4. PLANNING TOPICS OF INTEREST A. Concurrency Management

A. Linda Fisher stated the item originated out of St. Pete Beach and introduced Chelsey Welden who explained the issue being encountered with regard to sewer capacities and the management and tracking of levels of service. PAC members offered input with regard to concurrency management in their respective municipalities.

B. Microbreweries B. Linda Fisher initiated the discussion indicating Forward Pinellas staff was interested in learning/sharing information on this topic. For example, how does each local government regulate microbreweries? Is the current Countywide Rules classification of Manufacturing-Light appropriate? What type of technical assistance may be needed from Forward Pinellas? The PAC engaged in an extensive discussion with regard to local level regulations, classifications of different types of brewing operations, and suggestions for language in the Countywide Rules relating to microbreweries.

C. Medical Marijuana Dispensaries C. The PAC members exchanged information with regard to how each local government was preparing to regulate medical marijuana dispensaries. Local ordinance language and moratoriums were discussed.

D. Parcel Splitting and the Property Appraiser’s Office

D. Rodney Chatman updated the PAC members regarding his recent meeting with the Property Appraiser’s Office (PAO) regarding parcel splitting. At this time the PAO has been advised by their legal counsel to have a disclaimer on the citizen request form only. He advised the next step would be to have legal counsel for both Forward Pinellas and the PAO meet to discuss potential options for improving communications between the PAO and local governments when parcels are split.

E. Coastal High Hazard Area Balancing Criteria

E. Linda Fisher updated the PAC members regarding necessary language to be incorporated into each local government’s land development code to satisfy both the Countywide Rules and the Department of Economic Opportunity concerning increases in density and/or intensity in the Coastal High Hazard Area. She cited that local plan amendment requirements cannot supersede Florida Statutes.

5. OTHER PAC BUSINESS/PAC DISCUSSION AND UPCOMING AGENDA

A. Pinellas SPOTlight Emphasis Areas Update

A. Rodney Chatman updated the PAC members regarding the SPOTlight emphasis areas. He advised the first follow up meeting from the Waterborne Transportation Technical Forum to discuss model ordinances occurred last week and a draft would be forthcoming in the next few weeks. A PowerPoint presentation was given on the Gateway/Mid-County Master Plan scope of services. It outlined the plan objectives, timelines and opportunities for partnerships. The PAC members were asked to review the scope and offer comments by emailing Rodney Chatman over the next few weeks for inclusion in the final scope.

B. 2017 PAC Membership Roster/Election of Officers for 2017

B. The PAC selected Valerie Brookens, City of Largo, as the 2017 Chair and Derek Kilborn, City of St. Petersburg, as the Vice Chair.

C. Planning Topics/Opportunities for Technical Assistance in 2017

C. Rodney Chatman stated that in an effort to keep PAC relevant and a good use of time, Forward Pinellas staff developed topics for discussion in 2017. He outlined the role local governments would play in the development of subject matter and delivery of presentations at meetings. He provided the tentative list of topics and advised Forward Pinellas staff would be soliciting input from PAC for additional topics of interest.

3A. CPA Actions and Tier I Countywide Plan Map

Amendments December 2016

SUMMARY

This information is presented in order to better, and more systematically, apprise the Forward Pinellas

Board of final action(s) by the Board of County Commissioners, in their role as the Countywide Planning

Authority (CPA) on matters that have been previously considered. This summary also includes the Tier

I Countywide Plan Map Amendments that have been administratively reviewed by Forward Pinellas staff.

CPA Actions from December 13, 2016:

The 2016 Annual Countywide Plan Map Update was accepted by the Countywide Planning Authority for

filing by a vote of 7-0.

Tier I Countywide Plan Map Amendments December 2016:

FLUM 17-1, City of Largo satisfies the Tier I provisions of Section 6.1.2.1 of the Countywide Rules.

Planners Advisory Committee – January 3, 2017 4A. City of Clearwater US 19 Activity Center Land

Development Code

SUMMARY The City of Clearwater is proposing amendments to the City’s Land Development Code, to implement the newly drafted zoning and development standards for properties in its US 19 corridor planning area. This multi-year project implements several strategies within the City’s US 19 Corridor Redevelopment Plan (adopted in 2012) which set forth the vision for the US 19 corridor. US 19 and its cross streets were also designated as Activity Center and Multimodal Corridor on the Countywide Plan Map in 2015, allowing for additional densities and intensities of development in these areas. In addition to amendments to the City’s Community Development Code to create the new US 19 Corridor District and associated standards, the City has initiated amendments to its Comprehensive Plan, Future Land Use Map and Zoning Atlas. Staff from the City of Clearwater will provide a brief overview of the project’s components, concentrating on key development standards in the proposed zoning district.

4B. Community Analyst Overview

SUMMARY

Esri’s Community Analyst online GIS application produces data analysis reports customized to a specific

location, with infographics and data visualization tools. Community analyst gives users the ability to

quickly create reports within a certain distance, drive time, or walk time. Newly released capabilities

include analyzing information using suitability models. Forward Pinellas, fulfilling its role as the Planning

Council for Pinellas County, is available to help with local planning through technical assistance and

Community Analyst.

