4A. Florida Bicycle Association 2018 Supporting Agency of the Year Award

SUMMARY The Florida Bicycle Association presents annual awards to worthy recipients for making contributions to the bicycling community. The purpose of these awards is to bring attention to the efforts and achievement of groups, organizations and individuals that help shape the vision for all Florida bicyclists to be safe, respected and encouraged to bicycle for transportation and recreation. This year, the Florida Bicycle Association recognizes Forward Pinellas with its Supporting Agency of the Year Award. Becky Afonso, Florida Bicycle Association Executive Director, will present the award. ATTACHMENT(S): None ACTION: Forward Pinellas to be recognized by the Florida Bicycle Association as its 2018 Supporting Agency of the Year.

The board approved project awards for Forward Pinellas grant programs (votes: 10-0)

● For the Complete Streets grant program, the board unanimously voted to award two concept planning

projects and one construction project

○ The City of Clearwater received $50K that it had requested to develop a concept plan for Fort

Harrison Ave. from Belleair Road to the Alternate US 19 merge

○ The remaining $50K available was awarded to the City of St. Petersburg for an 18th Ave. S

concept plan between 35th St. and 14th St.

○ Forward Pinellas will add a $1M construction project to its priority list for the City of St. Petersburg

to connect three new parks in the Deuces area on 22nd St. S from 5th Ave. S to 11th Ave. S.

Board Meeting Minutes March 13, 2019

■ The St. Petersburg project was recommended by the selection committee because while

both it and Dunedin’s submitted project for Skinner Boulevard had high redevelopment

potential, St. Petersburg’s would serve a larger transportation disadvantaged and

minority population

■ The committee decided against splitting funds for the construction project because less

than $1M would not enable either project to be completed

● For the Planning & Place-Making grant program, four cities applied for $100K available

○ The City of Largo was awarded $50K it had requested to prepare a Special Area Plan for the US

19 and Roosevelt Blvd./East Bay Drive area, and the City of Oldsmar was awarded $25K it had

requested to fund a feasibility study for the “Top of the Bay Innovation Center”

○ The City of Tarpon Springs was awarded the remaining $25K out of $50K it had requested; that

funding will be used to identify a highest and best use redevelopment scenario for a city-owned

distressed property

Staff presented an update on the Alternate US 19 Cultural Corridor project

● The Cultural Corridor Project was conceived last summer as a partnership between Forward Pinellas and

Creative Pinellas, the county’s designated arts agency

○ The project covers a 17 mile corridor from Largo to Tarpon Springs

○ The idea of the Cultural Corridor is to link the strong history and cultural assets of various

communities

○ Each of the cities along the corridor has a designated Community Redevelopment Area;

unincorporated areas have also been included in the outreach and planning activities for the

corridor

● In workshops held in Tarpon Springs, Dunedin, Largo and Clearwater, more than 150 people gave

feedback and were highly engaged

○ A common point of feedback was the need for a work-live “makers space” along the corridor, as

well as a co-working or incubator space

○ The corridor would need to respect local identity while tying the arts branding together cohesively

○ Responding to another point of feedback on the need to pursue creative funding, Forward

Pinellas worked with Clearwater and Creative Pinellas to submit an application to the National

Endowment for the Arts for public art primarily in downtown Clearwater

● A progress meeting will be held March 26 at the Creative Pinellas Gallery to discuss lessons learned and

next steps entering phase two of the project

○ The next phase will build on existing momentum and further explore the suggestions developed in

the first phase

● There was discussion of how strip commercial development is prominent in the corridor, and may take

time to redevelop, but concentrated areas of arts emphasis can steer redevelopment along the entire

corridor in the long term

● The Cultural Corridor framework and recommendations are intended to help guide and complement the

design and engineering recommendations forthcoming from the Alt US 19 Corridor Study undertaken by

the Florida Department of Transportation

Staff presented an update on the Advantage Pinellas Plan, the new Long Range Transportation Plan to be

adopted in November

● Staff has completed the population and employment forecasts for 2045 with the input of local

governments

○ Population is forecast to grow almost 10% by 93K residents, nearly the population of Clearwater,

primarily concentrated in activity centers

○ Employment is forecast to increase 11% by 60K, concentrated in activity and employment centers

