of information in the annual accounts. I examined signifi cant decisions, actions taken and circumstances of the association in order to be able to determine whether any Board member or the Secretary General has acted in contravention of the Annual Accounts Act or the association’s Statutes. I believe that my audit provides a reasonable basis for my opinion set out below.

The annual accounts have been prepared in accordance with the Annual Accounts Act and give a true and fair view of the association’s fi nancial position and results of operations in accordance with generally accepted accounting principles in Sweden. The statutory administra-tion report is consistent with the other parts of the annual accounts.

The Board of Directors and Secretary General have not, in my opinion, acted in contraven-tion of the association’s Statutes. I recommend to the annual general meeting that the income statement and balance sheet be adopted and that the members of the Board of Directors and the Secretary General be discharged from liability for the fi nancial year.

Jag har granskat årsredovisningen och bokföringen samt styrelsens och generalsekreterarens förvaltning i Diakonia för år 2009. Det är styrelsen och generalsekreteraren som har ansvaret för räkenskapshandlingarna och förvaltningen och för att årsredovisningslagen tillämpas vid upprät-tandet av årsredovisningen. Mitt ansvar är att uttala mig om årsredovisningen och förvaltningen på grundval av min revision.

Revisionen har utförts i enlighet med god revisionssed i Sverige. Det innebär att jag planerat och genomfört revisionen för att med hög men inte absolut säkerhet försäkra mig om att årsredovisningen inte innehåller väsentliga felaktigheter. En revision innefattar att granska ett urval av underlagen för belopp och annan information i räkenskapshandlingarna. I en revision ingår också att pröva redovisningsprinciperna och styrelsens och generalsekreterarens tillämpning av dem samt att bedöma de betydelsefulla uppskattningar som styrelsen och general-sekreteraren gjort när de upprättat årsredovisningen samt att utvärdera den samlade informatio-nen i årsredovisningen. Jag har granskat väsentliga beslut, åtgärder och förhållanden i föreningen för att kunna bedöma om någon styrelseledamot eller generalsekreteraren har handlat i strid med årsredovisningslagen eller föreningens stadgar. Jag anser att min revision ger mig rimlig grund för mina uttalanden nedan.

Årsredovisningen har upprättats i enlighet med årsredovisningslagen och ger en rättvisande bild av föreningens resultat och ställning i enlighet med god redovisningssed i Sverige. Förvalt-ningsberättelsen är förenlig med årsredovisningens övriga delar.

Styrelsens ledamöter och generalsekreteraren har enligt min bedömning inte handlat i strid med föreningens stadgar. Jag tillstyrker att årsmötet fastställer resultaträkningen och balans-räkningen för föreningen och beviljar styrelsens ledamöter och generalsekreteraren ansvarsfrihet för räkenskapsåret.