Brett Burks will provide a brief overview of the software and its capabilities.

5B. Complete Streets Program Update

SUMMARY

Complete Streets are designed, operated and maintained for all users, regardless of age or ability, based on the context of the roadway and its surrounding area. Through collaboration with its committees and board, Forward Pinellas has developed an incentive program to assist local governments in planning, designing and constructing Complete Streets projects, particularly those with the potential to serve as a catalyst for transformative redevelopment within a corridor or activity center. The program will award up to $100,000 annually for planning and design beginning in fiscal year (FY) 2017/18, and up to $1,000,000 annually for construction beginning in FY 2022/23. Between October 3 and December 16, 2016, we called for local governments to submit applications for funding of Complete Streets projects in their communities. We received a total of six applications, four for planning/design and two for construction:

The City of Clearwater is requesting $50,000 in planning/design funding for Drew Street between Fort Harrison Avenue and US 19. The proposed project includes development of a concept plan for improvements such as enhanced sidewalks, pedestrian crossings, bicycle lanes, bus shelters, landscape and drainage improvements, and potential traffic calming measures such as lane reductions, curb extensions, and roundabouts.

The City of Largo is requesting $100,000 in planning/design funding for Rosery Road between the Pinellas Trail and Eagle Lake Park. The proposed project includes roadway resurfacing, bicycle lanes, improved sidewalks, an enhanced pedestrian crossing, signalization improvements, and upgraded drainage. A connecting sidewalk would also be constructed on Highland Avenue.

The City of Largo is requesting $1,000,000 in construction funding for 1st Avenue NE between Missouri Avenue and 4th Street NE. The proposed project includes reconstruction of the brick street surface, the addition of a 10-foot multi-use trail on the north side, replacement of the sidewalk on the south side, upgraded drainage and utilities, street lighting, signage, and landscaping. Sidewalks would also be constructed along 2nd and 4th Streets to connect to the multi-use trail.

Pinellas County is requesting $50,000 in planning/design funding for 54th Avenue N between 49th Street N and US 19. The proposed project includes development of a concept plan for improvements such as enhanced sidewalks and pedestrian crossings, bicycle-only or shared-use lanes, and lighting; improved connectivity to the surrounding sidewalk network and Joe’s Creek Greenway Park; and an emphasis on land use and economic development in the surrounding Lealman community.

The City of St. Petersburg is requesting $50,000 in planning/design funding for the southern half of the South St. Petersburg Community Redevelopment Area, bounded by 49th Street S, 13th Avenue S, 3rd Street S, and 30th Avenue S. The proposed project includes development of an action plan to improve east-west connectivity and safety for pedestrians, bicyclists and transit users, particularly across I-275. Alternatives for pedestrian and bicycle facilities, lighting, buffering, and traffic calming would be evaluated.

The City of St Petersburg is requesting $892,312 in construction funding for 34th Street S between 30th Avenue S and 54th Avenue S. The proposed project includes construction of a 10-foot wide boulevard-style sidewalk that would accommodate pedestrians, bicyclists and other non-motorized uses. The sidewalk would connect to the surrounding network of on-street bicycle lanes, the Lakewood Connector Trail, and a future extension of the Skyway Trail.

Forward Pinellas staff will review all submitted applications and hold a workshop with the Technical Coordinating Committee at its January 25, 2017 meeting to identify a recommended project for funding. Project applicants will be given 10 minutes each during this workshop to provide an overview of their project and answer questions from the committee members. The recommendation for funding will be brought to the Forward Pinellas Board at its March 8, 2017 meeting for review and approval, with funding awarded after July 1, 2017.

5C. Discuss Potential Changes to the 2017 Forward

Pinellas Meeting Schedule

SUMMARY

In the interest of streamlining the number of meetings that local government officials and staff have to

attend throughout the year, Forward Pinellas staff have been asked to explore the feasibility of combining

either the November/December or December/January Board meetings. The combined meeting would

take place on a date between the regularly scheduled meeting dates for those months.

The proposed change would affect the submittal deadlines and public hearing dates for Tier II and III

Countywide Plan Map amendment applications submitted during the combined months. For example,

instead of three 30-day submittal windows between November and January, there could be two 45-day

submittal windows. We typically see fewer amendment applications during these months; for example,

this year there were no cases submitted for either the November or January meetings.

If the Board approves the change to its meeting schedule, the PAC would also have the option to combine

its meetings during the affected months, or could continue to hold two separate meetings as currently

scheduled.

5D. Forward Pinellas 2017 Board Composition

SUMMARY Per the MPO Membership Reapportionment Plan and Interlocal Agreement, two seats on the Forward Pinellas Board rotate automatically among their member communities on a bi-annual basis. They include the seats for the six Inland Communities and the cities of Oldsmar, Safety Harbor and Tarpon Springs. The terms for those seats were up in December 2016. Additionally, the new Chair of the Pinellas County Board of County Commissioners made new appointments to the Forward Pinellas Board effective January 2017. In light of these changes, please reference the attached membership roster for the Forward Pinellas board composition for 2017.