● The plan is currently in the needs assessment phase, and staff is working to identify priority transit

corridors and other transportation needs

● A focus group comprised of residents from throughout the county that met in November is meeting again

in April and will discuss proposed corridors and projects

Board members discussed the drainage and safety problem on Gulf Boulevard in Indian Shores

● The mayor of Indian Shores is concerned by the unsafe situation caused by the shared bicycle and

walking path on Gulf Boulevard not being grade-separated from the roadway by a curb

○ The drainage issues cause ponding in the road, and motorists also pass in the sidewalk/bike path

area to avoid being delayed by left-turning cars

● FDOT is already addressing the drainage issues with a $14M project - $6M of FDOT money and $8M of

Pinellas County money

○ FDOT had hoped to use its $6M to go toward fixing the sidewalk/bike path issue as well, but was

unable to do so without holding up the drainage project, which addresses some of the ponding

issues in the roadway after it rains

○ Creating a raised sidewalk or multi-use path and resolving remaining drainage issues will likely

cost $15M-$20M, a project that will likely need to go on the Forward Pinellas priority list to get

funded

● Board members expressed frustration about the inefficiency of this solution along with the long

construction times likely to complete both projects consecutively

○ Commissioner Karen Seel also mentioned that when this portion of Gulf Boulevard was

reconstructed for the pervious bike/pedestrian path, the board had expressed concerns about the

drainage ability of the improvements

● The Indian Shores mayor and FDOT leadership will come before the board to discuss the projects at a

future meeting

Two amendments to the Countywide Plan Map were unanimously approved:

● A subthreshold amendment for an automobile repair facility property at 1408 North Betty Lane in

unincorporated Pinellas County from Residential Low Medium to Retail and Services (vote: 10-0)

● A regular amendment for a property at 3101 Pass-A-Grill Way that was formerly a private school in the

City of St. Pete Beach from Public/Semi-Public to Residential Medium (vote: 10-0)

The executive director reported that he would be sending a letter to members of the Pinellas Legislative

Delegation

● The letter addresses the agency’s top priorities and the success that Forward Pinellas and other regional

agencies have achieved in transportation coordination

● At another point in the meeting, board members discussed the importance of being on the same page

with the business community and trying to coordinate efforts to avoid duplication of planning initiatives

Other Items

● The board approved adding previously agreed upon safety performance measures into the Transportation

Improvement Program (vote: 10-0)

● Board members briefly discussed an option for adding the seven jurisdictions currently not paying into

PSTA; this would require county commission authorization

● It was noted in the PSTA Activities Report that the agency is currently facing a shortfall and is examining

ways to move forward, ideally without cutting services

5C. Authorization for Executive Director to Distribute Letter on Complete Streets

SUMMARY

Complete Streets are designed, operated and maintained for all users, regardless of age or ability, based on the context of the roadway and its surrounding area. Through its plans and programs, Forward Pinellas supports complete streets initiatives in Pinellas County to improve accessibility and mobility for everyone. With the City of St. Petersburg completing the development of its Complete Streets Implementation Plan, Forward Pinellas was asked to provide formal support for the Plan. Understanding that a number of communities across the county are in some stage of developing similar plans, and with the support of the Technical Coordinating Committee, the Executive Director has drafted a letter of support for all communities in Pinellas to develop plans and policies to support complete streets countywide. Once signed, this letter will be provided to the local governments in Pinellas. ATTACHMENT(S):

6A1. Case CW 19-07 – City of Clearwater

SUMMARY From: Public/Semi-Public To: Residential Low Medium Area: 4.88 acres m.o.l. Location: 1625 Union Street, Clearwater, FL 33755 This proposed amendment is submitted by the City of Clearwater and seeks to amend property totaling approximately 4.88 acres from Public/Semi-Public (used to recognize institutional and transportation/utility uses that serve the community or region, especially larger facilities having acreage exceeding the thresholds established in other plan categories, and which are consistent with the need, character, and scale of such uses relative to the surrounding uses, transportation facilities, and natural resource features) to Residential Low Medium (used to depict areas that are now developed, or appropriate to be developed, in a suburban, low density or moderately dense residential manner; and to recognize such areas as primarily well-suited for residential uses that are consistent with the suburban qualities, transportation facilities, including transit, and natural resources of such areas). The subject property is the current location of the Mt. Zion United Methodist Church, however, the property was purchased by Union Place, LLC in September of 2018. In total, there is approximately 30,000 square feet of development comprised of four one and two-story buildings on the site. If approved, this amendment would allow the property to redevelop as a residential development which is in scale, intensity and character with the overall neighborhood and would be consistent with the City of Clearwater’s Comprehensive Plan. FINDINGS Staff submits the following findings in support of the recommendation for approval:

A. The Residential Low Medium category is appropriate for the proposed use of the property, and is consistent with the criteria for utilization of this category.

