New home sales rise 3.6 percentin July

Sales of newly built, single-family homesrose 3.6 percent to a seasonally adjustedannual rate of 372,000 units in July from an

upwardly revised pace in the previous month,according to figures released by HUD and theU.S. Census Bureau recently.

“Sales of new homes in July returned to thesame solid pace they set in May, which was thefastest sales rate we’d seen in more than twoyears,” said Barry Rutenberg, chairman of theNational Association of Home Builders (NAHB)and a home builder from Gainesville, Fla. “Thisis further evidence that consumers are becomingmore confident in local housing markets as theylook to take advantage of today’s very favorable

prices and interest rates.”Noting that the three-month moving average

of new-home sales has been edging up consis-tently since last September, NAHB ChiefEconomist David Crowe said, “Today’s goodreport is the latest indicator of a gradual, upwardtrend that we expect to continue through theremainder of this year.” However, he added that“The fact that the inventory of new homes forsale reached an all-time low in July is a worri-some signal that ongoing, unnecessarily tightcredit conditions are keeping builders frombeing able to replenish supplies as consumerdemand improves.”

Regionally, the Northeast posted thebiggest gain in new-home sales with a 76.5 per-cent increase in July from an abnormal low inthe previous month. The Midwest posted a 7.7percent gain while the South and West regis-tered marginal declines of 1.6 percent and 0.9percent, respectively.

After trending downward for the past sixyears, the inventory of new homes for sale hit arecord low of 142,000 units in July. This is a 4.6-month supply at the current sales pace.

This is further evidence thatconsumers are becomingmore confident in localhousing markets as they lookto take advantage of today’svery favorable prices andinterest rates.

Nationwide housing production edgeddown 1.1 percent to a seasonally adjust-ed annual rate of 746,000 units in July,

according to newly released figures from HUDand the U.S. Census Bureau. However, builderspulled more permits for planned new-homeprojects than they have in any month sinceAugust of 2008.

“While many builders believe that the outlookfor housing is considerably brighter than it has beenin years, we are being very careful about keepinginventories tight and not building ahead of demand,”noted Barry Rutenberg, NAHB chairman. “At thesame time, builders are drawing more permits fornew construction so we can accommodate buyersand renters as they return to the marketplace.”

“Our latest surveys confirm builders’increased confidence about future home buyerdemand, and that’s reflected in today’s permitnumbers,” agreed NAHB Chief Economist DavidCrowe. “Increasingly, housing is re-emerging as atraditional and much-needed source of strength inlocal economies as builders are able to put moreof their crews back to work. But two things thatare slowing this process considerably are the chal-lenges that builders continue to face in accessingcredit for viable new projects and the difficulty ofobtaining accurate appraisals on new homes.”

After four consecutive months of gains, sin-gle-family housing starts fell back 6.5 percentto a seasonally adjusted annual rate of 502,000units in July. Meanwhile, multifamily startsposted a 12.4 percent gain to 244,000 units,their strongest pace since February.

On a regional basis, combined single- and mul-tifamily starts declined 1.3 percent in the Northeast,3.5 percent in the South and 5.3 percent in theWest, but rose 17 percent in the Midwest in July.

Issuance of new building permits, which canbe an indicator of future building activity, rose6.8 percent to a seasonally adjusted annual rate of812,000 units in July – the fastest pace in nearlyfour years. Single-family permits rose 4.5 percentto 513,000 units (their best pace since March of2010) while multifamily permits rose 11.2 per-cent to 299,000 units.

Permit issuance rose in three out of fourregions in July, with the Northeast registering a12.2 percent gain, the South a 5.8 percent gainand the West a 14.0 percent gain. The Midwestposted a 4.2 percent decline.

Builder confidence rises 5 pointsBuilder confidence in the market for newly built,single-family homes improved for a fourth con-secutive month in August with a two-point gainto 37 on the National Association of HomeBuilders/Wells Fargo Housing Market Index(HMI), released today. This gain builds on a six-

point increase in July and brings the index to itshighest level since February of 2007.

“From the builder’s perspective, currentsales conditions, sales prospects for the next sixmonths and traffic of prospective buyers are allbetter than they have been in more than fiveyears,” said Rutenberg. “While there is still muchroom for improvement, we have come a long wayfrom the depths of the recession and the outlookappears to be brightening.”

“This fourth consecutive increase in builderconfidence provides further evidence of the grad-ual strengthening that’s occurring in many hous-ing markets and providing a needed boost to localeconomies,” said Crowe. “However, we are stillat a very fragile stage of this process and builderscontinue to express frustration regarding theinventory of distressed properties, inaccurateappraisal values, and the difficulty of accessingcredit for both building and buying homes.”

Derived from a monthly survey that NAHBhas been conducting for the past 25 years, theNAHB/Wells Fargo Housing Market Indexgauges builder perceptions of current single-fam-ily home sales and sales expectations for the nextsix months as “good,” “fair” or “poor.” The sur-vey also asks builders to rate traffic of prospectivebuyers as “high to very high,” “average” or “lowto very low.” Scores from each component arethen used to calculate a seasonally adjusted indexwhere any number over 50 indicates that morebuilders view sales conditions as good than poor.

Every HMI component posted gains inAugust. The components gauging current salesconditions and traffic of prospective buyers eachrose three points, to 39 and 31, respectively, whilethe component gauging sales expectations in thenext six months inched up one point to 44. Allwere at their highest levels in more than five years.

Regionally, builder confidence rose ninepoints to 42 in the Midwest and two points to 35 inthe South, but declined nine points to 25 in theNortheast and three points to 40 in the West inAugust. For the August HMI release, NAHB isintroducing an alternative trend comparison ofregional HMIs by also showing a three-month mov-ing average of each region’s index. The currentthree-month moving averages show a two-pointdecline to 29 in the Northeast, a five-point gain to35 in the Midwest, a three-point gain to 32 in theSouth and a three-point gain to 38 in the West.
