Jeanson ind ica t ed t h a t t h e dra inage problems on t h e proper ty at 7780 - 152nd S t r e e t and on t h e gol f course on t h e w e s t s i d e of 152nd S t r e e t had been increased because of t h e road cons t ruc t ion on 152nd S t r e e t . M r . Jeanson s t a t e d t h a t t h e new c u l v e r t cons t ruc ted on 152nd S t r e e t south of t h e Bear Creek Bridge does not func t ion proper ly and as a r e s u l t water from t h i s c u l v e r t i s backing up and f lood ing t h e gol f course property.

Mr. Jeanson ind ica t ed t h a t t h e e ros ion problem on t h e Ranch proper ty s t a r t e d i n 1979 and t o t h i s d a t e , he has l o s t approximately 16 f e e t of proper ty because of erosion. M r . Jeanson noted t h a t access t o h i s proper ty has been l i m i t e d , because h i s own personal br idge i s i n danger of washing o u t , due t o t h e increased water f low i n Bear Creek.

M r . Kitchen w a s t o have been present on behalf of t h e Mug and Musket Restaurant concerning t h e i n s t a l l a t i o n of a s i g n a t 152nd S t r e e t and 96th Avenue.

3. Alderman Watkins indicated that the Boundary Health Board was still trying to meet with the Minister of Health regarding the status of mental health matters within the Municipality. Alderman Watkins suggested that the Municipality could possibly invite the Minister to a meeting at which the Boundary Health unit members cou Id attend.

E. MAYOR'S REPORT: Y

1. The Mayor indicated that he was bringing back for reconsideration, under Section 240 of the "Municipal Act", resolutions in connection with Application 5681-491 for rezoning from R-F to RM-4 property, located at 10309, 10321 & 10337 - 144th Street to permit a 242 unit apartment project to proceed.

Alderman Fomich indicated that it was not appropriate for the Mayor to bring back the resolutions, as he was not present at the Regular Council meeting when they were dealt with.

Alderman Fomich then challenged the Chair.

The Mayor then indicated "Shall the Chair be sustained?"

The posted speed l i m i t i s 50kph, reduced t o 30 kph i n t h e v i c i n i t y of t h e school , and e x i s t i n g t r a f f i c vcilume i s approximately 2,000 v e h i c l e s pe r day. The r e p o r t added t h a t t h e r e i s an a s p h a l t sidewalk on t h e no r th s i d e of 24th Avenue, between 128th and 132nd S t r e e t s , and a concre te sidewalk from 132nd t o 134th S t r e e t s . The r e p o r t noted t h a t it would be d e s i r a b l e t o extend t h e sidewalk a t t h i s l o c a t i o n t o 136th S t r e e t o r 140th S t r e e t . However, because of o t h e r p r i o r i t i e s , t h i s s e c t i o n of sidewalk w a s not included i n Level 1 o r Level 2 of t h e proposed 1982 Budget. The consultants advised the Permits and Licenses Department that on November 25, 1981, the developer agreed to raise the pad, as requested by Mr. Poss, and that the work would be started forthwith.

1. Alderman Bose indicated that the Fraser River Estuary Study Committee will be meeting in Municipal Hall on December 22 at 3:30 p.m. to discuss this matter with any available Council members.

2. Alderman Schrenk indicated that she had received a letter from the resident at 6718 - 130 Street regarding the purchase of 31 hcrnes in the area by the Greater Vancouver Regional District.

The Mayor indicated that the Greater Vancouver Cistrict purchases a number of dwelling units throughout the Lower Mainland.

It was then Moved by Alderman Schrenk Seconded hy Alderman Bose That the Mayor be requested to contact

the G.V.R.D. and ask that they hold a public inforIiiation meeting in this area to explain the purchase of the 31 units.

3. Alderman Schrenk indicated that she had now received the reports from the Multi-Culturalism Conference that she attended with Alderman Jacobs in Toronto. Alderman Schrenk indicated that a copy of the report should be forwarded to the School Board and copies of the other reports should be made available to the Council members.