B. The proposed amendment either does not involve, or will not significantly impact, the remaining relevant countywide considerations.

SUMMARY From: Residential Low Medium and Preservation To: Recreation/Open Space Area: 1.61 acres m.o.l. Location: Southwest corner of Alternate US 19 and Wai Lani Road; approximately 400 ft. west of

Alternate US 19 and Harry Street This proposed amendment is submitted by Pinellas County and seeks to amend property totaling approximately 1.61 acres from Residential Low Medium (used to depict areas that are now developed, or appropriate to be developed, in a suburban, low density or moderately dense residential manner; and to recognize such areas as primarily well-suited for residential uses that are consistent with the suburban qualities, transportation facilities, including transit, and natural resources of such areas) and Preservation (used to depict natural resource features worthy of preservation and those areas of the county that are now used, or are appropriate to be used, for the conservation, production, and management of the regional potable water supply and the supporting infrastructure, consistent with the natural resources of the area), to Recreation/Open Space (used to recognize recreation/open space uses that serve the community or region). The subject property is currently vacant and is part of a broader 245 acres that comprises both developed and undeveloped portions of Wall Springs County Park and Wai Lani Girl Scout Camp. Until recently Pinellas County did not have appropriate zoning for recreational uses, and therefore it was common practice to leave the underlying zoning in place while updating the Future Land Use Map (FLUM) to reflect Recreation/Open Space. The proposed amendments are intended to reflect the current and planned future uses of the park and camp as well as bring the local Future Land Use Map (FLUM) and Zoning Atlas into consistency. If approved, this amendment will be consistent with Pinellas County’s Comprehensive Plan. FINDINGS Staff submits the following findings in support of the recommendation for approval:

A. The Recreation/Open Space category is appropriate for the proposed use of the property, and is consistent with the criteria for utilization of this category.

B. The proposed amendment either does not involve, or will not significantly impact, the remaining relevant countywide considerations.

7C. Advantage Pinellas Update

SUMMARY Advantage Pinellas is the countywide 2045 Long Range Transportation Plan (LRTP) for Pinellas County. It is being developed in partnership with the Pinellas Suncoast Transit Authority’s (PSTA) Community Bus Plan effort. Advantage Pinellas is the first countywide transportation plan developed since the merger of the Pinellas County Metropolitan Planning Organization (MPO) and the Pinellas Planning Council (PPC) as Forward Pinellas, and seeks to further align and reinforce policy and decision-making for land use/redevelopment and transportation. As the MPO for Pinellas County, Forward Pinellas is responsible for developing a 25 year long range transportation plan every five years to account for changes in transportation needs, land uses, shifting regional travel patterns, new and emerging technology, and demographic changes that have occurred since the last LRTP was adopted in 2014. PSTA’s Community Bus Plan provides a planning framework for transit service development over the next five to 10 years. By developing these plans together, Advantage Pinellas will provide a coordinated vision and strategy for aligning short-term and longer-term multimodal transportation investments to serve Pinellas County’s economic, redevelopment and community goals. Forward Pinellas staff has been continuing its public outreach activities throughout Pinellas County and has begun to develop the “Needs” portion of Advantage Pinellas, identifying transportation projects necessary to meet the county’s mobility needs through 2045. Staff has also begun to identify ‘constrained’ roadways, which have physical, environmental or policy conditions that preclude adding general purpose lanes for through traffic. Staff will provide the board with an update on its activities related to Advantage Pinellas and information on the next steps of its development, leading up to its required adoption by November 2019. 7D. Draft Annual Priorities

SUMMARY Forward Pinellas adopts project priority lists for its Transportation Improvement Program (TIP) each year. These lists are used for the allocation of federal funding for needed transportation projects and planning activities. The priority lists include the Multimodal Transportation Priority Projects and Transportation Alternatives (TA) Program, as well as the Transportation Management Area (TMA) regional project priority lists, as recommended by the TMA Leadership Group for Hillsborough, Pasco and Pinellas Counties. The approved priority lists provide direction to the Florida Department of Transportation (FDOT) in the development of its Five Year Work Program. A description of these lists and proposed changes is provided in the sections that follow.

A. Multimodal Transportation Priority List Update With the development of a new draft Work Program and the completion of some projects on the current list, it is necessary to update the multimodal priority list. Since the last update of this list in 2018, one project has been completed and is being removed and nine additional projects were allocated funding for implementation and are being moved from the ‘Unfunded’ section to the “Funded” section of the list. Staff is also proposing to add six additional projects, including one complete streets construction project per the board’s action in March, and update the project descriptions of several existing priorities. Forward Pinellas staff will provide an overview of proposed changes to the list. This item is for review and comment only. A revised draft, reflecting the board’s discussion, will be brought back for final approval at the June 12th board meeting.

B. Transportation Alternatives (TA) Program Priority List Update The TA program provides a smaller amount of funding for lower cost non-road building projects, such as the construction of bicycle and pedestrian facilities and the implementation of safety program projects. The local TA priority list for Pinellas County is attached and includes information regarding the status of the projects. The projects shown in strike-through are proposed for removal from the list. The City of St. Petersburg’s bicycle facilities on 30th Avenue North and Fred Marquis Pinellas Trail Extension Landscaping projects will be removed from the list because they have been completed. The City of Gulfport is no longer pursuing TA funding for Phase 2 of its Multi -Use Trail project and was able to fund Phase 4 of the project through another funding source. Therefore, these phases will be removed from the priority list. Other Changes to the list include the renumbering of only unfunded projects to better clarify which projects are next in line for funding. Forward Pinellas staff will provide a brief overview of these changes.

Transportation Management Area 2019 Top Priorities The Tampa Bay TMA Leadership Group convened in 2014 to develop a regional consensus on transportation priorities for the urbanized area comprised of Pinellas County and the urban portions of Hillsborough and Pasco Counties. The Leadership Group serves in an advisory capacity to each MPO board, which has final approval of TMA work products. Each year, the TMA Leadership Group endorses a Top 5 list of major transportation projects, which is transmitted to each individual MPO for approval. The Leadership Group will meet on April 5th to review and approve the TMA 2019 Top Priorities by consensus. In addition, the TMA will approve a regional multiuse trail priority list for the Tampa Bay TMA, developed by MPO staff from Pinellas, Pasco and Hillsborough Counties. Each of the MPOs in the TMA continue to maintain their own local TA Program priority lists to reflect the priorities of their respective jurisdictions in terms of bicycle and pedestrian projects. Forward Pinellas staff will provide an overview of the TMA priority lists and review any changes made to the draft lists by the TMA Leadership Group at its April 5th meeting.

Tampa Bay Transportation Management Area (TMA) Leadership Group

2019 Top Priorities for Multi-Use Trails Duke Energy Trail - The trail is partially funded with one gap needing design and

construction funding, from126th Avenue North to Roosevelt Boulevard. Once completed, the Duke Energy trail will link with the Pinellas Trail to create a 70-mile loop that includes a connection to Hillsborough County via the Courtney Campbell Trail.

Starkey Trail Connector - Connection from Pinellas Trail to the Starkey Wilderness Trail through the Brooker Creek Preserve. Approximately eight miles bridging a vital gap between Pasco and Pinellas Counties. Request/Status: $4m for Construction; Planning & Alignment Studies Complete

South Coast Greenway Phase 1 - part of the Gulf Coast Trail, the South Coast

Trail would go from Adamo Drive and extend south the Manatee County line. The entire trail has been broken into six phases. Phase I is funded with immediate potential for extension through Waterset Community. Request/Status: funding for PD&E and design of Phases III and IV.

Bypass Canal Trail – A 17+ mile trail southward from Flatwoods Park, on the banks

of the Bypass Canal per agreement with the Southwest Florida Water Management District. Using existing parks in Temple Terrace and the Florida State Fairgrounds areas as trailheads, the corridor expands future access to the Old Fort King and Withlacoochee State Trail. Request/Status: Hillsborough County requests funding for the design and construction of the next phase.

Orange Belt Trail – The approximately 37 mile long trail would extend from the

Starkey Trail (C2C connector) in the Trinity area of southwest Pasco County to the existing Withlacoochee State Trail trailhead (connects to Good Neighbor/South Sumter Connector) at U.S. Highway 301 in Trilby in northeast Pasco County. The planned trail alignment generally follows the historic Orange Belt Railroad line that crosses Pasco County in a southwest to northeast direction. The Orange Belt Trail is scheduled for a route study which will determine exact alignment and preliminary engineering funded ($1.9M) in 2017. Request/Status: Pasco County requests $15.5M for right-of-way acquisition and construction.

----------------------- Tampa Bay TMA Leadership Group Purpose -----------------------

There is a role for a TMA-focused group, not currently performed by any existing transportation organization. That role includes developing regional consensus priorities for the TMA, especially in the allocation of federal & state funds. The group will focus on major cross-county transportation markets and traffic movements, and on helping the Tampa Bay metropolitan area speak with one voice in discussions of regional transportation prioritization issues and financial resources.

7E. Skinner Boulevard Complete Streets Project

SUMMARY

In 2018, the City of Dunedin received a $100,000 grant from Forward Pinellas to develop a complete streets concept plan for Skinner Boulevard from Alternate US 19 to Bass Boulevard. A four-lane roadway immediately north of Dunedin’s downtown district, Skinner Boulevard, also known as State Road 580, is within the City’s Community Redevelopment Agency (CRA) boundary and crosses the Pinellas Trail. The City has been developing the plan with the intent to transform the corridor into a multimodal facility that supports desired redevelopment within the CRA through safety improvements for passenger vehicles, bicycles, transit riders and pedestrians. The City has conducted extensive outreach with residents and business owners, and has developed significant public support for the planned concepts for the corridor. A City representative will provide the board with an overview of the project and identify planned components of the concept plan, which is currently being finalized. The Florida Department of Transportation has allocated funds to conduct a corridor study for SR 580 from Alternate US 19 to Tampa Road in FY 2020 of the Draft Tentative Work Program. ADVISORY COMMITTEE RECOMMENDATION(S): While not an action item, at its March 24th meeting, the TCC unanimously supported concept #3 for the Skinner Boulevard Complete Streets Concept Plan. The CAC also considered the various concepts at its March 25th meeting with a majority also supporting concept #3. Those CAC members who did not vote in favor of this concept voiced concern over the inclusion of roundabouts in the plan.

7F. Preliminary FY20 Budget

SUMMARY

Under Pinellas County’s FY20 budget schedule, the Pinellas Planning Council (PPC) preliminary budget

outline was submitted to the Office of Management and Budget (OMB) on March 14, 2019. The preliminary

outline will be refined in the coming months based on further direction from the board, as well as updated

financial projections from OMB and the Property Appraiser’s Office (PAO). Forward Pinellas staff is

scheduled to present the PPC’s preliminary budget to the Board of County Commissioners on May 9,

2019.

Below is a brief summary of the preliminary FY20 budget:

Forward Pinellas staff is preparing a budget that can be funded within the present revenue stream

at the current millage rate of 0.0150.

OMB has recommended the following forecast assumptions be used to build the FY20 budget:

o Property tax revenues will increase by 5.5%;

o Personal Services will increase by 3.6%; and

o Operating Expenses will increase by 2.3%.

OMB estimates the PPC unassigned fund balance (UAFB) will exceed $900,000 at the end of

FY19. The FY20 preliminary budget was structured consistent with board policy to continue the

strategic drawdown of the UAFB while maintaining a healthy reserve.

The preliminary FY20 budget for the combined operations of the PPC and MPO includes

$2,947,660 in expenditures and $2,752,200 in total revenues. About $195,460 will be

expended from the UAFB to balance the budget.

With the board’s input, and as preliminary estimates of ad valorem taxable values are made available

from the PAO by June 1st, this first draft of the budget will be refined in subsequent meetings with the

board.

Amendments SUMMARY This information is presented in order to better, and more systematically, apprise the Forward Pinellas Board of final action(s) by the Board of County Commissioners, in their role as the Countywide Planning Authority (CPA) on matters that have been previously considered. This summary also includes the Tier I Countywide Plan Map Amendments that have been administratively reviewed by Forward Pinellas staff.

Subthreshold Plan Map Amendment(s)

Case CW 19-02, a City of St. Petersburg case located generally north of Catalonia Way S. and Fairway Avenue S.; north and west of Caesar Way S. and Alcazar Way S.; and northeast of Fairway Avenue S. and Caesar Way S. The Board of County Commissioners, in its role as the Countywide Planning Authority, approved the amendment from Recreation/Open Space to Residential Low Medium (vote 6-0).

Regular Plan Map Amendment(s)

Case CW 19-03, a City of Largo case located at 2550 Roosevelt Boulevard. The Board of County Commissioners, in its role as the Countywide Planning Authority, approved the amendment from Residential Low Medium and Retail and Services to Retail and Services (vote 6-0).

4. PLANNING TOPICS OF INTEREST A. Missing Middle Housing Research

Shrimatee H Ojah-Maharaj, City of St. Petersburg staff, presented the findings of her doctoral research study on increasing the supply of the Missing Middle Housing types in the Tampa Bay area.

B. Self-Storage Subcommittee Findings Brett Burks provided an overview of the findings that resulted from the meetings of the sub-committee on self-storage which included information on local conditions, challenges, countywide considerations and examples of local government regulations. The PAC members were provided a copy of the findings report for reference and were advised it would also be available online.

C. PSTA Bus Easements Heather Sobush outlined the challenges being faced by PSTA in acquiring easements for bus shelters. The group discussed possible mechanisms that could be put in place as viable solutions and to be proactive in ensuring adequate space for the shelters in the future. Rodney Chatman advised that this item would be looked into further and come back to the PAC for further discussion at a later date.

Linda Fisher updated the PAC members on the status of the proposed amendments to the Countywide Plan. She advised that her meetings with the local governments are underway and will be continuing in order gain input. All of the proposed amendments to the Rules have been incorporated into a singular document for ease of reference and provided to the PAC members. Additionally, proposed changes to the Countywide Plan Strategies, including the Land Use Strategy Map, are being prepared and will be presented in May.

5. OTHER PAC BUSINESS/PAC DISCUSSION AND UPCOMING AGENDA

A. Pinellas SPOTlight Emphasis Areas Update

Rodney Chatman updated the PAC members on the latest activities and events related to the three SPOTlight Emphasis Areas. He stated that conversations continue with the cities of Indian Shores and Indian Rocks Beach concerning the sidewalks and drainage on Gulf Boulevard. Forward Pinellas and its partners are working on solutions. He advised that the draft of the Gateway Master Plan would be forthcoming in May or June and that there would also be an open house on April 4th to discuss the lane repurposing on 34th Street S.

B. Legislative Update Linda Fisher updated the PAC members on the status of bills of interest making their way through the legislative process. The members also received the latest legislative update from Florida APA for reference.

C. Health in All Policies: A Community Presentation

Brett Burks advised that the Florida Department of Health in Pinellas County received a Transformative Grant to bring health and equity considerations into the development of policies, programs, and services of local governmental agencies. A group of principal partners has been formed to lead this effort. A kick off meeting will be held on April 23, 2019 from 8am to noon in St. Petersburg. Forward Pinellas will email additional information to the PAC members so those interested can plan to attend.

Judith C. Bozard, 37, Brooksville: Judith was riding her bike east on Wiscon

Road just west of Mobley Road in Spring Hill. A vehicle entered her lane heading

the same direction after passing another vehicle. The vehicle struck Judith, then

over-corrected and overturned onto the north shoulder of the road. Judith was

taken to Regional Medical Center Bayonet Point, where she later died from her

injuries. Judith loved listening to music. Judith is survived by her children,

grandchildren, mother, sister, brother, family and friends.

February 15, 2019

Eric Lee Jordan, 35, Riverview: Eric was on a motorcycle traveling east on I-4

west of 50th St. when he and a friend on another motorcycle collided. Eric’s

motorcycle collided with the south shoulder barrier wall, sending him over the

wall. Eric was transported to Tampa General Hospital where he later died from

his injuries. Eric is survived by family and friends.

February 15, 2019

Donald Eugene Keller, 79, Lady Lake: Donald was driving on CR 611 north of

Tampa Road when, for unknown reasons, he lost control of his car. The car

entered the median, collided with a light pole and a tree. Donald died at the

scene of the crash. Donald was an accomplished educator and was inducted into

the Hall of Fame at Northeast High School. Donald is survived by his brothers,

son, family and friends.

February 17, 2019

Anthony “Tony” Violante, 56, Largo: Anthony was traveling eastbound on his

bicycle on West Bay Drive in Belleair Bluffs. A car was stopped at Harbor View

Lane and as the vehicle began its westbound turn, Anthony’s bike struck the car

and he was ejected from his bike. Anthony was taken to Bayfront Hospital where

he later died from his injuries. Tony loved the outdoors and had a passion for the

sea. Anthony is survived by his wife, daughter, brother, sisters, family and

friends.

Verlon John McDonald, 51, Largo: Verlon was driving a motorcycle southbound

on I-275 near Lois Ave. when for unknown reasons, he lost control of his

motorcycle and hit the guardrail on the left shoulder. This caused Verlon to be

ejected from his motorcycle and thrown off the overpass to the roadway below.

Verlon suffered fatal injuries at the scene of the crash. Verlon is survived by

family and friends.

February 22, 2019

Andy Jackson Sanford, 23, Brandon: Andy was driving a motorcycle eastbound

on I-4 when, when according to FHP, he attempted to pass a pickup truck.

Andy’s motorcycle subsequently crashed with the rear of the truck, which left the

scene. The driver of the truck was later arrested for DUI. Andy was taken to

Tampa Genera Hospital where he later died from his injuries. Andy is survived by

family and friends.

February 23, 2019

Stanley “Mike” Heath, 66, Clearwater: Stanley was driving a motorcycle north on

Old Coachman Road in Clearwater when a car made a U-turn into his path.

Stanley struck the front of the car and was ejected from his motorcycle. He was

taken to Mease Countryside Hospital, where he later died from his injuries.

Stanley is survived by his wife, children, grandchildren, brother, family and

friends.

February 24, 2019

Wesley H. Weysham, 59, North Port: Wesley, a retired fire fighter/paramedic,

stopped on the side of the road to provide aid to an injured motorist. Wesley

pulled the motorist to the side of the road when a car hit the injured motorist’s

stopped truck. The truck rotated and struck Wesley. Wesley died at the scene of

the crash. Wesley proudly served in the U.S. Navy. He also worked with the

Sarasota County Fire Department and the Sarasota K9 Search and Rescue,

where he received many awards for his services; including the Governor’s Award

and two Phoenix Awards for extraordinary life-saving efforts. Wesley is survived

by his wife, children, grandchildren, brothers, sister, family, friends, and a

community that grieves his loss.

Dominic Lore III, 59, New Port Richey: Dominic was traveling north on Madison

St. on his motor scooter when he veered across the southbound shoulder into a

yard, where he hit a tree, causing Dominic to be ejected from the scooter.

Dominic is survived by his fiancé, son, father, siblings, family, and friends.

Name Withheld: *Due to Florida Statue 316.066 (2)(d)”: A cyclist was riding his

motorized bicycle along the shoulder of US 19 near the intersection of Beacon

Woods Drive when he struck a pedestrian. The bicyclist was taken to an area

hospital where he later died from his injuries. He is survived by family and

friends.

Troy Phipps, 50, Crystal River: Troy was driving his vehicle west on West

Hampshire Blvd. at Elkcam Blvd. Troy failed to stop at the stop sign, entering the

path of a truck. Troy died at the scene of crash. Troy is survived by his wife,

parents, brother, sisters, family, and friends.

Alexis Demere, 20, Lithia: Alexis was traveling south on CR 39 when she veered

over the center line into the path of a northbound truck. Alexis’s vehicle rotated

and overturned, causing her to be ejected. She was not wearing a seatbelt at the

time. Alexis died at the scene of the crash. Alexis enjoyed cheerleading,

volleyball, shopping and other activities. She is survived by her baby daughter,

mother, brothers, sister, family, and friends.

March 1, 2019

Stephen Nix, 64, Hudson: Stephen was riding his motorcycle east on Hudson

Ave. when a vehicle entered the intersection of Hudson Ave. and Clayton Blvd.

and made a U-turn in front of Stephen. Stephen hit the right side of the vehicle.

He was taken to Regional Medical Center Bayonet Point, where he later died

from his injuries. Stephen is survived by family and friends.

Jackson “Jack” Eason, 20, Tampa: Jackson was traveling northbound on

Livingston Ave. approaching the intersection with Irene St. when a vehicle made

a left turn in front of Jackson and subsequently hit Jackson’s motorcycle.

Jackson was a student at USF and had a passion for cars and motorcycles.

Jackson is survived by his parents, stepparents, siblings, family, and friends.

Identity Unknown: Hillsborough County Sheriffs were on scene of a deadly hit

and run crash at South Miller Rd. and Lithia Pinecrest Rd. This crash appeared

to involve a bicyclist with no identification. This is an ongoing investigation. He is

survived by family and friends.

wheelchair was at the intersection of 15th Street N. and 122nd Ave. E. when he

was struck by a northbound vehicle and thrown from his wheelchair. He was

then struck by a southbound vehicle and the pedestrian died at the scene of the

crash. He is survived by family and friends.

March 3, 2019

Bernard Smiley, 63, Tampa: Bernard was crossing Nebraska Ave. in a

wheelchair in a marked crosswalk against the red signal at the same time a

northbound vehicle entered the intersection. The vehicle struck Bernard then

fled the scene of the crash. Bernard was transported to a local hospital, but

passed away from his injuries a week later. He was a graduate of South

Carolina State and was a father of three daughters. Bernard is survived by his

daughters, brother, family, and friends.

Jack Condulis, 22, Tampa: Jack was a passenger in a vehicle that was speeding

northbound on West Shore Boulevard, when the driver lost control trying to

overtake another vehicle. The vehicle then struck a raised median, several trees

and hit another vehicle head on, before catching fire. The driver has since been

charged with DUI Manslaughter. Jack died at the scene of the crash. Jack

enjoyed spending time with his family, boating, hunting, and fishing. Jack is

survived by his parents, brothers, sister, family, and friends.

March 5, 2019

Sarah Dobson, 77, Lakeland: Sarah was driving westbound on SR 60 when she

went to change lanes and lost control of the vehicle. She traveled across the

grass median and crashed head-on with an eastbound vehicle. Sarah died at the

scene of the crash. Sarah is survived by family and friends.

March 6, 2019

George Anthony Gamez, 23, Tampa: George was riding his motorcycle east on

Channelside Dr. approaching S. Florida Ave. He was in the far left turn lane and

vehicle turning left was in the lane next to him. As they began to turn, George

failed to make the turn and collided with the other vehicle and was thrown from

his motorcycle. Police said the motorcycle appeared to have been driving at a

high rate of speed. George died at the scene of the crash. George is survived

by family and friends.

Valarie “Colleen” Elberg, 75, Estevan, Saskatchewan: Valarie was waiting to

cross Bayshore Blvd. at the intersection of Cedar St. when she stepped off the

curb into the path of a southbound vehicle. She was not in a crosswalk. Valarie

is survived by her husband, daughter, step-children, sister, family, and friends.

March 7, 2019

Unborn child: three vehicles were traveling westbound on Hillsborough Ave. all

approaching N. 15th St. when the driver that was third in line failed to yield and hit

the middle vehicle propelling it forward into the first vehicle. This caused the

driver of the first vehicle, that was eight months pregnant to lose her unborn

child. The child is survived by its loving parents, family and friends.

March 9, 2019

Terry Putz, 51, Zephyrhills: Terry was attempting to cross US 301 near at the

intersection of Vinson Rd. He entered the path of a northbound vehicle on US

301, where he was then struck. Terry was taken to Advent Health Zephyrhills,

where he died from the injuries sustained in the crash. Terry is survived by

family and friends.

March 10, 2019

Markus Rutland, 22, Dade City: Markus was traveling northbound on his

motorcycle on US 301 at the intersection of Pioneer Museum Rd. A vehicle

pulled out from a stop sign at the intersection and entered Markus’s path. He

passed away at the scene of the crash. Markus enjoyed motorcycles, baseball,

fishing and was a talented musician. He is survived by his fiancé, daughter,

parents, siblings, family, and friends.

Identity Unknown: Hillsborough County Sheriff’s Office said a man got his vehicle

stuck on the train tracks at Dr. Martin Luther King Jr. Blvd. and Sydney Dover Rd.

and while trying to free his car he was struck by an oncoming train. The driver

was pronounced dead at the scene of the crash. His identity has not been

released. He is survived by family and friends.

David Eugene Massaro, 61, Largo: David was traveling westbound on Ulmerton
